A study on the effective strategies for GIS standardization (GIS발전을 위한 표준화 방안)

  • Standards are essential to facilitate the efficient use of GIS data. International Standards such as ISO TC211's 19100 series and various technical specifications from OpenGIS Consortium are some of the examples of efforts to maintain the interoperability among GIS applications. This paper aims to provide the effective policy directions that can increase the use of GIS standards by providing the comprehensive list of priorities in developing GIS standards. This paper reviews the current status of the use of GIS standards in the field and analyses the use pattern. Also this paper examines the need for revision of the existing standards and new standardization efforts based on the current status of International Standards. Based on the analysis of the use pattern of the current GIS standard, this paper suggests a policy directions which emphasizes the need for more efforts in standardization of geographic information services standards and more coordination among all standard-related stakeholders in government and industry.

  • 국가GIS가 주요 정보인프라 역할을 수행하기 위해서는 구축되는 공간정보에 대한 표준화가 필수적이다. 본 연구에서는 국가GIS 표준화 내용에 어떤 것이 있으며 어떠한 방향으로 추진되어야 하는지를 외국사례 분석을 통해 살펴보았다. 미국, 호주, 일본, 영국 4개국의 국가GIS 표준화와 ISO/TC211, OGC의 표준화를 분석한 결과 첫째, 국가GIS 표준화는 지리정보 표준과 지리정보 서비스 표준의 두 방향으로 추진되어야 하며 둘째, ISO/TC211 프로파일을 통해 국가GIS 표준을 개발하는 것이 바람직하며 셋째, 지리정보 어의(語義) 정의를 개체-관계의 데이터 내용으로 표현해야 하며 넷째, 지리정보 서비스 표준 연구에 적극적인 관심을 가져야 할 것으로 나타났다.

  • Recently , as GIS technology is rapidly improved and stabilized, there are some needs to reuse pre-developed and powerful GIS technology. GIS standardization based on components and open interfaces becomes a way to solve those reusability of previous GIS technology. This GIS standardization currently focuses on building the GIS Data Infrastructure that is being deployed globally. Especially, OpenGIS consortium which is mainly made up of international GIS leading vendors is announcing some GIS abstract specifications and implementation specifications. This study focuses on how could we design and implement the OLE/COM-based data provider component based on various DBMS or file systems, how could these data provider components be used for enterprise UIS(Urban Information Systems) and how could various formatted GIS data be shared in one system. Also some problems practically caused by an implementation process of data provider component are listed up and some solutions are given. Furthermore, design and analysis of UML(Unified Modeling Language) was reformed through the data provider component development task and this UML methodology is able to indicate a standardized model for newly developed data provider component.

National GIS Standards: Contents and Future Directions (국가 GIS 표준의 내용과 표준화 방향)

  • The role of a GIS as a tool for a national information infrastructure can best be fulfilled once GIS standards are implemented. In this paper, we have identified what the contents of GIS standards in other countries are, and what should be the future direction for implementing a nation's GIS standards. Based on a detailed review on GIS standards in the USA, Australia, Japan and the United Kingdom, we derived the following: (1) A nations's GIS standards should include both geographic information content standards and geographic information service standards: (2) A nation's GIS standards should be a profile of ISO GIS standards: (3) Each GIS standards should be developed on the bassis of the Entity-Relationship Model using Unified Modeling Language: and (4) Experts in GIS should pay much more attention on studies on GIS service standardization. As for building the national GIS Standards for Korea, we recommend both GIS Content Standards and GIS Service Standards be simultaneously developed. GIS Content Standards include geographic feature content standard, feature classification standard, portrayal standard, rules for application standards, spatial reference model and terminology. GIS Service Standards include standards for data sharing such as metadata standard and transfer standard, quality standard, quality principle and portrayal standards.

  • The motivation of this paper comes from a recognition that GIS educators in the private and public sectors are faced with both an opportunity and a dilemma. As the GIS vendors move to open systems which can be integrated with many traditional operations, the use of spatial data and analysis will become widespread throughout business, government and education. Hence the need for standardization in GIS fields is expanding rapidly. Especially non-standardized terminology of GIS prevents GIS-users from communicating among the GIS application fields. This paper will assist this shifting foundation by providing terminology control procedures for ISO/TC2ll family of standards and KS(Korea Standards) information terminology and make recommendations for the improvement and harmonization of terminology.

