The objective of this study is to examine the climate change impact assessment on Korean water resources considering the uncertainties of Global Climate Models (GCMs) and hydrological models. The 3 different emission scenarios (A2, A1B, B1) and 13 GCMs' results are used to consider the uncertainties of the emission scenario and GCM, while PRMS, SWAT, and SLURP models are employed to consider the effects of hydrological model structures and potential evapotranspiration (PET) computation methods. The 312 ensemble results are provided to 109 mid-size sub-basins over South Korean and Gaussian kernel density functions obtained from their ensemble results are suggested with the ensemble mean and their variabilities of the results. It shows that the summer and winter runoffs are expected to be increased and spring runoff to be decreased for the future 3 periods relative to past 30-year reference period. It also provides that annual average runoff increased over all sub-basins, but the increases in the northern basins including Han River basin are greater than those in the southern basins. Due to the reason that the increase in annual average runoff is mainly caused by the increase in summer runoff and consequently the seasonal runoff variations according to climate change would be severe, the climate change impact on Korean water resources could intensify the difficulties to water resources conservation and management. On the other hand, as regards to the uncertainties, the highest and lowest ones are in winter and summer seasons, respectively.

지구 온난화에 의한 대기 순환의 변화와 이에 따른 수증기 수송 및 강수량의 변화는 전지구 및 지역적인 수문환경의 변화를 초래하므로 장기적인 차원의 수자원 계획 수립에는 반드시 기후 변화에 따른 영향이 제대로 반영되어야 한다. 그러나 개별 모델이 사용하는 역학과정과 물리과정의 모수화 및 분해능이 다르고 이에 따른 모의 결과도 다르게 나타나는 등의 상당한 불확실성이 내재되어 있다. 따라서 본 연구에서는 기후변화에 관한 정부간 패널인 IPCC(Intergovernmental Panel on Climate Change)에 참여한 대기해양결합 대순환모델(AOGCMs)이 온실가스 배출 시나리오를 바탕으로 생산한 기온과 강수의 불확실성을 동아시아에 대해 평가하고 이를 바탕으로 미래 기후를 전망하였다. 국립기상연구소 ECHO-G/S 모델과 IPCC 23개 모델의 배출 시나리오(Special Report on Emissions Scenarios, SRES) 자료는 20세기(1900-1999년)와 21세기(2000-2099년)의 200년 동안이고, 관측자료는 영국 CRU(Climate Research Unit) 월평균 2m 기온의 30년(1961-1990년) 평균값과 CMAP 월 평균 강수량의 21년간(1979-1990년) 평균값을 이용하였다. 동아시아지역 기온과 강수의 불확실성을 평가하기 위해서 모델과 관측간 편이, 평균제곱근오차(RMSE) 등의 통계적인 방법을 사용하였다. 동아시아 지역의 연평균 기온은 대체로 모델의 기온이 관측보다 적게 모의되는 음의 편이를 나타내고, 강수는 모델이 관측보다 더 크게 모의 되는 양의 편이를 나타냈다. 계절적으로는 여름철 강수와 봄철 기온의 편이가 크게 나타났다. 연평균 및 겨울철 강수와 기온의 RMSE는 비례하는데 이는 기온 모의성능이 좋은 모델이 강수 모의성능도 좋게 나타나는 것을 의미한다.

최근 기후변화로 인해 강수량 및 강우패턴이 변화하고 있으며, 기록적인 가뭄이나 홍수와 같은 극한사상의 발생빈도가 점차 증가하고 있다. 국외의 경우 2000년부터 2021년까지 미국 서부 지역에서 극한 가뭄사상이 발생하였으며, 호주에서는 2017년부터 2019년까지 호주 남동부와 뉴사우스웨일스 지역에 극심한 가뭄이 나타났다. 국내의 경우 2000년대에 들어서 가뭄이 국지적으로 빈번하게 발생하고 있으며, 2022년부터 20023년까지 전라남도 지역에 극심한 가뭄이 발생하였다. CMIP6(Climate Model Intercomparison Project Phase 6)는 기후변화에 관한 정부간 협의체(Intergovernmental Panel on Climate Change, IPCC) 6차 평가보고서 (Sixth Assessment Report, AR6)에서 기후 모델 간의 비교와 평가를 위해 설립된 국제 협업 프로젝트로 기후변화를 예측하기 위해 다양한 기후 모델을 사용하여 미래의 기후 시나리오를 제시하였다. SSP (Shared Socioeconomic Pathways) 시나리오는 CMIP6에서 사용되는 미래 사회경제적 발전 경로를 나타내며, 기후변화의 다양한 미래 상황을 평가 및 기후영향을 분석할 수 있다. 국내 논 용수는 주로 저수지와 같은 수리시설물을 통해 공급되는 반면, 밭 용수의 경우 수리시설물로부터 용수를 공급받는 관개전은 일부에 불과하고 대부분의 밭의 경우 용수공급을 강우에 의존하여 가뭄에 더욱 취약한 실정이다. 본 연구에서는 CMIP5 기후모델 기반 RCP (Representative Concentration Pathways) 시나리오 및 CMIP6 기후모델 기반 SSP 시나리오를 적용하여 미래 기후 데이터를 비교하고자 한다. 또한, 미래 기후변화 시나리오를 토양수분모형을 적용하여 미래 밭가뭄을 전망하고자 한다.

