  • Recently, standardization is essential strategic tool for a firm to preoccupy a market. Also WTO TBT(Technical Barriers to Trade) makes importance of standardization greater in telecommunication industry. Therefore countries, not to speak of firms, recognize standards essential strategy to preoccupy markets. In this paper, we will examine the standardization competition between a leader and a follower and their strategies through dynamic incomplete information game model.

  • Under the situation of the world becoming a unified global economy, our country should make efforts to get standard patents as well as to take out essential patents in order to maintain the competitiveness against advanced country. In recent years, R&D related standardization is very important. Besides, R&D planning considering standardization becomes more important than ever before.   • Our society is increasingly dependent on the Internet, and this trend will be accelerating in the ear of All-IP convergence. As the core infrastructure of the All-IP convergence, the next generation Internet should enable end-to-end Quality of Service(e2e QoS). For that purpose, major international standardization institutes such as ITU(International Telecommunication Union) and IETF(Internet Engineering Task Force) are building the concept and architecture of the Next Generation Network(NGN). However, these institutes focus only on technical issues, and leave many business/policy-oriented challenges unresolved. For example, the standards raised by ITU assume that the entire service delivery process for e2e QoS services is perfectly working. But required is a standardized business interface and process for seamless inter-operations across many stakeholders including ISPs(Internet Service Providers), CPs(Content Providers), so on. On the other hand, TMF(TeleManagement Forum) and QuEST(Quality Excellence for Suppliers of Telecommunication) Forum, global consortiums of telecom operators and vendors, present sets of interface rules and process which playa crucial role as de facto standards: for example, NGOSS/eTOM and TL9000 authorization system. However, these standards focus on telephone services, and provide little principle for the next generation Internet. Our study seeks a way to combine these two strains for a successful implementation of NGN. In particular, we find a missing link in the NGN architecture and the elements that could be complemented with the help of NGOSS/eTOM and TL9000. Finally, presented is a strategic direction that our standardization policy should purse in order to reinforce our global leadership for the next generation Internet.

Analysis of International Standardization Trends of Smart Mining Technology: Focusing on GMG Guidelines (스마트 마이닝 기술 국제 표준화 동향 분석: GMG 가이드라인을 중심으로)

  • In this study, international standardization trend of smart mining technology was analyzed focusing on the guidelines developed by GMG (Global Mining Guidelines Group). GMG is a non-profit organization that unites the global mining community. It was established to promote mining safety, innovation and sustainability. Currently, GMG's working group consists of artificial intelligence, asset management, autonomous mining, cybersecurity, data access and usage/interoperability, the electric mine, mineral processing, underground mining, and sustainability. Guideline development projects related to smart mining technology are being conducted in artificial intelligence, autonomous mining, cybersecurity, data access and usage/interoperability, and underground mining. As of April 2022, eight types of smart mining-related guidelines have been published through pre-launch, launch, guideline definition, contents generation, technical editing/layout/final review, and voting process. It is judged that the GMG guidelines can be an important reference for the development of domestic smart mining technology standards.

  • Currently, the domestic UAS technology is lagging behind the leading countries in terms of both advanced technology and industrial competitiveness, but it cannot avoid the global efforts of integrating UAS into existing manned aviation system and applying them to industries. UAS is a relatively new system to existing aviation world, but ICAO is making a great effort to help Contracting States and the aviation industries to better understand and promote UAV systems. In particular, the UAS is classified as RPAS and other UAS, leading to the standardization work for integrating the RPAS into the manned aviation in the near future. For this purpose, ICAO has been promoting the standardization for the global operation of the RPAS, and in this study, it has been carrying out the study on the strategy to establish the domestic RPAS certification system including the ICAO standardization activities. This paper analyzes the domestic and international regulatory frameworks for RPAS and presents a strategy for building the domestic RPAS certification system.

  • Our country should continuously make efforts to secure the international competitiveness of the current domestic agriculture in a variety of industries converged with agriculture in order to get over the disaster due to global warming, cope with imported produces caused by FTA and scientific implementation technology provided by advanced countries like USA and European Union in spite of domestic agriculture advancement. Also, as domestic ICT technology is a world-class level, it is essential to make strategies of creating a high value such as the increase of productivity, efficiency and quality throughout the whole phase of production, circulation and consumption with the convergence of the existing agriculture technology and IT core technology including information management and automatic control. Therefore, this paper suggests standardization items which lead global standard and implementation direction on standardization through analysing the current situation of agriculture-ICT convergence in our country and technology/standardization trend.

  • We research and analyze to the IMT-2000, it contains the various problem with the bandwidth and standardization. Finally, we proposed to the method of the standardization and implementation for the Beyond IMT-2000, in this paper. Comparing the Beyond the IMT-2000 take advantage of the aspect of the GPS(global positioning system) service and remote medical treatment service and wireless internet service and VOD(Video on Demand) service with IMT-2000. Henceforth, we are consider to the development of the contents which it is adaptable to various environment.

  • "Artificial Intelligence+" is a key strategic direction that has garnered the attention of several global medical device manufacturers and internet companies. Large hospitals are actively involved in different types of medical AI research and cooperation projects. Medical AI is expected to create numerous opportunities and advancements in areas such as medical imaging, computer aided diagnostics and clinical decision support, new drug development, personal healthcare, pathology analysis, and genetic disease prediction. On the contrary, some studies on the limitations and problems in current conditions such as lack of clinical validation, difficulty in performance comparison, lack of interoperability, adversarial attacks, and computational manipulations are being published. Overall, the medical AI field is in a paradigm shift. Regarding international standardization, the work on the top 10 standardization issues is witnessing rapid progress and the competition for standard development has become fierce.

  • In this paper, we propose the AI certification standardization activities for systematic research and planning for the standardization of trustworthy artificial intelligence (AI). The activities will be in two-fold. In the stage 1, we investigate the scope and possibility of standardization through AI reliability technology research targeting international standards organizations. And we establish the AI reliability technology standard and AI reliability verification for the feasibility of the AI reliability technology/certification standards. In the stage 2, based on the standard technical specifications established in the previous stage, we establish AI reliability certification program for verification of products, systems and services. Along with the establishment of the AI reliability certification system, a global InterOp (Interoperability test) event, an AI reliability certification international standard meetings and seminars are to be held for the spread of AI reliability certification. Finally, TAIPP (Trustworthy AI Partnership Project) will be established through the participation of relevant standards organizations and industries to overall maintain and develop standards and certification programs to ensure the governance of AI reliability certification standards.

  • BLUs are major component in LCD industry which occupies 90% or more of FPD market worldwide and BLU market is expected to be expanded continuously according to the trend of miniaturization, slimness, low power consumption and low weight. The larger the BLU market scale, the more important standardization of performance evaluation techniques to clearly prescribe the product specification. Currently the government is promoting the establishment of related laws and coincidence with international standards to cope with agreements such as WTO/TBT, but the nongovernmental standardization activities are not enough to be actualized. Furthermore, BLU related components such as CCFL, EEFL, inverter and reflector are already developed for localization to substitute imports with home products but collective standardization, national standardization, and international standardization are still not done. So, performance specifications and evaluation methods for normal fluorescent lamps or industrial lamps are being adopted and used as national standards and safety certification standards instead. Making these standards enables to prepare a chance to penetrate into global market and to promote world best products. Also, by making this collective standard, it provides chances to take part in international standardization activities, to protect domestic industries and technologies, to obtain the trend of advanced technologies, and to be predominant over other countries. That is to say, CCFL standardization helps raise 21st century national strategic technology policy and go ahead of globalization of core technologies.
