Improvement of Epidemiology Intelligence Service Officer Program for Preparedness and Response against Future Health Issues Included Communicable and Non-communicable Diseases in Korea (미래 보건문제 발생에 대응·대비를 위한 역학조사관제도 개선방안)

  • The development and management of epidemiology intelligence service (EIS) officer with more specialized competence to cope with and prepare for health threats, including pandemic of emerging and re-emerging infectious diseases, is a high priority policy issue in Korea. First of all, we need to establish the training goal of EIS officer. It is necessary to establish manpower training and management system with at least three tiers including quantitative and qualitative targets. Second, at least 50% of all EIS officer must secure a physician and secure expertise and competence for epidemic. Third, for the ultimate purpose of EIS officer, the establishment of a public health expert should expand the scope of epidemiologist's work to health and medical care, occupational environment, and various disasters. Fourth, it is essential to expand the epidemiologist training and education program to the level of advanced countries. Especially, the training course should be expanded at least twice of current times. Fifth, it is necessary to independently install and operate the 'EIS Officer Training Center' as a mid- and long-term goal. Stewardship and governance are secured with the organization, personnel, etc. that can fully manage the planning, management, and evaluation of the EIS system. In the future, it will be necessary to establish a systematic and phased operational base of education and training programs for EIS officer, and establish a sustainable implementation system for strategy development. In addition, it is urgent to revise the guidelines for training public health professionals and strengthening competencies, and for establishing professional educational institutions.

A Study on the Priority of Sustainability Areas and Indicators of Domestic Smart Ports (국내 스마트 항만의 지속가능성 영역과 지표의 우선순위에 관한 연구)

  • In this study, in order to derive the priority of indicators and sustainability areas of smart ports, which means ports in the digital era, previous studies and ESG, which have recently been indispensably introduced in all industries worldwide, were studied together. A hierarchical structure was established with upper evaluation items and 20 lower evaluation items in four areas (operational, environmental, social, and governance), and a relative evaluation method of weighting items among the AHP techniques was applied. The pairwise comparison questionnaire consisted of a 9-point scale proposed by Satty (1980). A survey was conducted targeting working-level workers who perform sustainability or ESG(Environmental, Social, Governance)-related work at four representative port authorities in Korea (Busan, Incheon, Ulsan, Yeosu Gwangyang). In order to increase the accuracy of the analysis results, AHP analysis was conducted on 17 questionnaires with a consistency ratio of 0.1 or less. As a result of the analysis, it was confirmed that among the four areas representing the sustainability of domestic smart ports, the operation area had the highest priority, followed by the environment area. In addition, looking at the overall priorities for the 20 detailed indicators, indicators such as operational efficiency, operational planning, energy management, and pollution measurement and management system were found to have high priority. On the other hand, it was confirmed that the social and the governance areas had relatively low importance compared to other areas.

  • This study analyzed the problems that occurred while constructing and operating the cloud record management system at the record management workplace and suggested ways to improve the system. In the study, the cloud record management system has the following problems: first, it has not been accompanied by the change in the legislative system. Second, it has not been utilizing the benefits of cloud technology. Third, it has not been considering the changes after the system construction. Given this, the study suggested three improvement plans to solve these problems: first, in relation to the reformed legislative system, the study proposed the diversification of records management units (file-item structure) and the restriction on access to records. Second, the study suggested a system redesign by improving the current work process based on paper documents. Third, to solve records management issues, the study presented the establishment of the governance body and the proactive countermeasure of the National Archives of Korea.

  • Purpose: This paper investigates how companies respond to government regulations and disasters in a risk-managed society, and aims to initiate discussions on the future prospects and challenges. Specifically, it explores how companies can plan to respond to such disasters in the future, and stresses that the law should be to protect people's lives and ensure safety, rather than to punish companies. Research design, data and methodology: The study methodology is based on a review of existing literature, as well as trend analysis through big data analysis. The research analyzes the discourse in our society regarding the enactment of the Serious Accident Punishment Act. Results: This study supports that the Serious Accident Punishment Act should be implemented in a manner that does not impede corporate activities, but rather helps to ensure the safety of citizens' daily lives. The authors call for collaboration between communities, labor unions, and companies in achieving a cooperative governance system for a safer society. Conclusions: It highlights the importance of addressing disasters and government regulations in the context of a risk-managed society, and offers insights for both companies and policymakers on how to navigate these challenges. By prioritizing safety and cooperation, we can work towards building a safer and more resilient society

  • New trend called ubiquitous leads the recent business by standardization and integration. It should be the main issue how to guarantee the integration and accountability on each business, especially in mission critical system which is mainly supported by M2M (Machine to Machine) control mechanism. This study is from the analysis of digital forensics case study that is from the M2M Sensing Control Mechanism problem of the "Imjin River" case in 2009, where a group of family is swept away to death by water due to M2M control error. The ubiquitous surroundings bring the changes in the field of criminal investigation to real time controls such as M2M systems. The needs of digital forensics on M2M control are increasing on every crime scene but we suffer from the lack of control metrics to get this done efficiently. The court asks for more accurately analyzed results accounting high quality product development design. Investigators in the crime scene need real-time analysis against the crime caused by poor quality of mission critical systems. It seems to be every need of Real-Time-Enterprise, so called ubiquitous society on the case. We try to find the efficiency and productivity in discovering non-functional design defects in M2M convergence products focusing on three metrics in study model with quick implementation. Digital forensics system in present status depends on know-how of each investigator and is hard to expect professional analysis on every field. This study set up a hypothesis "Co-working of professional investigators on each field will qualify Performance and Integrity" especially in mission critical system such as M2M and suggests "Online co-work analysis model" to efficiently detect and prevent mission critical errors in advance. At the conclusion, this study proved the statistical research that was surveyed by digital forensics specialists around M2M crime scene cases with quick implementation of dash board.

