Institutional Constraints and Actors' Choice in Government Examination System (정부 회계검사 제도의 제도적 제약과 행위자의 선택)

  • This study aims to analyze why South Korea has not used audit system but examination system and suggest policy reform for the system on the institutional context perspective. Institutional context is structured down to institutional legacy, motives, institutional constraints, actors' roles, and changed institution. I researched the literature on the subject and collected research materials from the Department of the Treasury and Audit Office website of New Zealand, Australia, United Kingdom, United States and South Korea. These were analyzed using for suggesting realistic and effective policy. Analysis showed that South Korea has used examination system due to institutional constraints and tried to increase reliability of financial statements by enlarging the meaning of examination, strengthening the ability of the Board of Audit and Inspection, enacting government examination standards, and making a comprehensive public announcement. Comparing with other countries where government audit systems are applied, there are still some vulnerable points in South Korea. In order to make up for the shortcomings, this study suggests several points: strengthening the ability of actors; systemizing internal control; expressing opinion; making a more comprehensive public announcement. It would be desirable for making further detailed studies of the points.

  • Since 2005, Asan city government have executed the "Budgeting & Planning Examination Program". A construction contract more than two hundred thousand dollars, service contract more than fifty thousand dollars and purchasing goods contract more than five thousand dollars must be examined about their propriety by office of audit. Asan city government have saved its budget about fifteen million and five hundred twenty thousand dollars for the institution. Moreover, Asan citizens' trust and social capital about their local government have been increased through it Asan city government will reinforce a speed and effectiveness of it.

A Study on the Refusal of National Examination for Medical Students: Focusing on the Signaling Game Theory (의과대학생 국가시험 거부 사태에 대한 고찰: 신호게임 이론을 중심으로)

  • Background: Conflict in the medical world in 2020 led to the rejection of the national examination for doctors. This study explained the process until the end of the national test refusal situation triggered in 2020 through the signaling game theory. The government has succeeded in requiring medical students to take the national exam. Methods: To explain the rejection of the national examination, we first compose and show an example of two small non-signaling games where medical students know which type the government is of, then combine them to play a signaling game. Results: The behavior of the government and medical students was examined through the signaling game model. In the context of the coronavirus disease 2019 (COVID-19) pandemic, the government makes an ultimatum, whatever the type. And the medical students accept it. They judged that the government could not be expected to abolish the policy. If COVID-19 had not occurred, medical students would have been able to continue the confrontation. Conclusion: The government instilled in the other party the perception that the government would not bend its policies because it was the surly type and would not be afraid of a strong confrontation. Through the image created in this way, the government was forced to accept the ultimatum by medical students. Academically, this study is to deal with the policy-making process through the signaling game theory. In the area of health care policy, this study suggests that various situations such as the type of government or the spread of COVID-19 can become important in addition to the rationality of the policy itself.

Suggestion for Enhancement of Product Examination Government Quality Assurance Activity (군수품 제품확인감사 기준정립을 위한 제언)

  • Purpose : Recently, many quality issues are aroused in military forces, such as failures in K-series weapons, combat uniforms' defects and 40mm ammunition explosion accident. To address these problems, Defense Agency for Technology and Quality(DTaQ) introduced new systems such as Manufacturing Readiness Assessment(MRA), Test Report Information System(TRIS) and so on. However, these activities require the human and time resources which cannot be increased in short period. In this paper, we suggest more practical and efficient product examination method. Methods : The most popular and widely used government's quality assurance technique is a sampling method to examine the product. In this research, we first reviewed the DTaQ's quality assurance regulation, then identified several possible problems and finally suggested more efficient and effective sampling plans. Results : We have suggested new sampling framework and evaluated its performance on two military supplies by comparing with other sampling method, and observed that the number of tested samples can be substantially reduced. Therefore, required quality assurance time can be saved. Conclusion : In this paper, we first reviewed the product examination frameworks of DTaQ, PPQMS and DCMA. Then we identified several possible problems which can cause the loss of objectivity and time. To handle these problems, we suggested the new product examination framework and tested the framework to verify the performance.

An Empirical Study on the Effect of Government Support on Open Innovation and Export Performance for SMEs (중소기업을 대상으로 한 개방형 혁신과 수출성과에 대한 정부지원의 효과에 관한 실증연구)

  • This study focuses on previous research that explored the external knowledge reflecting the characteristics of SMEs and that should be considered because of the limited capacity of SMEs. This study examines the effects of open innovation and SMEs on export performance, focuses on government support as a way to supplement the limited capacity of SMEs, and analyzes the moderating effects of government support. An examination of 1,358 samples revealed that the breadth of external knowledge, depth of external knowledge, and government support had a significant impact on the export performance of SMEs. The effect of exploration of external knowledge (breadth and depth) of SMEs on the export performance of SMEs is significant both in breadth and depth when government support is provided, but only depth is significant when there is no government support.

Parasites of feral pigeon (Columba livia) by fecal examination from some areas in Seoul, Korea

  • This study was conducted to evaluate the prevalence of helminths parasites from collected fecal samples of 410 feral pigeons (Columba livia) in 3 different areas of Gwangjin-gu, Seongdong-gu and Dongdaemun-gu in Seoul from December, 2011 to July, 2012 in Korea. The fecal samples were examined through by the centrifugation method using formalin-ether solution. The overall prevalence of parasites in the pigeons was 29.27% (120/410). Two nematodes (Tetrameres spp. and Capillaria spp.) and one protozoa (Eimeria spp.) were identified. In the case of nematodes, Tetrameres spp. dominated numerically (58, 14.15%), followed by Capillaria spp. (10, 2.44%) and oocysts of Eimeria spp. were detected in 78 cases (19.02%). This investigation introduces the result of examination on the prevalence of parasites in feral pigeons from some areas in Seoul for the first time.

