  • The Korean real estate transaction makes a contract after the buying and selling person concerned agreed a business condition. As for vendee, business consists of the method that I issue documents before provision and money left over provision and the registration at the same time, and register a contract deposit in vendor. However, it latent for the real estate transaction various accidents such as fraud from a contract day to time to finish a real estate registration transfer, embezzlement, double contract by the breach of trust. Nevertheless vendee comes to match vendor by an asymmetry of the information one-sidedly to the front completing a registration transfer. I may prevent stellionate by the breach of trust of vendor if I use an ESCROW system in such a responsibility blank state.

  • In spite of advantages to using internet, but there are many adverse effects. The most well-known negative effects include internet addiction, personal information infringement, copyright violation, spread of harmful information, cyber bullying, online fraud, hacking and virus distribution, and online prostitution. Until now, the government and public organization strived to prevent and reduce the negative effects but have faced limitations. In accordance with, one of the measures the solve the problems caused by internet is to strengthen the internet ethics education. This study aims to consider and analyze the negative effects of internet and provide measures to promote internet ethics education to prevent and reduce such effects.

  • This paper is mainly associated with setting out an agenda for the transformation of security by creating a new framework for a security system, which can maximise its effectiveness. Noticeably, this research shows empirically that crimes are getting a major cost to organisations, which if reduced by security and investigations could reap substantial rewards to the finances of an organisation. However, the problem is that the delivery of security is frequently delegated to personnel (e.g. security guards) with limited training, inadequate education, and no real commitment to professionalism - 'sub-prime' security, finally causing security failures. Therefore, if security can be enhanced to reduce the crime cost, this will produce financial benefits to business, and consequently could produce a competitive advantage. For this, the paper basically draws upon Luke's theoretical framework for deconstructing 'power' into three dimensions. Using this three-dimensional approach, the paper further sets out a model of how security can be enhanced, utilising a new Security Risk Management (SRM) model, and how can this SRM model create competitive advantage in business. Finally, this paper ends with the six strategies needed to enhance the quality of security: refiguring as SRM, Professional Staff, Accurate Measurement, Prevention, Cultural Change, and Metrics.

  • Since 2009 the number of users of smart phones and tablet PC is growing exponentially. In particular Apple's iOS and Google's Android OS are the heart of this remarkable growth, most of smart phone and tablet PC are designed to operate based on these two OS. Such increasing use of smart devices has led to changes in the social environment that allows, without the constraints of time and place. However, such development does not supply only ease to do something, even compared to past, financial fraud and information leakage are easier than before by variety of new types of attack for example phishing, pharming, smishing and qshing. So according to this paper, analyzes for smishing attack, propose a countermeasure system of the technical way and proved its higher performance compare to the existing method.

Role of Police for Enhancement of Elderly Safety (노인안전 강화를 위한 경찰의 역할)

  • South Korea already became an aging society, and is now in the process of becoming an aged society. With increasing elderly population, elderly safety issues such as traffic accidents and elderly suicides are becoming important problems. Elderly victimization are increasing, and elderly safety accident is also becoming an imporotant social problem. The police is doing various activities for elderly safety. The police is conducting programs for the elderly, such as a prevention program for fraud against elderly, and safety checks and traffic safety education for preventing elderly traffic accidents. Also, there's a program of providing regular visits for a lone elderly, expansion of CCTV network and fingerprint registration to prevent elderlies with Alzheimer's disease going missing. However, these programs are not done on a national scale, but rather limited to local police stations. The purpose of this study is to seek police roles for enhancing elderly safety, due to lack of police activity in this area. Recommendation for police roles in enhancing elderly safety is to first conduct routine crackdowns on fraud against elderly and also conduct education programs for preventing fraud. Also, crimes such as elderly abuse is lead by elderly protection agencies, but considering elderly abuse is a crime, the police should take a leading role. Also, to prevent elderly suicide, meticulous management of elderlies with high suicide risk is necessary, and elderly protection areas should be designated to prevent traffic accidents. Also, elderlies should be induced to turn in their driver's license. To conduct these matters of elderly safety, an organization exclusively charged with elderly safety is necessary. Elderly safety is a broad concept, and since police alone cannot handle the task of ensuring elderly safety, the police should take on a leading role in cooperative efforts with various institutions of the government, non-profit organizations and the community to establish a social saftey net for elderly safety.

  • Recently, with the increasing use of smart phones, security issues, such as safety and reliability of the use of the Android application has become a topic to provide services in various forms. An Android application is performed using several important files in the form of an apk file. On the other hand, they may be subject to unauthorized use, such as the loss of rights and privileges due to the insertion of malicious source code of these apk files. This paper examines the Android environment to study ways to define the threats related to the unauthorized use of the application source code, and based on the results of the analysis, to prevent unauthorized use of the application source code. In this paper, a system is provided using a third body to prevent and detect applications that have been counterfeited or forged illegally and installed on Android devices. The application provides services to existing systems that are configured with only the service server that provides users and applications general, This paper proposes the use of a trusted third party for user registration and to verify the integrity of the application, add an institution, and provide a safe application.

