Development of Greenhouse Gas (GHG) Emissions Inventory and Evaluation of GHG Reduction Plans of Kangwon National University (대학의 온실가스 인벤토리 구축 및 감축잠재량 평가 - 강원대학교를 중심으로)

  • Greenhouse gases (GHGs) emissions from Kangwon National University was estimated to be 21,054 ton $CO_2$-eq in 2009, which was approximately 7% higher than that in 2005. Emissions from electricity usage in Scope 2 contributed to the upward annual trend of GHG emissions, comprising about 54.3% of the total GHG emissions. On the other hand, GHG emissions from Scope 1 and Scope 3 contributed approximately 25.3% and 20.4%, respectively. Various GHG reduction plans were also introduced and evaluated in this study. Among three reduction plans including LED substitution, improvement of transportation efficiency, and green campus action plan, the green campus action plan derived the most significant GHG reduction of 5.3% of total emissions. Estimated total reduced GHG emission was $1,570ton\;CO_2-eq\;yr^{-1}$ with all three reduction plans.

  • After establishing national greenhouse gas emission reduction goals, the South Korean government has been pursuing sector- and industry-specific greenhouse gas emission reduction measures; in support of which, metropolitan city / state governing entities, such as Gyeonggi Province, etc., have been in lock steps by establishing and executing climate change measures that are appropriate for the regional characteristics. However, in the case of local governments, difficulties abound due to the fact that the per-unit greenhouse gas emission amounts and the future emission estimates for establishing reduction targets are not clear. In order to establish correct climate change measure policies, the policy directions and the assessment of verified greenhouse gas emission amounts would need to serve as the basis, and along with the national level climate change effect and vulnerability assessment, there's a need to develop methodologies that take into consideration the local characteristics and conditions. To this end, this study calculated the greenhouse gas emission amounts of the City of Siheung, a basic local government in Gyeonggi Province, by using the GEBT (Greenhouse gas Emission Business-as-usual Tool) developed by the National Institute of Environmental Research to facilitate easy calculations of BAU (business-as-usual) emission quantities by local governing entities.

  • Greenhouse gas (GHG) emission from agricultural lands is recognized as one of important factors of global warming. The objective of this short communication was to evaluate the applicability of different soil GHG emission prediction models on agricultural systems in Korea. Four models, namely, DNDC, DAYCENT, EXPERT-N and COUP, were selected and the basic structure (e.g., components and sub-model), input variables, and output variables were compared. In particular, the availability and compilation of essential input variables were assessed. Major input variables needed for operating these predictive models were found to be available through database systems established by national organizations such as the Korea Meteorological Administration, the Korean Soil Information System, and the Rural Development Administration. However, in order to apply these models in Korea, it was necessary to calibrate and validate each of the models for the domestic landscape settings and climate conditions. In addition, field data of long-term monitoring of GHG emission from agricultural lands are limited and therefore should be measured.

Exploring an Equitable Allocation Framework for Domestic GHG Emissions Reduction (온실가스 감축 할당의 형평성 분석)

  • It is important to consider an equitable allocation framework for domestic GHG emission reduction. First, the study established criteria and indicators for the National Allocation Plan (NAP) based on the principles of cost-efficiency and social-acceptance, and performed a case study of the sectoral effort sharing method, using the effort sharing index. The equity analysis of effort sharing based on sectoral preferences and inter-sectoral equity using a Lorenz Curve are performed. The equitable method is more likely to be suitable than the economic one which considers just reduction potential. Equitable effort sharing reflects a higher level of equity than economic effort sharing. At the same time, the equitable effort sharing method is essential for reflecting equity and establishing criteria for equity because evaluation with the equitable effort sharing method depends in particular on the weight of equity criteria. The result suggests the importance of consideration of equity and the establishment of equity criteria. In conclusion, it is critical to consider not only cost-efficiency but equity in policy decision making in terms of the sectoral effort sharing for national GHG reduction target.

  • 'Carbon-neutrality Assessment based on Technology Application Scenario (CATAS)' provides an analysis of greenhouse gas (GHG) reduction effectiveness when applying carbon-neutrality technology to areas such as energy conversion, transportation, and buildings at certain spatial levels. As for the development scope of the model, GHG emission sources were analyzed for direct GHG emissions, and the boundary between direct and indirect emissions are set according to the spatial scope. The technical scope included nine technologies and forest sinks in the transition sector that occupies the largest portion of GHG emissions in the 2050 carbon neutral scenario. The carbon neutrality rate evaluation methodology consists of four steps: ① analysis of GHG emissions, ② prediction of energy production according to technology introduction, ③ calculation of GHG reduction, and ④ calculation of carbon neutrality rate. After the web-based CATAS-BASIC was developed, an analysis was conducted by applying the new and renewable energy distribution goals presented in the 「2050 Greenhouse Gas Reduction Promotion Plan」 of the Seoul Metropolitan Government. As a result of applying solar power, hydrogen fuel cell, and hydrothermal, the introduction of technology reduced 0.43 million tCO2eq of 1.49 million tCO2eq, which is the amount of emissions from the conversion sector in Seoul, and the carbon neutrality rate in the conversion sector was analyzed to be 28.94 %.

