A Study on the Applicability of Decision Support System for the Permission of Forest Land-Use Conversion (산지전용허가 의사결정지원시스템의 실제 운용가능성에 관한 연구)

  • This study was tried to find out the applicability of decision support system for forest land use conversion, which developed based on algorithm for forest land-use conversion. Decision support system developed by Ministry of Safety Administration is free from the existing licensed laws omission. And it made the input requirements for each value of the final result so that you can determine whether the permit was available by the laws and regulations related to the algorithm for forest land use conversion. Also, in order to do field surveys, equal sampling interval method is used to extract samples for the operability by comparing and analyzing the actual area. As a result, 88 areas of total 100 areas are able to get permission by the decision support system for forest land use conversion, and it means if there is enough data with sufficient research, it can make the availability permits easily.

An Idea on Increasing Income of Residents in DMZ Area Using FGI and SWOT Analysis -Focused on Haean-myeon in Yanggu-gun of Gangwon Province- (FGI와 SWOT분석을 이용한 DMZ일원 접경지역의 주민소득 증대방안 -강원도 양구군 해안면을 중심으로-)

  • DMZ has a lot of natural resources. Also there is very important position as a ecological and geographical. Meanwhile, development schemes and plans were established but that was development to only simple plan such as a tourism and income without communication with local residents. This study was tried to exhibit increasing income of residents in DMZ area using FGI (Focus Group Interview) and SWOT analysis. First of all, analyzed the status of forest resources and carried out a Focus Group Interview targeting residents who live in around DMZ, and then suggest an alternative to increasing income and regional development in Yanggu-gun by SWOT strategies. As a result, realistic plan for achieving regional development is deregulation of the laws related to forest land use conversion for the forest product in DMZ area. Military experts and forest experts have to inspect the area for considering the practical application of the regulation in protected areas directly. National or local government has to effort pursuing future business for regional development through the communication with residents in DMZ area.

Study on the Local Officials' Awareness for Direction of Forest Landscape Management (산림경관관리 방향 설정을 위한 지자체 관리자 의식분석)

  • The purpose of this study is to survey the current awareness of local officials and to give a proposal that can establish the meaningful directions for the forest landscape policy. The data for this study was collected with questionnaires. Total 232 questionnaires were launched and valid 105 questionnaires were used for analysis. As a result of these data analysis, we found out that their awareness of the importance of forest landscape was high and they thought forest landscape plan was needed. However supply of the information and data such as guidelines to improve forest landscape condition was not enough. Through the IPA method, we had 15 properties of forest landscape policy were settled. It show us what needs to be kept up the good work, what needs to be concentrated here, what the low priority are, or what the possible overkill are. We finally suggest that direction of forest landscape management should be established based on above investigation.

Study on Timber Yield Regulation Method using Probability Density Function (확률밀도함수를 이용한 목재수확조절법 연구)

  • This study estimated planned felling volumes to set targets for management planning of nationwide country-owned forests. Estimates were made using timber harvest prediction methods that use probability density functions, including area weighting (AW), area ratio weighting (ARW), and sample area change ratio weighting (SCRW). Country-owned forest areas in 2010 and 2015 were used to estimate planned felling volumes, as shown in basic forest statistics, and calculations were made assuming that the felling areas were the changes in the forest area over the 5-year period. For the age classes of V-VI, the average felling ages for AW, ARW, and SCRW were 5.41, 5.56, and 5.37, respectively, and the felling areas were 594,462, 586,704, and 580,852 ha, respectively, with ARW reaching closest to the actual changes. The actual changes in the areas and chi-squared test results were most stable with the SCRW method. This study showed that SCRW was more adequate than AW and ARW as a method to predict timber harvests for forest management planning.

A Review of Forest Development Patten by the Length of Protection Period in Gangwondo Baekdudaegan Mountains (강원지역 백두대간 산림의 보호기간에 따른 임분 발달 양상 검토)

  • This study was carried out to review the pattern of forest stand development for six Gangwondo Baekdudaegan Mountains which experienced different type and duration of intensive legal protection. Vegetation data from point sampling method were employed to classify community types by cluster analysis on the basis of the importance values of canopy tree species for the study areas. The names of classified communities were given by the composition of dominant tree species. The communities were also compared one another in terms of stand structure by species diversity index. The results indicated that National Parks (Seoraksan and Odaesan) had greater proportion of mixed mesophytic forest type which was supposed to progress further forest succession process so as to have more complex and diversified stand structure. On the other hand, ordinary forest areas (Seokbyeongsan and Deokhangsan) had greater proportion of the forest types which was dominatively composed of Quercus mongolica and Pinus densiflora. The forest types with large amount of these two species would tend to develop for relatively short period of time of 40-50 years after artificial disturbances. Hyangnobong of Natural Protection Area and Hambaeksan of Natural Ecosystem Conservation Area showed intermediate stand development pattern in between National Parks and ordinary forest areas. The period of intensive legal protection of the forest area was positively correlated with species diversity index (R=0.736), and noted that the forest which received intensive protection regulation for longer period tended to show more complex and diversified stand structure.

