Conceptualizing the Engagement of Universities in Regional Development in a Knowledge-based Society (지식기반사회에서 대학과 지역발전의 관계: 진화론적 관점)

  • Following the emergence of a knowledge-based economy, the role of universities in regional development has been re-evaluated through considering localized interactive learning processes. This paper tries to identify the role of universities for regional development and the variables effecting on their localized engagement in regional development. We argues that universities cannot be viewed as a single angle, because the behaviors of a university are influenced by the degree of their independence from regional and national governments. Likewise, the contributions of universities to their regional development can be differential depending on the organizational characteristics of individual universities, the social, political, and economical contexts of a given region and nation, and complex relations between and within universities and other regional stakeholders. These variables can be both the drivers and barriers when each university responds to regional needs. Based on the literature review, we suggest that the explanatory factors of shaping the engagement of universities in regional development can be classified into four categories: the characteristics of individual universities, the national context, the local and regional context, and the policy context.

A design of Optimized Vehicle Routing System(OVRS) based on RSU communication and deep learning (RSU 통신 및 딥러닝 기반 최적화 차량 라우팅 시스템 설계)

  • Currently, The autonomous vehicle market is researching and developing four-level autonomous vehicles beyond the commercialization of three-level autonomous vehicles. Because unlike the level 3, the level 4 autonomous vehicle has to deal with an emergency directly, the most important aspect of a four-level autonomous vehicle is its stability. In this paper, we propose an Optimized Vehicle Routing System (OVRS) that determines the route with the lowest probability of an accident at the destination of the vehicle rather than an immediate response in an emergency. The OVRS analyzes road and surrounding vehicle information collected by The RSU communication to predict road hazards, and sets the route for the safer and faster road. The OVRS can improve the stability of the vehicle by executing the route guidance according to the road situation through the RSU on the road like the network routing method. As a result, the RPNN of the ASICM, one of the OVRS modules, was about 17% better than the CNN and 40% better than the LSTM. However, because the study was conducted in a virtual environment using a PC, the possibility of accident of the VPDM was not actually verified. Therefore, in the future, experiments with high accuracy on VPDM due to the collection of accident data and actual roads should be conducted in real vehicles and RSUs.

The Viability of the Rural-Industrial Complex Neighbouring in the Metropolitan Area and the Implications for Public Policy: the Case of Koryung-Gun (대도시 주변 농공단지의 존립기반과 정책적 함의 : 고령군 농공단지를 사례로)

  • This paper aims to explore the viability of a rural-industrial complex neighbouring in the metropolitan area and suggest policy implications for the restructuring of the rural industrial complex. In particular, the paper focuses on the location and management practices of the firms operating in the industrial complex. Research shows that the key elements of the viability of the rural industrial complex in Koryung-Gun are the geographical and relational proximities to the metropolitan city of Daegu and the decentralization of urban industries towards rural areas neighbouring in the large city as a result of the deterioration of location conditions in the large city. It is revealed that the major pull factors of location are 'availability of cheap industrial sites', 'agglomeration in a specialized industry' and 'proximity to major customers and suppliers' rather than 'availability of labour pool'. However, it shows that 'weak university-industry linkages' and 'insufficiency of cooperation culture' are the major limitations to attracting firms. In the context of pub1ic policy, the author argues that the restructuring of the rural industrial complex should be sought to promote social infrastructures centered on networks and learning rather than firm centered financial and tax incentives.

  • The aim of this paper is to explore the role played by the endogenous farming organization sustaining rural community's competitiveness. Nulmi-Ri, Chungdo Kun in Kyongsangbuk-do chosen as a case study area is known to be one of the most competitive rural communities, making a living with a peach farming. This community maintains its competi- tiveness by operating a community-based filming organization which was organised in an endogenous way. Most of individual farmers in this community belong to the farming organization and they have cooperative relationships in the processes of production and distribution. In this respect, the exchange and circulation of knowledge, and collective learning, tend to be significantly taken place between the organization members. Based on the experience of the Nulmi-Ri's endogenous farming organization, we propose some constructive comments for rural community development.

