Development Strategy for Utilization of ECVAM using the User Survey (사용자 만족도 조사를 통한 국토환경성평가지도 발전방안 연구)

  • The purpose of this study is to work out strategy for utilization of Environmental Conservation Value Assessment Map (ECVAM) using the user survey. It surveyed system users of ECVAM about its recognition and satisfaction. The results of the survey, the ECVAM became more popular and were highly satisfied with updated data. Especially, the study found a relationship between the satisfaction of ECVAM and accuracy, utilization, and convenience of the system. However, the satisfaction has a difference between user groups, a government official and a agent for EIA including researchers. The satisfaction of the agent group was affected by the convenience, the accuracy, and the utilization in order. In the other hand, the satisfaction of the government official group was affected by the utilization, the convenience, the accuracy, and recognition in order. Therefore, we need to adopt different strategies for educations of ECVAM and publicity activities depending on user groups. To increase the satisfaction of ECVAM, we should research not only to attain pinpoint accuracy, but also to suggest the guideline to utilize the map for a government official.

  • This study is intended to historical research the Jebok(ritual robes) of Jirisan Namakje. Joseon Dynasty established Five Manners as a country-ruling policy on the basis of Confucianism, the religious clothes-wearing method has been established through Sejong Silok Five Manners and the ritual robes system of all the government officials has been handed down to the end of Joseon Dynasty. The ritual robes of all the government officials was worn at the timed of the religious ceremony included ritual manners, and ritual robes are composed of Yanggwan, Ui, Sang, Jungdan, Peasul, Hwan, Wu(a cord, a leather belt, a belt, jade, a mace, Bangsimgokryeong, Mal, Ri, etc., and the rank was classified by the number of the veritical line of Ynaggwan, a leather belt, Hwan, Wu and jade and typeof a mace. "Jongmyouigwe" during the reign of king Sukjong described exactly the Uicha and textile of the ritual robes at that time, the textile Ui used Heukju as same as "Jegiakgidogamuigwe", and jade was used only in case of the first rank ritual official and other government officials did not wear jase. Also, it was revealed that all officials used a wooden mace, and in case of Husu, the first rank ritual official used Jikseong and other official used a picture.

  • Under the changes of administrative systems and office automation, 'the national record management system' had been reformed until 'Record Management Act' was enacted in 1999. Between 1984 and 1992, the national record management system was reformed in process of overcoming national crises and carrying out office automation. As a result, the system was absorbed into 'Governmental Document Regulations', 'Official Document Management Regulations' and 'Governmental Document Regulations'. In addition, 'government document classification scheme' and 'Record schedule' were unified into 'Official Document Classification and Record schedule'.

  • This study reviewed the US military government's record management system to fill the gaps in Korea's record management history. The US military government's record management system adopted the concept of "mixed use" between the Japanese Government-General of Korea and the US Army because of the dualized administration and constituency of human resources. In addition, the US Army's record management method was introduced during the US military administration to manage historical records and produce official documents that mix Chinese and English letters.

  • This study develops the process and method of official administration documents which have remained ill-balanced like the official documents of the government-general of Chosun(the pro-Japanese colonial government (1910-1945)). At first, the existing Appraisal-theories are recomposed. The Appraisal-Theories of Schellenberg is focused valuation about value of records itself, but fuction-Appraisal theory is attached importance to operational activities which take the record into action. But given that the record is a re-presentation of operational activities, the both are the same on the philosophy aspect. Therefore, in the case that the process - method is properly designed, it can be possible to use a composite type between operational activities and records. Also, a method of the Curve has its strong points in the macro and balanced aspect while the Absolute has it's strength in the micro aspect, so that chances are that both alternate methodologies are applied to the study. Hereby, the existing Appraisal theories are concluded to be the mutually-complemented things that can be easily put together into various forms according to the characteristics of an object and its situation, in the terms of the specific Appraisal methodology. Especially, in the case of this article dealing with the imbalance remains official-documents, it is necessary to compromise more properly process with a indicated useful method than establishing a method and process by choosing the only one theory. In order to appraise the official-documents of the pro-Japanese colonial government (1910-1945), a macro appraisal of value has to be appraised about them by understanding a system, functions and using the historical-cultural evolution, after analysing Disposal Authority. From this, map the record so that organization function maps are constructed regarding the value rank of functions and detailed-functions. After this, establish the appraisal strategy considering the internal environment of archival agencies and based on micro appraisal to a great quantity of records remained and supplying other meaning to a small quantity of records remained for example, the oral resources production are accomplished. The study has not yet reached the following aspects ; a function analysis, historical decoding techniques, a curve valuation of the record, the official gazette of the government general of Chosun( the pro-Japanese government for 1910-1945), an analysis method of the other historical materials and it's process, presentation of appraisal output image. As the result, that's just simply a proposal and we should fill in the above-mentioned shortages of the study through development of all the up-coming studies.

