The Impact of Tax Evasion on Afghanistan's Economy

  • The simple regression model (SRM) is used in this study to look at potential economic growth-influencing factors. The sample's period runs from 2005 to 2019. The data was gathered from various ministries and government agencies such as the Central Bank of Afghanistan's Statistical Bulletin, the World Bank, the United Nations (UN), World Bank open data, NASA, Ministry of Finance (MoF), Ministry of Economy (MoE), and Central Bank of Afghanistan's Statistical Bulletin (CBA), as well as the internet and news. There is an urgent need to ensure that taxes are collected in the most efficient manner possible because one of the enormous management gaps in Afghanistan over the last two decades has been tax evasion. According to the results of this study, tax evasion has a negative and significant impact on Afghanistan's economic growth. We can affirm that the subject of this article is among the most significant topics recently discussed in my country. If the right solutions are implemented, It can significantly contribute to quickening the cycle of the developing Afghan economy and turning it from an unstable to a sustainable one.

The Belt and Road Initiative in Lebanon: A Promising Initiative in a Complex Society

  • The study aims to investigate Lebanese-Chinese relations within the framework of the Belt and Road Initiative. Lebanon formally joined the effort in 2017; this paper emphasizes Lebanon's geostrategic importance. The paper presents an assessment of the investment risks in Lebanon, which is considered an economically unstable country with a volatile security situation, with many internal and external political hurdles. The paper refers to the obstacles and challenges that the Chinese investor may face in Lebanese society. The study employs qualitative descriptive analysis to address the status of Chinese investment in Lebanon and the consequences of this partnership; the paper examines previous research related to the Belt and Road Initiative and the Lebanese political, security, and economic situation literature. Due to the deteriorating security situation, external intervention, and the economic crisis, the results reveal that Lebanon is not a top investment priority for China, which is a big impediment to China entering into economic cooperation with Lebanon. The findings of this study suggest that the Lebanese government should adopt an anti-corruption policy to build confidence for the Chinese investor, reduce unnecessary public spending, and hold a national dialogue to build confidence among the Lebanese parties.

  • To prevent corruption, waste, and abuse in national governance, audit agencies are established and granted significant authority and responsibilities, including ensuring their independence. However, questions have been raised about who oversees these agencies and addresses issues or misconduct that may arise within them. In the United States, to address this oversight concern, the Inspector General Act was enacted, creating an audit community called the Inspector General Community. This community comprises various audit agencies and promotes compliance with standards and investigates potential wrongdoing by audit personnel. It fosters a culture of independence and collaboration among diverse stakeholders, such as Congress, the President, the Government Accountability Office, and agency leadership. In light of this successful approach in the United States, this research seeks to study and apply similar oversight mechanisms to audit agencies in South Korea. There is a need to develop the relationship between oversight bodies and parliament in terms of improving the efficiency and effectiveness of government operations. Accordingly, this paper studies this American case and presents efficient policy measures for the supervisory system to be applied to Korea's audit organizations. It aims to identify policy insights for effective supervision, ensuring independence, and fostering a collaborative culture within our audit institutions. Therefore, domestic interest and research on this matter are essential to enhance our audit mechanisms and achieve efficient governance.

China's Government Audit and Governance Efficiency of Companies: Analyses of Listed Companies Controlled By China's Central State-Owned Enterprises (중국의 정부감사와 기업의 관리효율성 : 중국 중앙기업 상장자회사 분석)

