Formulation of Industrial Policy for Nurturing the Bio-medical Sector: A Case Study on the Construction the Bio-medical Complexes of Korea (첨단 의료산업분야 정책형성과정 연구 -첨단의료복합단지 조성정책을 중심으로-)

  • Drawing on a case of the construction of high-tech medical complexes, this study demonstrates the process of policy formuation. Beause the construction of high-tech medical complexes involves various analytic elements, and changes of political, economic and social environment, Kingdon's Policy Stream Framework is employed for analysis. The analysis ranges from the embarkment of the Presidential Committee on Healthcare Industry Innovation (PCHII) in August, 2005, to the enactment of High-tech Medical Complex Special Act in March, 2008. The analysis illuminates that policy formulation from agenda setting to enactment in the area of biomedical industry involves multiple factors and policy streams. An enactment of policy agenda particularly depends on the roles of multiple stakeholders as welll as policy leaders.

A Study on the Policy Decision Making Process of Seoul-Type Paid Sick Leave: Applying Kingdon's Multiple Streams Model (다중흐름모형을 적용한 서울형 유급병가 정책 도입과정에 관한 연구)

  • In 2019, the Seoul metropolitan government established its own 'Seoul-type paid sick leave project'. Although the central government had to introduce such a system, which is also called sickness benefits, it was not implemented. In order to understand the process by which the Seoul government has implemented such a policy, this study used Kingdon's multiple streams framework. As a result, in the problem stream, it was found that the economic burden of sickness has been considered only in terms of medical expenses in the past of Korea. Then Songpa's three women and Middle East respiratory syndrome incidents raised awareness of the necessity of the sickness benefit system in 2014 and 2015. In the political stream, several social affairs such as national health insurance huge surpluses and the 2017 presidential election opened policy window. At that time, Seoul Mayor actively promoted sickness benefits as a policy entrepreneur. In the policy stream, the sickness benefit system has gained new attention through political events. To summary, these three streams flowed separately and then they assembled around huge political affairs. As a result, it was confirmed that Kingdon's model is the most effective theory than any other models in analyzing the health care policy decision process in Korea.

Restructuring the Family Policy from the Gender-integrating Perspective: Reconciling Work and Family life (가족정책의 성 통합적 재구조화: 노동 주체의 관점에 근거한 일과 가족의 양립을 중심으로)

  • The purpose of the paper is to discuss the restructuring of the family policy from a gender-integrating perspective. Several meaningful conclusions were reached. First, examining family policy from the laborer's perspective, the issue of work and family becomes not a gender-related issue but rather an issue for universal people. Second, in order to include the difference in interest among men and women in the labor market, and to view the issue from a gender-integrating perspective, the framework for family policy should consider the place of labor. Third, if family policy is divided into family and labor arena based on the above mentioned framework, the core content of the policy should gear toward loosening and/or eliminating barriers to fulfill the right to work for pay and the right to care for family. Lastly, family policy should aim at men and women sharing the responsibility of supporting and caring for the family. By doing so, we may be closer to maintaining work and family together, the ultimate goal of family policy.

  • This paper focuses on the concept of :"politicization of household labor" to the resolution of houework-related problems which are the products of household work and the women's status. the major discussions of this framework can be summarized as follows: First the policy problems of household labor is that the segregation of market labor and household labor public and private sphere and sex-role affects value of household labor and status of women. Second policy proposals on household labor is related to specific existing policy(family policy women's policy). Third Policy purposes are family welfare and women welfare a symmetry of family and work. Thus policy needs takes concrete shape and policy indicator of evaluing and and policy indicator of supporting. Ultimately it is direct to evaluate the quality of family living.

A Conceptual Framework for the Personalization of Public Administration Services (공공행정서비스의 맞춤화 구현방안 연구)

  • As the Internet is becoming more socialized, Korean government, publishing a slogan, Government 3.0, has recently began to find a way to deliver its administration services to the public in more personalized manner. Policy directions to implement this advanced idea, are however still at large, primarily because of the vague nature of 'personalized'. This study, therefore, explores the possibility of getting public administrative services closer to personalization. To achieve this objective, this study attempts to develop a integrative framework of classifying the administration services to the public, based on two dimensions - the degree of citizen-oriented and the degree of government-driven, both of which are perhaps key determinants of personaliztion of services. For each quadrant of the framework, key features, characteristics, and conditions to be met are explained and followed by exemplary cases and policy implications.

