A Study on the Improvement of 'Geospatial Information Open Platform' for Geospatial Information Convergence Industry

  • In this paper, we propose a direction for improving 'Geospatial information open platform' service to support the converged and integrated geospatial information. Since there can be a number of issues relating to the support for geospatial information convergence industry, two qualitative surveys were performed to collect opinions comprehensively and specifically. The responses from 165 experts from 5 areas that use geospatial information were used, and the requirements of demanders were divided into the aspect of policy, aspect of data development and distribution, and aspect of data utilization support in order to effectively analyze the survey results. As a result, a total of 26 major issues were derived and it was deemed that it is necessary to find a way to expand the role of 'Geospatial information open platform' from "Open-API Oriented Passive Spatial Information Open Platform" to "Platform that Comprehensively Provides Active Convergence Support Information" order to resolve the issues derived.

  • The overseas expansion is essential to expand domestic geospatial industries in a state of saturation. But current overseas expansion method has be limited to expand global market. Inter-industry convergence strategies may be the most resonable alternative to expand global market through raising the expansion possibility to developing countries with ODA funds and to developed countries with converging global competitive industries. This research investigates various foreign developed and developing countries to draw each demand. As a result, easiness of convergence, confidentiality of information, complementarity of poor infrastructure, responsiveness of various demands and sustainability of system are needed to successful convergence on multiple industries. This research seeks convergence framework to meet this demands, and suggests each component. This convergence framework is consisted of geospatial convergence common framework, inter-industry convergence model and institutional supporting system for overseas expansion.

Design of Semantic Search System for the Search of Duplicated Geospatial Projects (공간정보사업의 중복사업 검색을 위한 의미기반검색 시스템의 설계)

  • Geospatial information, which is one of social overhead capital, is predicted as a core growing industry for the future. The production of geospatial information requires a huge budget, so it is very important objective of the policy for geospatial information to prevent the duplication of geospatial projects. In this paper, we proposed a semantic search system which extracts possible duplication of geospatial projects by using ontology for geospatial project administration. In order to achieve our goal, we suggested how to construct and utilize geospatial project ontology, and designed the architecture and process of the semantic search. Moreover, we showed how the suggested semantic search works with a duplicated projects search scenario. The suggested system enables a nonprofessional can easily search for duplicated projects, therefore we expect that our research contributes to effective and efficient duplication review process for geospatial projects.

  • Recently, policy trends related to various information including the geospatial information have changed to openness and sharing. Therefore, it is necessary to apply geospatial standards to ensure a high level interoperability across heterogeneous geospatial information systems. These geospatial standards are essential to advancing data access, query, management, processing and interoperability of geospatial information systems. However, geospatial information companies which provide GIS software and service or construct geospatial data have been many difficulties to implement and adopt geospatial standards, because the geospatial standards of Korea were not systematically managed. So this study analyzed the various problems such as redundancy, version-mismatch and similarity of domestic geospatial standards through reviewing the present status of domestic geospatial standards as well as the international geospatial standards. Moreover, it is judged that the result of this study will be able to efficiently contribute to the domestic policy on geospatial standards for management, organization and laws in the National Spatial Data Infrastructure.

A Structural Analysis between Overseas Opening of Geospatial Information and the Promotion of Geospatial Information Industry Using the Systems Thinking (시스템 사고를 통한 지도데이터 국외개방과 공간정보 산업 활성화간 인과구조 분석)

