이 연구는 고객지향행정의 시각에서 지방자치단체에서의 도시정보시스템(UIS)을 재조명하고 있다. 이 연구는 먼저 도시정보시스템의 기본구조를 제시하고, 광역자치단체의 UIS 사례를 분석하여 도시정보시스템의 구축과 활용과 관련된 문제점들을 도출한다. 사례분석의 결과에 따르면, 지방자치단체의 GIS는 실무부서의 필요에 따라 추진되고 있으므로 실무자용 GIS에 초점을 두고 있다. 반면 GIS에 대한 시민의 수요조사에는 미흡했으며, UIS를 통한 시민의 도시행정수요를 예측하는데 필요한 행정구역도와 기초행정통계체제에 대한 관심이 낮았다. 결론으로 이 연구는 고객지향행정을 위한 도시정보시스템의 발전방안으로 시민의 UIS 수요조사의 실시, 생활GIS의 구축, 인터넷 GIS의 모색, 행정구역도와 정부통계체제의 정비 등을 제시하고 있다.

The Location Based Services comprised GIS and Telecommunication allow users to receive various services based on their geographic location. It is need to legislation to encourage the provision and use of location information by providing privacy protection to users. But the contents of the legislation proposed by Korean government have problems conflicted between protection of a person's location information and invigoration of location-based services. The purpose of this study is to search complementary measures for privacy protection of location information from From a viewpoint of effective management strategy for geographic information.

This paper is an analysis of the Category Individual Residence urban spatial structure along the National Route BO (Koushu-Kaido), one of the major roads in Japan, and the degree of differences between locations and its changes between the points of time. The analysis was based on the GIS technique. Whilst, previous studies were based on municipal boundaries or mesh units as sources of data, GIS allowed the use of variable geographical units, Roadside zone, Inner zone, North zone, South zone, Blocks. As an example to apply the technology of GIS, 1986's and 1991's building polygon data of the Urban Planning Bureau of Tokyo Metropolitan Government are used. The layers referred to the analyses is the building polygons with the amount of stories, building area, floor area and the material of the building. Two statistical analysis are executed; one is the test of the regional equality about the number of story of building, building area, floor area and fireproof building ratio.

최근 들어 반복되는 수해로 인해 인명피해, 재산피해, 복구비가 급격히 증가되고 있어, 막대한 사회적 비용이 지불되고 있다. 수해복구나 방지를 위한 정부투자액의 효율적인 집행을 위해서 체계적인 사업계획 및 관리가 절실히 요구되고 있다. 또한 이상기후로 인해 발생하는 홍수피해액의 규모가 국내총생산(GDP) 대비 피해액 비율이 약 1%에 이르고 있어 향후 동일지역에서 반복적인 수해 발생을 억제할 수 있는 효율적인 치수사업 관리가 필요하다. 이를 위한 적정투자규모의 예산 확보 및 예산 집행의 효율성 극대화를 유도하기 위해서 과학적이고 합리적인 정책판단기준이 제시되어야 한다. 현재 수해방지사업은 건교부, 행자부, 농림부, 환경부, 산림청, 해양수산부, 기상청, 과학기술부 등 전 정부부처가 사업을 추진하고 있으나, 하천의 상 하류에 걸쳐 추진되는 치수사업의 일관성을 유지하기 어려운 실정이다. 본 연구에서는 Web기반의 GIS기술을 활용하여 전국단위의 하천치수사업의 종합적 관리기법을 개발하여 국가예산의 적절한 집행과 관리를 지원하며, 사업관리에 있어 중앙부처와 지방청간의 정보교류의 장을 마련하고자 한다.

House management is very important in water resource protection in order to provide sustainable drinking water for about four millions population in northern Taiwan. House management can be a simple job that can be done without any ingredient of remote sensing or geographic information systems. Remote sensing and GIS integration for house management can provide more efficient management prescription when land use enforcement, soil and water conservation, sewage management, garbage collection, and reforestation have to be managed simultaneously. The objective of this paper was to integrate remote sensing and GIS to manage houses in a water resource protection district. More than four thousand houses have been surveyed and created as a house data base. Site map of every single house and very detail information consisting of address, ownership, date of creation, building materials, acreages floor by floor, parcel information, and types of house condition. Some houses have their photos in different directions. One house has its own card consists these information and these attributes were created into a house data base. Site maps of all houses were created with the same coordinates system as parcel maps, topographic maps, sewage maps, and city planning maps. Visual Basic.NET, Visual C#.NET have been implemented to develop computer programs for house information inquiry and maps overlay among house maps and other GIS map layers. Remote sensing techniques have been implemented to generate the background information of a single house in the past 15 years. Digital orthophoto maps at a scale of 1:5000 overlay with house site maps are very useful in determination of a house was there or not for a given year. Satellite images if their resolutions good enough are also very useful in this type of daily government operations. The developed house management systems can work with commercial GIS software such as ArcView and ArcPad. Remote sensing provided image information of a single house whether it was there or not in a given year. GIS provided overlay and inquiry functions to automatically extract attributes of a given house by ownership, address, and so on when certain house management prescriptions have to be made by government agency. File format is the key component that makes remote sensing and GIS integration smoothly. The developed house management systems are user friendly and can be modified to meet needs encountered in a single task of a government technician.

