Zoning has long been criticized for its negative effects and has been taken for granted that zoning works as a hurdle to urban diversity. Responses in the US have emphasized more fine-grained zoning approaches that plan mixed use. This paper introduces and evaluates Seoul's zoning system as a possible alternative. While US zoning regulations have relied on distinguishing ever larger numbers of land use zoning categories, Seoul has opted to integrate new land uses into existing classifications, allowing for greater flexibility of use in each zone. Using municipal building records to evaluate land use in three mid-density residential districts, this paper demonstrates that Seoul's flexible zoning is capable of producing diverse mixed use neighborhoods. It then highlights the potential downside of this approach, showing that flexibility allows for the commercialization and sectoral gentrification of residential districts. It concludes by suggesting that a combination of flexible zones and more fine-grained plans would capture the advantages of both US and Korean planning.
The displacement of business tenants is of growing concern in urban redevelopment. This research focuses on why business tenants have not collectively taken action against urban redevelopment and explores how their rights can be improved. It met the research aim through a case study on one urban redevelopment area in Yongsan. Although urban redevelopment plans create many problems for business tenants, there is no effective mechanism in place to enable them to get involved in the decision-making procedures of urban planning. They are collectively and individually powerless in urban politics, so they do not have enough opportunities to change the Korean urban redevelopment system. The findings from this research suggest that many tenants have been apathetic to anti-gentrification movements due to their powerlessness in the urban redevelopment domain. In order to overcome structural injustice, it is important to improve business tenants' awareness of 'the right to the city' and enforce strong legislation to safeguard tenants.
This study analyzes the factors that influence commercial gentrification in Seoul by using both logit model analysis and machine learning with data cumulated from 2015 to 2018 regarding 158 market areas. Logit analysis indicates that log(market area average monthly rent) and the ratio of the purchasing amount by customers aged 40 and younger to total sales in the restaurant and retail business category are statistically significant at 1%; the increase in sales per female customer aged between 30 and 39 in the restaurant and retail business category is statistically significant at 5%; and the increase in number of retailers with a business history of less than two years in the franchise business category is significant at 10%. Machine learning indicates that significant factors ordered by importance are the total retail area, the existence of an industrial complex within the market area, the existence of a traditional market within the market area, the location of subway stations within the market area, the increase of entertainment facilities such as movie theaters within the market area, average monthly rent, and the growth rate of average monthly rent. The contribution of this research is threefold. First, this study analyzes the entire commercial area of Seoul, Korea. Second, this study provides a foundation for future research on predictive indicators by empirically investigating the factors that influence commercial gentrification in Seoul. Lastly, this study introduces various methods of research by utilizing a machine learning approach.
Purpose - With the increasing number of small business owners who reports the cessation of their businesses, the rate of closing the business within the year is increasing as well. The efforts have been made continuously to revitalize the business through the inflow of government or private capital. Maintaining the fast-changing commercial districts with the existing support is difficult, so it is urgent state that needs for commercial district reorganization. The differentiate aspect is that this new measures for small-block-unit commercial modeling can be introduced to promote these aging/deposit private-owned shops politically. Research design, data, and methodology - This study is to develop a sustainable theme shopping rehabilitation method which considers the characteristics of local cities based on the case studies of developed countries' commercial areas to revitalize the central urban areas of local cities. Results - The purpose of this study as stated above is to manage the local commercial area through the program that purchases the empty stores, and the measure to secure the autonomy among stores. Conclusions - The government should concentrate on projects such as vacant store purchase programs, which are omitted from past achievements, and maximize the effect of the project through inter-departmental project packages.

The purpose of this study is to empirically analyze local retailers' recognition of commercial power altered by urban regeneration. For the purpose of this study, analysis is performed on pilot urban regeneration priority projects implemented in the city of Changwon. Although regeneration of commercial districts directly affect the local retailers therein, little research has been carried out to examine how they recognize such changes. This study, therefore, identifies those factors that have influence on the recognition of local retailers who would be aware of the alteration of their commercial power more immediately than others do. Using an ordered logit model, empirical analysis on two pilot projects for Odong-dong and Chang-dong indicates that retailers in Odong-dong are more likely to have a negative recognition toward the altered business areas. For the both districts, recognition of business area alterations is affected with statistical significance by how long they have run their shops, how many employees they hire, and whether they believe that the urban regeneration has resulted in gentrification. For each of the mentioned district, recognition in Odong-dong is significantly impacted by the number of employees and recognized rent changes, while in Chang-dong, the age of retailers and the perceived presence of gentrification have statistically significant influence. Issues found by this study need to be addressed prior to the upcoming 'Urban Regeneration New Deal Project', which then will bring satisfaction to each and every local residents including those retailers.