  • In the 21st century knowledge and information society, Electronic Contracts made with the intention of electronic computer information networks are emerging as a new legal problem which can not be solved in the conventional legal system governing contracts. In other words, the indicator's decision determines the effect and formation of the contracts in the face-to-face or written contracts but electronic decision through computer information network is established the working process of electronic signals-electronic contracts are not only difficult to separate the decision-making process but questioned to be solved by the theory of the general legal action. Ministry of Transportation is scheduled to introduce real estate sales and lease contract using a variety of electronic devices such as computer, tablet PC, smart phones and so on without a paper contract. This system is conducted to global expansion of Seoul in demonstration zone on May 8, 2016 and will be implemented nationwide in the second half of 2017. Electronics contract Real estate has some benefits because made by linking electronic contract system and the electronic registration system - the economic effects discounts on various kinds of fees, the prevention from real estate fraud beforehand and the solution to the complexity of the process the seller and the buyer visits The Real estate agency. However, it has some problem- the disorder in the real estate contract market, the occurrence of the real estate agency accident and the author of the electronic real estate contracts have limited only to realtor. In this paper, I suggest the activation plan to search for establishment and effect of electronic contracts and declaration of intention in electronic depending on the Electronic Contract Real Estate system.

An Offline Electronic Payment System Based on an Untraceable Blind Signature Scheme

  • This paper proposes a new offline electronic payment (e-payment) system that satisfies the major security requirements of e-payment, i.e. anonymity, unlinkability, unforgeability, double spending control, conditional traceability, and fraud prevention. The central idea is the use of Hwang et al.'s RSA-based untraceable blind signature (BS), which disables the link between the e-coin and its owner and ensures the anonymity of both the customer and the merchant. It attaches an expiration, a deposit and the transaction dates to each e-coin in order to manage the database of the bank effectively, to correctly calculate the interest on the e-coin and to aid arbitration if a dishonest customer attempts to double-spend the coin. It also ensures the anonymity of the customer as long as the coin is spent legitimately. Only when a fraudulent e-coin transaction is detected can the bank, with the help of the central authority (a trusted entity), determine the identity of the dishonest customer. The system is referred to as offline since the bank does not need to be concurrently involved in transactions between a customer and a merchant. Finally, analyses of the performance of the prototype and the primary security requirements of the proposed system are also presented.

Molecular Identification of Korean Mountain Ginseng Using an Amplification Refractory Mutation System (ARMS)

  • Expensive herbs such as ginseng are always a possible target for fraudulent labeling. New mountain ginseng strains have occasionally been found deep within mountain areas and commercially traded at exorbitant prices. However, until now, no scientific basis has existed to distinguish such ginseng from commonly cultivated ginseng species other than by virtue of being found within deep mountain areas. Polymerase chain reaction (PCR) analysis of the internal transcribed spacer has been shown to be an appropriate method for the identification of the most popular species (Panax ginseng) in the Panax ginseng genus. A single nucleotide polymorphism (SNP) has been identified between three newly found mountain ginseng (KGD4, KGD5, and KW1) and already established Panax species. Specific PCR primers were designed from this SNP site within the sequence data and used to detect the mountain ginseng strains via multiplex PCR. The established multiplex-PCR method for the simultaneous detection of newly found mountain ginseng strains, Korean ginseng, and foreign ginseng in a single reaction was determined to be effective. This study is the first report of scientific discrimination of "mountain ginsengs" and describes an effective method of identification for fraud prevention and for uncovering the possible presence of other, cheaper ginseng species on the market.

Study on a Real Time Based Suspicious Transaction Detection and Analysis Model to Prevent Illegal Money Transfer Through E-Banking Channels (전자금융 불법이체사고 방지를 위한 실시간 이상거래탐지 및 분석 대응 모델 연구)

  • Since finance companies started e-banking services, those services have been diversified and use of them has continued to increase. Finance companies are implementing financial security policy for safe e-banking services, but e-Banking incidents are continuing to increase and becoming more intelligent. Along with the rise of internet banks and boosting Fintech industry, financial supervisory institutes are not only promoting user convenience through improving e-banking regulations such as enforcing Non-face-to-face real name verification policy and abrogating mandatory use of public key certificate or OTP(One time Password) for e-banking transactions, but also recommending the prevention of illegal money transfer incidents through upgrading FDS(Fraud Detection System). In this study, we assessed a blacklist based auto detection method suitable for overall situations for finance company, a real-time based suspicious transaction detection method linking with blacklist statistics model by each security level, and an alternative FDS model responding to typical transaction patterns of which information were collected from previous e-Banking incidents.
