  • The study aims to provide future implications for planning nature trails called Dullegil in the national park located in the city in Korea as new visiting culture for sustainability of environment and use. The telephone survey used quota sampling with 300 Seoulite ages from 20 to 69 by area, gender, and age, which was conducted to find out the perception on a Dullegil in Bukhansan National Park. The result shows more than 65% of Seoulite go climbing and aiming the mountain top as a general visitor behavior. The intention to use Dullegil was very high at 58%, which forecasts the use of Dullegil as a substitute for a trail to the intensified mountain top. However, the effectiveness of Dullegil to divert intensive use could be limited as the major group of climbers showed relatively low intention to use Dullegil as an alternative. As for the management direction, majority favors balanced management between use and conservation, even if conservation was preferred to use. Most important guiding principle for building Dullegil was conservation of environment, the planning direction should be oriented to conserve the ecological environment of Bukhansan, and to enjoy its value. Facilities for visitor safety was most needed. Most preferable time and length were 1~3 hours and 11~20km, each. This study has a limitation as the site was limited to Bukhansan and potential demand for use was analyzed with the sample of Seoulite only. To come up with the results generally applicable, more detailed future researches by the visitor segmentation, use behavior, and demand are needed.

  • This paper looks into the Confucius customs of Yiphu and Seungjung, that is respectively a problem of deciding the successor of the family and a matter of establishing Jongtong (宗統: the proper inheritance line of the family), especially concerning the funerary and ancestor memorial services through Seongho Lee Ik's discussion on proprieties, whose Yeahak (禮學: Studies on Proprieties) is representative of the eighteenth century Yeahak. Seongho Lee Ik sees that there is one penetrating principle that should apply the same concerning Jongtong, regardless whether it is for the state or for a family or whether it is for the royal family or for the gentry in or out of the state service. To establish this one penetrating principle, he emphasizes the manners that fit one's circumstance and social standing, proposed as the theory and practice of 'Seoin-garyea (庶人家禮: Proper customs that even common people with no official titles can practice in marking their important life events like coming-of-age, marriage, and death)'. These two aspects of Seongho seem at odds with each other at a glance. Yet given that he considers that keeping proprietary manners for their own social standings would help secure the fundamental social order, which is of supreme importance to him, it makes sense. Next, the most problematic issues about Seongjung and Yiphu are the timing when one can declare the 'absence of the patriarch' and the manner how one substitutes oneself for the absent patriarch. Seongho sees that it is one thing to 'inherit the Jongtong' and it is another to 'become a next patriarch'. Basically, he does not separate the problem of Jongtong by one's social standings. The real situation involved can be different based on one's social standing, he readily acknowledges. Yet, 'the unchangeable ethical principle between the father and the son' would prevail over the same regardless of classes, he insists. This attitude of his is in line with his philosophy of proprieties and his practical guidance that proposes 'Seoin-Garyea' with an appeal to establish fundamental social order based on the practice of proper manners in accordance of one's social standing as he philosophizes the rules of Jongtong on the base of the one penetrating principle.

  • The purpose of this study is to provide a philosophical reflection on mathematical process consistently emphasized in our curriculum and to stress the importance of sharing creativity and its applicability to the mathematical process with the value of sharing and participation. For this purpose, we describe five stages of changing process in a peer mentoring teaching method conducted by a teacher who taught this method for 17 years with the goal of sharing creativity and examine components of mathematical process and their impact on it in each stage based on learning environment, learning process, and assessment. Results suggest that six principles should be underlined and considered for students to be actively involved in mathematical process. After analyzing changes in the five stages of the peer mentoring teaching method, the five principles scrutinized in mathematical process are the principles of continuous interactivity, contextual dependence, bidirectional development, teacher capability, and student participation. On the basis of these five principles, the principle of cooperative creativity is extracted from effective changes of mathematical process as a guiding force.

