Comparing Labor Force Attachment and Human Capital Development Models in America's Welfare to Work Policies (미국의 노동중심적 복지개혁에서의 '노동시장연결' 모델과 '인간자본개발' 모델 비교)

  • The goals and strategies of welfare-to-work (WTW) policies have been sources of contentious political debate. In the United States, despite 20 years of welfare reform, there remain important differences of opinion regarding how best to design and deliver WTW programs. The proliferation of state and local WTW experiments has led to the identification of two ideal-types of WTW programs: the Labor Force Attachment and Human Capital Development models. Most of the recent policy debate about WTW in America has focused on the relative merits and performance of LFA and HCD. While the Primary goal of the LFA model is for welfare recipients to achieve a rapid transition into work, the HCD model seeks to improve the long-term employability of welfare dependents through education and skill development. LFA policies tend to be strongly outcome-oriented and generally can yield quick results. Their "any job is a good job" philosophy has proved attractive to policy-makers who are anxious to see concrete results in a short-term period. In contrast, the HCD policies do not simply dump welfare dependents at the bottom of the labor market, but aim to secure relatively stable and well-paid jobs. However, these strengths are offset by several practical weaknesses including high unit costs and long-term investment in human capital. In recent years, LFA policies have been increasingly favored by both policy officials and politicians in the United States. The introduction of Temporaray Assistance to Needy Families of 1996 has been accelerating the trend. What is going to happen to welfare recipients? This simple shift to the LFA model, however, will only see an alarming increase of working poor in a near future.

The Effect of Nutrition Education based on Theory of Multiple Intelligence in Elementary School Students (다중지능이론에 기초한 학습지도안이 일부 초등학생의 영양교육에 미치는 효과)

  • The purpose of this study was to identify the effects of nutrition education on elementary school students based on the theory of multiplex intelligence. Of the 56 elementary school students that participated in this survey, 37 (66.0%) had no siblings. The number of students whose mothers had jobs and those whose mothers did not work were 37 (67.9%) and 18 (32.1%), respectively. Food consumption with ordinary diets was normal in 23 students (41.1%) and the average frequency of snack intake and eating-out was determined to be twice a day (41 students, 73.2%) and once or twice per week (36 students, 64.3%), respectively. The most popular type of food consumed when eating-out was 'fast foods' in 28 students (50.0%). It was determined that on average, 39 students (69.6%) snacked between lunch and dinner time and 31 (55.4%) selected snacks based on information obtained through 'mass media'. Analysis of the effects of nutrition education revealed an increase in the number of correct answers to the question 'foods with high nutritional value are high calorie foods,' with significant difference, but not in other questionnaires. In addition, the correct information for calcium (p<.05), good dietary habits (p<.001), food poisoning (p<.05), and six groups of nutrients in foods (p<.001) improved after nutrition education, with significant differences. As a result, the ratio of correct answers increased after nutrition education, with a significant difference (p<.001). After the education, the experimental group had a higher total score than the control group, with significant difference (p<.01).

  • Franchise Industry has a big portion in national economy, and contributes to protecting self-employments and making jobs. One of good way to increase the success of franchise business is operating some franchisor's company owned outlets before franchising. The purpose of this research is to understand the effects of the company owned outlets on franchisor's current performance. According to the result, the operation term, scale, and location of company owned outlet increase the legitimacy of franchisor. The operation term, and scale of company owned outlet increase the efficiency of franchisor, And both legitimacy and efficiency increase of franchisor's current achievement.

  • School activities which are opened after-school or during a vacation have been social issues as our society is nuclearized and both parents are working, so that elementary school students and middle school students are less taken care of and less concerned by their parents. It is regrettable that students are spending too much time on private academies in the situation where they cannot help but staying alone after school and where frantic fever of private education pervades their lives. For the sake of those students, the Ministry of Education announced, "Each school can open its after-school programs or vacation programs based on students and their parents' demands making it a rule of a student's voluntary participation. After school programs for elementary and middle school students are operated by local communities providing extra courses or programs in addition to regular classes. Those programs are paid by participants or supported by financial aids in order to decrease parents' burdens of costs of private education and to reduce educational gaps between rich and poor children or between the regions. After school programs are either curricular or non-curricular educational activities with students' voluntary participation, and the programs are meant to supplement and strengthen the role of public school education. Non-curricular courses that consist of various programs, in particular, are receiving good reputations by students and parents. Therefore, this study develops and operates "children's making D.I.Y. furniture" program that is one of non-curricular courses and an activity-oriented art program for children to improve their designing creativity and to help them experience their future jobs in advance. The purpose of this study is to analyze advantages and disadvantages of the program using survey and assessment methods and to find out a developmental direction focused on future-oriented and specialized educational programs for children.

Determinants on the Reemployment of Disabled Women (여성장애인의 재취업 결정요인 연구)

  • This study was to identify major determinants on the reemployment of disabled women. The researcher performed a logistic multiple regression analysis of raw data from Panel Survey of Employment for the Disabled(PSED) from 2008(1st) to 2014(7th). The analysis focused on 744 disabled women in reemployed and unemployed status. The study results showed that recipient status of the National Basic Livelihood Security System, the extent of disability, physical health condition, certification status, and the experience of previous employment were positively related with reemployment of disabled women. That is to say, disabled women have a higher tendency to be reemployed under the following circumstances: no recipients of the National Basic Livelihood Security System, minor disabilities, good health condition, possession of certification, and previous experience of employment. On the basis of study findings, implications were discussed such as a phase-in of health promotion policy to improve their health status, tailored job training programs, and development of various jobs in current labour market.

