Role of Cultural Factors in IT Projects: In the Context of Developing Economies

  • Various information and communication technologies (ICT) and electronic government (e-Government) projects have been planted in hopes of economic and social growth in developing economies. These types of ventures usually involve working in societies with their own unique cultures in various aspects that often cause "custom ways" of planning, implementing, coordinating, and controlling in IT projects, thus playing a grand role in determining the success of IT projects. Due to a lack of understanding of local cultural factors and a deficiency of cultural risk evaluation models, however, many IT projects especially in the context of developing economies face failure. This study investigates the major cultural factors involved in IT projects and their effects on IT projects in developing economies. The framework is validated using the United Nations Development Programme's (UNDP) information and communication technology (ICT) and e-Government project cases of two countries in Central Asia, Uzbekistan and Kazakhstan. This study will help project managers develop management practices and strategies associated with the cultural factors they face during the various stages of their IT projects in their specific contexts.

기업가정신 정책의 이론적 측면에 관한 소고 (A Theoretical Aspects of Entrepreneurship Policy)

  • 본 연구의 목적은 국내에서 활발히 시행되고 있는 기업가정신 정책(entrepreneurship policy)에 대한 이론적 기반을 제공하는 것이다. 먼저 기업가정신 정책은 기업가적 과정에 정부가 개입하는 활동으로, 기업가정신을 가진 개인들의 공급을 증가시키고 그들의 창업활동을 지원하는 정책으로 정의하고, 이를 벤처기업정책 및 중소기업정책과 구분한다. 기업가정신 정책의 경제적 당위성과 관련하여서는 기업가 시장(market for entrepreneur)의 개념을 상정하고, 시장실패의 관점에서 정부의 개입 필요성을 도출하며, 정책수립의 원칙을 제시한다. 또한 기업가적 과정을 토대로 하여 기업가정신 정책의 틀을 모형화 하고, 정책영역별 파급경로(transmission channel)를 파악한다. 기업가정신 정책의 파급경로는 (1) 수요측면, (2) 공급측면, (3) 창업의사결정, (4) 자원조달 등이다. 마지막으로 각 정책영역 및 파급경로별로 구체적인 정책수단 혹은 프로그램들을 유형화하고, 이 기준에 따라서 실제로 우리나라에서 수행되고 있는 기업가정신 정책들을 분류한다. 하지만 본 연구는 기업가정신 정책에 대한 실험적인 경제 분석이므로 기업가정신 정책에 대한 연구목적이나 정책수립목표에 따라서 접근방법 및 내용이 달라질 수 있다.

Cancer Stem Cells in Head and Neck Squamous Cell Carcinoma: A Review

  • Research indicates that a small population of cancer cells is highly tumorigenic, endowed with the capacity for self-renewal, and has the ability to differentiate into cells that constitute the bulk of tumors. These cells are considered the "drivers" of the tumorigenic process in some tumor types, and have been named cancer stem cells (CSC). Epithelial-mesenchymal transition (EMT) appears to be involved in the process leading to the acquisition of stemness by epithelial tumor cells. Through this process, cells acquire an invasive phenotype that may contribute to tumor recurrence and metastasis. CSC have been identified in human head and neck squamous cell carcinomas (HNSCC) using markers such as CD133 and CD44 expression, and aldehyde dehydrogenase (ALDH) activity. Head and neck cancer stem cells reside primarily in perivascular niches in the invasive fronts where endothelial-cell initiated events contribute to their survival and function. Clinically, CSC enrichment has been shown to be enhanced in recurrent disease, treatment failure and metastasis. CSC represent a novel target of study given their slow growth and innate mechanisms conferring treatment resistance. Further understanding of their unique phenotype may reveal potential molecular targets to improve therapeutic and survival outcomes in patients with HNSCC. Here, we discuss the state-of-the-knowledge on the pathobiology of cancer stem cells, with a focus on the impact of these cells on head and neck tumor progression, metastasis and recurrence due to treatment failure.