  • It is quite true that the more Korean contractors receive overseas contracts, the more they need guarantees. The top market for them is the Middle East countries, consisting of more than the half of the total amount awarded last year and the trend is increasing as well. The problem, however, is that employers in these countries are reluctant to use international rules for guarantee such as URDG or ISP98 and easily make unfair callings. However, Korean contractors(applicants), especially small and medium sized enterprises(SMEs) tend to hurriedly enter a contract without looking into its contents as well as guarantees. They do not realize the importance of the guarantees until they receive callings from the employers(beneficiaries). Being independent from the underlying contracts, guarantee is the equivalent to cash in that it usually does not require any proof of demand when calling and the guarantor should make a payment within usually 5 business days after the request. It is often observed these days that several Korean SMEs go bankrupt due to liquidity risks after receiving unfair callings from employers in the Middle East countries. In retrospect, some cases could be obviated if contractors were a little more careful in checking the contents of a guarantee at the time of concluding a contract. For example, there is one case where the underlying contract includes a reduction clause in the Advance Payment bond and the guarantee does not have that clause. In the end, the Korean contractor had to take the whole burden of the bond amount though it had finished 81% of the project. Nobody could argue that contractors should take a full responsibility if they fail in their obligations. However, the employer's wrongful callings need to be prevented in the first place, if possible. As there shouldn't be a case where one party is at a disadvantage against the other like the case mentioned above, useful insight is being sought to minimize unfair calling risks for the benefit of the applicant. First, the applicant should carefully look into every detail of the potential guarantee before signing a contract, heeding especially that there is a reduction clause in the AP bond. Second, the governing principles for guarantee should be the ones that are internally used such as URDG758 that is objective in terms of callings given that, for example, it specifies that the requirement for a supporting statement when making a demand is a default rule. It is also recommended that the form of guarantees be the standard demand guarantee. Third, parties involved in issuing guarantees are advised to understand international rules for guarantee like URDG758 and ISP98 and to play a key role in guiding SME contractors in Korea so that they can protect themselves from possible wrongful callings, particularly from employers in the Middle East countries. I hope this study would give a wake-up call for Korean SMEs wishing to do business in the Middle East countries and remind them of the importance of guarantee itself and its governing principles.

  • University library must have a substantial collection development policy, by which the short and long term plannings are set up to meet the goals of university education and to support university function. Only when university library organizes collection building based on the well-planned policy, can it establish the systematic collection building, which can satisfy users, support continuity of work, use budget efficiently, and solve the space problem by with-drawing the materials. But most Korean university libraries, contrary to many foreign cases, don't have proper systematic collection development policy or guideline that controls overall library work from planning the collection of materials to evaluating and preserving them. Questionaire on whether university library has collection development policy or guideline was answered positively by only 6 cases out of 57 cases, which is just 10.5 percent. Even in cases that they have a guideline, the content of the copied guideline they sent was confined to acquisition, which is just a part of collection development. Collection development is a statement needed to set up long and short term plannings in consideration of the aims of the library and the needs of users and to shape and manage the library collection systematically. With the above conception and definition, we try to make a proper collection development policy and guideline for the Korean university libraries. Here we must define the object of the university. Object of university is to have good curriculum, good courses, research activities on the part of the faculty, enlargement of graduate school, and establishment of various institutes, etc. And in guideline, selector, method of selection, level of selection and arrangement of budget, etc. must be described concretely in its contents. Since collection development policy and guideline of Korean university libraries should concern their situation, we must confer with the result of the survey and analysis on the matter of collection determination. Here the contents include the priority of materials to be collected, method of collecting materials, arrangement of budget, and others. The purpose of this study is to develop a tenative collection development guideline in reference to the Jeonju University Library by means of analyzing the guiding principle, contents of the guideline, and present conditions of the Korean university libraries. The systematic collection development based on the Guideline for Collection Development of the Korean University Library, can offer a satisfactory service to the users of the university community, and also contribute to the development of the university itself as well as the university library.

