A Study on the Improvement Direction through the Analysis of the Legal System and Current Process of KONEPS (국가종합전자조달시스템의 제도 및 프로세스 고찰을 통한 개선 방향 연구)

  • Since the beginning of 2002, KONEPS(Korea ON-line E-Procurement System) which is known with GePS(Government e-Procurement Service), has become a significant role in Korea public procurement service. This paper focuses on the amendments of the related laws and the practical improvement of inconveniences and inefficiencies in user's' position during the use of KONEPS. We analyzed the case of government procurement by major countries, the detailed process and function of KONEPS, and confirmed the revised procurement laws since the commencement of KONEPS. When a user of KONEPS makes an online purchase at the g2b shopping mall to purchase procurement goods, we analyzed focused on the inconvenience of option selection, user feedback after purchasing, unification of the purchase procedure, compared with general online shopping purchase. This paper suggests practical ways to improve the inconveniences and inefficiencies that arise in the process of procurement and use from KONEPS. It is necessary to study on the construction contracts and the empirical studies based on the questionnaire on the functions of procurement law and research model for the cases used in this study in the future.

Bandwidth Management of WiMAX Systems and Performance Modeling

  • WiMAX has been introduced as a competitive alternative for metropolitan broadband wireless access technologies. It is connection oriented and it can provide very high data rates, large service coverage, and flexible quality of services (QoS). Due to the large number of connections and flexible QoS supported by WiMAX, the uplink access in WiMAX networks is very challenging since the medium access control (MAC) protocol must efficiently manage the bandwidth and related channel allocations. In this paper, we propose and investigate a cost-effective WiMAX bandwidth management scheme, named the WiMAX partial sharing scheme (WPSS), in order to provide good QoS while achieving better bandwidth utilization and network throughput. The proposed bandwidth management scheme is compared with a simple but inefficient scheme, named the WiMAX complete sharing scheme (WCPS). A maximum entropy (ME) based analytical model (MEAM) is proposed for the performance evaluation of the two bandwidth management schemes. The reason for using MEAM for the performance evaluation is that MEAM can efficiently model a large-scale system in which the number of stations or connections is generally very high, while the traditional simulation and analytical (e.g., Markov models) approaches cannot perform well due to the high computation complexity. We model the bandwidth management scheme as a queuing network model (QNM) that consists of interacting multiclass queues for different service classes. Closed form expressions for the state and blocking probability distributions are derived for those schemes. Simulation results verify the MEAM numerical results and show that WPSS can significantly improve the network’s performance compared to WCPS.

A User Analysis on the Improving Direction of KONEPS : Focus on Gyeongbuk province (국가종합전자조달시스템 종합쇼핑몰 개선방향에 대한 사용자분석 : 경북지역 중심으로)

  • This paper is based on the suggestions of the prior research on the buyer feedback, the selection of various product options, and the payment procedure improvements for Korea ON-line E-Procurement System(KONEPS), and this is to confirm the necessity of improvement and satisfaction from the viewpoint of the workers of the public and subordinate organizations the purchasing and using of the computer equipment in the actual KONEPS(Korea ON-line E-Procurement System). Based on the basic questionnaires and in-depth interviews, this paper conducts the qualitative case studies on IT and non - IT workers who had purchasing experiences for equipment at public institutions and government agencies in Gyeongbuk province. As results of the study, it was confirmed that the improvement is necessary for the buyer feedback and option selection part, and that there is a difference among the work experience for the simplification of the payment procedure and the satisfaction. In addition, the biggest contribution in the provided research is to categorize and to analyze the opinions on the use of public and relevant subordinate research participants. Additional work will be needed for a large number of workers in public and subordinate organizations who have purchasing experiences for handling various procurement products and those working in the metropolitan area and other public and subordinate agencies.