  • In order to sustainably develop economy of regions and countries, it is necessary to pay attention to formation of new clusters from a long-term perspective. This study examined concepts and characteristics of clusters, and analyzed conditions related to emergence of clusters based on previous studies. Then, this study derived important factors and intended to propose a framework that is possible to help analyze clusters in the future. The development stages were divided into four stages of occurrence, growth, maturity, and decline. As for emergence conditions, entrepreneurship, institutional support, decision factors by development stages, and requirements for the future cluster success were presented. This study has academic significance in that it presents an integrated framework to analyze cluster emergence, and based on it, this study also presents directions of future studies and the regional and national policy implications. However, this study has many limitations in that it is difficult to generalize because it has not considered all variables in various dimensions and environments.

  • This paper attempts to define, construct a policy framework, and analyze interactions with monetary policy of macroprudential policy. The available pieces of evidence suggest that the effects of the LTV and DTI regulations for financial stability are rather unclear in Korea. It also shows that when financial markets exhibit instability in a stable inflationary environment, macroprudential policy could run into conflict with monetary policy. This paper proposes an appropriate modality of macroprudential policy to minimize the potential conflict with monetary policy.

Industry 4.0 in India: A Comparative Study

  • The purpose of this paper is to shed light on the current status of Industry 4.0 policies in India and provide holistic policy recommendations in the transition towards Industry 4.0. The study was conducted based on the content-centric review of written policy documents like policy memoranda (memos), green papers and white papers, policy briefs, policy reports, opinion pieces, and newspaper and academic publications on Industry 4.0. India lacks infrastructure, regulatory framework, architectural reference model, incentives, skills, and standard roadmap towards Industry 4.0. The current policy status and policy recommendations presented in this study can serve as a great asset for academicians, policymakers, and practitioners to prepare a holistic roadmap for Industry 4.0 policy implementation. The study is first to assess India's current policy status and compare with Germany towards Industry 4.0. Besides, it is expected to assist government policymakers in formulating tangible policy outputs and strategic roadmaps.

Suggestion of a Digital Curation Framework for Historical Contents (역사콘텐츠 활용을 위한 디지털 큐레이션 프레임워크 제안)

  • This study suggested a digital curation framework for supporting the digital policy of institutes that collect memory. As such, it conducted a literature review and an analysis of digital curation models, as well as a focus-group interview of historians and graduate students majoring in historical studies. In this study, digital curation framework refers to an abstract model for supporting policy development and the planning for a high-level view of the archival information service. This implications of this framework are as follows: (1) to emphasize the data life cycle and connection between stages and actions; (2) to make an infra-schema for understanding institutes that create, arrange, or store specific data as the same history contents have to be provided by different institutes and as there are differences in the data's value; (3) to check the present conditions of information services and their systems; (4) to consider the practical applications of contents that have been collected and stored; and (5) to converge all data in one system through the framework and activate diverse works in the context of the framework.

Developing A Policy Framework for Smartwork : Task, Technology, People, Organization and Management (스마트워크 정책 프레임워크에 관한 연구)

  • With the development of Information Communication Technology (ICT), diverse work policies, such as, telework, telecommuting, flexible work had been conceptualized and implemented to encourage efficient business practices and worker satisfaction. These work policies are the forerunners of newly emerging concept of "Smart Work." However, as smart work is a new concept, no single agreeable definition can be found. In this study, the relevant literatures published in past 15 years are reviewed systematically in order to derive a conceptual framework for "Smart Work," from related research, such as telecommuting, flexible time, telework, etc. Related variables are grouped into five clusters: Task, Technology, People, Organization Structure and Managerial Levers, forming a policy and research framework. Further research are suggested after the discussion of implications.
