  • Gas accident prevention supported capital offered by 3 Gas related rules doesn't meet the requirement of real situation when considering that deposit method and size. So the support haven't helped the gas accident prevention. The offer about the gas accident prevention supported capital is treated in this paper, The most powerful and effective method is considered in case of system prevention from gas accidents throughout the way of deposit method, size and operation method of gas accident prevention supported capital for gas accident prevention.

  • Safety management was divided by the competent authorities supplier, and customer with responsibility and authority. Gas accident were caused by treatment problem on the supplier and user, on technical and use management mater, on facilities and goods, and included problem with gas safety connection system. Especially, the big accident of the inside and outside of the country occurred during recent year was newly recognized with the whole society about safety. This study is present standard application plan of each department to use planning gas technical standard and gas utilization standard of introduction model than statute for change of self-regulation management system and complicated regulation of examination center and order.

  • Nowadays, the gas utilities have been increasing constantly due to the expansion of the urban areas. Using computerized information database, the gas companies have developed a gas management system in order to maintain the current status. However, this system can only give basic functions of the maintenance and management of the gas facilities and it has no proper utilities to provide information against accidents from gas leaks. Therefore, a gas accident management system has been developed in this study. Through primary and secondary pipe searching algorithm realtime based management system was devised against gas leaks to propose proper actions. In addition, supporting decision making has been enabled providing estimated maximum amount of gas leaks. Furthermore, all the residential units could be identified thereby minimizing damages through early warning. This system can be expected to contribute to enhance the efficiency of the gas management not to mention of protecting human lives and properties of the nation.

  • Domestic city gas is supplying in an about 10 million household on present 34 city gas companies because is begun to supply regularly after two 1980 years middle. But, result that focus on city gas supply spread and stable supply for supply area and neglects about safety problem, hundreds casualties such as Ahyun explosion accident and Deagu city gas explosion accident were reached in situation that occurred large size calamity occurs it is dizzliness. In the case of advanced nation, can see that accomplish system and progress that in technology after experience major accident. Therefore, grasp problem investigating safety actual conditions for city gas institution and study about solvable plan is required this. Also, must guide reform and level elevation of a domestic company safety technology through induction and development of safety technology that is suitable in supply, domestic real condition etc. Must help in power positivity that is full text executing high-quality safety education about step High firing mechanism safety technology than present safety education.

  • Nowadays the gas utilities has been increasing constantly due to the expansion of the urban areas. The gas utility companies have adopted GIS technologies and been trying to computerize the management system for gas facilities to maintain up-to-dated information to forecast possible accidents and to minimize the casualties from the accidents. The major objective of this study is to develop a GIS-based gas accident management system which could facilitate early response and alternatives in the cases of the accidents. The system is able to provide the information for the pipes to be closed followed by selecting the location of the accident, and search all the relevant values connected to the location to provide all the information to minimize the casualties. In addition to that, the system can calculated the remaining amount of the gas in the pipes closed from the accident thereby providing more safer alternatives. In the future, more practical method needs to be made such as GPS-linked more integrated gas accident management system.

  • It is more important to realize safety management, medium-large accident prevention and risk prediction as accident of industry facilities can generate enormous physical and human damage because most energy plant might handle toxic substance. Especially, atmospheric dispersion system, which is able to simulate situation, have been used for release accident of toxic substance since the accident can show different of dispersion range and velocity according to release material, storage facility and atmospheric status. However those systems have been used generally in design step of industry facility and are difficult to deal with release accident quickly. Although some researches and cases have been studied for using real-time atmospheric information, there are insufficient system for processing quickly release accident. This paper aims to develop real-time smart atmospheric dispersion system that can deal with release accident quickly by enhancing distinct characteristics and efficiency of energy plant, and select release time and area using intelligent algorithm as accident prevention type.

  • Gas has replaced coal or petroleum as primary fuel because of its convenience. However, gas has risk of fire, explosion, or poisoning. To reduce gas-related accidents, many strategic projects have been being carried based on 'Gas Safety Management Basic Plans' on a domestic scale. In spite of those projects, the gas-related accident rate did not decrease over past decades. Thus, this study was conducted to analyze the effectiveness of ongoing projects, and to find out ways to make improvements. Conventional statistical analyses on accident data published by gas-related institutions were not useful to determine meaningful attributes to predict future. Whereas, accident case analyses adopted in the present study discovered differences in the type of people and their unsafe acts for each gas type. Meanwhile, the overall average priority of projects was not high in the aspect of System Safety Precedence. If the current trend is maintained, with sigmoid functions, it can be estimated that mean annual accident rate will decrease by only 2.0% in the next two decades. To improve the current trend, the present study made conclusions as followings: (1) safety projects should be designed with careful consideration of accident traits including gas type, unsafe acts, and persons involved and (2) alternative strategies should include system considerations such as minimum hazard design and safety devices prior to mere education or training. To summarize briefly, the present state related with gas accidents highlights the necessity of a system-based multidisciplinary approach.

  • This paper aims to analyze the effect of the introduction of new technology and education for gas safety on the prevention of gas accidents. For the purpose of a study, inspections, safety tests and training programs conducted by KGS were examined and the gas accident data, installation rate of safety devices and training, inspection data for last 20 years were also collected and then Multiple regression analyses were performed by using SPSS. The results showed that in both of City Gas and LPG system, the installation rate of fusecocks and training programs were statistically meaningful for reducing the gas accident rate.