Confirmatory Analysis of Perception and Preference Scales for Work Characteristics among Korean Nurses (중환자실 근무환경 특성에 대한 간호사의 인지도와 선호도 도구 검증)

  • The study was conducted to centum the construct of individual perception and preference for work characteristics as personal factors influencing Korean nurses' job satisfaction. The subjects of the study were 231 nurses who are currently working in intensive care units and have been for a minimum of 6 months. The study used the Staff Perception and Preference Scale(Song et al., 1997) to measure the individual's perception and preference on the technical. practice. and management components of the ideal work environment. The Korean version of the Staff Perception and Preference Scale consists of 16 items on perception and 13 on preference with each item related on a scale from 1(not at all) to 4(a great deal). Psychometric testing revealed that the preference and perception scale is internally consistent with Chronbach's alphas of .83 for perception scale arid .80 for preference scale. The subscales of the perception and preference scale also showed acceptable reliability for the early stage of the development of the instruments with Chronbach alphas of .62-.76 and .69-.83 respectively. Criterion-related validity of the scale was tested by examining correlations with individual growth need that is conceptually close to individual preference. but not to individual perception. Individual growth need was significantly related to individual preference(r=.63, p<.05), but the correlation with the perception scale was not significant. A separate factor analysis for the each of perception and preference scales was performed with a three-factor loading solution based on a previous study. The results on the staff perception scale confirmed with varimax rotation that the items were cleanly and strongly loaded on technique. practice and management components, which together explained 50.7% of the variance. The factor analysis on the staff preference scale also yielded a three factor solution that explained 56.7% of the variance. but items on technique and management components were loaded together. This phenomena may due to the current nursing delivery system in Korea where nurses never experience either shared governance nor case management, and as a results they may not be able to consider management roles as their potential extended roles. Therefore, more efforts should be given to enhance nurses' autonomy and decision making in the technique, practice and management components of their work environment. Meanwhile, there is a need for continuously confirming and developing tools for individual perception and preferences to effectively enhance job satisfaction among Korean nurses through innovative work environments.

  • In the study of the mechanism of labor motivation as a determinant of economic security of the enterprise in competitive conditions, it was found that motivation is determinant in creating the conditions for production and ensuring the active functioning of the enterprise. It is substantiated that the motivational mechanism is the presence of a system of levers, incentives, measures and other elements for economic and administrative incentives for employees, which are used for incentives to work, increase productivity and safety, and more. The motivational mechanism plays an important role in ensuring the economic security of the enterprise and at the same time is a lever to increase competitiveness in the market. The functions of the mechanism of labor motivation are singled out, among which: explanatory-substantiating, regulative, communicative, socialization, regulating. The stages of occurrence of the motive for the employee are classified. The interrelation of motives and incentives in the mechanism of labor motivation as determinants of economic security of the enterprise in competitive conditions is proved. It is proved that the mechanism of labor motivation as a determinant of economic security of the enterprise in competitive conditions should be aimed at: assistance in forming and achieving goals and objectives of the enterprise and achieving balance and equilibrium of economic goals and social responsibility of the enterprise; ensuring close cooperation between management and employees of the enterprise; focus on building a flexible mechanism; transition to a democratic style of governance and involvement of employees in decision-making.

  • The United Kingdom is known for the quality of its qualifications. There is a strict quality system with reputable bodies responsible for ensuring that high quality standards are met. In order for new qualifications to be accredited, they must meet all the requirements set out in the regulations for the quality and informatization of Education. The crucial role of the Agency for Quality Assurance of Higher Education (QAA) in the UK for creating high-quality management of higher education institutions is revealed, the influence of informatization tools on its effective mechanism as an independent entity is shown, and positive experience for the educational sector is highlighted. While the universities themselves are responsible for reviewing educational programs at the subject level, the QAA review focuses on verifying internal quality assurance, as well as systems and improvement strategies. The QAA uses a peer review process in which teams mostly consist of academic staff from other institutions to assess the quality of the institution's education. In Scotland, the team also includes an international reviewer. The student is also a member of the Scottish teams. In the UK, attention is paid to providing a cohort of experienced reviewers who can conduct high-quality monitoring and help with advice on improving education. All reviewers must complete training and have permission to participate in the review of educational programs. There are selected committees that are members of the QAA council, each of which is headed by a member of the Council or an independent person approved by the Council. Attention is drawn to the main areas of the QAA's work in the framework of environmental, social and corporate governance.

  • The purpose of this study is to examine the influence of orgaizational capability(Organizational management capability, marketing capability, relationship formation capability, governance capability) of management perceived by the members of the social enterprise on performance of organization(both economic and social). For such goal, empirical analysis of research hypothesis 1 (organizational competence and economic performance) and research hypothesis 2 (organizational competence and social performance) was conducted using the statistical program of IBM SPSS 24.0 for the final 195 candidates who work in social enterprise. Both hypothesis 1 and 2 were adopted, as the result of the hypothesis 1 and 2, H1-1 H2-1 (organizational management competence and economic performance and social performance), H1-2 H2-2 (marketing competence and economic performance social performance), H1-3 H2-3 (relationship formation competence, economic performance, and social performance), and H1-4 H2-4 (governance capability and economic performance and social performance) all have a significant effect on economic and social performance. Therefore, the importance of organizational capability of management, executive body of social enterprises, was emphasized for the success and strive of social enterprise and sustainable management. Therefore, it is necessary to establish an education and training system to strategically develop and strengthen the organizational capability of the management, and provide a systematic and long-termed education system and training.