Effects of Job Satisfaction according to the Understanding of Organization Culture between Outsourcing Workers and Regular Workers (병원 아웃소싱 직원과 정규직원의 조직문화 인식이 직무에 미치는 영향)

  • The purposes of this study were to understand the differences of general characteristics, to compare understanding level of the organization cultures, and to develop more good management methods between outsourcing workers and regular workers in hospitals. Major results of this study were as follows: First, regular workers had higher level than outsourcing workers in major understanding on job satisfaction and organization cultures(pride of their jobs, recognition level of job performance ability, satisfaction on ordering method. etc.). Second, the results showed that the level of job performances related with effective management of the factors in job satisfaction and involvement. Third, through multiple regression analysis to understand factors on job satisfaction and involvement, we understood that regular workers were effected by vision performance of hospital and their value view-point, and outsourcing workers were influenced by recognition levels and education levels of hospital vision, Therefore, to maximize level of job satisfaction and involvement. we have interest in development of education program for outsourcing workers, and selection of adequate persons in hospital culture.

  • The purpose of this study is to develop New-IT internship and to search for the way to reduce quality mismatch and unemployment ratio and to ultimately enhance its effectiveness of university-industry collaboration(UIC) in the field of information technology in Korea. To achieve the goal of this study, we tried to come up with more job creation than working on educational collaboration between university and industry. The survey based on the reaction of companies and interns participating in IT internship program promoted by MKE(Ministry of Knowledge and Economy) shows that intern experience helped them to get jobs and longer intern period gave them to find job more easily. Intern companies preferred to local college students majoring in special technology area related to regional innovation industry cluster. It also found that intern companies wanted to hire interns who had some project experiences and theoretical knowledges. IT Internship program affected students good images about small and medium enterprises(SME) after finishing internship.

  • The important goal of urban renewal is not to reform only Physical environment but to improve people' life quality. people who have been lived in urban renewal area are grouped to owner and tenant. owner of land or house has substituent right but tenant has only house-moving money or rental house by urban renewal. But rental house condition is not good to tenant because tenant has large family, low-income and low grade and it is essential to provide rental house for low-income class and it is worth to analyze tenant house problem The purpose of this study is to analyze the problems of public rental house and to presents solutions. The study was done in following process. First, the literatures on this subject were investigated to seek the problems of public rental house. Second, Survey were done on the staff, who works in the cooperative housing redevelopment and whose jobs are officer, consultant, real estate introducer and designer, to seek problems and solution of public rntal house. survey which is made by three group. one group is made by people who already lived in tenant APT, second group is made by people who are waiting for moving in tenant APT. Third group is made by specialist who has many experience-more than 3years- to urban renewal. Third, the Correlation Analysis was used to analyze the relation between the Area and dwelling satisfaction. Fourth, tenant policy' altenative is presented to solve tenant APT' problem which is analyzed by this study The results are as follows : First, tenant APT' size Which is regulated to 30-$45m^{2}$ is enlarged to more than $45m^{2}$ because tenant family is made up averagely of 4.8 persons. Second, tenant APT' rental cost is reduced to 100 thousand won. Third tenant APT' arrangement is divided from owner because tenant and owner want to live in group by group. Fourth, tenant house type is changed to various house type because tenant is not familiar with APT

  • In the real world situations that some jobs need be processed only on certain limited machines frequently occur due to the capacity restrictions of machines such as tools fixtures or material handling equipment. In this paper we consider n-job non-preemptive and m parallel machines scheduling problem having two machines group. The objective function is to minimize the sum of earliness and tardiness with different release times and due dates. The problem is formulated as a mixed integer programming problem. The problem is proved to be Np-complete. Thus a heuristic is developed to solve this problem. To illustrate its suitability and efficiency a proposed heuristic is compared with a genetic algorithm and tabu search for a large number of randomly generated test problems in ship engine assembly shop. Through the experimental results it is showed that the proposed algorithm yields good solutions efficiently.

  • Other than in the fields of rolling stock and marine, in England, UK, Phenolic Composites (herein after, PCs) have been significantly utilized to fire protecting panels in construction, in particular, in architectures. In general, indeed, so-called "Plastic" or "Synthesized Resins" have been applied successfully in our societies all over the world, however, once, when ignited from somewhat reason, they burn much easily generating large amount of "SMOKE" from their nature of petroleum-borne materials as a matter of fact, people have forgotten about it. "SMOKE" caused many fire accidents horror tragedies as everyday people know today. The experts in this field such as PC engineers, researchers and others can take their responsibilities to explain it, persuade it and realize "Safer Environment for People" with well-experienced and technology innovated PCs. In this paper, the co-authors, collaborating UK and Japan, are making efforts to report how the PCs work good jobs to our societies showing some successful track records in construction or architecture fields in UK. How about on this matter in Japan\ulcorner "SMOKE fire" is always waiting fur us.