Distribution of Geomorphological Landscape Resources of Goryeong-gun, and Its Application Plan (고령군 지형경관자원의 분포와 활용방안)

  • The purpose of this paper is to search for geomorphological landscape resources of Goryeong-gun, to provide fundamental data for their management through mapping their distribution, and to present their conservation and application plan. The results are as follow: Firstly, geomorphological landscape resources in mountain area are Misungsan and Jusan mountain of Goryeong-up, Sangbiri valley of Deoggok-myeon, and isolated hill of Gaejin-myeon. Secondly, geomorphological landscape resources in riparian area are natural wetlands such as Jinchonneup of Bu-ri Gaejin-myeon, Hochonneup and Dalseongseupji of Hochon-ri Dasan-myeon, Bongsanneup of Bongsan-ri Ugok- myeon; artificial wetlands following the construction of weir such as riparian wetland of Oe-ri Goryeong-up and Banun-ri Gaejin-myeon; meander core and abandoned channel of Banun-ri Gaejin -myeon, river cliffs such as Naegok-ri Goryeong-up and Weolo-ri Ugok-myeon; sand bars and braided channel of Yajeong-ri Ugok-myeon. Thirdly, Jinchonneup swamp area of Bu-ri Gaejin-myeon have characteristics of typical floodplain landform, and its conservation conditions is relatively satisfactory, and its accessibility to metropolis is great, so it is a good place to construct eco-park. And construction of inquiry learning place at Banun-ri Gaejin-myeon will increase the opportunity to observe environmental changes following incised meander cutoff and ecological affirmative functions of a weir.

A Critical Study on the Landform Recognition of Daegu City as an Intermontane Basin (대구 산간분지 지형 인식에 대한 비판적 고찰)

  • We may have an incorrect view of Korea and the world by misunderstanding them with a number of geographic misconceptions. Such misconceptions constructed socially tend to perpetuate through reproducing and learning repeatedly from one generation to the next. 'Daegu city is in the intermontane basin.' It is also identified that this geographic misconception had constructed (made) by two Japanese geographers (Tamura, 1933; Tada, 1940) in the Japanese colonial period, and have been reproduced and diffused by many Korean geographers (professors and teachers) as well as journalists in the post-colonial days. In terms of the definition of an intermontane basin in the Encyclopedia of Geomorphology published by the International Association of Geomorphologists, Daegu seems not to be a basin city but to be a plain city, since the central plain of Daegu is surrounded by higher terrain like mountains and hills only on the north and south directions of all sides, and also it is well developed thanks to its location where the downstream of the Geumhogang river flows from east to west. This paper hopes that the landform recognition as 'Daegu intermontane basin city' should be corrected as soon as possible, and also many geographic misconceptions will be studied actively for an accurate understanding of Korea and the world.

A Model for Teaching Film Literacy through Movie English (영화영어를 통한 영화리터러시 교육방안)

  • Film literacy comprises the process of producing a new creation through understanding the elements that make up a film, the content of a film, and a critical and creative thinking process. Film literacy is employed in fields such as composition, science, social studies, and geography, and, additionally, it is used to cultivate humanities literacy and critical thinking skills. Yet despite the large proportion of the film script in the movie, it is not easy to find literacy education cases that use film English as a teaching method. Film English is a practical and authentic material, and is suitable as an English learning material in an EFL context like Korea. However, the approach of using films to teach and learn differs according to the content and genre of a film. Thus, the teacher may have a difficult time organizing and preparing for class. This study suggests six class activities that can be commonly applied to English classes using films based on the areas of critical, cultural, and creative (3Cs) activities. Four hundred and five college students taking Movie English classes participated in the present study and frequency analysis was conducted to find out their preferences through a questionnaire survey. The results from conducting class activities in university liberal arts classes suggest that the most preferred activities of students are related to cultural, critical, and creative, in that order. Creative activities that are far beyond English instruction utilizing various digital tools or providing additional reading materials can be a burden on learners.

  • The global climate crisis and the implementation of low-carbon policies have led to a growing interest in renewable energy and a growing number of related industries. Among them, solar power is attracting attention as a representative eco-friendly energy that does not deplete and does not emit pollutants or greenhouse gases. As a result, the supplement of solar power facility is increasing all over the world. However, solar power is easily affected by the environment such as geography and weather, so accurate solar power forecast is important for stable operation and efficient management. However, it is very hard to predict the exact amount of solar power using statistical methods. In addition, the conventional prediction methods have focused on only short- or long-term prediction, which causes to take long time to obtain various prediction models with different prediction horizons. Therefore, this study utilizes a many-to-many structure of a recurrent neural network (RNN) to integrate short-term and long-term predictions of solar power generation. We compare various RNN-based very short- and long-term prediction methods for solar power in terms of MSE and R2 values.

