A Study on Policy Improvement for the Systematic Management of the National Geospatial Standards (체계적인 공간정보표준 관리를 위한 정책개선 방안 연구)

  • Recently, policy trends related to various information including the geospatial information have changed to openness and sharing. Therefore, it is necessary to apply geospatial standards to ensure a high level interoperability across heterogeneous geospatial information systems. These geospatial standards are essential to advancing data access, query, management, processing and interoperability of geospatial information systems. However, geospatial information companies which provide GIS software and service or construct geospatial data have been many difficulties to implement and adopt geospatial standards, because the geospatial standards of Korea were not systematically managed. So this study analyzed the various problems such as redundancy, version-mismatch and similarity of domestic geospatial standards through reviewing the present status of domestic geospatial standards as well as the international geospatial standards. Moreover, it is judged that the result of this study will be able to efficiently contribute to the domestic policy on geospatial standards for management, organization and laws in the National Spatial Data Infrastructure.

  • Modern cities are actively adopting smart city services to address various urban challenges. Geospatial information acts as the foundational infrastructure of smart cities, promoting the sustainable development of urban areas. Consequently, as the standardization and utilization of geospatial information increase, the efficiency and sustainability of smart city operations improve. To achieve this, collaboration among diverse stakeholders is crucial for delivering optimal smart city services based on geospatial information. This paper defines smart city services, focusing on transportation and building-energy domains, based on the life cycle of geospatial information technology. Emphasis is placed on the importance of applying and utilizing geospatial information standards. Additionally, this paper proposes the Smart City based on Geospatial Information standards (SCGI) framework to provide insights into standardizing smart city services mapped to geospatial information standards. This research suggests a new paradigm for standardizing smart city services using geospatial information standards to offer customized solutions, thereby discussing the future development possibilities of smart cities.

Basic Elements and Implication of Software Metadata in the Intelligent Geospatial Web

  • During over decades, metadata on spatial data have been developed, and they have been widely applied at the national and international metadata standards such as file structure, format, and data model. However, in the web 2.0 paradigm toward user participation and openness, sources and contents of geospatial products are also diversified, not being limited to well-organized and structured data sets or databases. Especially, software products in both open source software and commercially packaged software are considered into important resources in the geospatial domain. But there are no reports or studies regarding software metadata from the side of software engineering or information technology, till now. The motivation of this study is based on practical needs to build search engine in the intelligent geospatial web. Brief review on current metadata standards is presented, and necessity for software metadata is discussed as well as related works. Basic elements, initially considered, of software metadata are presented. This work is the first attempt for software metadata, although it just covers geospatial software products. Further practical works to meet industrial demands need to actual applications of software metadata.

  • Geospatial interoperability has been pursued by propagating international standards and OGC standards. The NGIC, GeoConnection and other catalogue services are reviewed with aspect to metadata and search functions. Detailed metadata could be driven to users after finding what they want to have. Criteria for search were not fully overlapped with metadata, as simple and typical searches are prevailing. OGC catalogue service standards were made but catalogue services in Korea have been implemented in their own ways, not fully compliance-tested. Different domain technologies have been developed regardless of geospatial service, the relationship and integration methods between catalogue services and other core technologies are reviewed in the form of a pair table. Other issues in geospatial service were discussed in the level of raising issues.

Study on the Korean Accuracy Standards Setting of Digital Map for the Construction and Utilization of Precise Geospatial Information (정밀공간정보의 구축 및 활용을 위한 수치지도의 정확도 기준설정 연구)

  • For various geospatial information such as planimetric and topographic features, the required accuracy may be defined depending on the purpose of GIS applications. Also, the accuracy of the geospatial information have a major impact on the quality of the raw surveying data. In order to be usefully applied the precise geospatial information, the accuracy standards must be appropriately set so that the digital map as base map can be accurately made. Before computer mapping and GIS technology existed, paper maps were drawn by hand. So, the map scale was a significant contributor to the map accuracy. As such the past, the accuracy of maps is determined the scale at which the map would be drawn, but recent trends are to treat accuracy as a one of quality elements, rather than a specification for producing the map. Therefore, the purpose of this paper is to set the new korean map accuracy standards appropriate for the construction and application of the precise geospatial information on behalf of the current representation of korean digital maps.