A Study on the Quantified Point System for Designation of Personal Identity Proofing Service Provider based on Resident Registration Number

  • In this paper, we propose to improve the designation examination criteria of agencies that provide personal identity proofing based on the resident registration number (RRN), a 13-digit number uniquely assigned by the government to identify Korean citizens. In online commerce, etc., the personal identity proofing agency (PIPA) is a place where online users can prove their personal identity by presenting an alternative means instead of their RRN. The designation examination criteria for PIPAs established in 2012 is a revision of the relevant current laws, and there is a problem in applying the designation examination for alternative means of RRN as the current examination standard. Therefore, in this paper, we propose a method to make the current examination criteria applicable to the newly designated examination of the personal identity proofing service provider based on the current RRN alternative method. According to the current designation examination criteria, only those who satisfy all the examination criteria are designated as the PIPA. However, in reality, it is not in line with the purpose of regulatory reform to require that all examination criteria be satisfied. In the proposed method, it is proposed to apply the standard score system for designation of PIPAs, to make the law current, to secure legal compliance, and to establish a new examination standard to provide a new alternative means of personal identity proofing service. By applying the proposed method to the PIPA designation examination, various alternative means of RRN can be utilized in the online commerce service market.

Historical Transition and Future Task of Pharmacist License Examination in Korea (우리나라 약사면허 국가시험제도 변천과정과 향후과제)

  • Objectives of this study are to investigate transition history of pharmacist license examination in Korea and to compare three suggestions for new examination system proposed by National Health Personnel Licensing Examination Board, Korean Association of Pharmacy Education, and Korean Pharmaceutical Association. Future task to help the examination system meet global standard is also discussed. Regulations on the examination system were retrieved from the sources posted in Ministry of Government Legislation homepage. Efforts devoted by the three organizations to make amendment on the regulations were collected from reports, official documents, minutes, and handout materials issued by the organizations. Ministry of Health and Welfare made amendment on the examination system in 2013 by rearranging the existing natural science-based eleven subjects to two subjects along with addition of a new subject named clinical-practical pharmacy. Unfortunately, however, the amendment stipulates that the new subject should include manufacturing and quality control of pharmaceuticals as part of contents in the examination. It is strongly urged that the contents of the examination should focus on professional competency as pharmacist in clinical situation. Future task to make revision on this issue is warranted to help new pharmacist enable to provide pharmaceutical care service to patients.

Comparison of Pharmacist and other Healthcare Professionals License Examination in Korea (국내 약사 및 의료인면허 국가시험 제도 비교)

  • Background (Purpose): The objective of this study was to investigate regulations on pharmacist and other healthcare professional license examination in Korea. Specific aim was focused on the implementation of new regulatory system governing pharmacist license examination particularly on naming of the subjects, method of the examination, and discrimination of pass or fail. Method: Laws and regulations of Korea on the examination system were retrieved from sources posted in Ministry of Government Legislation. Results: Two major regulatory differences were found between pharmacist and other healthcare professionals license examination systems. Firstly, the regulation on pharmacist license examination was ruled by the enforcement ordinance of parent law (Pharmacy Law) while it was ruled by enforcement regulation of parent law (Medical Law). Secondly, minimum grade requirement for pharmacist and other healthcare professionals was differently set up: 40% for each single subject in pharmacist and average of 40% for each group of several subjects in other healthcare professionals. Conclusion: Since pharmacist profession has drastically changed from drug-makers to drug-users during the recent decades, it is desirable to have the regulations on pharmacist license examination system amended in harmony with other laws and regulations of Korea and other major developed countries. Two-step examination for pharmacist license appears worthwhile to implement for balancing the two key functions of the pharmacist being drug-makers and drug-users.

Suggestions on Enhancing the Effectiveness of Government Quality Assurance Activities for Military Supplies in Production Stage (양산단계 군수품에 대한 정부품질보증활동 실효성 향상 방안)

  • Purpose: Government quality assurance (QA) activities in Korea, which is carried out by the Defense Agency for Technology and Quality, is not effective due to 1) the obscureness of the QA implementation method, 2) the gap between QA activities of provisions and those conducted in the fields, and 3) the variation in subjective judgement among the QA personnel. The purpose of this paper is to propose some suggestions to enhance the effectiveness of government QA activities for military supplies in the production stage. Methods: QA activities for military supplies are investigated and problematic aspects are deduced for the production stage. To secure the effectiveness of the QA activities, Defense Contract Management Agency of the United Sates is benchmarked and five improvement methods are presented. Results: Five improvement aspects are 1) reflecting special terms and conditions of government mandatory inspection in contract, 2) classifying QA personnel, 3) making use of data collection and analysis template compulsory, 4) providing checklist for process review, and 5) establishing guidelines for sampling plans for product examination. Conclusion: Suggestions of this paper can lead to consistency and balance in government QA activities, reducing military suppliers' complaints and enhancing the effectiveness of QA effort, and ultimately contributing to the quality improvement of military supplies.
