On the development of Intelligent Railway Logistics Terminal (지능형 고효율 철도물류터미널 구축 방안)

  • The government have plans to improve the railway transport capacity and transport hub for the sustainable national transport and logistics system. Specially, there are much efforts to improve transportation capacity such as high speed transportation of rail freight, enlargement of BT train, development of double stack train, etc. between railway transport hubs. If the transport capacity between railway logistics hubs is increased as planned, we must increase the handling capacity of railway hub terminals. But there are limits to enlarge the terminal infrastructure because of investment scale, location circumstances and urban development plans. To ensure the capacity, with the minimum required enlargement of infrastructure, it is necessary to extremely increase the efficiency of terminal operations. For improving the efficiency, we have to introduce the efficient terminal operation systems based on u-IT and operation optimize technologies. In this paper, we analyse the issues and problems of railway terminals(including ICD) and suggest the concept of intelligent railway terminal and the construction components of technology.

Comparative Study of the Effects of the Intermodal Freight Transport Policies (인터모달 추진 정책과 효과에 관한 비교연구)

  • Purpose - The Korean government has devised intermodal transportation policies and granted subsidies to shippers and logistics companies that made a conversion of transportation means through the policies. This provides support by expanding the complex uniform railroad transportation and overhauling the deteriorated railroad facilities. As for 2013, however, the freight transportation percentage of railroad was 4.5% in tons and 8.5% in ton kilometers. Meanwhile, since the 1990s, developed countries such as the U.S. and Europe have been trying to expand intermodal freight transport with a legal and institutional support to build a logistics system corresponding with social and economic environmental changes. In this study, I set out to examine the effects of the intermodal freight transport policies in the EU and the U.S., and to explore the direction of setting up a rail intermodal transport system in South Korea. Research design, data, and methodology - The paper used a qualitative research methodology through the literature review. First, was an overview of Intermodal transportation in the EU, U.S. and UN. Second, it describes the development of transport in Europe and the U.S. with particular emphasis on intermodal freight transport. Third, it explores the direction of setting up a intermodal freight transport in South Korea. The last section contains concluding remarks. Results - As for the EU, it has been promoting integration between transport and intermodal logistics network designs while utilizing ITS or ICT and supports for rail freight intermodal by giving reduction to a facilities fee or subsidizing for rail freight in order to minimize the cost of external due to freight transport. On the other hand, as for the U.S., it has been made up of an industrial-led operating project and has been promoting it to improve accessibility between intermodal hubs and cargo terminals through intermodal corridor program, and an intermodal cargo hub access corridor projects, etc. Moreover, it has tried to construct intermodal transport system using ITS or ICT and to remove Barrier. As a result, in these countries, the proportion of intermodal freight transport is going to be the second significant transport compared with rail and maritime transport. An Effective rail intermodal transport system is needed in South Korea, as seen in the case of these countries. In order to achieve this object, the following points are required to establish radical infrastructure policy; diversify investment financing measures taken under public-private partnerships, legal responsibilities, improvement of utilization of existing facilities to connect the railway terminal and truck terminal, and enhancement service competitiveness through providing cargo tracking and security information that combines the ITS and ICT. Conclusions - This study will be used as a basis for policy and support for intermodal freight transport in South Korea. In the future, it is also necessary to examine from the perspective of the shipper companies using the rail intermodal transport, ie, recognition of shipper, needed institutional supports, and transportation demand forecasting and cost-effective analysis of the railway infrastructure systems improvement.

  • We proposed the concatenation of logistics' Information to constructing the intelligent logistics city that is to manage efficiently cargo distribution as providing at real-time information of cargo location trace and management through the Telematics/RFID. Case of the Incheon of the "Air Logistics Hub", this area is on an increasing trend on the quantity of cargo transport of the Air & Sea cargo system until 2006. As intelligent project of the Air's and the Sea's field is independently developed at each area, it is a problem on the concatenation of logistics' information such as freight location trace and management, operation management and route information of cargo vehicles. Therefore, we propose the advanced transport service model for the concatenating smoothly of Air & Sea cargo system. In this paper, we only manage the model of Air & Sea cargo system of the advance logistics city.

