기업의 품질경영 실태와 성과인식에 관한 연구 (A study on the quality management status and performance recognition of enterprises)

  • The purpose of this study is to identify (1) the successful quality management activities of domestic enterprises contribute to enhancing both corporate and national competitiveness and that the corporate and national competitiveness are related each other; (2) and to have the government and the citizens as well as enterprises re-recognize the importance of quality management and encourage them to make aggressive investments on quality management. It was found in this study that the enterprises with quality management scheme showed better performance that those without quality management activities. It was also found that quality competitiveness is a key factor for the enhancement of the national competitiveness, and that although quality improvement is normally realized through efforts of private enterprises (a conventional paradigm), active government support and participation are absolutely necessary for the competitiveness of the nation and industries. Accordingly, the quality management should be recognized not only as part of business improvement activities, but as nationwide activities where public sectors including government enterprises, hospitals, schools, regional governments, media companies and citizens groups are involved. In order to build a high-quality nation in the 21st century, the quality improvement should be realized through concerted efforts of the people, enterprises and the government.

  • A digital platform government without boundaries between the public and private sectors and between government ministries is impossible without national data management. Logical verification was carried out in this study following the definition of the national data management system's purpose, elements, and mode of implementation. Specifically, it was broken down into three dimensions in an effort to review different aspects: the management subject, the management method, and the designation target of national data. Finally, a description of the national master data management system and organization was given. The direction for the implementation of the digital platform government will be presented by this study.

참여정부 기록관리정책의 특징 (The characteristics of Records Management Policy during Participation Government(2003~2008))

  • 1948년 대한민국 정부 수립 이후부터 현재까지 국가기록관리제도에서 가장 큰 변화를 가져온 시기는 1999년 "공공기관의 기록물관리에 관한 법률" 제정 이후이며, 특히 참여정부(2003~2008년)가 기록관리혁신 정책을 펴던 시기이다. 이 글은 참여정부의 기록관리정책에서 특징적 현상을 언급한 글이다. 참여정부의 기록관리정책의 추진주체는 노무현대통령을 비롯한 대통령비서실 특히 기록관리비서관실, 정부혁신지방분권위원회 산하 '기록관리혁신전문위원회', 국가기록원 기록관리혁신단이다. 이 세 주체는 정책의 주도권을 둘러싸고 경쟁을 벌이기도 하였지만, 서로 협력하면서 기록관리의 혁신을 주도해갔다. 참여정부의 기록관리정책의 집행에서 주요한 특징은 거버넌스를 적극적으로 구현하고자 하였다는 점이다. 즉 기록관리를 둘러싼 이해관계 단체들의 의견을 적극적으로 수렴하여 정책을 입안하고 추진하고자 하였다는 점이다. 참여정부는 시민단체와 언론의 문제제기를 적극적으로 수용하고, 학계의 전문가를 참여시켜 기록관리혁신전문위원회와 혁신분권평가위원회를 구성하여 "국가기록관리혁신 로드맵"을 입안하고 점검해가도록 하였다. 다음으로 중요한 특징은 공공기관에 기록물관리 전문요원을 배치하였다는 점이다. 2005년 연구직 공무원에 기록연구직렬을 신설하고 중앙부처에 기록연구사를 배치하여 공공기관에 기록물관리 전문요원을 본격적으로 배치함으로써, 공공기록관리의 체계를 마련하고 기록관리의 전문성을 제고하였다. 이후 기록물관리 전문요원은 지방자치단체뿐 아니라 민간기록관에도 채용됨으로써 한국기록관리의 새로운 단계를 열어가게 되었다. 끝으로 "공공기록물 관리에 관한 법률"(전부 개정) "대통령기록물 관리에 관한 법률"을 제정함으로써 한국의 기록관리를 한 단계 발전시키는 계기가 되었다. "공공기록물 관리에 관한 법률"은 전자정부시대에 알맞게 이전 법률을 전부 개정하였으며, "대통령 기록물 관리에 관한 법률"은 대통령기록물을 체계적으로 관리하는 발판을 마련하였다. 한 나라의 기록관리제도의 정착 정도는 그 사회의 민주주의 발전의 정도를 나타낸다. 다음 정부에서는 참여정부의 기록관리정책을 극복하면서 '새 거버넌스 기록관리체계'를 구축해야 한다. 먼저 기록관리 주체가 정부뿐 아니라 시민사회, 지역자치, 중소기업 및 학계 전문가가 참여하는 거버넌스형이 되어야 한다. 기록관리의 대상은 업무의 입안과 집행뿐 아니라 결과 및 영향까지 기록화하는 민주형이 되어야 한다. 기록화의 방법은 관계되는 주체들이 기록의 중요성을 인식하고 같이 참여하는 형태가 되어야 한다.

조선총독부의 기록관리제도 (Records Management Systems of the Colonial Chosun Government General)

  • The characteristics of the records management systems of the Japanese colonial government can be summarized as follows. First, the Government General adopted a "decentralized retention" of public records. The Government General did not establish its own archives for central preservation of permanent public records. Colonial agencies established its own records office and the records office managed the records its agency created. Secret records and police records were exception. They were retained by the Secretary Office of the General Affairs Division and Police Division of the Chosun Government General respectively. Second, filing systems and retention periods of the public records followed the hierarchic structure of organization. In the headquarter of the government, records were filed by a "bureau-division-activity-file" classification system and a retention period of a file was given automatically by each unit the file belonged. A closed and cut-off file was retained and arranged according to its creating unit, creating year, and retention period. The filing system was easy to use once the filing system was established well, but to make it work effectively changes in activities and organizations should be on a reflected regular basis. It had an advantageous effect that permanent records could be preserved in a unified way throughout the organization. However, it is very critical to determine the permanent records in a professional way. Selection of the permanent records should be done professionally and in a historical perspective. Otherwise, the records retained as permanent records were not the records having an enduring value. And that was not done by the colonial government. Third, classification and scheduling of records were carried out by a creating division, rather than by the Records Office, mostly from the 1920s. Compilation of the records was also done by the creating agency. It implies that the records management lacked the professionalism. In conclusion, the records management system of the Chosun Government General wes nither modern nor user oriented. It managed the records for solely administrative purpose, i.e. effective colonial rule. The legacy of the colonial records system still exists in the public records system in Korean government. One should criticize the lack of will and efforts to modernize the public records system since the establishment of the Korean government while should reflect the historical origins of the records system in Korea.