Optimum Stand Density Control Considering Stability in Larix kaempferi Forests (임분 안정성을 고려한 일본잎갈나무 임분밀도 관리의 적정 수준)

  • This study investigated the optimal levels of stand density control considering the stability of Larix kaempferi stands. A stand density management diagram was developed from 259 sample plots. Based on these data, we determined an optimal level of the stand density control by identifying the relationship between the relative yield index (Ry) and height-to-diameter ratio. The estimated r-square (R2) of the stand density management diagram is 0.600. The analysis of the relationship between Ry and the slender tree incidence showed that when the stand density exceeded a certain threshold and the ratio of slender trees rapidly increased. The critical value of Ry was 0.63. The results of this study are expected to contribute to the establishment of stand management strategies that can reduce damage from natural causes, such as wind and snow, and to develop stand practice systems for the improved productivity of commercial forests.

A Study on Transportation Optimization and Efficient Production Method of Raw Materials for Pellet for Construction of Supply Chain Management

  • This study designed a model of the efficient production schemes and raw materials transportation optimization of current South Korean's simple and monolithic distribution system of wood to build a SCM (supply chain management) as a basic level to establish a distribution of future by pellet production of raw materials costs and reduce transport costs, and specifically to forest of pallet to contribute to revitalizing the market. The result of each transportation costs after building the best transportation network from raw material supply area to demand area applying transport law was 964,600 thousands Won from 6 supply areas to 7 demand areas. And the result of each model's analysis to get the pellet's efficient production through production cost reduction showed that it reduced from 325,701 Won/t to 240,106 Won/t, results of existing efficient pellet for the production model 8,233 tons over 20,000 tons annual production capacity from the size of the expanded production capacity when the expansion. However, when the production size expanded to 50,000 Tons of the production, the effect was very small even though production cost decreased.

Management Direction about Comparison of Protection Forest on Korea and Japan (한국과 일본의 보안림 비교를 통한 관리 방향)

  • This study compared with the object of designation and the management practices for Protection Forests between Korea and Japan to establish the management and development directions of Korea's Protection Forest. 1. Water conservation forest from total areas of Protection Forests occupied 90.6 % in Korea and 68.4 % in Japan, respectively. The water conservation forest was the most important function among the Protection Forest's functions in both countries. 2. The 10 million ha of Protection Forest in Japan increased for last 100 years. The 100 thousand ha per year was designated as Protection Forest. In contrast, The 655,535 ha of Protection Forest in Korea decreased for last 42 years with decreasing of 15,000 ha per year. 3. In Japan, Protection Forest can be managed by forest silvicultural practices such as forest harvest, thinning, and pruning to recover and improve the Protection Forest's functions. 4. In case of Korea, it is necessary to a mid- or long-term counter plan to increase the area of Protection Forest by the government, and needs to the recovery and improvement of Protection Forest's functions.

Status, Protection, and Management of Bird Community in Mt. Nam Area (남산 지역 조류 군집의 서식 현황과 보호 및 관리방안)

  • This study was conducted to clarified the relationship between bird community and forest structure and present the counterplan for protection and management of bird community from February 1993 to July 1995 at deciduous and coniferous forest within Mt. Nam area, Seoul, Korea. DBH distribution has not significant differences in each study site. Deciduous forest had more foliage coverage in all layers than coniferous forest. Total 41 species of birds, which were 16 species of resident, 14 species of summer visitor, 4 species of winter visitor, and 7 species of passage migrant were recrded in two study sites. Leaf use rate of birds was increased the increase of coverage. The number of breeding species and pairs, breeding density, and diversity index were greater in deciduous forest than coniferous forest. The number of species and pairs on bush-nesting and foraging guild were greater than other guilds. And the nuber of species and pairs on hole nesting guild were the fewest in nesting guild. Use rate of artificial nests for improvement of habitat quality was greater in coniferous forest than deciduous forest. Maintenance of bush layer, increase of coverage and leaf layer diversity, supply of artificial nests, management of large trees, and control of natural enemy were necessary for protection and management of bird community in Mt. nam area.

  • As social demands on forest are diversified, we need some economic and pro-environmental methods of forest management. In this study, developing an FMS(Forest Management System) using GIS techniques, we aimed at making workers handle quickly and exactly their works related to forest, offering customers the exact information and making clients modify or renew the variously changing information about forest. Therefore, we can efficiently handle the works related to forest management. For this, we designed and developed the system to be in accord with working-level and we can handle various information efficiently and conveniently. Accordingly we can process and print out data based on each subject. In addition to that, we can preserve the consistency of data by connecting work zones and providing database through network.