A comparative evaluation of fracture resistance of endodontically treated teeth restored with different post core systems - an in-vitro study

  • PURPOSE. To compare the fracture resistance and the mode of failure of endodontically treated teeth restored with different post-core systems. MATERIALS AND METHODS. Root canal treatment was performed on 40 maxillary incisors and the samples were divided into four groups of 10 each. For three experimental groups post space preparation was done and teeth were restored with cast post-core (Group B), stainless steel post with composite core (Group C) and glass fiber post with composite core using adhesive resin cement (Group D). Control group (A) samples were selected with intact coronal structure. All the samples were prepared for ideal abutment preparation. All the samples were subjected to a load of 0.5 mm/min at $130^{circ}$.until fracture occurred using the universal testing machine. The fracture resistance was measured and the data were analyzed statistically. The fracture above the embedded resin was considered to be favorable and the fracture below the level was considered as unfavorable. The statistical analysis of fracture resistance between different groups was carried out with t-test. For the mode of failure the statistical analysis was carried out by Kruskal-Wallis test and Chi-Square test. RESULTS. For experimental group Vs control group the fracture resistance values showed significant differences (P<.05). For the mode of failure the chi-square value is 16.1610, which means highly significant (P=.0009) statistically. CONCLUSION. Endodontically treated teeth without post core system showed the least fracture resistance demonstrating the need to reinforce the tooth. Stainless steel post with composite core showed the highest fracture resistance among all the experimental groups. Teeth restored with the Glass fiber post showed the most favorable fractures making them more amenable to the re-treatment.

Coconut shell waste as an alternative lightweight aggregate in concrete- A review

  • This review article highlights the physical, mechanical, and chemical properties of coconut shells, and the fresh and hardened properties of the coconut shell concrete are summarized and were compared with other types of aggregates. Furthermore, the structural behavior in terms of flexural, shear, and torsion was also highlighted, with other properties including shrinkage, elastic modulus, and permeability of the coconut shell concrete. Based on the reviewed literature, concrete containing coconut shell as coarse aggregate with normal sand as fine showed the 28-day compressive strength between 2 and 36 MPa with the dried density range of 1865 to 2300 kg/m3. Coconut shell concretes showed a 28-day modulus of rupture and splitting tensile strength values in the ranges of 2.59 to 8.45 MPa and 0.8 to 3.70 MPa, respectively, and these values were in the range of 5-20% of the compressive strength. The flexural behavior of CSC was found similar to other types of lightweight concrete. There were no horizontal cracks on beams which indicate no bond failure. Whereas, the diagonal shear failure was prominent in beams with no shear reinforcements while flexural failure mode was seen in beams having shear reinforcement. Under torsion, CSC beams behave like conventional concrete. Finally, future recommendations are also suggested in this study to investigate the innovative lightweight aggregate concrete based on the environmental and financial design factors.

대공황에 대한 고등학교 사회과 교과서 서술의 문제점과 개선방안 (The Great Depression in High School Social Science Textbooks : Critiques and Suggestions)

  • 대공황은 20세기의 가장 중요한 역사적 사건 중 하나로, 현재 고등학교 사회과 교과서들은 근대 경제의 형성과 관련해서 대공황을 비중 있게 다루고 있다. 하지만 대공황에 대한 교과서의 서술들을 분석해 보면, 부실한 논리 전개나 틀린 사실의 수록, 나아가 교육적으로 부적절한 표현들을 실은 사례가 다수 발견된다. 궁극적으로는 교과서들이 제시하고 있는 대공황에 대한 목적론적 해석, 즉 자유방임주의 혹은 시장의 본원적 불안정성으로 인해 과잉생산이 초래되어 대공황이 발생하였으며, 국가개입을 통해 대공황이 해소되었다는 해석 자체가 경제사학자들의 연구 결과와 부합하지 않는다. 사회와 역사에 대한 균형 잡힌 인식의 함양이라는 사회교과의 목적을 위해서는 대공황에 대한 서술을 근본적으로 개선하는 작업이 요구된다.

