Combustion Characteristics of the Pinus Rigida and Castanea Savita Using Cone Calorimeter (콘칼로리미터를 이용한 소나무와 밤나무의 연소특성)

  • One of the limitation of wood as building material is its flammability. The purpose of this paper is to examine the combustion properties of the pinus rigida and castanea savita which are grown in Korea and meet the desirable characteristics for use of construction materials. The cone calorimeter (ISO 5660-1) was used to determine the heat release rate (HRR) and fire smoke index, as well as CO and $CO_2$ production and smoke obscuration. The $HRR_{mean}$ of the castanea savita at $50kW/m^2$ was $160.7kW/m^2$ in comparison with $150.7kW/m^2$ for the pinus rigida. Castanea savita showed an increase of retardant properties attributed to char formation compared with that of pinus rigida. The castanea savita has high $CO_{peak}$ yield and high CO/$CO_2$ yield compared with that of pinus rigida.

Factors Affecting Disaster Victims' Quality of Life: The Uljin and Samcheok Forest Fires (산불피해자의 삶의 질에 영향을 미치는 요인: 울진⋅삼척 산불을 중심으로)

  • As forest fires' scale has increased, they have become disasters that destroy not only forests but also property, human psychological balance, and even human lives. As a result, governmental support has become a crucial part of the forest fire restoration process. Quickly restoring victims' quality of life (QOL) from not only an ecological perspective but also from their human perspective has become an important goal. Therefore, through structural equation modeling, this study analyzed effects of government support, post-traumatic stress disorder (PTSD), and resilience on 195 Uljin and Samcheok forest fire victims' QOL. In the final research model, the total standardized effect on QOL of government support to PTSD and resilience was found to have significant effect (0.417). By path, the effect of government support on QOL through resilience was verified as 0.172. Examination of the path between latent variables revealed that resilience had the greatest influence on QOL, and government support had a significant effect, thus confirming that they were the main factors affecting QOL.

  • In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.

A Study on the Development Plan for Promotion of Advanced Disaster-Safety Awareness (선진 재난안전의식의 활성화를 위한 방안 연구)

  • Purpose: The purpose of this study is to create the deveopment plan for promotion of advanced disaster-safety awareness, which is noted as a major factor in the large disaster. Method: This study is to conduct theoretical review with regard to disaster management and safety awareness. Consciousness surveys on safety awareness and previous disaster case was analyzed to derive the cause of the disaster, and the development plan for promotion of advanced disaster-safety awareness was suggested. Result: In the survey on the public's sense of safety on the disaster management evaluation, 'Response' stage was well performed, but the 'Recovery' stage was not. Especially, it was found that disaster safety education at the 'Prevention' stage was very lacking. In the survey on the public's safety awareness, the awareness level of the evacuation facility was very low, information on infectious diseases and collapse accident was insufficient. Especially, it has been found that the awareness on safety regulation in daily life is very insufficient. Through the case study on previous disaster(COVID-19, Fire in Miryang Sejong Hospital, Forest fire in the east coas at 2004'), it was derived that the lack of safety awareness(such as safety insensitivity) was the main factor of the expansion of the damage scale. Conclusion: The development plan for promotion of advanced disaster-safety awareness are as follow. First, it is necessary to spread the safety culture movement through the expansion of safety education and safety promotion. Second, disaster confrontation training for the public should be implemented to improve the effectiveness of disaster response. Finally, it is necessary to change the individual awareness on safety. When these factors are implemented systematically, advanced disaster-safety awareness can be promoted. Ultimately, disaster accidents in our society can be reduced.

A Study on the Consciousness Survey for the Establishment of Safety Village in Disaster (재난안전마을 구축을 위한 의식조사 연구)

  • Purpose: The purpose of this study is to examine the directions for establishing a disaster safety village in rural areas where damage from a similar type of disaster occurs repeatedly by conducting the consciousness survey targeting at experts and disaster safety officials in a local government. Method: The risks of disaster in rural areas were examined and the concept and characteristics of disaster safety village which is a measure on the basis of Myeon (township) among the measures of village unit were examined in order to carry out this study. In addition, opinion polling targeting at officials-in-charge in the local government and survey targeting at experts in disaster safety and building village were conducted. Based on the findings, the directions for establishing a disaster safety village that fitted the characteristics of rural areas were examined. Result: The officials-in-charge in the local government answered that rural areas have a high risk of storm and flood such as heavy snowing, typhoon, drought, and heavy rain as well as forest fire, and it is difficult to draw voluntary participation of farmers for disaster management activities due to their main duties. They also replied that active support and participation of residents in rural areas are necessary for future improvement measures. The experts mostly replied that the problem of disaster safety village project is a temporary project which has low sustainability, and the lack of connections between the central government, local governments and residents was stressed out as the difficulties. They said that measures to secure the budget and the directions of project promotion system should be promoted by the central government, local governments and residents together. Conclusion: The results of this study are as follows. First, a disaster safety village should be established in consideration of the disaster types and characteristics. Second, measures to secure the budget for utilizing the central government fund as well as local government fund and village development fund should be prepared when establishing and operating a disaster safety village in rural areas. Third, measures to utilize a disaster safety village in rural areas for a long period of time such as the re-authorization system should be prepared in order to continuously operate and manage such villages after its establishment. Fourth, detailed measures that allow residents of rural areas to positively participate in the activities for establishing a disaster safety village in rural areas should be prepared.