This study explores the geographic characteristics of Hutong(alleyways) in Beijing. The word 'Hutong' originated from the Mongolian language, pronounced 'hottog' and meaning 'well'. In ancient times, people tended to gather and live around wells. After liberation, Beijing witnessed a rapid development in urban construction. A large number of residential areas were established and the number of alleyways in the city increased to over 6,000 from about 3,000 before liberation. In recent years, with the city's further modernization, more and more tall buildings have appeared in Beijing while the number of alleyways has been decreasing. 'Siheyuans(quadrangles)' are buildings with unique architectural features in Beijing's alleyways. In recent year, Siheyuans are changing to guesthouses, shops, bars, souvenir shops, restaurants and so on. Especially Nanluoguxiang(alleyway) is becoming an attractive area for tourism and cultural creativity in the ancient capital Beijing. Since 1990, 25 Hutong districts are protected for historical preservation by the Beijing Municipal Government.

최근 일부 도심 지역에서 중산층이 특정지역으로 몰리며 원래의 거주자를 밀어내는 젠트리피케이션 현상과 주거비용 상승으로 인하여 도심에서 농촌으로 이동하는 유턴현상이 일어나고 있다. 이러한 이유로, 서울의 인구는 2016년 기준 28년 만에 천만 명이 붕괴되었다. 서울의 감소된 인구는 자연스럽게 수도권 외곽이나, 지방으로 분산되었고, 지자체의 인구가 초고령화로 나아가는 현재의 상황에서 지역사회에 도시민과 자본의 유입은 균형 있는 지방자치에 한 걸음 다가갈 수 있는 방법으로 활용 가능하다. 이와 같은 배경으로 풍부한 관광 자원과 지리적 이점 등을 이용하여 자본의 유입이 많을 것으로 예상되는 강화도 지역에 대해 강릉 카페거리 사례를 바탕으로 젠트리피케이션 모델을 검토 하고자 한다.
The adaptive reuse of 20th-century high-rise architecture poses important questions about the prevalence of authorized discourses in the heritage conservation field. Based on a two-year teaching experience at Tongji University about the adaptive reuse of the Metropolo Hotel (Palmer and Turner, 1934), an iconic historic high-rise building in the Shanghai Bund area, this paper will show the extent to which disciplinary and urban authorized heritage discourses are present in the development of design and representation strategies in adaptive reuse. Using discourse analysis as a method, this paper will make the argument that disciplinary discourses have a limited effect in the practice of adaptive reuse, which is perceived as a fundamentally creative activity. At the same time, the paper reveals how urban discourses have a much more lasting effect, confirming the intimate links between adaptive reuse and the wider phenomena of beautification and gentrification of high-rise listed areas.
The article examines the attempts made at economic revitalisation of Ljubljana's inner city and the consequences or "collateral damage" of this process. A lot of attention is given to the wider socio-cultural context, in which art istic practices are embedded in the city, and to the Slovenian population's perception of such practices. Artistic groups and their practices are in this sense used as part of an 'interim development' strategy, i.e. temporary guests(non-statutory tenants) are warmly welcomed because their (sub) cultural capital happens to cultivate the area, making it "cool" and attractive, but when the value of the area's real estate begins to rise their low-income status does not grant them any tenant protection. Regardless of the social role they played in revitalising the city, these groups are therefore gradually ousted from neighbourhoods, which quite ironically are often advertised in the real estate market as the city's "Bohemian" or "cultural" quarters. This makes us aware of the lack of unique alternative or informal spaces, venues for alternative art movements and practices in the cities. These issues are presented on the cases of the alternative spaces of Metelkova and the Rog Factory, both located in Ljubljana'sinnercity.

"Special Act on the Rocal Collaborative Development", proposed by Seoul in late 2015, aims to promote win-win cooperation between local economic players and the development of local communities. However, since it is not possible to ensure its effectiveness by signing a local collaborative agreement, the rights and duties granted to the Parties to the Convention shall be more clearly defined. In addition, it is feared that the application of a uniform standard to businesses that wish to restrict the operation within the local collaborative development zone could prevent the operation restriction based on local characteristics. Accordingly, based on the FBR system in the U.S., it is possible to define the business as a "uniform store" and to determine the possibility of a uniform store to be sold through zoning plans in the region by the Local Collaborative Community Council.
