부산자유무역지역 입지선정 검증 -선호판별점수접근- (An Examination of Location Choice for Free Trade Zone in Busan: the Preference Discrimination Score Approach)

  • The purpose of this paper is to introduce the new way of location choice for free trade zone in Busan area by using Obata and Ishii(2003) model of preference discrimination score. And also, this paper investigates the result of Choi, Bong-ho(200l) that deals with the choice of tariff free area in Busan area. Empirical main results are as follows: First, the North Port(Sinsundae)and the New Busan Port are efficient. Final winer of location choice for free trade zone is the North Port(Sinsundae). Second, the ranking result of this paper for 10 potential sites of free trade zone shows the almost similar to that of Choi, Bong-ho(200l). Policy planner for location choice of free trade zone should introduce the preference discrimination score method by Obata and Ishii(2003), because this method shows the very positive empirical results like questionaire method by expert groups and common people in Busan which should cause the much time and much money.

  • The free trade zone would be evaluated at the point of granting exceptions of lease and disposal of land and manufactory, the organic relationship of the Manufacture and distribution, the reduction of rental value for foreign investment company and tax refund or exemption for customs duty that can be able to extend and draw new foreign investment enterprises. But despite of these, Free Trade zone, taking it in all its bearings, I considered its institutional problems and tried to find betterment of this.

  • Purpose: The purpose of this study is aimed to examine the Free Trade Agreement and its General Agreement on Trade in Services, especially, the healthcare service and the prospect of the system. Methods: This study was based on fourteen literature reviews from 2001 to 2014. Results: Free Trade Agreement and the General Agreement on Trade in Services were examined and Japan, China, and the United States's examples were shown. Healthcare market opening issues are the tendency of this era with the concept of globalization. Conclusion: This study highlights the tendency of healthcare market opening with all the pros and cons. The healthcare system along with the medical and nursing fields need to modify their system based on the globalization.

Long-run Effects of the Korea-China Free-Trade Agreement

  • This paper uses a 53-country 15-industry computable general equilibrium model of trade to analyze the effects of the Korea-China free trade agreement on the Korean economy, the manufacturing sector in particular. The model is based on Yaylaci and Shikher (2014) which uses the Eaton-Kortum methodology to explain intra-industry trade. The model predicts that the Korea-China FTA will increase Korea-China manufacturing trade by 56%, manufacturing employment in Korea by 5.7% and China by 0.55%. The model also predicts significant reallocation of employment across industries with the Food industry in Korea losing jobs and other industries there gaining jobs, with the Medical equipment industry gaining the most. There will be some trade diversion from the ASEAN countries, as well as Japan and the United States.

Internationalization and Performance of SMEs in Masan Free Trade Zone (Korea): The Direct and Moderating Effects of Firm Size

  • Purpose - This study analyzes the effect of internationalization represented as exporting on firm performance on the subject of SMEs operating in Masan Free Trade Zone which has shown poor performance recently despite its status as the oldest and largest free trade zone in Korea. We also analyze the effect of firm size on firm performance, and the moderating role of firm size in relation to internationalization and firm performance. Design/methodology - This study uses multiple regression models for unbalanced panel data as the empirical tools for the estimation of the effect that internationalization has on firm performance (ROA or ROS). Our sample consists of 91 manufacturing SMEs among all 110 companies located in Masan Free Trade Zone as of 2017. Findings - The degree of internationalization has a negative impact on firm performance. However, firm size turns out to have a positive effect and play a positive moderating role in the relation to internationalization and firm performance. This seems to be because most tenant companies operating in Masan Free Trade Zone are small firms whose costs of internationalization may exceed the benefits. Empirical results also show that longer CEO tenure has a greater negative effect on firm performance. Originality/value - The originality/value of this paper can be found in 3 aspects. First, we conducted an empirical analysis on the relationship between the internationalization and firm performance of SMEs in a specific region, namely, Masan Free Trade Zone. Second, while most previous studies focused on listed medium companies, most of the sample of this study are small and medium non-listed enterprises. Third, it is witnessed that firm size has a positive moderating effect on the relation between internationalization and firm performance.

광양만권 자유무역지역의 기능 강화 방안에 관한 연구 (Alternatives for Strengthening the Function of Free Trade Zone in Gwangyang Bay Area)

  • 최근 자유무역지역은 물류 기능에 생산 기능을 적절히 보완하는 복합형을 지향하는 것이 일반적이다. 그럼에도 불구하고 광양만권 자유무역지역은 전통적인 물류 기능에만 집중되어 생산 기능 도입을 통한 부가가치 창출은 미흡한 수준에 있다. 따라서 자유무역지역을 지역 및 국가 발전의 성장 동력으로 활용하기 위한 기능 강화 방안이 제시되어야 한다. 기능 강화를 위해서는 생산 기능 도입을 통합 복합형 자유 무역지역 지향과 관리 운영상의 효율화 방안이 필요한 것으로 분석된다. 주요 연구 결과를 요약하면 다음과 같다. 첫째, 단기적으로는 기존에 자유무역지역으로 지정되어 있는 서측 배후단지의 일부를 활용하여 생산 기능을 강화하고, 중장기적으로는 자유무역지역의 확대 지정을 통한 생산 기능의 강화가 필요하다. 둘째, 효율적인 관리 운영을 위해 단기적으로는 자유무역지역 간의 협력체계를 구축하는 것이 필요하며, 중장기적으로는 자유무역지역 간의 중복된 기능을 단일화하고 통합 관리하는 정책적 방안이 필요하다.

