Discussions about Expanded Fests of Cartoons and Multimedia Comics as Visual Culture: With a Focus on New Technologies (비주얼 컬처로서 만화영상의 확장된 장(場, fest)에 대한 논의: 뉴 테크놀로지를 중심으로)

  • The rapid digitalization across all aspects of society since 1990 led to the digitalization of cartoons. As the medium of cartoons moved from paper to the web, a powerful visual culture emerged. An encounter between cartoons and multimedia technologies has helped cartoons evolve into a video culture. Today cartoons are no longer literate culture. It is critical to pay attention to cartoons as an "expanded fest" and as visual and video culture with much broader significance. In this paper, the investigator set out to diagnose the current position of cartoons changing in the rapidly changing digital age and talk about future directions that they should pursue. Thus she discussed cases of changes from 1990 when colleges began to provide specialized education for cartoons and animation to the present day when cartoon and Multimedia Comics fests exist in addition to the digitalization of cartoons. The encounter between new technologies and cartoons broke down the conventional forms of cartoons. The massive appearance of artists that made active use of new technologies in their works, in particular, has facilitated changes to the content and forms of cartoons and the expansion of character uses. The development of high technologies extends influence to the roles of appreciators beyond the artists' works. Today readers voice their opinions about works actively, build a fan base, promote the works and artists they favor, and help them rise to stardom. As artist groups of various genres were formed, the possibilities of new stories and texts and the appearance of diverse styles and world views have expanded the essence of cartoon texts and the overall cartoon system of cartoon culture, industry, education, institution, and technology. It is expected that cartoons and Multimedia Comics will continue to make a contribution as a messenger to reflect the next generation of culture, mediate it, and communicate with it. Today there is no longer a distinction between print and video cartoons. Cartoons will expand in every field through a wide range of forms and styles, given the current situations involving installation concept cartoons, blockbuster digital videos, fancy items, and characters at theme parks based on a narrative. It is therefore necessary to diversify cartoon and Multimedia Comics education in diverse ways. Today educators are faced with a task to bring up future generations of talents who are capable of leading the culture of overall senses based on literate and video culture by incorporating humanities, social studies, and new technology education into their creative artistic abilities.

Studies on Effects of Channel Bed Fixation by Erosion Control Dams in Torrential Streams (황폐계류(荒廢溪流)에 있어서 사방시설물(砂防施設物)에 의한 하도고정(河道固定)에 관한 연구(硏究))

  • In planning the disaster prevention by the erosion control facilities, it is essential to focus on the microtopography of the channel bed and the chronological process of sedimental movement in the torrential streams. For this purpose, the microtopographical change of the channel bed and the effects of the erosion control facilities in the mountain torrents were analyzed by the experimental channel and the field survey of the torrents where low-dam series had been constructed in the channel. The results of this experiment showed that the effects of construction of the low-dam series on the channel bed fixiation were the prevention of the local scouring in the experimental channel and the expansion of flow channel width and deposit space. The results are summarized as follows : 1. When the low-dam series were constructed over the whole channel bed (L'/L=1), the conning water and the sediment were seperated, simultaneously resulting in deposition of sediment and reduction of the tractive force for the running water. Therefore, the F.A. (Fluctuation area in cross-section: value was decreased to about 65% compared with that of non-work (L'/L=0). 2. The efficiencies of the low-dam series on the channel width were increased with an increment in length of working space. After the construction of low-dam series on the whole channel bed (L'/L=1), flow channel width was increased to about 1.53 times compared with that of non-work (L'/L=0). 3. It needs a deposition area to store the sediment with decrease in tractive force. The low-dam series in the experimental channel widened the deposition area about 2.10 times compared with that of non-work.

Re-interpretation of Aging: Gerotranscendence & Erikson & Erikson's Nineth Stage (노화에 대한 재해석: 노년초월 이론과 9단계이론을 중심으로)