Application study of random forest method based on Sentinel-2 imagery for surface cover classification in rivers - A case of Naeseong Stream - (하천 내 지표 피복 분류를 위한 Sentinel-2 영상 기반 랜덤 포레스트 기법의 적용성 연구 - 내성천을 사례로 -)

  • Understanding the status of surface cover in riparian zones is essential for river management and flood disaster prevention. Traditional survey methods rely on expert interpretation of vegetation through vegetation mapping or indices. However, these methods are limited by their ability to accurately reflect dynamically changing river environments. Against this backdrop, this study utilized satellite imagery to apply the Random Forest method to assess the distribution of vegetation in rivers over multiple years, focusing on the Naeseong Stream as a case study. Remote sensing data from Sentinel-2 imagery were combined with ground truth data from the Naeseong Stream surface cover in 2016. The Random Forest machine learning algorithm was used to extract and train 1,000 samples per surface cover from ten predetermined sampling areas, followed by validation. A sensitivity analysis, annual surface cover analysis, and accuracy assessment were conducted to evaluate their applicability. The results showed an accuracy of 85.1% based on the validation data. Sensitivity analysis indicated the highest efficiency in 30 trees, 800 samples, and the downstream river section. Surface cover analysis accurately reflects the actual river environment. The accuracy analysis identified 14.9% boundary and internal errors, with high accuracy observed in six categories, excluding scattered and herbaceous vegetation. Although this study focused on a single river, applying the surface cover classification method to multiple rivers is necessary to obtain more accurate and comprehensive data.

Cultural awareness and its practice of Jang Hyeongwang (여헌(旅軒) 장현광(張顯光)의 문화의식(文化意識)과 그 실천(實踐))

  • This paper examines Jang Hyeongwang's cultural awareness and the way of practice by focusing on his spirit of humanities in relation to the understanding of territory and bibliographic materials. In fact, this starts from conflicting evaluations on Jang Hyeongwang's way of learning in the field of Korean history. Jang Hyeongwang emphasizes realization of humanity, which is considered as basic framework of culture. He claims the indivisibility of Dao(道) and culture(mun文) by arguing that almighty principle of Dao manifests itself through phenomena of culture. In other words, Dao is the root of culture and, at the same time, culture is the necessary element of making Dao valuable. Furthermore, he insists that realization of human culture is the gist of manifesting the pattern of nature. In this vein, the roles of human beings are so important in creating humanistic civilization. He considers all kinds of human affairs as the contents of humanistic culture, which are contained in six classics. Especially, He says that the moral is reality of human culture and that literature is a literal expression of humanistic spirit. Thus, he criticizes that there are literatures without moral practices. He pays a special attention to his indigenous culture. He links the cultural understanding of geography, which is the foundation of realizing humanistic spirit, to awareness of Korean territory and grasps the territory in the light of topography of geographic power. Thus, he defines it as "Central Field" which bears comparison with China (middle kingdom). With the positive understanding of his country, he insisted that Korean indigenous culture and custom are as much advanced as China and was so proud of the moral characters and norms that Korean people had formed so far. Moreover, Jang truly exhibited affection to Korean literature, which had formed through Korean history. Kim Hyu, one of his students, activates Jang's will to preservation of Korean culture. Over twenty years, Kim completed Collected Record of Korean Literatures(haedong munhon ch'ongnok 海東文獻總錄). Actually, he started the preparatory works for compiling them. We should keep in mind that this compilation was completed following Japanese Invasion of Korea in 1592. It means that he has cultural awareness of preserving Korean literal heritages. Hence, it can be evaluated as the results of the enhancement of national studies. We have seen that He truly highlights realization of humanistic spirit by insisting the practices of moral values. In fact, his mind is linked to genuine affection to Korean territory, culture and literatures. Such affection can be paraphrased as moral awareness of humanity and its practices. In conclusion, his humanistic spirit should be understood as strong belief on universality of human morality. His cultural awareness of homeland and the will to practices should be considered as cultural pride of Korean intellectual traditions rather than following Chinese culture blindly.