  • 본 논문의 목적은 GIS특성이 반영되고 표준화를 적극 활용한 GIS 감리중점사항을 제시하는데 있다. 이를 위해 GIS를 정보시스템의 한 분야로 간주하여 정보시스템의 개발과정의 단계를 살펴본 후에 GIS의 데이터제작단계를 추가하여 GIS 감리중점사항을 제안하였다. 감리중점사항의 제시를 위해 GIS 감리에 관련된 기존연구와 감리사례별 연구를 통해 감리중점분야를 도출하여 각 분야의 중점감리사항을 제시하였다. 특히 현재 국내에 제정된 표준화목록을 대상으로 각각의 표준화를 분석, 정리하여 표준화 부분의 감리중점사항으로 제시하였다. 따라서 본 연구결과를 GIS 감리업무 종사자가 작업지침의 일부로 활용함으로써 감리수행 활동이 적절히 진행되고 있는지를 확인할 수 있고 궁극적으로 GIS 활용시스템의 효율성, 안전성, 확장성 등의 확보에 기여하리라 사료된다.

  • The purpose of this study is to present a methodology of GIS audit system which fully reflects standardization regarding GIS. With the recognition of the problems stemming from data exchange, building costs, and budget waste, this study utilized the standardization for evaluation factors of GIS audit. After analyzing the advantages and disadvantages of current audit methodology, this study pointed out the importance of audit, then presenting main audit factors followed by analyzing national standardization and extracting contents of audit to be added into the existing auditing items. Through the analysis of different types and characteristics, and both advantages and disadvantages of GASP, this study identifies and introduces a highly improved and practical methodology called Modified-GASP (M-GASP) that is basically set to be complementary and supplementary to GASP. Ultimately, the result of this study will support the higher degree of efficiency, stability, and extendability of GIS system, not to mention of strengthening the competitiveness of organizations involved.

  • 본 연구에서는, 수문해석모형과 국산 GIS 엔진인 HyGIS와 직접연계를 통해 자료수집 분석, 모의수행 및 결과도시를 일괄적으로 수행될 수 있도록 GIS-수문통합모형을 개발하였다. GIS 기반 수문모형의 자동화를 위해 유역 추출, 하도망 생성, 유출 매개변수의 산정 및 수문모형 진행을 필요한 모든 과정들에 대해서 사용자 인터페이스를 구축하고, 강우자료, 레이다/위성자료, 설계강우 조건으로부터 NGIS를 활용한 수문분석을 위한 NGIS자료의 표준화 과정을 제시하였다. 수문해석을 위한 유역추적방법에는 Clark, SCS, Snyder 방법, 하도추적방법에는 Muskingum, Muskingum-Cunge 방법 등과 같은 실제 실무분야에서 많이 이용되는 방법들이 이용 가능하도록 구성하였다. 수문모형과 NGIS DB와의 Interface 기능을 활용하여 국내 실무분야에 적용함에 있어 편의성과 실용성을 갖춘 모형을 개발을 통해, 수문모형 구축 시 NGIS 자료 및 지형 DB의 표준화 과정을 제시하고자 한다.

A Study on Standardization of GIS Interoperability in Local Governments (지자체 GIS 상호운용성 확보를 위한 표준화 연구)

  • The main questions of this study are how to reuse GIS applications and what to do for interoperability of the applications in local governments. To answer the questions, related technologies and standards of GIS are investigated. International standard organizations, such as ISO/TC211 and OGC(OpenGIS Consortium), are working on GIS interoperability standards based on component technology and distributed computing environments. In this study, a standard model for interoperability of GIS applications in local governments is proposed based on the international standards. Standardization process of GIS interfaces in local governments is as followed: 1) modeling of GIS business and 2) establishment of GIS service architectures 3) defining GIS standard interfaces 4) GIS component. In conclusion, by developing interoperable GIS applications based on component technology the reusability in local governments can be realized.

  • The most important thing for the national GIS development is considered to be the standardization, especially the development of the standard coding scheme for the GIS features and attributes. The comparative study on those of the several international transfer standard is, therefore, very meaningful. In this paper we analyzed the features and attributes coding catalogue for the three different exchange standards; SDTS, DIGEST and SP-57. And also the new coding scheme is proposed as the unified standard frame to be used for all the GIS related application and the digital product.
