Prospect on Returning to Farming and Rural Village by Delphi Method (귀농·귀촌 인구 전망과 정책 방향)

  • Returning to farming and rural village is one of the most hot social issues in Korea. Therefore, the government has tried to make up a policy program, which aims to support for the urban residents to get appropriate informations and to make right decisions about returning to farming and rural village. For the sparsely populated rural communities, this phenomena are some good opportunities for their sustainable development. The government needs the resasonale prospect on returning to farming and rural village, because their policy program should be made on the basis sound data and information. But, with the current data about returning to farming in Korea, it is impossible to make an econometrical model that can forecast the population who will return to farming and rural village. So, we tried a delphi method to sketch the future returning to farming and rural village. The delphi panels gave us some prospects on the issues. They anticipated that the population of returning to farming will increase for the next five years. And, they recommended some policy directions.

Fielding a Structural Health Monitoring System on Legacy Military Aircraft: a Business Perspective

  • An important trend in the sustainment of military aircraft is the transition from preventative maintenance to condition based maintenance (CBM). For CBM, it is essential that the actual system condition can be measured and the measured condition can be reliably extrapolated to a convenient moment in the future in order to facilitate the planning process while maintaining flight safety. Much research effort is currently being made for the development of technologies that enable CBM, including structural health monitoring (SHM) systems. Great progress has already been made in sensors, sensor networks, data acquisition, models and algorithms, data fusion/mining techniques, etc. However, the transition of these technologies into service is very slow. This is because business cases are difficult to define and the certification of the SHM systems is very challenging. This paper describes a possibility for fielding a SHM system on legacy military aircraft with a minimum amount of certification issues and with a good prospect of a positive return on investment. For appropriate areas in the airframe the application of SHM will reconcile the fail-safety and slow crack growth damage tolerance approaches that can be used for safeguarding the continuing airworthiness of these areas, combining the benefits of both approaches and eliminating the drawbacks.

Residents' Attitudes and Importance-Performance Evaluation toward the Impacts of Tourism in the Black Hills, USA (미국(美國) Black Hills 지역(地域)의 관광영향(觀光影響)에 대한 주민태도(住民態度)와 중요도(重要度) - 성취도(成就度) 평가(評家))

  • This study was conducted to get local residents' attitudes information and management information toward tourism impacts in Black Hills of South Dakota, U.S.A. It used Importance-Performance analysis to evaluate local residents' attitudes about the impacts of tourism. A total of 184 respondent data were used in this study. The return rate was 54%. 184 out of 340 questionnaires. Most respondents expressed high positive about the local economic impacts of tourism and environment impacts of tourism had not obvious negative on them. In 23 variables of tourism impacts there were a few significant differences in certain socioeconomic characteristics of the respondents as residence length and income. The results of Importance-Performance evaluation indicated useful future management decision information.

A Comparative Study of Reservoir Operations for Flood Control of the Chungju Dam (홍수시 충주댐 운영방안의 비교검토)

  • To develop a simulation strategy of multi-reservoir operation in flood season, the single dam operations methed for the Chungju dam are investigated in the Han river basin. Thus, spillway rule curve, rigid ROM, and linear decision rules are applied for control operations, subject to the restrictions imposed by the river and the reservoir characteristics. The storage and release and control/utility efficiencies for several floods are calculated. The variation of control coefficients with respect to the return period are also examined. As the results of this comparative study, the optimal operation method can be selected in terms of the magnitude of flood. With inflow forecasting, the flood control operation can be greatly improved by variable coefficients rigid ROM and linear decision rules.

An Experimental Study on Wastewater Treatment by Modified Activated Sludge Process (변형된 활성슬러지공법의 폐수처리에 관한 실험적 연구)

  • This study deals with the performance of an acivated sludge system which is modified by the researcher to function without any additional chemical or internal recyle in removing organics, nitrogen, and phosphorus from synthetic wastewater. To improve the nutrient removal efficiency, the researcher utilized the anoxic, anaerobic, and aerobic reactor sequences with a single sludge return, whiched to nitrification/denitrification and phosphorus release/overplus accumulation. A bench scale system was operated with a view to investigating the reaction characteristics of each reactor, and to measuring the biological kinetic coefficients(Y, $K_d$, k, $K_s$) for theremoval of COD in relation to the mean cell residence time at five different MLSS concentrations, 5000, 4200, 3300, 2600, and 1900 mg/l. The results of the research showed that organic substance and nutrient were removed simultaneously by this modified activated sludge process. And the process kad 66%-99% ortho-p removal efficiency.