Cement Augmentation of Dynamic Hip Screw to Prevent Screw Cut Out in Osteoporotic Patients with Intertrochanteric Fractures: A Case Series

  • Purpose: The purpose of this study is to describe a method of inserting cement in the femoral head before fixation with dynamic hip screw to prevent screw cut out due to osteoporosis and to evaluate its clinical outcome in these patients. Materials and Methods: In this prospective study, 30 patients aged 60 years and older with intertrochanteric fracture were included. Bone mineral density was measured. After reaming of the femoral head and neck with a triple reamer and polymethyl methacrylate, bone cement was introduced into the femoral head using a customized nozzle and a barrel fitted on a cement gun. A Richard screw was inserted and the plate was fixed over the femoral shaft. Patients were mobilized and clinical outcomes were rated using the Salvati and Wilson's scoring system. Results: More patients included in this study were between 66 and 70 years old than any other age group. The most common fracture according to the Orthopaedic Trauma Association classification was type 31A2.2 (46.7%). The T-score was found to be $-2.506{\pm}0.22$ (mean${\pm}$standard deviation); all patients were within the range of -2.0 to -2.8. The duration of radiological union was $13.67{\pm}1.77$ weeks. Salvati and Wilson's scoring at 12 months of follow up was $30.96{\pm}4.97$. The majority of patients were able to perform their normal routine activities; none experienced implant failure or screw cut out. Conclusion: Bone cement augmentation may effectively prevent osteoporosis-related hardware complications like screw cut out in elderly patients experiencing intertrochanteric fractures.

농촌 정보화 마을 실태와 효율적인 운영방안 (A Study on the Situation and Management Method of Rural Informationization Village(Invils,))

  • Such factors as the increase of population and me development of information technology were raised the needs of citizens in Korea. To meet these needs for the better services, Korean government has built up the computer networks that connect forty-two administrative operations of the central government since 1984. Through the computerization of administrative services, Korean government has been pursuing the balanced development among the regions in the country. To this end, regional informationization has been implemented since the mid 1980s. Specifically, rural villages has become information network villages (invils) by adopting computers and networks. Consequently, three hundred thirty-seven invils were implemented in the country. By selecting forty-six invils in Kyeongbuk province in Korea, this research was intended to find efficient and effective ways of operating invils. To find the problems and opportunities of the invils, the researcher has visited each of the forty-six invils between January 12th. and February 12th. in 2009. Two-round surveys were distributed to the managers of these forty-six invils. This research identified ten problems as below. a. Problems after the implementation of invils b. Problems occurred at the same rime as the operation of invils c. Problems with regard to the invil managers d. Problems with regard to the criteria of success or failure e. Problems with regard to the cooperation of administrative offices f. Problems with regard to the boosting of invil experience g. Problems with regard to software assurance developed in invils h. Problems with regard to incentives to invlis i. Problems with regard to the role of invils To solve these problems in hands of invils, this research suggested policy ideas in two levels: 1. invils 2. government Policies should be implemented by invils: a. The strengthening of training rural people for the better utilization of computers b. The strengthening of the regulations on membership management and electronic commerce c. The establishment of the invil managers' job tenure d. The reformation of measuring the success or failure of an invil e. The integration of administrative offices centralized by invils f. The establishment of trust between administrative offices and invils g. the integration of experience villages and invil managing offices h. The revitalization of incentives to invils and experience villages i. The enforcement of cooperative offices among invils Policies to be implemented by the government: a. The revitalization of electronic commerce through invils b. The rationalization of selecting invils in an area c. The unification of various offices for rural informationization d. The construction of portal sites for rural areas e. The continuous training of IT leaders in rural areas f. The provision of pays to invil managers based on break-even points g. The transcendentalization toward the second new town movement

지속가능한 정책서민금융체계를 위한 정책방안 연구 (The Suggestions for Sustainable Credit Provision Policy System to Overcome Financial Exclusion in Korea)