자유무역으로의 경제통합과 국가 간 무역이득의 배분에 관한 분석 (An Analysis of Economic Integration with Free Trade and Differences in Gains from Trade)

  • Purpose - How are gains from trade distributed between countries when economic integration is achieved through free trade? The purpose of this paper is to answer this question. Design/methodology/approach - This study attempts to address the issue of distribution of trade gains between participating countries following economic integration in terms of positive economics. The analysis is therefore based on a theoretical methodology. Findings - First, commodity prices fall and consumer surplus increases in both large and small countries. Second, when economic integration into free trade is achieved, gains from trade always exist in small countries. However, the size of trade gains depends on the degree of difference from the market size of the partner country, the large country. However, the size of the gains from trade depends on the extent of difference between the market size of the large country. If the market size of a large country is much larger and there is a large difference, trade gains will be very large, whereas if the market size is similar, profits of domestic firm will decrease. Therefore, in that case, the size of the gains from trade becomes relatively small because only the gains from exchange exists. On the other hand, in a large country with a large market size, there is a possibility of trade gains only when the market size is similar to that of a small country, which is a trading partner. However, if there is a large difference in market size, the decrease in profits of domestic firm is relatively larger than the increase in consumer surplus due to trade, and rather, a trade loss occurs. Research implications or Originality - Our analysis contributes to filling the gaps in the literature regarding the distribution of gains from trade, and from a policy point of view, it is meaningful in examining the impact of market size, an important variable considered in regional economic integration of countries.

항만형 자유무역지역의 활성화를 위한 제도 개선에 관한 연구 (Ways to Improve Activation of Port-Type Free Trade Zones)

  • 자유무역지역제도는 1970년부터 제조업 중심으로 산업단지형 자유무역지역에서 시행되어 왔으며, 입주기업에게 조세 감면 및 규제 완화 등의 혜택을 제공함으로써 외국인 투자를 유치하고 무역물동량 증가를 창출하는데 큰 역할을 해 왔다. 그러나 산업단지형 자유무역지역의 외국인투자 유치실적이 현저히 떨어지고 있는 실정이다. 한편으로, 항만형 자유무역지역에서는 항만 물동량의 증가로 발전 가능성을 크게 내포하고 있어, 현재까지 제조업 중심으로 시행되어 온 자유무역지역제도의 발전 방향을 점검해 볼 필요가 있다. 본 논문에서는 자유무역지역의 역할과 운영 실태를 파악하고 이에 대한 문제점을 도출하고자 한다. 이를 위해, 항만형 자유무역지역에 특화된 비즈니스 모델을 분석하여 문제점을 파악하고, 물품보관을 목적으로 한 내국 물품의 관세영역으로 재반출에 대한 제도 개선방안을 제시하며, 간이 시뮬레이션을 통하여 개선방안에 대한 효과를 분석하였다. 본 연구에서 제시한 제도 개선으로 자유무역지역을 국제물류허브 및 글로벌배송센터로 이용하고자 하는 외국기업을 유치하는데 매우 중요한 요소로 작용할 것이다.

WTO 협정하에서 FTA 체결의 정합성에 관한 연구 (A Study on the Interpretation of FTA Rules under WTO Agreement)

  • The world trading system has been under many changes in recent years. One notably important development is that much attention away from the multilateralism-oriented World Trade Organization towards FTA(Free Trade Agreement). The Free Trade Agreement signed between korea and chile formally have been come effective for free trade in goods and services as from April 1, 2004. During Free Trade Agreement negotiations between both countries. This study aims at presenting the suggestion for the Korea to make the WTO rules and FTA by analyzing The interpretation of FTA under WTO System. It was founded by the investigation of WTO rules, most of the provisions are similar with other FTA, but a little provisions different from other FTA's. It is an appearance from the contracting party's peculiar circumstances such as state of industrial development or future prospect, conditions around international trade. The whole world has entered the new stage of bilateral and multilateral FTA. The essential or new generation or bilateral and multilateral FTA is creating more trade opportunities, promoting all factors, commodity, service, capital, technology and talent freely flow through canceling the trade barriers between FTA, in order to develop together within the regions. It shows that the cooperations transfer form the whole region into FTA. FTA makes not only the free trade smooth ,but also takes place the trade distortion effect. especially as the agriculture has a speciality each country, should it is ignored in negotiation, many reactions will be occurred in the process of fta Therefore Korea needs to deliver the message that Korea's hub is an essential ingredient for an efficient FTA and WTO system in a bilateral and multilateral win-win framework. Consequently Korea should have criterions about the rules of FTA and WTO system for peculiar circumstances of Korean economy and international trade.

Trade Coordination in Free Trade Agreements and Customs Unions

  • Purpose - This paper explains why free trade agreements (FTAs) are more popular than customs unions (CUs) in respect of tariff coordination. Design/methodology - This paper employs an equilibrium theory of trade agreements with tariff coordination. I set up three-country partial equilibrium model with competing exporters. Domestic and exporting firms decide their optimal production under given tariffs and each country levies its tariff under the trade agreements. I found stability of implicit tariff coordination and preference of each country between an FTA and a CU. Findings - I demonstrate that two FTA members can keep their external tariffs higher than separately decided external tariffs by keeping the status-quo. This implicit tariff coordination can benefit each member through trade diversion. In a CU, each member country must have a common optimal external tariff and it must incur costs because each country may seek different external tariffs for their own national welfare. The benefit of implicit coordination in an FTA and the cost of explicit coordination in a CU account for the popularity of the FTA. Originality/value - This paper uses the idea of implicit tariff coordination in trade agreements. In a CU, tariff coordination is explicit and mandatory. All member countries must have a single common external tariff for each good. On the other hand, in an FTA, each country establishes its external tariff with the goal of maximizing its own welfare. However, each country can also coordinate "implicitly" by keeping the status-quo after establishing an FTA.