  • The present research evaluates the public engagement approach in various project stages. Hong Kong had long been criticized as top-down and executive-led jurisdiction by overlooking the importance of cultural heritage and public concerns on public projects. It was suggested to the government to engage public and provide sufficient public consultation. Thereby, the government announced a series of revitalization and conversion measures in Policy Address in 2008. To carry out the measures, there were voices, because of diverse and sometimes conflicting interests, over the effect of revitalization project. On the other hand, studies reveal that there are benefits of revitalization and enhancement of public engagement approach. In pursuit of the subject, the present research aims at studying the Central Market as a case study pilot project. In October 2009, the Policy Address announced that the Central Market be revitalized. Tasked to implement the project, Urban Renewal Authority (URA) continued to adopt the people-oriented approach as the guiding principle in its core business and in heritage preservation and revitalization so as to create a sustainable development. Between government and the public, URA acts as a bridge for communication. As between URA and the public, URA conducted public consultation, set up an ad-hoc committee in January 2016 to be in charge of the project and will continuously inform the government and public with the updates and project progress. The main objectives of the present research are to assess the advantages and challenges in different stages of public engagement approach, to evaluate the engagement system, to give a comprehensive view for participation of stakeholders, and to find out effective strategies to enhance civil engagement. Research was achieved through interviews to key persons in the project, questionnaire that was distributed to community and experts in the field. Case Study of the Central Market was studied and investigated using different sources, such as newspapers, journals, etc, to evaluate the degree of public engagement in the project. Both detailed qualitative methodological approaches of interview, questionnaire, and case study, act as a synergy to demonstrate the research objectives and provide the comprehensive perceptions on the revitalization project. The results show that public participants in revitalized project have generated considerable value enhancements to social-cultural, environmental, political and economic aspect. This study provides valuable insights that the public participation can make positive contribution to sustainability in the city. The findings indicate that no any single system is flawless therefore seeking both public opinions and professional advices are also important as a comprehensive approach to achieve higher sustainability of the building.

  • A simplified calculation method of natural vibration characteristics of high-speed railway multi-span bridge-longitudinal ballastless track system is proposed. The rail, track slab, base slab, main beam, bearing, pier, cap and pile foundation are taken into account, and the multi-span longitudinal ballastless track-beam-bearing-pier-cap-pile foundation integrated model (MBTIM) is established. The energy equation of each component of the MBTIM based on Timoshenko beam theory is constructed. Using the improved Fourier series, and the Rayleigh-Ritz method and Hamilton principle are combined to obtain the extremum of the total energy function. The simplified calculation formula of the natural vibration frequency of the MBTIM under the influence of vertical and longitudinal vibration is derived and verified by numerical methods. The influence law of the natural vibration frequency of the MBTIM is analyzed considering and not considering the participation of each component of the MBTIM, the damage of the track interlayer component and the stiffness change of each layer component. The results show that the error between the calculation results of the formula and the numerical method in this paper is less than 3%, which verifies the correctness of the method in this paper. The high-order frequency of the MBTIM is significantly affected considering the track, bridge pier, pile soil and pile cap, while considering the influence of pile cap on the low-order and high-order frequency of the MBTIM is large. The influence of component damage such as void beneath slab, mortar debonding and fastener failure on each order frequency of the MBTIM is basically the same, and the influence of component damage less than 10m on the first fourteen order frequency of the MBTIM is small. The bending stiffness of track slab and rail has no obvious influence on the natural frequency of the MBTIM, and the bending stiffness of main beam has influence on the natural frequency of the MBTIM. The bending stiffness of pier and base slab only has obvious influence on the high-order frequency of the MBTIM. The natural vibration characteristics of the MBTIM play an important guiding role in the safety analysis of high-speed train running, the damage detection of track-bridge structure and the seismic design of railway bridge.
