Estimation of Fugitive Dust Emission and Impact Assessment in Constructing the New Port by Reclamation of Sea Sand (신항만 해사 매립 공사시 비산먼지 발생량 산정 및 주변영향평가)

  • In case of studied area located around the sea, the data measured from the regional meteorological office is highly different from the local weather data because the diffusivity of fugitive dust varies considerably with meteorological conditions. Especially, it is very difficult to predict the amount of fugitive dust accurately as wind speed remains high frequently. In this study, the fluxes of suspended particulates as a function of the friction velocity were applied to consider the effect of wind speed on the amount of fugitive dust generated from the reclamation site. The amount of fugitive dust estimated as mentioned above was simulated by using ISCST3 model. As a result, in case of using only the Fugitive Dust Formula which is usually used in Environment Impact Assessment, the predicted $PM_{10}$ concentrations with points were $43.4{\sim}67.8{\mu}g/m^3$. However, in case of applying to the flux of suspended particulates, the predicted values of $PM_{10}$ with points were $43.3{\sim}69.1{\mu}g/m^3$, $49.5{\sim}90.4{\mu}g/m^3$ and $76.0{\sim}182.6{\mu}g/m^3$ with the wind speeds of 4.4, 5.8 and 7.7m/s, respectively. It could be possible to predict the amount of fugitive dust accurately because these predicted values were similar to the measured values. Consequently, we can establish alternatives for reduction of fugitive dust in this area damaged by fugitive dust which is caused by wind.

Improvement Plan of Fugitive Dust Regulations in Construction Site (건설현장 비산먼지 규정 개선방안)

  • A recent issue of fine dust is particulate matter with a diameter of less than $10{\mu}g/m^3$. It's classified as a pollutant that has a fatal effect on the human body when inhaled. The fugitive dust must be well controlled, since the adverse effects of dust on the surroundings are increased when the dust is blown away by the wind. Since the construction site is the place where the most fugitive dust is discharged in Korea, managing the fugitive dust discharged from the construction site can be an important issue to solve the problem of domestic fine dust. However, since the construction industry in Korea is the largest in Korea, it is difficult to control the emission of fugitive dust in the domestic construction site. In this paper, we compare and analyze the fugitive dust regulations applied to construction sites in major cities and propose the improvement plans to help control the fugitive dust generated in domestic construction sites.

MACT Application Effect in Petrochemical Industry to Minimize Benzene Fugitive Emission (석유화학산업의 벤젠 비산배출 저감을 위한 MACT 적용효과)

  • In this study, MACT (Maximum Achievable Control Technology) application effect was evaluated for minimization of benzene fugitive emission in petrochemical industry. Although fugitive emission for benzene in the nation was regulated by the Clean Air Conservation Act from 2015, the US EPA already has introduced MACT standard to minimize its emission with up-to-date technology since 1995. EPA Emission Factor (AP-42) and EPA MACT Standard Guideline were used to assess MACT application effect. As a result, For MACT application it could reduce benzene emission up to 98% (average) comparing with uncontrolled facility, while the national regulation could achieve about 95% (average) reduction which is slightly lower than MACT. However there is no control measure in the national regulation to reduce benzene emission for vessel loading even though MACT standard requires preventive facility such as VRU (Vapor Recovery Unit). For further reduction of benzene emission, it needs to be mandatory for operation of VRU when benzene product is loaded in vessel. These efforts could contribute to achieve the global level for benzene emission management in national petrochemical industry.

  • A PFA lined ball valve, which is machined with fluorinated resin PFA to its inner part for improving corrosion resistance, non-stickness, heat-resistance, has been widely used to the chemical/pharmaceutical industries, the semiconductor/LCD manufacturing processes, etc. with the high purity chemicals as working fluid. EPA stated that 60% of all fugitive emissions come from the valve stem packing in a typical petroleum or chemical processing plant. They monitor regulated components for leaks and maintain seal performance at acceptable levels. Korean industrial standards only deals with the bubble test for in-line leakage of valves, which has the detectable leak rate of $10^{-4}$ [$mbar{\cdot}L{\cdot}s^{-1}$], therefore, it is not sufficient to check fugitive emissions. In this study, we conducted Helium leak detection from a PFA lined ball valve and evaluated fugitive emissions according to ISO 15848-1, which has the detectable leak rate of $10^{-9}$ [$mbar{\cdot}L{\cdot}s^{-1}$], for manufacturing the high-reliable PFA lined ball valves against fugitive emissions.

Comparative Study on the Control Technologies of Fugitive Dusts and Noise of Construction Project in Korea (건설사업장의 날림먼지 및 소음 저감 기술 적용사례 비교분석)

  • This study was carried out to propose the optimum technologies that can be applicable to noise and fugitive dust controlling in construction sites by comparative analysis in cases. The ninety three environmental management technologies applied to fifty-five construction projects conducted during 2005~2007 in Korea were analyzed by checklist method. The construction companies paid more attention to the noise and fugitive dust controlling technologies than the waste and wastewater. The diverse pollution controlling techniques were applied to the architectural projects than the civil projects to meet the environmental requirements in residential area. The fugitive dust controlling technologies(75.3%) were more widely applied to all construction projects than the noise controlling technologies(24.7%). As the noise controlling techniques, the noise barriers in wall-form which are set up as boundary in construction site were more widely used than the noise barriers in curtain-form, in cabin and silencers. Water spraying systems, wind barriers and mechanical sweepers were the preferred technologies for controlling fugitive dust emission.

