  • This study is for establishing an appraisal methodology to ensure the accountability of the parliament and to documentation the contemporary historical events related to the National Assembly. It is impossible to documentation comprehensively the activities of the National Assembly through the records schedule of the National Assembly, the current the disposal guidelines of the National Assembly. In particular, this is designed focusing on four affiliated organizations such as the National Assembly Secretariat, so there is a fundamental limit to documentation the outputs of various external agencies and areas where have relationships with the National Assembly. Therefore, it is hard to documentation comprehensively the various issues and historical events occurring in the National Assembly under the current appraisal system. In this situation, this study presents the appraisal methodology, the institutional functional analysis to ensure the accountability of the institution as a first step. However, only with the institutional functional analysis methodology, it is difficult to organize collectively the contemporary historical events or social events ongoing in relation to the fundamental functions of the National Assembly. For this reason, the subject oriented documentation methodology is designed that is the appraisal methodology of selecting the records related to the contemporary social phenomena and historical events according to the functional areas of the National Assembly derived from the institutional functional analysis methodology. Thereby, it is designed that the model of the documentation strategy applicable to the National Assembly in reality.

Recognizing the economic policy presented by the convergence of market and planned economy system as a economy system and focusing on the 7.1 Economic Management Measures and the 6.28 New Economic Management Measures. The marketization is classified the indigenous marketization (1990-2001), the marketization focusing on central distribution (2002-2011), the marketization focusing on production (2012-2017). The major events, the economic circular structure and the economic behavior were analyzed. Results showed as following: First, through the process of marketization starting from the expansion of farmers' market and the marketization focusing on distribution, the marketization focusing on production to the marketization focusing on finance. And as the evolution of it continues, to some extent a poverty has been overcomed. Second, corporate institutions, agricultural institutions, financial institutions and progress in becoming a market economy direction. A series of privatization starting from small one to large-scale one have been progressing. Third, in order to overcome the impoverishment completely. Through foreign investment the industrialization covering a wide range of industries are urgently needed, Domestic agricultural reform, enterprise reform, price reform, financial reform, financial reform, trade and direct investment, reform, reform, distribution, etc are needed. The economic reforms across almost all sectors are needed to be combined in a global economy Expanding employment, the acquisition of foreign currencies and the acquisition of technology in the process should also be realized. The direction of change of this series of economic structures has turned Public sector and centralized into Private sector and Decentralization.

  • Recently, there has been growing interest in public participation GIS (Geographic Information System) technology that enables spontaneous public response to increasingly frequent flood and drought events. Accordingly, social and economic demands are increasing on portal services that are designed to help cope with natural hazards such as earthquakes. By focusing on a specific hazard, urban flood, this study designed a prototype of a disaster response portal and its service system. The community map developed in this study is focused on prevention and mitigation of the urban flood damage by analyzing the vulnerable areas, and providing effective means to inspect the roads and sewer systems. By considering the compatibility with VGI (Volunteered Geographic Information) portals, the study created a system environment by employing universally used open-source software programs such as Apache Tomcat, GeoServer, GeoNetwork, and PostgreSQL/PostGIS.

  • Considering our increasingly interconnected organizations heavily relying on business processes and the growing need for timely accurate knowledge to achieve greater agility in the enterprise, the idea of looking at business processes as a knowledge object is gaining momentum. Business process information is knowledge and should consequently be managed as a valuable organizational asset, particularly because organizations need to react in near real time to environmental changes and events. This paper provides an overview of the situation in this field arguing for a better definition of the intersections between knowledge and business process management. When business process is seen as knowledge, it should be managed as such. We assess and discuss some of the resulting benefits and considering the need for greater dynamic integration between the two domains, we look at ontologies as an interesting technical approach to bridging this gap showing an example for an ontology based sales order process.

  • Recently, increasing attention has been paid to the welfare of farm animals, which have been evaluated using behavioral and physiological measures. However, so far, the measures have almost always been used to estimate poor welfare. In this review, firstly we focus on how oxytocin (OT) relates to positive social behavior, pleasure, and stress tolerance, and second on which management factors stimulate OT release. OT induces maternal and affiliative behaviors and has an anti-stress effect. Further, OT is produced during enjoyable events, and has positive feedback on its own release as well. Therefore, to some extent, the relationship of OT to positive normal behavior was mutually beneficial-heightened OT concentration owing to comfortable rearing conditions induces positive social behavior, which in turn may increase OT concentration. Hence, studies on animal welfare should pay more attention to increasing comfort and the stress tolerance, rather than only focusing on when stress occurs in farm animals.

  • Identifying knowledge as the single most important asset ultimately defining organizational competitiveness, enterprises are trying to move towards knowledge-oriented practices. Such practices have given rise to learning and agile organization, This paper presents applied information technologies to realize the learning and agile organization, focusing on systems thinking. Firstly, in order to establish a framework for the systems thinking, an information systems development method based on process chain is proposed. Then, an agent-based microworld simulation approach is presented. The approaches provide visible and analytical information to knowledge workers so that they can have systems thinking capabilities eventually. Various microworlds on the top of the information system can be constructed with agents and simulated for possible business events. All decision makings are dynamic in nature. To let knowledge workers look ahead the possible outcomes of the whole relevant processes is the core capability of the approaches. Through watching, the knowledge workers would be able to acquire new insights or problem solving knowledge for the problem in hand.

  • Tetrahydrobiopterin (BH4) is a multifunctional cofactor of aromatic amino acid hydroxylases and nitric oxide synthase (NOS) as well as an intracellular antioxidant in animals. Through regulation of NOS activity BH4 plays a pivotal role not only in a variety of normal cellular functions but also in the pathogenesis of cardiovascular and neurodegenerative diseases, which develop under oxidative stress conditions. It appears that a balanced interplay between BH4 and NOS is crucial for cellular fate. If cellular BH4 homeostasis maintained by BH4 synthesis and regeneration fails to cope with increased oxidative stress, NOS is uncoupled to generate superoxide rather than NO and, in turn, exacerbates impaired BH4 homeostasis, thereby leading to cell death. The fundamental biochemical events involved in the BH4-NOS interplay are essentially the same, as revealed in mammalian endothelial, cardiac, and neuronal cells. This review summarizes information on the cellular BH4 homeostasis in mammals, focusing on its regulation under normal and oxidative stress conditions.