A Study on Establishing Circulatory System for National Spatial Data Infrastructure Standardization in Korea (공간정보 표준 선순환체계 수립에 관한 연구)

  • The basic purpose of standardization is to enhance economic feasibility and increase efficiency in the field of production, consumption, and distribution, etc. Therefore, standardization field requires circulatory system that can not only produce standards but develop and revise published standards. With such a background, to activate standards and promote systematic standardization activities, the government proposed establishing circulatory system for geospatial information standards in the National Geospatial Information Standardization Project in 2011. However, the result of analysis show that the current National Spatial Data Infrastructure(NSDI) standardization system caused a various problems including duplicate publication of standards because domestic NSDI standardization field have repeated production activities of standards without conformity assesment and certification activities. With a view to establishing circulatory standardization system, this study suggests ways of improving current domestic standardization system by reestablishing the cycle structure and circulatory system for geospatial information standards. Through this study, we could determine strategic direction for virtuous circle of geospatial information standards in macro level and it can be effectively utilized in term of planning mid-and-long-term roadmap for establishing NSDI standardization system.

Study on the Conformance Test Model for Intelligent Urban Geospatial Information Services (지능형 도시공간정보 서비스 적합성 평가모델에 관한 연구)

  • As demands of intelligent urban geospatial information services are increasing in u-Cities, development and use of service standards for the cities are required to make the services interoperable. Conformance tests can be conducted for the standards to implement the services more interoperably and consistently. To improve the interoperability between services, it is necessary to build an evaluation model for services in a perspective of conformance tests. In the context, this study reviews the related references and establishes a conceptual model of the conformance tests for the services and provides an application of the model to a monitoring service for flowing water quantity to prove its usefulness.

A Fundamental Study about a Quality Certification of 3D Precision Indoor Geospatial Information - Focused on Yeongdeungpo Station - (3차원 정밀 실내공간정보 품질인증 방안에 관한 기초연구 - 영등포역을 중심으로-)

  • As buildings in the downtown area, such as the complex building connected to the skyscraper and the underground facility, have become large and complex, the range of target domain of the space information service is rapidly expanding to the interior space; it is considered that this change will create various demands of service such as the indoor geospatial information base safety, the management of facility, and the interior navigation in the future, along with spread of mobile devices and development of IT technology. As for the indoor geospatial information, however, there is no certification standard of the established indoor geospatial information data quality, so preparing the certification standard is urgent. Thus, this study reviewed foreign and domestic research cases and prepared measures for quality verification of the indoor geospatial information to conduct a verification test of the Yeongdeungpo Station indoor geospatial information, established in 2014. As a result, through the verification test of the method and standard of the indoor geospatial information quality certification suggested by this research, it was identified that the uniform and higher quality data could be classified, and the types of error high frequently occurring could be investigated. These results are expected to be utilized as the basic data for establishing quality certification system for the indoor geospatial information in the future.

  • Our country is projected the technical development studies, constructed the digital maps, developed standards, established rules, and educated users during the first NGIS plan. This National Geospatial Information Infrastructure is proceeding with the program as arranged. In the second NGIS plan, our government try to construct the framework data for the maximization of GIS utilization. But National Geospatial Information Infrastructure included some problems from view of data framework particularly. In this paper, we make a comparative study of foreign countries, analyze the cause of our problem, and present the standards for Korean National Spatial Data Infrastructure.

A Study on the Derivation of Items for Development of Data Quality Standard for 3D Building Data in National Digital Twin (디지털 트윈국토 건물 데이터 품질 표준 개발을 위한 항목 도출에 관한 연구)

  • This study presents the plans to derive quality items for develop the data quality standard for ensuring the quality of 3D building geospatial data in NDT(National Digital Twin). This paper is organized as follows. The first section briefly examines various factors that impact the quality of 3D geospatial data, and proposes the role and necessity of the data quality standard as a means of addressing the data errors properly and also meeting the minimum requirements of stakeholders. The second section analyzes the relationship between the standards - building data model for NDT and ISO 19157: Geospatial data quality - in order to consider directly relevant standards. Finally, we suggest three plans on developing NDT data quality standard: (1) the scope for evaluating data quality, (2) additional quality elements(geometric integrity, geometric fidelity, positional accuracy and semantic classification accuracy), and (3) NDT data quality items model based on ISO 19157. The plans reveled through the study would contribute to establish a way for the national standard on NDT data quality as well as the other standards associated with NDT over the coming years.