지자체 GIS 정보화가 확산되어감에 따라 구축된 공간정보의 활용확산, 타 정보와의 연계 등의 요구가 증대되고 있다. 특히 지자체 행정업무의 70-80%가 공간정보와 연계되어 있는 만큼, 지자체 GIS 통합 연계가 지자체 정보화의 핵심으로 부각되고 있다. 이에 본 연구는 현 지자체GIS 통합 연계 현황과 기존연구에서의 지자체 GIS 통합 연계 이슈사항을 파악하고, 이를 기반으로 지자체 GIS 통합 연계 이슈정립 및 해당이슈를 해결하기 위한 지자체 GIS 통합 연계 고도화 모델을 제시하였다. 지자체 GIS 통합 연계 고도화모델은 지자체 지리정보 담당부서 중심의 통합연계에서 확대하여, 지자체 전 부서 및 국가적 차원에서의 통합연계를 고려한 모델이다. 지자체 GIS 통합연계 고도화 모델을 위한 추진전략으로 자료공유방안, 지자체GIS 공통기반 데이터정비, 지자체 GIS 통합DB구축 및 연계구조 기반의 아키텍쳐 개선, 시스템 및 DB 구축 및 개선, GIS DB 통합인프라 표준정비, 지자체 GIS 통합연계 정보화 기반조성이라는 전략을 제시하였다. 결론으로, 제시된 모델의 구현을 위해선 협업의 개념이 바탕이 된 제도적인 뒷받침이 우선시되어야 함이 강조되었다.

It is necessary to construct an effective regional information system in facing the incoming information intensive society. Many local government in Korea began to recognize a need for constructing a GIS(Geographic Information System) and they are planning to construct GIS´s to improve their administrative efficiency. However, ti requires high-priced hardware, software, and an experienced operator to sue a GIS effectively. The purpose of this study is to develop the GIS program which can be sued with ease by common users. By developing a GIS functioned program using a coordinate recognition module by application of geo-spatial data, and a digital map which is already made, this program can be used efficiently only by only inputting attributes without high-priced hardware and software, and can be utilized easily to every purposes of work with geo-spatial data and attributes. MapObjects, mapping and GIS component, was employed to use geo-spatial data, and Access 97 from Microsoft to manage and attributes database. Visual Basic, objected-oriented language, was used to develop an application program. Results of this study were applied to constructing the Information system of Kanwon National University. This program could be used for various purposed by common users without additional hardware and software.

공간정보는 행정업무의 수행에 있어 핵심적인 요소이다. 자치단체에는 행정업무의 처리를 위한 다양한 행정정보시스템과 GIS들이 구축되어 있다. 행정정보 시스템은 주로 대장 중심의 텍스트 정보를 활용하도록 설계되어 도면정보의 활용이 고려되지 않았다. 또한 GIS의 좌표체계와 행정정보 주소체계가 서로 달라 매칭이 잘 되지 않는다. 따라서 기존의 시스템으로는 행정업무에 공간정보를 연계하는데 한계를 나타낸다. 본 논문에서는 행정 공간정보를 체계적으로 관리하여 행정정보와 공간정보를 연계활용하기 위한 자치단체의 엔터프라이즈 아키텍처의 설계를 다룬다. 하부 아키텍처로는 업무, 데이터, 응용, 기술 아키텍처가 설계되며 각각 계획자 수준과 책임자 수준의 아키텍처를 설계한다. 아키텍처의 세부내역은 전자정부 엔터프라이즈 아키텍처 도입 실무가이드를 따라 기술된다. 업무아키텍처와 데이터아키텍처는 교통행정업무의 예에 적용되어 기술되었다.

우리나라는 자연재해로 인한 피해를 복구하기 위해 풍수해보험을 시행하고 있다. 풍수해보험은 국민안전처가 주관하며 민간보험사가 운영하는 정책보험으로 보험계약자가 부담해야 하는 보험료의 일부를 국가 및 지방자치단체에서 보조함으로써 국민이 저렴한 보험료로 예기치 못한 풍수해에 대해 능동적으로 대처할 수 있도록 하는 선진국형 재난관리제도이다. 본 연구에서는 이러한 풍수해보험 관리지도상의 보험요율 산정 시 필요한 보험목적물 GIS DB 구축과 피해율 산정과 GIS를 분석하는 방법에 대하여 연구하였다. 이번 연구에서 구축한 풍수해 보험의 보험목적물은 단독주택, 공동주택, 온실을 대상으로 하였으며 우리나라 전역의 광범위한 데이터를 어떻게 구축하고, 이 데이터를 실제 시스템을 통해 어떻게 운영할 것인지에 대한 방안을 제시하였다.

도시화로 인한 사회기반시설의 확충으로 인해 각종 시설물의 관리에 새로운 차원의 관리기술이 요구되고 있다. 90년대부터 GIS는 시설물관리와 계획에 효과적인 기술로 평가되어 정부 및 지자체에서 중장기 계획을 수립하여 시설물 관리시스템을 구축하고 있으며, 관련분야기술을 발전시키기 위한 연구가 지속적으로 이뤄지고 있다. 이런 측면에서 GIS구축 시 수치지도나 영상을 기본도로 사용하는 단점을 개선하기 위해 동영상자료를 이용한 정보시스템구축에 관심이 높아지고 있다. 동영상자료를 이용할 경우 실 세계적인 정보를 사용자에게 제공할 수 있어서 GIS의 사용효과를 더욱 향상시킬 수 있는 장점이 있다. 본 연구에서는 비행선에서 촬영된 비디오동영상과 GPS 위치자료를 이용하여 비디오영상을 수치지도와 연계시키고, 동영상에 나타나는 시설물에 대한 객체추적 및 속성자료 연결을 통해 시설물을 효과적으로 관리할 수 있는 시설물관리시스템을 프로토 타입으로 개발하였다. 제시된 시스템의 기능을 통하여 동영상자료를 이용한 시설물관리시스템의 구축 가능성과 활용성을 제시하였다.