The Evaluation of the Application of Modified Wood Powder Spacers to Liner Board Mill Trials (개질처리된 목질계 스페이서의 산업용지 생산현장 적용평가)

  • The reduction of the energy consumption in papermaking process become more important issue because of the regulation of green house gas (GHG) emission. Since more than half of energy for papermaking process is consumed during drying process, the increase of the drying efficiency would be very important solution for saving energy and reduction of GHG emission. The improvement of drying efficiency could be very difficult for the liner board mill because the liner board are usually made of recycled paper, OCC (old corrugated container). The short fiber and fines originated the OCC lead to compact sheet structure and delay the water flow out during wet pressing process and drying process. The application of lignocellulose spacer could provide more loose wet sheet structure and result in the higher drainage rate and the improved drying efficiency. In this study, the effects of the application of lignocellulose spacer to the liner board mill were evaluated based on the mill trial. In order to overcome the common disadvantage of the spacer, the loss of strength properties, the spacer was pretreated with amphoteric polyelectrolyte during mill trial. The results showed the application of pretreated spacer improved the drying efficiency by reducing steam consumption. And the loss in the strength properties by the spacer could be supplemented by the pretreatment.

Life Cycle Analysis of Greenhouse Gas Emissions of By-Product Hydrogen Produced from Coke Oven Gas in Steel Mill (제철소 코크스 오븐 가스 부생수소 전과정 온실가스 배출량 분석)

  • The "Hydrogen Economic Activation Road map" was announced in 2019, and hydrogen demand is expected to exceed 470,000 tons per year in 2022 and keep increasing. Under this circumstance, it has become important to understand the greenhouse gas (GHG) emissions associated with various hydrogen production pathways. In this study, the evaluation of life cycle GHG emissions regarding the hydrogen produced as by-product from coke oven gas (COG) in steel mill is conducted. To cover the possible range of operations, three literatures were reviewed and their data of inputs and outputs for the process were adopted for calculation. Life cycle inventories and emission factors were mostly referred to GaBi and Intergovernmental Panel on Climate Change (IPCC) guidelines, respectively. When there are multiple products from a single process, the energy allocation method was applied. Based on these sources and the assumptions, the life cycle emission values of COG-based hydrogen were found to be 3.8 to 4.7 kg/CO2-eq./kg-H2.

  • There are various activities for reduction of the greenhouse gasses (GHG) emission around the world. The countries agreed to submit their's individual plans to the United Nations and have operated programs related to the Climate Change, in addition, the enterprises have spontaneously been developed individual calculation methodologies of GHG emission. This paper aims at examining methods for calculating the effect of the reduction of environmental impact, being divided into three categories; international standard, country, enterprise. The reduction effects of environmental impact were compared by applying an existing product of the vehicle undercover and the uni-materialized product and being selected six calculation methods of environmental footprint. There are significant differences according to the evaluation methods of product environmental footprint (PEF) reduction. Main factors of differences are a gap in system boundary, a scope of data collection and the replacement amount standard of existing products. Stakeholders are unreliable in the results of PEF reduction because of the differences in results by each methodology. Therefore, it is necessary to disclose in detail the methodologies of calculating the PEF reduction that relevant people can easily understand, also to enable comparisons of the reduction results by developing the standardization of evaluation methods of PEF in the long term.

  • Greenhouse gas and energy reduction goal management system is announced to reduce national CO2 emission in 2011. The target business sector of the system has to follow the procedure of the system and get the assessment. The percentage of the national CO2 reduction goad is 30 % compared to the amounts of BAU. In railway business sector, 6 bodies are included in this system so that railway industry cannot stay and sustain its better position any more than other transportation industry. Most of the industry except Railway industry is struggling to develop its product more environmentally friendly and get the 3rd party certification like Eco-labelling and Carbon footprint. To get environmental certification, LCA method has to be applied because life cycle approach is needed to respond current environmental requirement. The purpose of this project is to facilitate railway vehicle manufacturer obtaining the environmental certification termed Korea EPD. By doing so, the environmental performance evaluation tool would be developed and modelled within the LCA framework and therefore applied especially for rail vehicle.

  • SEEMP (Ship Energy Efficiency Management Plan) has entered into force since 2013 for the reduction of GHG emission of operating ships. SEEMP guidelines include the hardware modification or installation of energy-saving device on ship. It also includes software based energy-saving technology such as optimum routing, speed optimization, etc. Hardware based technologies are not easy to apply to ongoing vessel due to the operational restriction. Therefore, IT based energy-saving technology was applied and its energy efficiency was evaluated using before and after energy-saving system applied voyage data. SEEMP advises a voluntary participation of EEOI (Ship Energy Efficiency Operation Indicator) use as an indicator of ship energy efficiency operation, and those results were also shown to evaluate the improvement efficiency of energy-saving system.