  • 문재인 정부는 서민금융의 문제를 이전 정부와 달리 포용금융관점에서 바라보고 있지만 이의 성공을 위해서는 구조적이고 지속 가능한 정책서민금융의 실행이 요구된다. 이를 위해서는 과거와 같이 복지와 금융이 혼합된 복지성격의 시혜적 금융제공에서 탈피하여 가용성 및 접근성 중심으로 정책서민금융을 운영하는 것이 필요하다. 또한 정책서민금융이 서민생활의 안정과 서민소득의 증대를 이룰 수 있도록 종래의 빈곤서민을 대상으로 하는 규모 또는 양적 위주의 자금공급에서 벗어나 서민생활의 안정이나 소득 증대를 목표로 삼는 성과중심의 평가도 필요하다. 실제 정책서민금융이 서민생활안정과 소득증대를 목적으로 한다면 일자리를 기반으로 하는 것이 보다 현실적이다. 사회적 경제기업은 이를 가능하게 하는 조직체이다. 사회적 경제기업의 육성은 문재인 정부가 추진하는 소득주도 성장정책과 실업률 감소를 뒷받침하는 인프라가 될 수 있다. 문재인 정부가 서민금융을 한 단계 더 발전시키기 위해서는 이 같은 관점에서 다음과 같은 정책추진이 필요하다 우선 서민금융은 시장실패영역임에 틀림없지만, 가급적 시장원리를 준수하고, 정책서민금융이 민간서민금융을 구축하지 않도록 자생적이며 지속가능한 서민금융정책 운영이 필요하다. 다음으로, 사회적 기업이나 사회적 경제기업에 대한 자금지원은 사회적 가치창출을 위해 자본시장기능을 적극 활용해야 한다. 사회적 가치창출 목적의 사업에도 자본시장의 촉매자본은 민간자본을 유인하는 마중물 역할을 수행한다.

한국의 민주화와 미디어 : 정부와 시장 주류 미디어의 관계 (The relationship between the major market-based media and the government in Korea)

  • This study attempts to examine the relationships between the major market-based media and the government after closing military regime era, 1961-1987. After the military regime was collapsed, while the mass media in Korea obtained independence and autonomy from government, they have been confronted with the terrible competition not so much comparatively as before. The watchdog role in the traditional liberalism, which is regarded as normative relationship between the media and the government would be transformed in accordance with the market condition and the maturity of democracy. Thus, the watchdog metaphor has been variously deviated in rower-centered society; lap dog, guard dog, attack dog. liberalists argue that the primary democratic role of the media is to art as a public watchdog overseeing the state. Social democrats, however, criticize them as simplistic conception which could be only applied to the government. They argue that the media should be seen as a source of redress against the abuse of all forms of power over others; the home, the economy, and the civil society. The lap dog view is that the media is overwhelmingly dependent on the established power structure contrary to the watchdog. While the guard dog perspective is a means to preserve the power structure alarming with playing 'conflict role', the attack do8 aims to the private interest of the media in intruding into the politics. The attack dog perspective by T. Patterson could be composed of the interpretive style of report, the game schema report over the policy schema in the election, and the negativism against politics and government. The market-dominant press has been likely to transform from lap-guard dog into attack-guard dog. In Roh Tae Woo government(1988-1992), while the press was a lessened lap-guard dog before three parties merger in 1990, after merger the press had been transformed as the reinforced lap-guard dog because this merger entailed joint, party-to-party negotiations, and the formation of the new party preceded by dissolution of the ruling blot. In the early stage of Kim Young Sam government(1993-1997), the press has kept in pace with the reform movement drive-forced by the government. However, the press withdrew the support of Kim's reform in reaching the level of threat to ruling bloc. The press coalesced only circumstantially with government and was interested in preserving some margin of independence. The failure of Kim's reform proved the political muscle of the press in post-autho-ritarianism. In the middle stage of Kim Dae Jung government (1998-) that resulted in the shift of power structure as once-opposition party leader, the stress has been a manifested attack-guard dog owing to the anti-cold war policy, the realignment policy of power, and the minority-base of Kim's government. The press has endeavored to hold political communication within limits relatively less threatening to the established order.