  • The objective of this study is to introduce the theory of Gerotranscendence and the ninth stage of Erikson & Erikson(1997)'s psycho-social development theory in order to enable the academic Korean field to have a more positive and fresher point of view on aging. In order to meet this objective, this study will first take a look at Erikson's 9th stage expansion theory on human development. Then we will study Gerotranscendence as the most representing phenomena among the 9 stage theory so that the Korean Gerontology field can utilize it for future plans. The definition of Gerotranscendence was first introduced by Tornstam(1994) and has been applied as Erikson & Erikson's 9 stage theory ever since. Gerotranscendence can be described as an individual that has entered his golden years after middle age, which transforms one's point of view on life from a materialistic and logical one to a more universal and transcending one. Gerotranscendence is a voluntary and overcoming process of oneself that is displayed in many seniors which leads to a lesser focus on oneself in the eyes of the society, but increases the inter-relational bonding between past and future generations. The following is a summary of the theorhetical evaluation on Gerotranscendence which was analyzed in this study. First, this study introduces the Gerotranscendence theory, which is recognized as the most representative phenomena among Erikson's 9th stage theory that has hence expanded the application of Gerontology theories in the academic field of Gerontology. Second, this study has provided a new point of view towards the elderly in the practical field of senior citizen social welfare. With this understanding, practical levels of services from various points of view can be provided to acknowledge the needs of the elderly. Third, a much wider field of research can be exchanged and provided along with other fields of studies by applying and extending this Gerotranscendence theory in Korea. It would also be especially beneficial to exchange researches within related fields of study such as psychology, sociology, nursing science, family science and the study of religion. Not to mention also lending support to hospitals for the elderly(nursing homes) and institutions related to senior welfare, or practical fields where there is an active exchange of research using Gerotranscendence theory.

The Outcome of the 6th ICAO Worldwide Air Transport Conference and Fair Competition Policy in International Air Transport (국제항공운송의 최근 동향과 항공운송의 공정경쟁정책 -ICAO 제6차 세계항공운송회의 결과를 중심으로-)

  • The 6th Worldwide Air Transport Conference was held in Montreal in March 2013 under the auspices of ICAO. This conference, which has been held every ten years, is dealing with virtually every issue of international air transport, and aiming at updating ICAO policy in order to ensure long-term growth of international civil aviation. Last conference which took place in 2003 focused on the liberalization of air transport, and the 6th conference shifted its focus from whether to push for liberalization, to how to implement it. The main agenda items for the 6th conference was liberalization, safeguards, ownership, fair competition, airports and air navigation facilities, charges, and ICAO policy. The liberalization, and in particular progressive liberalization has been a main theme over the past decades. In the process leading to liberalization, there needs to be the expansion of market access, easing regulation on ownership and control of airlines. Furthermore, the provision of enough infrastructure such as airport and air navigation facilities may be contributing factor to remove impediments to liberalization. However, out of concern as for undermining interests of consumer and the weak, when liberalization is proceeding in a sudden and radical manner, there should be safeguards so as to ensure market participation by developing countries, consumer protection, and economical and transparent decision on taxes and charges. Fair competition which differs from promoting competition in the market, is a policy in order to protect the weak players and consumers from monopoly and oligopoly. The Korean delegation submitted 3 WPs (WP/85, 86 and 87) and 1 IP, and presented WPs, at the conference, which were a lot compared with previous occasions. A paradigm shift was emphasized to expedite the process of liberalization at the 6th conference. The reality is that with many previous recommendations to stress the importance of liberalization, and to urge States to change their attitudes, the pace of the liberalization has been very slow and staggering. The liberalization of air transport will contribute to the growth of air transport and related industry, to create new employment, promoting tourism and regional development, and further to facilitating mutual understanding and exchange, which will also lead to making a barrier-free world. In this context, it is expected that the next conference will also evaluate the on-going process of liberalization.

  • Kiribati, a South Pacific island, and its surrounding countries are gradually submerging to rising sea levels. The sea level continues to change according to the degree of thermal expansion of glaciers and seawater that decreases with increase in temperature. Global warming affects both the amount and volume of seawater, thus increasing sea level. Tidal phenomena occur twice a day to the attraction of celestial bodies such as the moon and the sun. The moon changes the angle of orbiting surface with the Earth equator every 18.6 years, and the magnitude of the tidal force changes depending on the distance between the Earth equator and the moon orbital surface. The University of Hawaii Sea Level Center selected Tarawa, Christmas, Kanton of Kiribati,, Lautoka, Suva of Fiji,Funafuti of Tuvalu, Nuk1u'alofa of Tonga, and Port Vila of Vanuatu. When comparing tide levels for each year for 19 years, the focus was on checking the change in sleep to Tide levels, and rising sea levels was the effect of Tide levels. The highest astronomical tides (HAT) and lowest astronomical tides (LAT) were identified as Tarawa 297.0, 50.8 cm, Christmas 123.8, 19.9 cm, Kanton 173.7, 39.9 cm, Lautoka 240.7, 11.3 cm, Funafuti 328.6, 98.4 cm, Nuk1u'alofa 188.8, 15.5 cm, Port Vila 161.5, -0.5cm, respectively. The Sea level rising speed was Tarawa 3.1 mm/year, Christmas -1.0 mm/year, Kanton 1.6 mm/year, Lautoka 3.1 mm/year, Suva 7.4 mm/year, Funafuti 1.4 mm/year, Nuk1u'alofa 4.2 mm/year, and Port Vila -1.2 mm/year, respectively