정부의 복식회계제도 정착에 관한 연구 (A Study on the Settlement of Local Government Accounting System)

  • The purpose of this study is to settle local government accounting system. In order to achieve this object. First, accural accounting should be closely connected with budgetary accounting. Second, a computerized program for double entry book-keeping system must be developed primarily. Finally, the improvement of local government accounting system should be oriented enhancing efficiency and public accountability.

  • 최근 복합재난 환경 속에서 지역 방재력을 구축하기 위한 재난안전관리의 선진화에 대한 새로운 패러다임이 요구되어지고 있다. 이러한 상황속에서 2012년 9월 구미 불산 유출사고를 겪으면서 지방자치단체의 재난안전 역량의 중요성 및 필요성이 부각되었다. 이와 함께 안전 확보에 대한 국민의 관심도 증대는 지역 주민들의 재난안전정보에 대한 권리를 가시화하였고 사회적 이슈로 나타났다. 본 연구에서는 지방자치단체의 재난관리 업무역량을 평가 분석 할 수 있는 프로그램을 개발하였다. 재난관리 역량강화 지표를 데이터베이스화하여 재난관리담당자 중심의 웹 기반 체계를 구축하여 지방자치단체가 자체적으로 재난안전관리 역량 수준을 파악하도록 하였다. 또한, 재난안전관리 정보를 지역주민들이 이해하기 용이하게 지표화하여 공개하도록 하였다. 지방자치단체의 재난관리 역량강화를 위해서는 지역의 취약성을 분석하여 개선사항을 도출하는 노력과 함께 이를 지역주민에게 공시함으로서 지역사회의 참여를 바탕으로 최적의 효과를 거둘 수 있을 것이라 기대한다.

The Momentum Strategy of Small Foreign Investors in the Indonesia Stock Exchange

  • This research aimed to analyze the momentum strategy of foreign investors with the smallest trading transactions in the Indonesian stock market. This study applied a quantitative method approach using intraday transaction data of companies listed on the LQ-45 Index for March, April, and May 2017, obtained from the Indonesia Capital Market Institute (TICMI) which is a subsidiary of the Indonesia Stock Exchange (IDX). The number of companies with available data is 35 companies, consisting of 23 non-government stocks and 12 government stocks. The number of observations from the 35 companies was 8,686,030 observations where the government companies recorded 2,751, 545 and the non-government companies 1,387,016 observations. All data was then squeezed and grouped into small, medium, and large trade transaction orders. The data analysis method used was paired t-test with SPSS to analyze cumulative abnormal returns in the formulation and test periods. This study found that small foreign investors carried out momentum strategies on stocks listed on the LQ-45 Index. However, re-testing was done by separating government and non-government shares. It turned out that small foreign investors performed a momentum strategy on non-government and a contrarian strategy on government.

양산단계 군수품에 대한 정부품질보증활동 실효성 향상 방안 (Suggestions on Enhancing the Effectiveness of Government Quality Assurance Activities for Military Supplies in Production Stage)

  • Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.

전자정부의 통합전산환경 구축을 위한 작업분할구조(WBS)의 사례연구 (A Case Study on Work Breakdown Structure(WBS) in Constructing the integrated computing environment of the e-Government)

  • 지난 20년간 전자정부시스템을 효과적으로 구축 및 운영하기 위한 과학적이고 체계적인 접근방법에 대한 연구가 지속되어 왔다. 그 중에서 제너럴시스템엔지니어링(GSE)의 기법으로 작업분할구조(WBS)에 대한 관심이 높았다. 작업분할구조(WBS)는 전자정부시스템을 효과적으로 관리 및 엔지니어링을 하기 위한 과학적인 수단이다. 작업분할구조(WBS)는 전자정부시스템을 구축 및 운영하기 위한 프로젝트를 자료항목(DIDs)관점에서 작업을 체계적으로 구조화한 것이다. 본 연구에서는 전자정부시스템을 체계적으로 관리 및 엔지니어링 하기 위한 개념적 작업분할구조(WBS)를 기반으로 구체적인 사례연구를 하였다. 사례연구를 통하여 전자정부시스템을 구축하기 위한 개념적 작업분할구조(WBS)의 전형적인 모델을 제시하였고, 이를 적용하기 위한 유용한 지침을 제공하였다. 본 사례연구의 결과는 전자정부시스템을 구축 및 운용 시 널리 활용될 수 있을 것으로 판단된다.

  • Mobile Government is one of the new and important developments in e-government. The promise of m-government to provide greater access to government information is progressing in many developed and developing countries. Current Mobile Government does not exploit the full potential of available technology. Research shows there is a lack of a perfect killer application [2][1]. Firstly, this paper begins with an overview of e-gov and m-gov. In this context, this paper aims to present a framework to find killer applications in M-government to which researchers must pay attention and develop suitable way to perform according to different countries' contexts.