Analysis of Utilization and Perception of Special Weather Reports for Climate Change Adaptation: Focus on Dryness Advisory and Warning (기후변화적응을 위한 기상특보 인지도 및 활용도 분석: 건조특보를 중심으로)

  • This study aims to find the perception and utilization of the citizen about the dryness watch warning (DWW) among special weather reports. For this we have made up a descriptive questionnaire including the perception, utilization of special weather reports. Using the SPSS 17.0 program, descriptive statistics, t-test, ANOVA and Scheffe test were used to analyze the collected data. The results are as follows; The perception of DWW is measured by 4 point Likert scale and the average is $15.97{\pm}3.70$ (percentile=57.0). This value shows that the awareness level is not that high and according to the occupation, college students show the lowest awareness and housewives show the highest awareness. According to the age, the teens and twenties show the lowest awareness and fifties and sixties show the highest awareness. Although the perception of the teens and college students are rather poor, there were many positive answers that it is necessary to establish the advanced disaster prevention plan according to the questionnaire about the utilization of DWW. Therefore, if we come up with an effective plan to improve the perception than we can expect a large-effect in terms of fire and forest fire prevention. The perception of DWW can be improved by providing weather information and weather related education program on TV or internet which have the high level of preference. Also, it is necessary to provide online and offline program of advertising education and disaster management education through the weather forecast bureau which is the host organization of delivering weather information.

Impact Range Comparative Analysis of BLEVE by Gas Leakage According to LPG Main Components (LPG 주성분에 따른 누출 폭발 피해 영향범위 비교분석)

  • The purpose of this study is to compare and analyze the impact range of explosion damage due to gas leaks at LPG filling stations, focusing on propane and butane, which are components of vehicle LPG. The scenarios were designed based on the explosion incident at an LPG filling station in Gangwon-do, where an actual gas leak accident occurred, resulting in Scenario I and Scenario II. The ALOHA program, developed by the U.S. National Oceanic and Atmospheric Administration (NOAA), was used as the tool to analyze the impact range of the explosion damage for both substances. The results of the study indicated that, under identical conditions, propane had a wider impact range of damage than butane. This is presumed to be due to the greater explosion energy of propane, attributable to its physicochemical properties. Therefore, when preparing for LPG leak accidents, measures for propane need to be prioritized. As safety measures for propane, two suggestions were made to minimize human casualties. First, from a preventive perspective, it is suggested to educate workers about propane. Second, from the perspective of response measures and damage minimization, it is suggested to thoroughly prepare emergency evacuation and rescue plans, evacuation routes, designated shelters, and emergency response teams. This study compares and analyzes the impact range of radiative heat damage based on LPG components. However, hazardous accidents are critically influenced by the type of leaking substance, the form of the leak, and meteorological factors affecting the diffusion pattern of the substance. Therefore, for future research, it is proposed to model various leakage scenarios for the same substance to conduct a comprehensive risk assessment.

Evaluating the Ecological Characteristic and the Relative Significance for Forest Resources Management on the Uninhabitable Islands in Jeju Special Self-Governing Province (제주도 부속 무인도서의 산림자원관리를 위한 자연환경 특성과 상대적 중요도 평가)

  • This study was conducted to analyze the ecological environment of the 53 uninhabitable islands of Jeju for the management formulation. The result of the Pearson correlation analysis were 0.647(p<0.01) for herbs, 0.585(p<0.01) for trees and 0.762 (p<0.01) for animals which means that there is a high correlation between the size of the forests in the uninhabitable islands and the species diversity of herbs, trees and animals. For the regression modeling to predict the forest area, the R value was 0.899 and the $R^2$ was 0.803 with 79.7% statistical significance. This study also classified the uninhabited islands based on its forest area into two classes, with a forests area of 0.5ha and with a forest of approximately 12ha. The importance value of the biodiversity in the uninhabited islands was also evaluated using DEA and the islands with higher importance, namely DMU14(0.941), DMU36(0.964), DMU44(1.000) and DMU45(0.903) were recommended to be managed. It was observed that uninhabited islands with forests had a mean importance value of 0.439 which is higher as compared to the uninhabited islands without forests with 0.096. This verified that there is close relationship between forest and biodiversity.

  • Safety and welfare of forestry is very poor because of poor working environment, decreasing workforce and budget, and aging. These have brought many accidents and casualties. The accident rate in the field of forestry were about 2.83 times higher than average of an entire industry and mortality rate were 1.84 times higher than it. The most reason among the mortality accident was caught in, under or between objects and struck by objects. In analysis of 60 serious accident cases, the number of occurrence s of caught in, under or between objects and struck by objects were the highest. We suggest education, engineering, environment, and enforcement methods which is first aid education and emergency response system, equipment of combined IoT technologies and sensors, and certification and career program on the basis of the results.

  • 최근의 동남아시아 발생한 지진해일(쓰나미)과 미국 뉴올리언즈 지역의 허리케인으로 등의 재난으로 인해 막대한 인명과 경제적 피해가 전 세계적으로 빈번히 발생하고 있다. 우리나라도 폭설과 태풍, 산불로 인한 피해가 해마다 증가하고 있는 실정이다. 본 연구에서는 '05년 양양지역의 대규모 산불재해지역을 중심으로 항공레이저측량, GPS/INS항공사진측량 등의 다중센서를 이용하여 GSIS자료를 취득하였다 이를 통해 수치지형도, 수치고도모형, 수치외관모형, 디지털 영상, 근적외선 영상을 처리하였으며, 과거 항공사진자료와의 비교 분석을 통해 정확한 피해면적과 피해량, 향후 산사태가 발생할 수 있는 지역 예측 및 식생에 대한 피해정도와 회생가능성을 분석하였다.