Recent researches show that climate change has impact on the rainfall process at different temporal and spatial scales. The present paper is focused on climate change impact on sub-daily rainfall quantile of Han River basin in South Korea. Climate change simulation outputs from ECHO-G GCM under the A2 scenario were used to estimate daily extreme rainfall. Sub-daily extreme rainfall was estimated using the scale invariance concept. In order to assess sub-daily extreme rainfall from climate change simulation outputs, precipitation time series were generated based on NSRPM (Neyman-Scott Rectangular Pulse Model) and modified using the ratio of rainfall over projection periods to historical one. Sub-daily extreme rainfall was then estimated from those series. It was found that sub-daily extreme rainfall in the future displayed increasing or decreasing trends for estimation methods and different periods.
This study implemented a comparison of SPI characteristics in terms of quantitative and spatial analysis depending on four RCP scenarios. For this purpose, we compared quantitative characteristics of drought using standard precipitation index resulted from daily precipitation data reflecting future green gas concentration scenarios, and spatial distribution field of seasonal drought occurrence frequency and its duration, was analyzed to compare drought trends depending on the RCP scenarios. As a result, we found that SPI time series was quite different from each other and correlation coefficients were lower than 0.08. Depending on the RCP scenarios, spatial distribution results showed different trends in drought severity, frequency, and duration. The biggest reason of the difference is daily precipitation data based on the different greenhouse gas concentrations, but we could not find the effect of the concentration extent on drought occurrence projection. In addition, according to the results from this study, drought analysis results using single RCP scenario may have considerable uncertainty.
Having knowledge regarding to which region is prone to drought or flood is a crucial issue in water resources planning and management. This could be more challenging when the occurrence of these hazards affected by climate change. In this study the future streamflow during the wet season (July to September) and dry season (October to March) for the twenty first century of South Korea was investigated. This study used the statistics of precipitation, maximum and minimum temperature of one global climate model (i.e., INMCM4) with 2 RCPs (RCP4.5 and RCP8.5) scenarios as inputs for The Precipitation-Runoff Modelling System (PRMS) model. The PRMS model was tested for the historical periods (1966-2016) and then the parameters of model were used to project the future changes of 5 large River basins in Korea for three future periods (2025s, 2055s, and 2085s) compared to the reference period (1976-2005). Then, the different responses in climate and streamflow projection during these two seasons (wet and dry) was investigated. The results showed that under INMCM4 scenario, the occurrence of drought in dry season is projected to be stronger in 2025s than 2055s from decreasing -7.23% (-7.06%) in 2025s to -3.81% (-0.71%) in 2055s for RCP4.5 (RCP8.5). Regarding to the far future (2085s), for RCP 4.5 is projected to increase streamflow in the northern part, and decrease streamflow in the southern part (-3.24%), however under RCP8.5 almost all basins are vulnerable to drought, especially in the southern part (-16.51%). Also, during the wet season both increasing (Almost in northern and western part) and decreasing (almost in the southern part) in streamflow relative to the reference period are projected for all periods and RCPs under INMCM4 scenario.

갈수량은 연간 355번째에 해당하는 일유량으로 연중 10일은 유지할 수 있는 유량을 의미한다. 갈수량은 하천유지유량을 결정하고 다목적댐의 이수안전도를 평가하는 기준으로 활용되는 지표로 활용되고 있으나 현재 기준으로는 과거사상에 초점을 맞추어 산정되고 있다. 본 연구에서는 기후변화에 따른 수문사상의 변화로 인한 미래 극한사상에 대비한 평가기준 마련을 위하여 CMIP5의 GCM 자료를 활용한 한강수계의 소양강댐의 실제증발산량을 추정하고, 이를 고려한 갈수량을 전망하고자 한다. 실제증발산의 경우 관측자료가 부재하므로 증발산 보완관계 가설 기반의 간접계산을 통해 추정하였으며, 잠재증발산량은 FAO Penman-Monteith 공식, 습윤증발산량은 Priestley-Taylor공식을 활용하여 산정하였다. 기준기간(1974-2000년) GCM 자료의 보정은 강우 및 증발산에 대하여 정상성 분위사상법을 적용하였으며, 우리나라의 홍수기 특성을 반영하기 위하여 홍수기(6~9월) 및 비홍수기(10~5월)로 구분하였다. 소양강댐 유역에 대한 연단위 원시 GCM의 경우, 연단위 강우와 실제증발산 각각 -20.0%, +17.3%의 오차율을 보였으나, 지역오차보정 후 각각 -1.2%, -0.2%로 개선되었다. 전망기간(2011-2100년)에 대해서는 비정상성 분위사상법을 적용하였으며, 지역오차보정 과정을 거친 강우 및 실제증발산 자료는 장기유출모형의 입력자료로 활용되었다. 실제증발산을 고려한 유출량을 산정하기 위해 IHACRES 모형을 활용하였으며, 갈수량은 모형으로부터 산정된 유출 시계열에 대한 lognormal 분포의 누적확률밀도함수의 3%에 해당하는 값으로 결정하였다. 전망결과는 근미래(Near future, 2011~2040년), 중미래(Midcentury future, 2041~2070년), 먼미래(Distance future, 2071~2100년)로 나누어 제시하였으며, 미래구간별 추세를 반영한 증감율을 제시하였다.

