EEOI 결과에 따른 탄소세 기반 격려금과 벌과금 부과 방안 제시 (A suggestion on the incentive and penalty based on carbon tax scheme through EEOI results)

  • 최근 전 세계 기온상승, 해양에서 오염물질 배출 규제 강화 등을 고려할 때 운항선도 연료 절감을 의무적으로 이행해야 한다. 항내에서 오염물질 배출에 대한 IMO 국제기준 및 EU 각국의 제한기준이 강화되고 있다. 따라서 선사와 조선업계에서는 $CO_2$, SOx, 및 NOx 배출을 저감하는 방안에 대하여 모색하고 있다. 지속적인 무역 증가와는 반비례하여 해상운송에 사용되는 연료량은 줄어드는 경향이 있다. 하지만 국제해운 회의소는 2050년까지 해운으로부터 배출되는 이산화탄소를 50% 감축한다는 목표를 설정하였다. 또한 2015년 신기후변화협약이라 불리는 파리 기후협약과 관련하여 IMO는 운항 선박으로부터 온실가스 배출 감축 목표를 설정하기로 제안하였다. 국제 해운수송에서 배출되는 온실가스 배출 감축 목표를 설정하기 위해 연료 데이터수집시스템이 도입될 예정이다. 운항선 연료절감 강제화 추세에 따라 선박으로부터 효과적인 연료 사용 감축을 유도하기 위해, 이 논문에서는 연간 운항 결과를 EEOI로 검증한 후 탄소배출권 거래제 및 탄소세에 기반 한 격려금과 벌과금 부여 제도의 운영과 이에 적용할 기초 식을 제안하였다.

항만 양하 크레인의 성능 개선에 따른 이해관계자들의 비용 절감 효과 분석 - 여수 벌크 터미널 중심으로 - (Analysis of Cost Saving Effect on Stakeholders according to Performance Improvement of Harbor Cranes - The Yeosu Bulk Terminal)

  • 터미널 운영사(TOC) 입장에서 하역 크레인의 교체는 하역 성능의 향상을 통해 매출 및 이익을 증가시키기 위하여 투자 결정을 진행한다. 또한, 이러한 투자결정의 목표를 달성하기 위해서는 많은 비용과 노력이 수반되어야 한다. 하지만, 이러한 결정에 대하여 항만 이해관계자들의 적극적인 참여도 필요하나, 항만의 이해관계자들의 입장에서는 당사자들이 얻을 수 있는 기대효과가 분명할때 적극적으로 참여하게 될 것은 분명한 사실이다. 본 연구에서는 하역장비의 교체가 진행되었을 때에 항만 이해관계자들이 얻게 되는 직 간접적 비용 절감 효과를 파악하기 위하여 여수항의 벌크 터미널에서 하역장비 교체에 따른 4년간의 효과를 분석하였다. 분석 결과에 따르면, 직접적인 효과로 선박 용선료 3,649.6백만원, 항만시설이용료 1,528.8백만원, 연료비 1,383.4백만원을 포함하여 총 6,561.8백만원의 비용절감 효과가 나타났음을 알 수 있었다. 간접적인 효과로는 환경오염비용 2,134.8백만원 및 화물 재고비용 972.2백만원을 합쳐서 총 3,107.0백만원의 절감효과가 있음을 알 수 있었다. 결과적으로 TOC의 하역장비 교체는 항만의 이해관계자인 선사, 화주 및 정부 모두에게 비용적인 측면과 다른 측면에서 긍정적인 효과가 있음을 알 수 있다. 이러한 연구 결과를 활용하면, TOC가 하역장비의 교체를 추진함에 있어 이해관계자들의 적극적인 협조를 이끌어 낼 수 있는 근거로 활용이 가능할 것으로 판단된다.

  • A methodology for reliability and economic analysis of wind embedded electric power system is presented in this paper. This is done by evaluating the reliability index, loss of load expectation (LOLE), for the power system with and without integration of wind system in the overall electric power system. Economic analysis of the wind energy embedded electric system is done in terms of conventional fuel saving assessment due to the use of wind power generation units.

  • These days the exhaustion of petroleum resources and environmental problems are getting serious. Many researchers are focused on low emission and high performance vehicles. Therefore, we should concern about emission regulation when we design a new car. In this study, we investigated the characteristics of the traditional mechanical engine cooling systems which control the engine temperature using engine speed and wax type thermostat. This experiment used three components which are Radiator fan, water pump and water valve controlled by an electronic system based on the engine status (load, speed). We elucidated how different between traditional mechanical cooling system and electronic cooling system which control coolant temperature and coolant flow rate in a DI diesel engine in this paper. The results revealed a fuel saving and an emission (CO, HC) reduction on NEDC cycle.