  • In China, different from the private enterprises or the locally-administered state enterprises, central state-owned enterprises generally spread over cornerstone industry which is greatly influenced by the public policy, which results in the objective existence of government influence in their productive activities. As the strategic resource, listed companies controlled by central state-owned enterprises, mostly distributed in the lifeblood and security of key industries. Therefore, listed companies controlled by central state-owned enterprises' governance efficiency play an important role in optimal allocation of state-owned assets, improve capital operation, improve the return on capital, and maintain state-owned assets safety. As the immune systems of national governance, the government audit strengthen the supervision of listed companies controlled by central state-owned enterprises in case of the loss of state-owned assets and significant risk events occur, to ensure that the value of state-owned assets. As an important component of national governance, government audit produced in entrusted with the economic responsibility of public relationship. Government audit can play an important role in maintaining financial security and corruption, and also improve listed company's accounting stability and transparency. While government audit can improve governance efficiency and maintain state-owned assets safety, present literature is scarce. Under the corporate governance theory and the economical responsibility theory, the thesis select data from 2010-2017 to verify the relationship between government audit and listed companies controlled by central state-owned enterprises' corporate performance. Results show that listed companies controlled by central state-owned enterprises are more likely to be audited by government of poor performance. Results also show that the government audit will have a promoting effect on listed companies controlled by central state-owned enterprises, and through to the improvement of the governance efficiency will enhance its companies' value. The results show that China's government audit has appealing role in accomplishing central state-owned enterprises to realize the business objectives and in promoting the governance efficiency.

The First Year of the Moon Jae-In Government: An Assessment (문재인 정부 1년의 평가와 전망)

  • This paper aims at making an assessment about the first year of the Moon Jae-in government. President Moon was elected amid political insecurity over the impeachment of then-president Park Geun-hye. However, the Moon administration settled in fairly smoothly despite no transition period of presidential power. Political and economic stability was soon restored, and the tensions between the US and North Korea over the North's nuclear weapons program were, to some extent, managed along with the agreement of the North-South summit and the US-North Korea summit. Pyeongchang hosted the 2018 winter olympics and paralympics successfully. Moon continued very positive approval ratings of higher than 70%. However, he has something to be desired. His leadership seems to rely heavily on a limited number of close staff in the Blue House, alienating the governing the Minjoo Party of Korea. He should build better relationship with opposition parties particularly given a divided government. Rectification of the lingering negative practices should also produce institutional solutions. Above all, Moon should carefully watch out to prevent scandals over corruption and power abuse around him and his family, which would lead to a precipitous decline of the approval ratings and the abrupt weakening of the leadership.

  • This paper analyzed the status of defense acquisition organizations, the defense acquisition system, and management strategies for each field in major developed countries. The current state of defense procurement organizations in major developed countries would be applied to identify the operational systems in domestic market. Effective management of defense commissioners on the management of each sector is being carried out by the government and company. We believe that it will be possible to establish transparency, credibility, and expertise from the perspective of third parties through securing the current pre - verification procedure. In conclusion, we believe that the operation of the Defense Business Supervisor enabled the establishment of a pre-supervision system for the entire defense business, and an environment to ensure maximum independence.

  • In the Republic From the national interest in the recent hiring scandals in the public institutions such as the Financial Supervisory Service, Gangwon Land, and so on, people were outraged by the fact that the competition opportunities were not secured although they should be equally secured to compete with anyone with their capabilities in the fair process. Hence, the government made the public institutions blind hiring to be mandatory, which eliminated writing the academic background, GPA, and English score in the application form and selected the new employees only with job competencies in the public institutions in 2017. In 2018, the prosecution did their best for the investigation on hiring scandal with the strong will to cut the scandal upon announcement of 5-year anti-corruption master plan. Amid this controversy, this study tries to suggest the further direction in the hiring military human resources upon introduction of blind hiring system, reviewing the needs to introduce blind hiring system in the military, the governmental guideline according to the mandatory blind hiring in the public institutions, and the application status of modified blind hiring in the military.