An underlying assumption of traditional hydrologic frequency analysis is that climate, and hence the frequency of hydrologic events, is stationary, or unchanging over time. Under stationary conditions, the distribution of the variable of interest is invariant to temporal translation. Water resources infrastructure planning and design, such as dams, levees, canals, bridges, and culverts, relies on an understanding of past conditions and projection of future conditions. But, Water managers have always known our world is inherently non-stationary, and they routinely deal with this in management and planning. The aim of this paper is to give a brief introduction to non-stationary extreme value analysis methods. In this paper, a non-stationary hydrologic frequency analysis approach is introduced in order to determine probability rainfall consider changing climate. The non-stationary statistical approach is based on the conditional Generalized Extreme Value(GEV) distribution and Maximum Likelihood parameter estimation. This method are applied to the annual maximum 24 hours-rainfall. The results show that the non-stationary GEV approach is suitable for determining probability rainfall for changing climate, sucha sa trend, Moreover, Non-stationary frequency analyzed using SOI(Southern Oscillation Index) of ENSO(El Nino Southern Oscillation).
UNFCCC(United Nations Framework Convention on Climate Change) agreed with Reducing emissions from deforestation and forest degradation(REDD). It is necessary to develop the method of REDD suitability assessment in national scale. Existing researches suggested projection methods of deforestation area by many deforestation factors, but the causes of deforestation were different by regions. Therefore, in this study, REDD suitability in Kon Tum province in Vietnam was analyzed by several significant deforestation factors. REDD suitability value was computed using the Fuzzy set. As a result, all deforestation factors related to deforestation area and the REDD suitability value was the highest in Sa Thay district, Dak Glei district, Kon Plong district and Dak Ha district. These provinces have high biodiversity, on the other hand deforestation problem has been occurred.

본 연구에서는 새롭게 개발 중인 SSP 시나리오의 일단위 강수량과 온도 자료를 활용하여 청미천 유역의 미래 가뭄의 예측 및 분석을 실시하였다. SSP1-2.6, SSP2-4.5, SSP3-7.0, SSP5-8.5에 따른 새롭게 개발 중인 CMIP6 (Coupled Model Intercomparison Project) GCM (General Circulation Models) 중 ACCESS-ESM1.5(Australian Community Climate and Earth System Simulator model)를 이용하였다. GCM 자료는 Quantile Mapping 방법을 사용하여 편이보정 되었고, 유출분석은 SWAT(Soil and Water Assessment Tool) 모형을 사용하여 청미천 유역에 대해 수행하였다. 청미천 유역의 가뭄분석을 위해 기상학적 가뭄지수인 SPI(Standardized Precipitation Index)와 SPEI(Standardized Precipitation Evapotranspiration Index), 수문학적 가뭄지수인 SDI(Standardized Streamflow Index)를 산정하였다. 그 후, 시간에 따른 가뭄의 특성을 분석하기 위해 가까운 미래 (2025-2064)와 먼 미래 (2065-2100) 로 구분하여 분석을 진행하였다. 그 결과, 청미천 유역의 가뭄 발생은 SSP시나리오, 가뭄지수에 따라 차이점을 확인할 수 있었다. SSP 시나리오의 경우 SSP5-8.5에서 가장 심각한 가뭄이 발생하였다. 가뭄지수의 경우 강수만을 고려한 SPI는 먼 미래에 비해 가까운 미래에서 더욱 심각한 가뭄이 발생하였다. SDI의 경우 강수량의 변동이 일반적으로 하천의 흐름에 영향을 미치기에 SPI와 비슷한 양상을 나타내었다. SPEI의 경우 시간에 따른 기온상승으로 먼 미래에 심각한 가뭄이 발생하였다.