  • The Cognitive Radio (CR) technology is a promising solution for exploiting the limited spectrum resources and providing flexibility of spectrum usage. Future interactive broadcasting service can be realized by utilizing CR concept, since the up-link return channel can be found by the spectrum sensing method, which is core functional block of the CR system. In this paper, the spectrum sensing technologies of CR system is presented. First the system architecture of the CR with spectrum sensing block is presented. The suggested spectrum sensing technique consists of the coarse and the fine spectrum sensing. The coarse spectrum sensing technique adopted the wavelet transform to provide the multi-resolution sensing feature - Multi-Resolution Spectrum Sensing (MRSS). The fine spectrum sensing technique uses the beneficial properties of the autocorrelation function Analog Auto-Correlation (AAC). The simulation results for the proposed sensing technologies are presented for various incumbent signals.

  • Supply Chain Management(SCM) system is a critical investment that can affect future competitiveness and performance of a company. When adopting a new SCM system, organizations experience increasing difficulty in decision making because information technology is changing so rapidly these days. Therefore, organizations have been looking for industry standards and proven methods of selection that they can utilize to choose the best SCM system. To select an optimum solution, we need to consider a number of different quantitative and qualitative factors such as cost, user interface and convenience, reference site, and so on. In this study, we propose a solution selection model of SCM systems using Fuzzy AHP to maximize the return on investment in information technology. The proposed model can systematically construct the objectives of SCM system selection to support the business goals.

Assessment of Anti-Drought Capacity for Agricultural Reservoirs using RCP Scenarios (RCP 시나리오 기반 농업용 저수지의 내한능력 평가)

  • Agriculture is affected directly by climate conditions and changes, and it is necessary to understand the impact of climate change on agricultural reservoirs which are the main water resources for paddy fields in Korea. This study aimed to evaluate the impact of climate change on the anti-drought capacity including water supply capability (WSC) and drought response ability (DRA) of agricultural reservoirs based on RCP (Representative Concentration Pathway) 4.5 and 8.5 scenarios of CanESM2 (The Second Generation Earth System Model) provided by CCCma (Canadian Center for Climate Modeling and Analysis). The WSC and DRA were estimated using frequency analysis and runs theory. The six reservoirs (Yooshin, Nogok, Kumsung, Songgok, Gapyung, Seoma) were selected considering geographical characteristics and design criteria of reservoir capacity. In case of Seoma reservoir, more than 10 year drought return period (DRP), the variation of the WSC was estimated larger than the others. In case of Yooshin reservior (2~5 DRP) DRC was decreased in 2025s under RCP8.5. These results could be utilized for agricultural reservoirs management and future design criteria considering climate change impacts on paddy irrigation.

Design of a Multiband Antenna for LTE System (LTE 시스템을 위한 다중 대역 안테나 설계)

  • In this paper, a multiband LTE antenna satisfying LTE octa-band is proposed. The proposed antenna consists of a modified PIFA structure and a folded monopole which has the height of 4 mm. Each parts operates at lower and upper LTE band. Measured bandwidth(6 dB return loss) was 118 MHz(870~988 MHz) at the lower band and 1,107 MHz(1,650~2,757 MHz) at the upper band. The proposed antenna has a omni-directional radiation pattern and measured peak gains were 3.21 dBi at the lower band and 4.19 dBi at the upper band, respectively. The proposed antenna is expected to be utilized for future LTE-advanced system.

  • To mitigate the development gap between urban and rural area, the government has implemented project planning as the Rural Integrated Development in each Gun level since 1986. On account of shortage of the development fund, the government had changed the Gun level development into Myeon level development so called the Rural Central Settlement Zone Development. The government had started nine pilot projects throughout Korea from 1990. This study is aimed at identifing problems that found in the course of implementation of the projects and recommending the new direction of the successful implementation of the projects in the future. The problems and directions found in the cource of project implementation were as follows: 1. Project implementation by investment priority considering economic and financial rate of return should be made. 2. Objective project planning should be made. 3. Equal allocation of the limited investment fund by group interest and egoism should be prohibited. 4. Enforcement of special man power should be taken into account. 5. Unification of the diversified existing terms and conditions of loans for house construction and improvement. 6. Road development oriented budget allocation should be improved. 7. Sufficient development fund should be procured considering the present rate of sufficiency of the project cost as 36%. 8. Sufficient supply of the credit loans for improvement of living environment of the farmers should be realized. 9. Rational implementation planning in connection with farm household income source development should be made.
