Analysis of Characteristics of Exported Technology to Domestic Industries through Statistical Analysis of Technological Trade (기술무역 통계분석을 통한 국내산업의 해외도입기술 특성분석)

  • Recently, technology acquisition through technology trade plays a critical role in obtaining national competitiveness in a global era. However, current studies mostly focus on grasping the characteristics or macro status of technology trade and analyzing the impact of technology acquisition through the technology transaction, leading to the failure of providing a theoretical and practical background of national policy-making. Therefore, this research aims at investigating the concentration rate of technology, companies and countries where Korean companies obtain technological capability on the basis of the Bank of Korea's data related to 'loyalty payment in technology licensing', additionally analyzing the types of exported technology and loyalty payment. From these analyses, the degree of concentration that pre-defined 31 technology classifications depend on specific technologies, companies and nations are examined and the characteristics of technology trade types are investigated. The results of this research can be used to make a technology policy and analyze the characteristics of technology innovation of Korea industries.

FDI Technology Spillover Effect on the Influence of the Innovation Ability (FDI 기술파급효과가 혁신능력에 미치는 영향)

  • Many countries are committed to absorb foreign direct investments (FDIs). One of the strong motivations is the improvement of innovative capability through the technology spillover of FDI firms. The effect of FDI technology spillover has been widely researched not only on country level, but industry level. With the evolution of globalization and global sourcing of multinational companies, it is necessary to reexamine the relationship between innovation ability of an industry and spillover effect of FDI. This paper investigates the technology spillover effect of FDI on the innovation of Chinese firms. We gathered the data of 34 industries form various sources of Chinese government and the time span is 2001-2008. By using industry level panel data, we set panel data analysis model. In the model, there are two explanatory variables: backward and foreward integration. The analysis result shows that technology spillover of FDI has significant effect on the innovation of foreward integration FDI.

  • Many companies are trying to acquire innovative technologies and relevant knowledge by sending R&D work overseas. Although recent research has been focusing on the aspects that motivate MNCs to establish offshore R&D facilities, such as cost reduction and market expansion, little is known about external or circumstantial factors influencing the performance of global R&D activities. Searching for enhancers of offshore R&D facilities, we investigated the relationships between the performance of offshore R&D and the technological capabilities of a parent company, its home country, and its R&D hosting country. Both patent data of ED and the ED R&D scoreboard of 134 overseas R&D labs from 46 MNCs, dating from the period of 2003 to 2005, are used in the analysis. The same time period is applied in calculating the RTA of each country. Regression analysis results support our main hypothesis that the technological capabilities of the parent company and the hosting country positively affect the performance of overseas R&D.

  • With the advent of smart age, the concern on smart work has gradually increased in the situation that creative innovation capability has become one of the important elements in business competitiveness. Most domestic small and medium-sized businesses have partly introduced smart work system due to the lack of its recognition and understanding about a specific method to implement. Under the environment, it is essential to make standardization strategy and do systematic implementation for core technology which leads global market in order to secure the dominant position in smart work related technologies. Therefore, this paper suggests standardization items which lead global standard and implementation direction on standardization through analysing the current situation introducing smart work in small and medium-sized business and technology/standardization trends.

The Determinants of Global Technological Competitiveness of Korean SMEs: The Moderating Effect of Product Life Cycle (혁신형 중소기업의 글로벌 기술경쟁력 결정요인: 제품수명주기의 조절 효과)

  • The Korean government's SME policy has shifted from the traditional focus of protecting SMEs against large business groups to foster innovative SMEs by upgrading their innovation base. From the government's policy perspective, innovative SMEs are defined as SMEs that can secure technological competitiveness or have the potential for future growth through technological innovation activities. Based on the resource-based theory and resource dependence theory, this study aims to explain whether both R&D capabilities of innovative SMEs and the acquisition of venture certification have a significant impact on enhancing global technological competitiveness. According to the resource-based theory, differences in a firm's tangible and intangible resources and R&D capabilities determine its innovation activities and performance. On the other hand, the resource dependence theory argues that government certification programs to support SMEs positively affect SMEs' innovation activities and performance by increasing their access to the external resources needed for innovation. Going a step further, this study examines the moderating effect of the product life cycle. As a moderating variable, the product life cycle is expected to have an opposite effect on the internal and external resource utilization. The results based on the SME Technology Statistics(2020) support the direct effect of both R&D capability and venture certification on global technological competitiveness and the differential moderating effect of product life cycle. The finding that the technological competitiveness effect of internal resource utilization is greater for longer product life cycles, while the technological competitiveness effect of external resource utilization is greater for shorter product life cycles suggests that product life cycle should be considered as an important contextual variable when studying the relationship between R&D, technological innovation, and performance. These results also suggest that in a global competitive environment where product life cycles are dramatically shortening, innovative SMEs that suffer the dual liabilities of newness and smallness should focus not only on strengthening internal R&D capabilities but also on strategically securing external resources.

  • The purpose of this study is to analyze the importance and performance of core competencies recognized by Korean sports students and to identify directions and methods for strengthening the competence of sports students in the future direction of future society. The results of analysis of 309 students of sports major students are as follows. First, the importance of core competencies recognized by college students in sports was in the order of self - management capacity, interpersonal capacity, communication capacity, comprehensive thinking ability, resource information technology utilization capability, and global capability. Second, the students' performance of their core competencies evaluated by sports college students was in the order of interpersonal competence, self-management competence, communication competence, comprehensive thinking ability, global competency, and resource information technology utilization competency. Third, the difference between the importance of core competence and the degree of performance was found to be significant in all areas, and the areas of great difference were total thinking, communication ability, resource information technology utilization capacity, self-management capability, Relationship competence. While college students in sports college have relatively high level of interpersonal competence, self-management competence and communication ability, comprehensive thinking ability, resource information technology utilization capacity and global competency are weak. Therefore, It will be able to be reborn as the talent required by society. Therefore, universities need to cultivate competitive sports talent through innovation of curriculum and capacity of faculty, and it should be recognized that this can be linked to the competitiveness of universities.