A Study on the Improvement of Spatiotemporal Resolution about Fugitive Dust Activity Data in the Agriculture Field (농업분야 비산먼지 활동도 자료의 시공간 해상도 개선 연구)

  • The emission factor and activity data of fugitive dust in the domestic agricultural field have been applied to the US inventory system without reflecting the domestic environmental conditions (wind speed, humidity, etc.) and agricultural characteristics. In this study, the temporal resolution was improved for each region by deriving a monthly distribution factor through the application of wind speed and dry season and the spatial resolution was improved for each region by subdivided into dong and ri from ci·gun·gu. Through this study, it is judged that it can be used as an important data for improving the emission and activity data of fugitive dust in the agricultural field that currently exist.

An Estimation of Direct and Indirect GHG-AP Integrated Emissions from Energy Sector in Seoul (2010) (서울시 에너지부문 직·간접 온실가스-대기오염 통합 배출량(2010) 산정)

  • Greenhouse gas (GHG) and Air Pollution (AP) emission inventories have been constructed and estimated independently up-to-date in Seoul. It causes difficulty in GHG and AP integrated management due to a difference in emission inventories. In this study, we constructed GHG and AP integrated emission inventories for direct and indirect sources in Seoul during the year 2010 in Energy activities for estimating GHG and AP emissions were derived from IPCC guideline, guidelines for local government greenhouse inventories, air pollutants calculation manual, and Indirect Emission Factors (IEF) reported by Korea Power Exchange. The annual GHG emission was estimated as 50,530,566 $tonCO_{2eq}$, of which 54.8% resulted from direct sources and the remaining 45.2% from indirect sources. Among direct sources, transportation sector emitted the largest GHG, accounting for 47.3% of the total emission from direct sources. As with indirect sources, purchased electricity sector only emitted 98.6% of the total emission from indirect sources. The annual AP emission was estimated as 283,701 tonAP, of which 85.9% was contributed by the combined AP emissions of transportation and fugitive sectors. Estimation of individual air pollutant showed that the largest source were transportation sector for CO, $NO_x$, TSP, $PM_{10}$ and NH3, non-energy sector for $SO_x$, and fugitive sector for VOCs. This study found some limitations in estimating GHG and AP integrated emissions, such as nonconforming emission inventories between GHG and AP, and no indirect AP emission factor of purchased electricity, and so on. Those should be further studied and improved for more effective GHG and AP integrated management.

Uncertainty Assessment for CAPSS Emission Inventory by DARS (DARS에 의한 CAPSS 배출자료의 불확도 평가)

  • The uncertainty assessment is important to improve the reliability of emission inventory data. The DARS (Data Attribute Rating System) have recommended as the uncertainty assessment technic of emission inventory by U.S. EPA (Environmental Protection Agency) EIIP (Emission Inventory Improvement Program). The DARS score is based on the perceived quality of the emission factor and activity data. Scores are assigned to four attributes; measurement/method, source specificity, spatial congruity and temporal congruity. The resulting emission factor and activity rate scores are combined to arrive at an overall confidence rating for the inventory. So DARS is believed to be a useful tool and may provide more information about inventories than the usual qualitative grading procedures (e.g. A through E). In this study, the uncertainty assessment for 2009 CAPSS (Clean Air Policy Support System) emission inventory is conducted by DARS. According to the result of this uncertainty assessment, the uncertainty for fugitive dust emission data is higher than other sources, the uncertainty of emission factor for surface coating is the highest value, and the uncertainty of activity data for motor cycle is the highest value. Also it is analysed that the improvement of uncertainty for activity data is as much important as the improvement for emission factor to upgrade the reliability of CAPSS emission inventory.

Unambiguous Identification of Fugitive Pollutants and Determination of Annual Emission Flux as Diurnal Monitoring Mode

  • Toxic air pollutants are investigated in a petrochemical industrial park in Taiwan by using a movable open path FTIR. The results show the qualitative and quantitative analysis of emission gases from plants, and also provide the emission rate of different compounds. More than twenty compounds under usual operation are found from this industrial park. The concentration variation with time can be correlated exactly with wind direction. It means that by changing the measuring points, the source of emission can be unambiguously identified. An EPA proved PAL model is applied to estimate the emission rate of either a point or an area source. Local atmospheric stability is determined by releasing the $SF_6$ tracer. The origins of errors come mainly from the uncertainty of source's configuration and the variation of meteorological condition. Through the continuous measurement (half an hour base in this study) of OP-FTIR sensor, the maximum value of emission rate and the annual amount of emission can be derived. The emission rate of the measured toxic gases are derived by the model technique and the results show that the emission amount are in the order of ten to hundred tons per year.