A Strict Hub Network Design with Single Allocation for Road Freight Transportation (도로화물수송의 단일할당 제약 허브네트워크 설계)

  • Hub network design for freight transportation is a decision process that determines hub locations together with freight transportation routes among shippers so as to ultimately minimize total logistics cost. This study presents the optimal location of hubs by strict hub network design policy with single allocation, which overcomes the limitation of Kim et al. (2008) that does not allow direct transportation among shippers. The greedy-interchange algorithm is employed for hub location decision process, and EMME/2 is adopted for the route searching process. Application of the processes to the nationwide highway network shows that the best hub locations in order are Seoul metropolitan, GyeongNam, Chung-nam, Jeon-Nam, Gyeong-Buk, Chung-Buk, and the locations are concentrated on the Seoul-Busan corridor. The strict hubnetwork design policy with single allocation increases the transportation distance but decreases the transportation cost by passing through the hubs instead of direct transportation. The reduction in total transportation cost can be achieved as the number of hubs increases, but the amount of the reduction gradually decreases because the cost reduction from the decrease in detour transportation distance between non-hubs and hubs becomes less than the discount reduction from dispersion of inter-hubs transportation volumes.

  • This paper outlines a plan to promote South Jeonnam region's logistics capability in connection with the regional logistics bases such as Gwangyang Port, Jangseong Integrated Freight Terminal, Mokpo Port and Muan International Airport. The capability of regional innovation bodies, and industrial innovation generally, needs to be improved by establishing a systematic regional innovation plan. Smaller import and export logistics bases, presently scattered in downtown Gwangju and its suburban area, need to be integrated as soon as possible, in advance of the completion of a traffic network connecting all of the triangle logistics bases. Moreover, plans to develop Muan International Airport to the status of a hub airport need to be established, and its function as an air freight terminal should be strengthened. Gwangyang Port and Mokpo Port should be developed as Korea's key harbors with international logistics bases the two ports, presently conducting simple cargo work, should be transformed into general logistics ports conducting logistics, assembling, trading, and international business by developing their surrounding areas.

  • Urban freight system includes not just intra-urban freight movement but also inter-urban movement as well. Hence, to make Busan a hub of North-east asia freight movement it is necessary to develop a comprehensive plan for infrastructure expansion as well as improvement of freight system based on the present facility situation. This study identifies the status of freight facilities in Busan by establishing the freight related infrastructure Database(DB) utilizing Geographic Information System(GIS), and to enable planners and decision-makers to utilize the DB to develop a future plan. The DB includes port facilities, major and minor arterial roads, railroad lines and facilities, depots, center city business areas, and urban infrastructures which are related to the freight movements. The analyses show that major transportation facilities in Busan consist of roads, railroads, coastal transportation, and international transportation, and it was found that intermodal facilities are inadequate for freight system in Busan. The results of this study will be useful for freight experts and planners to develop a comprehensive freight system plan.

  • The market of air cargo in Korea grows very quickly and diversifies. It is an essential factor in the process of development of Northeast-Asia as a hub for Air Cargo logistics. But the process of air cargo in Korea is complex as compared with other north-east asia nations and it has many problems and causes inconvenience to owners of freight. We emphasize that 4PL(Fourth party Logistics) is the excellent solution from among many alternatives. The wave of 4PL added to strategic consulting based on new IT techniques, for example RFID, with logistics outsourcing through existing 3PL service is a great issue. It is also worthy of notice that EPCglobal network strengthen the role of 4PL. In conclusion, the 4PL system based on EPCglobal network will result in a good success, so it will raise a prestige of air cargo in Korea to a higher position. This study deals with the new logistics system, air cargo logistics system based on u-4PL system, RFID and EPCglobal network, that will bring many advantages. At the end, we verify the u-4PL air cargo logistics system by simulation tool.

Future Northeast Asia Transport and Communications System

  • Korea has been at the forefront of efforts to enhance international cooperation in transport and communications within Northeast Asia. This effort is driven not only by the benefits that could accrue to the Korean Peninsula but also to all nations in the region. Mutual cooperation within Northeast Asia would reduce transport and communications costs and provide the basis for a regional transport and logistics network. Before progress can be made towards an integrated transport and communications system in Northeast Asia, however, there is a need to evaluate its prospects, outline a visionary plan, and detail a preferred strategy. The strategy to develop the Korean Peninsula as the gateway for Northeast Asia should harmonize with the region's common transport (and communications) policy The strategy adopted by South Korea is focused primarily on the development of an improved logistics infrastructure that would be extended to North Korea upon reunification. The seaport and airport developments In Korea will have to be supported by improved access to planned high-speed railways, expressways and freight distribution centers that, in turn, are to be integrated with new telecommunications and computer technologies. The benefits from these improvements will be lost unless existing government monopolies controlling seaport, airport, rail, road and expressway developments are commercialized to ensure that the price of transport reflects its actual cost. Technical harmonization between different modes should be promoted to facilitate efficient intermodal transport between the Korean Peninsula and the rest of Northeast Asia.
