This study was conducted to review the educational reform of the Moon Jae-In government, to analyze the its issues, and to suggest the tasks for the successful reform at the time since the government of Moon Jae-In was launched just over a year old. To attain the aim, we first examine the characteristics of the Moon Jae-In government, who emerged as a candlelight revolution, and what it means in terms of educational politics perspective. Under this background, this study examined the direction, contents, and implementation method of education reform policy of the Moon Jae-In government. And the study discussed what are the major issues raised in the direction and contents, implementation method of education reform, and what are the future challenges for resolving such issues. In conclusion, based on the discussions of the issues and tasks of the education policy, in order to implement the new educational system in the future, the Moon Jae-In government should take into consideration the discourses related to vision and direction, educational policy to embody them. The results of this study are expected to give an opportunity to examine the direction, content and implementation of policy in the early stage of the government.

Purpose: This paper reviews the papers on service quality issues which are published in the Journal of the Korean Society for Quality Management (KSQM) since 1965. The literature review is purposed to survey a variety of service quality issues for several categories in terms of industry as well as research model. Methods: By use of the double diamond design process model 71 papers are analyzed 4 stages which are discover, define, develop and deliver. And all of service quality issues are classified into 4 categories: service factory, mass service, service shop and professional service by the service process matrix typology. Results: According to this review, there are several features of research trends. There are 'from physical service to information-intensive service pattern' and 'from private sector to public sector pattern'. And the Kano model has been a steady-selling model to measure the service quality as like a SERVQUAL. Another meaningful issue was a convergency of the research method and tools such as BSC, CRM, AHP, DEA, Information System, Systgem Dynamics and 6 Sigma. Conclusion: The review paper is expected to provide future direction to improve service quality theories and applications. There are three future research topics: Application area, measurement model and research purpose.

CMP process requirements become tighter especially in sub-100nm technology. Especially, high planarity and low defectivity appear as leading issues in CMP technology. Also, the introduction of new materials and advanced lithography technique increases CMP applications. Here are listed some major issues and challenges in CMP technology, which can be categorized following four items. These have practical significance and should be considered more concretely for future generation.

In the last thirty years, societal changes have affected Korean families at a fast pace. Some of these changes include the fall of childbirth rate, expansion of women in the workforce, delay of first marriages, and rise of divorces, remarriages, and international marriages. These new trends have created and diversified new contexts for family structures and parent-child relationships. Both parents and children are now confronted with a myriad of new challenges and in need of understanding the newly transformed-family environments in respond to new ecological pressures. Contemporary issues concerning parent-child relationships are discussed by analyzing the new trends and research issues on particular social issues and pressures. Future policy issues are discussed based on these analyses combined with the critical impact of the parent-child relationships on child development.

Quality function deployment (QFD) provides a specific approach for ensuring quality throughout each stage of the product development and production process. Since the focus of QFD is placed on the early stage of product development, the uncertainty in the input information of QFD is inevitable. If the uncertainty is neglected, the QFD analysis results are likely to be misleading. It is necessary to equip practitioners with a new QFD methodology that can model, analyze, and dampen the effects of the uncertainty and variability in a systematic manner. Robust QFD is an extended version of QFD methodology, which is robust to the uncertainty of the input information and the resulting variability of the QFD output. This paper discusses recent research issues in Robust QFD. The major issues are related with the determination of overall priority, robustness evaluation, robust prioritization, and web-based Robust QFD optimizer. Our recent research results on the issues are presented, and some of future research topics are suggested.

The environment which surrounds us such as climates, technology change rapidly. Forecasting the future of food by reviewing the subject at the moment would be meaningful, because we could understand the impact of new technology, set the new goal and create the future by speaking out on issues of our concern and by our choices. There are two points of view on our future, one is pessimistic view due to the food and the water shortage, as well as environmental contamination. Another is optimistic view mainly because of innovative technologies. Biotechnology would enable to develope the personalized food using nutrigenomics, nutrigenetics, and nutraceuticals. Nanotechnology and shelf-life extension techniques would contribute great deal to the development of the future food. Consumer's concern for the health and the wellness as well as palatability would affect the development of future food so that the involvment of food cookery scientists are more important to meet the consumer's needs and trends.

Pharmaceuticals require more detailed packaging than do other sensitive products, such as foods, although there are several similarities in their requirements. Because the required action of a medication can be nullified by any deterioration in its active principles the protection required from its packaging is at least an order of magnitude greater than that needed by foods. Therefore, security and integrity of the package are more important and are controlled by licensing arrangements. To achieve levels of safety, reliability, and quality, pharmaceutical firms must identify and correct potential problems with packaging functions. Purpose of this study is to identify the present issues pharmaceutical packaging and to forecast their future for the development of pharmaceutical packaging.

Recently, as change in global logistics environment, various issues have been presenting. These issues are including the pursuit of low cost-high added value, the realization of sustainable logistics system, the protection of environment, and the development of ubiquitous techniques. To cope with these environment changes and improve the national logistics system, the government have carried out various logistics policies and pushed ahead development of national logistics information network. But still, from a view-point of national logistics, there are several inefficient elements such as information connection and utilization, code/data standardization. In this paper, the survey result of global logistics environment change, logistics policy of a developed countries, domestic logistics policy and information system status will be presented. And from these status, suggestive points are mentioned. Finally the status of railway logistics information and future developments are presented.

The purposes of this study are to define 'housing welfare' which constitutes an important theme of discussion today and to present some future policy issues. Recently, the expression 'housing welfare' is widely used in our daily life and written in some laws, but its concept is still ambiguous. Housing welfare can be defined as 'the situation in which citizens gain access to a decent housing and adapt themselves well to the community life. In this context, the goals of housing welfare policy should be as follows: reduction of the number of households living below the minimum standard in housing, promotion of the right to housing, housing provision and management based on housing needs, linkage of housing and other welfare measures, realization of social integration and social justice. But, there are still some controversies on such questions as target group, moral hazard of beneficiaries, social equity, etc. To get all the policy alternatives more effective, efforts should be made to improve the general infrastructure of welfare policies, to prevent NIMBY phenomenon of local actors, and so on.

This paper reviews cooling aspects of the diverter system in Tokamak fusion devices with primary emphasis on the critical heat flux (CHF) issues for oater-cooled designs. General characteristics of four (4) coolant options for diverter cooling gases, oater, liquid metal, and organic liquid - are discussed first, focusing on the comparison of advantages and disadvantages of those options. Then results of recent studies on the high-heat-flux CHF of water at subcooled high-velocity conditions are reviewed to provide a general idea on the feasibility of the water-cooled diverter concept for future Tokamak fusion reactors. Water is assessed to be the most viable and practical coolant option for diverters of future experimental Tokamaks.
