A Study on the Development of Consortium Blockchain Governance Framework (컨소시엄 블록체인 거버넌스 프레임워크 개발에 관한 연구)

  • Due to the limitations of public and private blockchain, several organizations are implementing consortium blockchain systems. In order for an organization to conduct business using blockchain, it must consider 'blockchain governance' factors, such as decision rights, accountability and incentives over on-chain and off-chain, depending on the organization's strategy and objectives. If an organization conducts business without blockchain governance, it cannot achieve its strategy and objectives systematically, effectively and efficiently, and cannot comply with internal external requirements such as the expectations of stakeholders and laws. However, as businesses using consortium blockchain expand, there is no research on consortium blockchain governance. Thus, in this study, the consortium blockchain governance framework, including functions, roles and responsibilities, was developed to help organizations effectively and efficiently conduct business using consortium blockchain. In addition, to review the feasibility of the developed consortium blockchain governance framework, the framework was reviewed through an advisory committee consisting of experts on blockchain and governance over two occasions. As a result of the review, components of the consortium blockchain governance framework, including functions, roles and responsibilities, were considered complete and relevant.

  • The structure chosen to govern knowledge transfer in Inter Organizational Relationship(IOR) is often argued to be critical to the success of IOR. However, little research is done on the effective governance structure for knowledge transfer in global Business Process Outsourcing(BPO). The objective of this study is to explore the effective governance structure for knowledge transfer in IT intensive global BPO. Ground theory building methodology is used for this study. First, a generic framework on governance structure for knowledge transfer is derived from extant literature. The framework consists of potentially important constructs to study the governance mechanism for knowledge transfer. For the governance mechanism, this study focused on hierarchy/market structure, formal/informal control mechanisms and information systems. For knowledge type, the study focuses on sensitive knowledge, codifiable knowledge and non codifiable knowledge. This framework is applied to case analyses of two firms to explore effective governance mechanism to transfer each type of knowledge. As results of this study, pertinent propositions for future academic inquiry are derived.

  • In recent years, research has begun to place greater emphasis on the strategic use of IT in seeking to build firm's capability, thus innovating firm's business value. Many leading firms have been put efforts to formulate and implement IT governance (ITG) structures, processes, and mechanisms for firm's IT activities. However, recent literatures reviews found that ITG framework have been discussed independently rather than in an integrated and on convergent manner failing to provide comprehensive conceptual framework. The objective of this paper is therefore, to develop a conceptual framework that enable to conduct a comparative ITG case studies. The proposed framework, developed by one of author, has extensively applied in real case study to validate its usefulness and also aims to contribute practitioners to understand how well IT principles are formed within the organization as well as corelate with ITG objectives and ITG execution.

  • This paper explores, explains and describes a framework for analyzing collaborative governance, decent work and innovation as fundamental elements of sustainable workplaces through case study of Philippine science and technology (S & T) parks. Rules, or the legal infrastructure, are particularly significant considerations that facilitate or hinder collaboration. Industrial relations/human resource (IR/HR) practices are essential to collaboration and decent work. Employee consultation and labor-management council or committee are examples of IR/HR practices that might contribute to collaboration and decent work in firms and workplaces in S & T parks as they are team approaches to production, too. Collaboration and decent work enhance the capacity to innovate. In the long run, collaborative governance, decent work and innovation tend to converge in the concept of sustainable development. The interdependencies and interactions among collaborative governance, decent work and capacity to innovate in firms operating in S & T parks make possible new solutions to new problems (i.e., innovation) and, thus, sustainable workplaces.

  • University IT center usually has led IT system and headquarters have been working as a separate organization. If we apply the governance framework that is unique to the university system for IT governance in university IT project, IT transparency and efficiency are increased, and IT is no longer a simple tool but a university IT governance it will be stabilized. To improve existing problems, UCC was developed a unique framework of university organization based on CobiT Cube. So it can use effectively University IT on various side. I propose a method that can be applied to university information system sequentially through UCSP spiral process so that information service is classified into 5 areas and process is gradually applied.