  • South Korea has been reluctant to open its geospatial information overseas to ensure security as a divided country. However, this cannot continue as the domestic and international environments related to geospatial information and the industrial ecosystem of information and communication technologies have been changing dramatically. Within this context, this study aims to analyze the causal relations among relevant variables and how they change and interact with time using a systems thinking process. First, causal maps were created for the domains of national security, map-based convergence service, and corporate competition. Then, the causal maps for each domain were integrated, based on which the points for policy intervention and dominant feedback loops were identified. The analysis results showed that securing the self-sufficiency of domestic geospatial businesses is a key element to determine the whole causal map, and the variable that changes the dominant feedback loop from a vicious circle to a virtuous one is the decision to open geospatial information overseas. In this study, I found the policy leverage that is a policy intervention point that can produce a great effect with little input by building a causal map of the interactions between major variables. This study is significant in that it identified and analyzed the dominant feedback loop as to which causal structure would dominate the system in the long term. The results of this study can be used to discuss not only the impacts of map data overseas opening on the national security and geospatial information industry, but also the interactions in the future when Google or other global companies request to release the geospatial information.

  • As ICTs are more advanced, in the current Smart Society that can be characterized by the terms of real-time, mobility and customization, the area of Geospatial Information is required to react to the needs of the society in more practical ways. Because Geospatial Information is getting more accepted as one of the very basic social infrastructure for everyday life activities in all sectors of life. In accordance, the legal basis of convergence Geospatial Information services are described on Geospatial Information Industry Support Law(Article 2, Item 7 & Article 4 Item 5). But it is required to come up with more detailed and practical definition of convergence GIS with more detailed supporting policies. In this context, this study aims at investigating what the needs of Geospatial Information services are in the Smart Society, and suggesting the policy directions and realization strategies of convergence GIS based on spatial hierarchy from global to local.

A Study on the Strategy to promote Geospatial Information Industry based on Users Requirements Analysis (수요자 요구 분석을 통한 공간정보산업 진흥 전략에 관한 연구 -전문가 설문조사를 중심으로-)

  • The geospatial information industry has the advantage of being able to converge with other industries to create new value. Therefore, efforts are underway to promote the growth of this dwindling national industry by endorsing policies and initiatives to promote its convergence with other industries. In this study, feedback was collected from experts in various fields through three rounds of polls using the Delphi method. The poll results were used to investigate the causes of hindrance to the growth of the geospatial information industry and to build a comprehensive solution to this problem. As a result, 27 strategies were constructed based on the users' requirements related to policy, data and service, including the demands for establishing public polling methods, enhancing data quality and advertisement. Since the coefficient of variance fell between 0.11 and 0.20 in the importance evaluation, an amicable consensus was reached between the experts. Considering that the convergence of industries is achieved through the integration of various types of technology and information, it is important to consider the requirements of users in different industries. In this respect, the results of this study will serve as a useful base for constructing mid-to-long term road maps to promote the development of the geospatial information industry.

APPLICATION OF 3D TERRAIN MODEL FOR INDUSTRY DISASTER ASSESSMENT

  • An increase in oil and gas plants caused by development of process industry have brought into the increase in use of flammable and toxic materials in the complex process under high temperature and pressure. There is always possibility of fire and explosion of dangerous chemicals, which exist as raw materials, intermediates, and finished goods whether used or stored in the industrial plants. Since there is the need of efforts on disaster damage reduction or mitigation process, we have been conducting a research to relate explosion model on the background of real 3D terrain model. By predicting the extent of damage caused by recent disasters, we will be able to improve efficiency of recovery and, sure, to take preventive measure and emergency counterplan in response to unprepared disaster. For disaster damage prediction, it is general to conduct quantitative risk assessment, using engineering model for environmental description of the target area. There are different engineering models, according to type of disaster, to be used for industry disaster such as UVCE (Unconfined Vapour Cloud Explosion), BLEVE (Boiling Liquid Evaporation Vapour Explosion), Fireball and so on, among them, we estimate explosion damage through UVCE model which is used in the event of explosion of high frequency and severe damage. When flammable gas in a tank is released to the air, firing it brings about explosion, then we can assess the effect of explosion. As 3D terrain information data is utilized to predict and estimate the extent of damage for each human and material. 3D terrain data with synthetic environment (SEDRIS) gives us more accurate damage prediction for industrial disaster and this research will show appropriate prediction results.