Importance of Political Elements to Attract FDI for ASEAN and Korean Economy

  • Purpose - Recent empirical studies have shown that FDI is expected to be strongly associated with democratic governance, political stability, and sound macroeconomic conditions of the host country. We attempt to take it a step further to see if governments implement a major change in institutional characteristics, will the institutional reform toward better governance have a substantive effect in enhancing FDI inflows. This paper thus aims to analyze the importance of good governance as an important factor in the attractiveness of FDI inflows in ASEAN+3 (Korea, China, Japan) countries. Design/methodology - To determine the effects of good governance on FDI inflows across ASEAN+3 countries recorded between 1996-2018, the Worldwide Governance Indicators (WGI) are used to investigate the impact of good governance on FDI inflows. The model has been estimated by using fixed effects to show the robustness of the results. Findings - Our main findings can be summarized as follows: Political Stability, Rule of Law, and Voice and Accountability have a statistically significant impact on the inflow of FDI in the ASEAN+3 Countries, especially for Korean economy. Moreover, GDP growth continue to exert their positive influence. However, Regulatory Quality, Government Effectiveness and Control of Corruption, though equally important, are insignificant to attract FDI inflows. The key finding is that good governance has a significant impact on inward FDI in the ASEAN+3 countries. Originality/value - Existing studies focus on the impact of political factors on FDI across countries. This paper instead attempts to investigate which type of good governance is the most important in promoting FDI inflows across ASEAN+3 countries, which is essential for multinationals to consider when choosing a foreign site as a possible FDI destination.

Perception and Trust of Korean Society and People among Adolescents and their Parents: Indigenous Psychological Analysis (청소년과 성인 세대의 한국 사회와 사람에 대한 인식 및 신뢰 )

  • This study examines the perception and trust of Korean society and people among students and adults using the indigenous psychological analysis. A matched sample of 1,107 participants, consisting of 369 students, their mothers and their fathers completed a questionnaire developed by the present researchers. The results indicate that parents more likely than adolescents to hold negative views of Korean society. Adults are more likely than adolescents to view Korean society as showing high ingroup favoritism, to be insecure, to be conservative, to be corrupt, and to have social inequities. Both groups agree that Korean society is not rational nor democratic, but believe that it has the potential for progress. Second, parents are more likely to hold negative views about Korean people. Adults are more likely than adolescents of viewing Korean people as overly conscious about social face, emotional, selfish, exclusionary, and conceited. Both adolescents and their parents agree that Koreans are cooperative, full of jung (deep affection and attachment), and sincere. Third, adults are less likely to trust Korean institutions than adolescents. Adults are less likely than adolescents to trust National Assembly, political parties, and unions. Adolescents are more likely than their parents to trust family members, school friends, teachers, and government employees. These results indicate that adolescents have higher trust of Korean society and people than their parents. Fifth, the overall results indicate that both group perceive Korean society as showing high ingroup favoritism and corruption. In terms of Korean people, respondents had a more balanced view of perceiving them as highly sensitive to social face and being emotional, while also perceiving them as cooperative and full of jung. The trust of Korean institutions were generally low, especially the National Assembly and political parties. However, the trust of family was very high, followed by trust of school friends and teachers. The trust of government employees was low and this was especially the case for politicians.

A Study on Appeal System according to Disciplinary Punishment of Police Officers (경찰공무원의 징계결과에 따른 소청제기에 관한 연구)

  • Police officers interact with the citizen a lot, they have high possibility of corruption, graft, and conflict with the citizen. The Police have governmental authority and regulation right, which requires police officers to have high ethical consciousness. because of this, disciplinary action upon them has higher standard. According to the actual statistical data between 2008 and 2012, showed that only 801 police officers were disciplined in 2008. But in 2009, average 1,100 police officers were disciplined. To solve the problem of unreasonable discipline, government is enforcing an Appeal System. Appeal system is a special system which allows government employees to make a formal objection against unfavorable discipline. Through Appeal system, many police officers were saved from being disciplined. Discipline given to the police officers were decided to be invalid, or to be reducted. The data showed that approximately 25% of police officers were saved by this system. As a research was done about a correlation between disciplinary policy and entreaty, correlation between entreaty quotation and working department, to look in to the correlation between discipline and appeal system. The result showed that certain characteristic existed depending on the substance.