  • This study develops modeling processes for alignment optimization considering characteristics of intersections using genetic algorithms and GIS for road alignment optimization. Since existing highway alignment optimization models have neglected the characteristics of intersections, they have shown serious weaknesses for real applications. In this paper, intersection costs include earthwork, right-of-way, pavement, accident, delay and fuel consumption costs that are sensitive and dominating to alignments. Also, local optimization of intersections for saving good alignment alternatives is developed and embedded. A highway alignment is described by parametric representation in space and vector manipulation is used to find the coordinates of intersections and other interesting points. The developed intersection cost estimation model is sufficiently precise for estimating intersection costs and eventually enhancing the performance of highway alignment optimization models. Also, local optimization of intersections can be used for improving search flexibility, thus allowing more effective intersections. It also provides a basis for extending the alignment optimization from single highways to networks. The presented two artificial examples show that the total intersection costs are substantial and sensitive to highway alignments.

  • Today, the age of high oil prices is continued, due to the energy demand is on the increase and human principlal energy sorce, fossil fuel. As an alternative plan of energy saving, co-generation system that produces power and thermal energy at the same time has actively developed. In 1960s, co-generation system was introduced to Korea and since 2000 it has diffused throughout the apartment house. Therefore, objectives of this study are to analyze the energy reduction effects in the region 4 apartment houses of Daegu and Kyungbuk regionand set up a plan for its expansion in the future.

Continuous Conditional Random Field Model for Predicting the Electrical Load of a Combined Cycle Power Plant

  • Existing power plants may consume significant amounts of fuel and require high operating costs, partly because of poor electrical power output estimates. This paper suggests a continuous conditional random field (C-CRF) model to predict more precisely the full-load electrical power output of a base load operated combined cycle power plant. We introduce three feature functions to model association potential and one feature function to model interaction potential. Together, these functions compose the C-CRF model, and the model is transformed into a multivariate Gaussian distribution with which the operation parameters can be modeled more efficiently. The performance of our model in estimating power output was evaluated by means of a real dataset and our model outperformed existing methods. Moreover, our model can be used to estimate confidence intervals of the predicted output and calculate several probabilities.

  • Amphibious possible, and good fuel economy, so as leisure and transport has increased the use of hovercraft. Fire started in Korea, the prevalence is increasing in demand as the trend has been increasing steadily. In this paper, the hovercraft's forward and backward direction can be controlled in order to free the reverse bucket control system was developed. Control due to development by promoting the flow of air and turn right, turn left and easy to reverse the life-saving and stable at high speed, etc. has made possible the operation of hovercraft. To prove the validity of the proposed controller in Matlab simulation and the actual delivery at the firehouse, built into a model for the demonstration test was performed.

  • A GDHS(Geothermal District Heating System) is a heating system supplying a group of districts with heat extracted from geothermal sources. Due to various advantages of GDHS including the saving of fuel consumption as well as the reduction of air pollution, a world-wide trend is to replace central/individual heating systems with GDH systems. The basic point of this paper is that a crash program mentality leads to inappropriate decisions about policy issues in large-scale research and development like the development of GDHS, R&D funding should be viewed as a sequential decision, not a once-and-for-all choice. Hence we develop on economic feasibility assessment model based on a continuous sequential decision process for the Chejoo Island GDHS Project by modifying Roberts's model.

자기축열식 저 NOx 연소기에서 배가스 재순환이 연소특성에 미치는 영향 (The Effect of Flue-gas Recirculation on Combustion Characteristics of Self Regenerative Low NOx Burner)

  • The conventional regenerative system has a high thermal efficiency as well as energy saving using the high preheated combustion air. in spite of these advantages, it can not avoid high nitric oxide emissions. Recently, flameless combustion has received much attention to solve these problems. In this research, numerical analysis is performed for flow-combustion phenomena in the self regenerative burner. In this analysis we used Fluent 6.0 code. the that is developed for commercial use, Methane gas is used as a fuel and two-step reaction model for methane and Zeldovich mechanism for NO generation are used. the velocity of the preheated combustion air is used as a parameter and we analyze the characteristics of flow-field, temperature distributions and NO emissions. Due to the increased recirculation rate, the maximum temperature of flame is significantly increased and NOx emissions is reduced.