  • We discovered various sides of Lee Jema's tenure as the governor of Jinhae by looking at recently found historical materials of the central government of Joseon. Lee Jema went to his appointed post in Jinhae in February of 1887 and was replaced before the termination of his office in June of 1888. Since his replacement did not immediately arrive at Jinhae, Lee Jema continued to perform his duties until the first half of 1889. The difference between the date of his resignation and the arrival of his replacement reveals why various historical materials disagree about when he left office. After Lee Jema's official resignation in June of 1888, he was appointed to the honorary posts of Naegeumjang and Cheomji, which indicates the termination of his career as an official. Two superior officials conducted job assessments on Lee Jema three times during his service (once every six months) and these are the rare evaluations which were performed during his lifetime. Lee Jema was highly regarded in terms of job competency by two superiors in succession, which was unique for a local government official in the late Joseon dynasty. One of the job assessments referred to the potential of his performance as an official which usually implied that he was a suitable candidate for higher rank. This might have derived from Lee Jema's study of statecraft. Lee Jema's love for the people as an official was also mentioned in one of the job assessment reports. This is borne out by his quelling the revolt of Hamheung Province in 1896.

  • The Republic of Korea has made major strides in Information and Communication Technology (ICT) over the last five decades. After going through continuous efforts in e-Government and national informatization, Korea has become one of the global E-government leaders. Korea's E-government Development Index ranking assessed by the United Nations improved from 15th in 2001 to the top in 2010 and 2012 out of 192 countries worldwide, and its E-participation Index ranking was also ranked 1st in 2010& 2012. In addition, many of Korea's E-government practices until now have been introduced to the world as the best cases and received worldwide acknowledgement. The importance of official development aid/assistance (ODA) through informatization is especially gaining attention as Korea has joined the OECD Development Assistance Committee (DAC) and its status has significantly improved within international organizations. The Korean government has selected countries that have high potential in trade, economic, and E-government cooperation or those that are selected as ODA priority countries by the international community and has carried out various activities including ICT consultation, ICT Cooperation Center operation, and ICT learning programs. With joining the OECD DAC, Korea's overseas aid projects are expected to increase and be carried out in a more systematic manner. Also in the area of informatization, the importance of not only the overseas aid 'in ICT' itself but also the overseas aid 'through ICT' is increasing along with the expanding scale for more efficient and influential support. The Korean government's comprehensive reach of international projects in the ICT arena, aims to foster the global partnership for development by sharing and expanding the benefits of ICTs. The Korean government recognizes its advances and has endeavored to share them with others through participation in international forums and hosting of workshops.

  • The relationships between leader-subordinate interpersonal communication and performance were examined in conjuction with leadership for small project teams of six research institutes funded by Korean Government. The official communication was more positively related to consideration than initiating structure of leader behavior. The non-official communication was positively related to consideration but not significantly related to initiating structure. Each dimension of the performance was positively related to the official and non-official communication for total sample and related differently to the communications according to leadership types for given leadership style.

A Study of the System of Official Costume of Baekche (백제 공복제도에 관한 연구)

  • This study analyzes the Baekche official costume system, including the dress, cap and belt systems, by relating documentary records with the results of excavations. The study shows that the system differed depending on the time. A system of dress based on official ranks was instituted during the region of King Goi in the third century. The rap amd belt systems were begun in the first half of sixth century The official costume system, as recorded in the Chinese history $Sus{\u{o}}$, included many subdivisions of cap colors, which followed belt colors. According to $Gudangs{\u{o}}$, dress and cap systems changed in the seventh century. The official costume consisted of a $jacket(j{\u{o}}gori)$, trousers(baji), and coat(po). The coat had wide sleeves and reached below knees. Its collar had straight neckline. Officials of all rank wore silk caps and belts of matching colors. Officials above sixth rank used silver flower decorations on their caps. Officials wore wide-crouch trousers and generally adjusted the hems of the trousers, but this practice stopped in the sixth century. Officials wore shoes or boots depending on occasion. From a historical viewpoint, Baekche is important for having been the first Korean kingdom to establish a government organization. The salient feature of the system of organization established in A.D. 260(the twenty-seventh year of the region of King Goi) was the application of different colors to identify different ranks.

  • The simultaneous analysis of mycotoxins using LC-MS/MS, a food official analysis method, was applied with compound feed for pets with high consumer preferences. In this study, the linearity of all calibration curves showed good linearity of 0.99 or more. and both the accuracy (recovery rate) and precision (repeatability) criteria of the concentration range for each mycotoxin in the National Agricultural Products Quality Management Service's Validation and Verification Guidelines were met. And as a result of analyzing FAPAS QCM in the same way, it was assesed that the z-scores of Aflatoxin B1, Ochratoxin A, Zearalenone, and Fumonisin B1, were within ±2 range. This study showed that the application of the food official analysis method to compound feed for pets is suitable.