  • Recently, following increased concern about green, people think that the pollution problems are cause of firm's product activities. So, firm's burden increased to protect nature and save energy during produce the goods. To keep the regulation and use the strategy methods, need to new Green IT Governance Framework(GITGF). FGI(Focus Group Interview) was used to carry out the research that is not mature. In this paper, we proposed the framework that is composed of green IT domain, business purpose, IT purpose and management process. GITFG is useful method to govern the corporate activities in the green IT Governance perspective.

  • In modern information society, the necessity arose of having to manage overall information technology as information technology is introduced to companies and public organizations while the necessity of joining the goals of business and IT is increasing. Also, there has been an increase in organizations which are preventing the overlapping of IT investigations and pursuing ROI. Hereupon, many developed companies created the concept of IT governance. IT governance indicates the structure and dynamic behavior of companies' business and the structural affecting factors influencing IT, and this is expressed as business, the business & IT related committees and departments inside and outside, the framework representing their relationship and range of activity, organizational diagram and process composition. Intermingled with such external factors, the reestablishment of defense IT governance in order to reach the vision and goal of our current military defense has become a requirement. This study aims to describe core strategy for building defense IT governance framework. In order to support these claims, the comprehensive IT governance and information technology are mentioned, domestic and overseas military cases are analyzed, and core strategy for building defense IT governance framework is analyzed as well.

  • The quality of records determines the value of records as assets in the digital age. It depends on how consistently record requirements can be applied during the records production and utilization processes using mostly IT systems. Therefore, the importance of effective records management (RM) governance applied for all organizational areas cannot be emphasized enough. The purpose of this paper is to propose a new framework of RM governance in order to produce and manage more valuable records, and the way to implement it in an organizational context. For the purpose, this paper discusses the necessity of a governance framework to formulate and operate consistent policies and procedures for overall processes of production, distribution, utilization and protection of records based on the values of evidence and information. Next, it proposes an integrated model by linking the management framework of the Information Governance Reference Model (IGRM) and the Management System for Records standards (ISO 30300 series; MSR) for the effective RM governance to be implemented in an organizational context.

Analyzing a Differentiation of IT Governance Decision Structure: Application of IT Strategic Grid Framework (IT 거버넌스 의사결정 구조의 차이 분석: IT 전략 그리드 프레임워크 적용)

  • The purpose of this paper is to examine the IT governance decision structure of the four strategic modes of IT strategy grid, and compare and analyze the differences in the IT governance decision structure of companies that produce superior results and those that produce inferior results. The survey method was used for this paper, and data from a total of 209 companies that were listed on the KOSDAQ 300 and KOSPI 200 were used for the analysis. The results show that each mode has a different IT governance decision structure from the others, and the IT governance decision structure of companies with high results and those with low results are also different for each mode. The results of this paper are significant in that, for each mode, it presents the decision structure framework for promoting desirable behavior of companies carrying out IT governance.

  • Recently, natural disasters caused by climate change have become more frequent across the world. Our country is also not exceptional, and it is urgent to come up with appropriate measures in the agricultural sector as the size and intensity of drought are becoming severe. Consequently, the Ministry of Agriculture and Food has continuously raised the need for efficient water management and governance to overcome the periodic drought. Thus, there is a need for water-saving education and water conservation governance for sustainable and efficient use of agricultural water. Governance is a cooperative mechanism involving various stakeholders, such as central, local, civil society, and businesses, to solve regional or social problems, with different definitions and concepts depending on the field or scope. In this study, we aim to present basis of a governance framework for direct water management participation involving the key agricultural water use stakeholders to imbibe the culture of water savings and conservation practices. Based on this, water-saving governance was established and operated in Gyeongju and Yeoju, in South Korea as a 'water conservation practice', while the water management status of local farmers, the reliability and importance of stakeholders, and the need for governance were investigated. The results indicate that the involvement of various stakeholders in the governance of water management yielded water-saving effects. This study provides the directions of making a framework for water-saving governance establishment and operation. It is expected that sustainable agricultural water use can be achieved in response to climate change if the governance builds and operates with agricultural water use stakeholders based on the continuous government supports.