Open Innovation Platform-based Business Startup Incubation Model in Incheon International Airport Corporation (인천공항공사 개방형혁신 플랫폼기반 창업지원체계 구축 방안)

  • More people travel oversea as the economic size of Korea is getting larger and more new jobs are requested to be created by the society. To respond to these trend and request, Incheon International Airport Corporation (IIAC) is about to expand its processing capability with a new terminal; 54 million passengers to 72 million. IIAC is also introducing new strategies such as open innovation (OI) and creating shared value (CSV). With these changes, IIAC faces new challenges of restructuring its business and organization with new ideas. Most organizations including IIAC are becoming more dependent on external resources to keep their competitive advantages under the turbulence of global business environmental changes. Therefore, they focus on the OI paradigm which is reported as a convincing strategy to improve competitiveness in terms of budget and time-to-market. OI is to quickly react to the rapidly changing business environment and is adopted to support startup incubation. In the previous research with IIAC, three major tasks were defined; utilizing the IIAC brand power for external vendors, building a technology road-map, and introducing a collaboration support system. This paper deals with the collaboration system as proposed in the previous research. We focused on the collaboration process for startup incubation. Cases were studied; the K-startup model by the government, a university model to explore youth startups, and a R&D institute model to study professional startups. Based on the case studies, we defined an IIAC model and proposed issues to take care of. The model is distinguished from the other studied models since IIAC is a prospective customer of new technology.

A Study on the Factors Influencing Technology Innovation Capability on the Knowledge Management Performance of the Company: Focused on Government Small and Medium Venture Business R&D Business (기술혁신역량이 기업의 지식경영성과에 미치는 요인에 관한 연구: 정부 중소벤처기업 R&D사업을 중심으로)

  • Due to the recent mid- to long-term slump and falling growth rates in the global economy, interest in organizational structures that create new products or services as a new alternative to survive and develop in an opaque environment both internally and externally, and enhance organizational sustainability through changes in production methods and business innovation is increasing day by day. In this atmosphere, we agree that the growth of small and medium-sized venture companies has a significant impact on the national economy, and various efforts are being made to enhance the technological innovation capabilities of the members so that these small and medium-sized venture companies can enhance and sustain their performance. The purpose of this study is also to investigate how the technological innovation capabilities of small and medium-sized venture companies correlate with the performance of knowledge management and to analyze the role of network capabilities to organize the strategic activities of enterprise to obtain the resources and organizational capabilities to be used for value creation from external networks. In other words, research was conducted on the impact of technological innovation capabilities of small and medium venture companies on knowledge management performance by using network capabilities as parameters. Therefore, in this study, we would like to verify the hypothesis that innovation capabilities will have a positive impact on knowledge management performance by using network capabilities of small and medium venture companies. Economic activities based on technological innovation capabilities should respond quickly to new changes in an environment where uncertainty has increased, and lead to macro-economic growth and development as well as overcoming long-term economic downturns so that they can become the nation's new growth engine as well as sustainable growth and survival of the organization. In addition, this study was conducted by setting the most important knowledge management performance within the organization as a dependent variable. As a result, R&D and learning capabilities among technological innovation capabilities have no impact on financial performance. In contrast, it was shown that corporate innovation activities have a positive impact on both financial and non-financial performance. The fact that non-financial factors such as quality and productivity improvement are identified in the management of small and medium-sized venture companies utilizing their technological innovation capabilities is contrary to a number of studies by those corporate innovation activities affect financial performance during prior research. The reason for this result is that research companies have been out of start-up companies for more than seven years, but sales are less than 10 billion won, and unlike start-up companies, R&D and learning capabilities have more positive effects on intangible non-financial performance than financial performance. Corporate innovation activities have been shown to have a positive (+) impact on both financial and non-financial performance, while R&D and learning capabilities have a positive (+) impact on financial performance by parameters of network capability. Corporate innovation activities have been shown to have no impact on both financial and non-financial performance, and R&D and learning capabilities have no impact on non-financial performance. It could be seen that the parameter effects of network competency are limited to when R&D and learning competencies are derived from quantitative financial performance. The Improvement on Proposal Evaluation System of National Defense Core Technology R&D Projects (국방핵심기술 연구개발과제의 선정평가 개선 연구)

  • The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

Industrial Cluster: Still a Valid Policy Tool for the Creative Economy in Korea? (산업클러스터, 창조경제를 위한 정책수단으로의 가능성)

  • This study aims to evaluate the industrial cluster policy implemented in Korea during the last decade or so, examine whether it can still be a valid policy measure in the creative economy regime, and propose policy directions for the future. It is evaluated that the cluster policy has contributed to increasing productivity by improving networks between companies, universities and research centers and thus strengthening innovation infrastructure. The policy, however, by its characteristics of government-domination, failed to develop open-ended and flexible spontaneous clusters. Industrial clusters have the capability to contribute to the virtuous circle of creative economy by enhancing creativity and innovativeness, and subsequently by increasing value-added. In order to maximize these positive effects, a few suggestions are made, including being faithful to the very nature of clusters, e.g. geographical proximity and connectedness, intending clusters with creativity well maintained, orienting toward multi-scalar clusters with a mixture of local and global perspectives, and matching regional and industrial policies with regards to clusters.