A Qualitative Study of Physicians' Perspectives on Non-Cancer Hospice-Palliative Care in Korea: Focus on AIDS, COPD and Liver Cirrhosis (국내의 비암성 질환의 호스피스 완화의료 적용에 대한 전문가의 인식에 관한 질적 연구: 후천성 면역결핍 증후군, 만성 폐쇄성 폐질환, 간경화를 중심으로)

  • Purpose: From August 2017, hospice-palliative care (HPC) will be provided to patients with acquired immunodeficiency syndrome (AIDS), chronic obstructive pulmonary disease (COPD), and liver cirrhosis in Korea. To contribute to building a non-cancer (NC) hospice-palliative care model, NC specialists were interviewed regarding the goals, details, and provision methods of the model. Methods: Four physicians specializing in HPC of cancer patients formulated a semi-structured interview with questions extracted from literature review of 85 articles on NC HPC. Eleven NC disease specialists were interviewed, and their answers were analyzed according to the qualitative content analysis process. Results: The interviewees said as follows: It is difficult to define end-stage NC patients. HPC for cancer patients and that for NC patients share similar goals and content. However, emphasis should be placed on alleviating other physical symptoms and emotional care rather than pain control. Timing of the care provision should be when patients are diagnosed as "end stage". Special issues should be considered for each NC disease (e.g., use of anti-retroviral drugs for AIDS patients, oxygen supply for COPD patients suffering from dyspnea, liver transplantation for patients with liver cirrhosis) and education should be provided to healthcare professionals. NC patients tend to negatively perceive HPC, and the government's financial assistance is insufficient. Conclusion: It is necessary to define end-stage NC patients through in-depth discussion to minimize issues that will likely accompany the expansion of care recipients. This requires cooperation between medical staff caring for NC patients and HPC givers for cancer patients.

A Study on Organizational Strategy and Operational Elements of Community-based Agricultural Management Bodies (마을단위 농업경영체 조직전략 및 운영요소 도출 연구)

  • This study attempts to elicit the organizational strategy and operational elements of community-based agricultural management bodies as new main farm management. We analyzed the newest discussion trend, cooperated community management, between Republic of Korea and Japan based on theory of organizing regional agriculture, and also researched on the organization management and business management about cooperated management of community. In this study, the main conclusion of the organizational strategy and operational elements of community-based agricultural management bodies are as following. i) The community-based agricultural management bodies is the cooperation managed individual agriculture resources as joint stock for purposing compound goal, an expansion agricultural income, maintenance farm productivity and rural societies. ii) The domain of cooperative management focus on secondary and tertiary industry like food process, farm produce distribution, rural experience more than farm produce production. The study suggest business promotion system of village unit farmers groups, element of organization management as executive decision organization, business management, operating factor for each steps and management element of cooperation farm working. iii) The policy direction for invigoration community-based agricultural management bodies is to make facilitation for each steps instead of standardized support.

Effective Coastal Water Quality Management and Marine Environmental Impact Assessment (연안의 효율적 수질관리 방향과 해양환경영향평가)

  • This study examined principles and techniques of efficient water quality management as well as total coastal pollutant loads and the relevant examples in the advanced countries from the viewpoints of water quality improvement and pollution control in coastal areas. The problems and improvements in an estimation of the current total pollutant loads were also pointed out. In addition, discussion was made on the relationship between total pollutant loads and environmental capacity as well as particulars requiring extensive examination on access to and study on water quality model used as prediction tool for marine environment. Furthermore, this study proposed details of and improvement plans for water quality control to be reflected and absorbed into systems and policies related to coastal water quality. In coastal areas, which are subject to total coastal pollutant loads, it is necessary to calculate pollutant loads reduction and allocation, to propose them in detail in statement in relations to new pollution sources for the corresponding projects or plans in environmental impact assessment and prior environmental review system. Also, in relations to regional plans for coastal management, the local government concerned must focus more on environmental management plan to implement data on pollution sources and pollutant loads flown into sea areas under basic jurisdiction, therefore it is required to actively respond to expansion and introduction of total coastal pollutant loads system in the future. Total coastal pollutant loads system must be expanded and executed by considering characteristics of sea area and changes in the environment of land. For pollution sources in land, the competent authorities in charge of coastal environment will need to initiatively administer supervision, monitoring activities and achieve integration and operation of the related laws by preparing legal bases for management system or adjusting the related laws.

African Swine Fever Outbreak in North Korea and Cooperation between South and North Korea (북한지역에서 ASF발병 현황 및 남북수의협력에 관한 연구)

  • The ASF, which originated in Africa and threatens the world, landed in Asia in 2018 in China, and became a stern threat to the security of the Korean Peninsula when North Korea officially reported the ASF to the OIE in May 2019. In 1921, Montgomery, a British veterinary pathologist, made headlines by naming the African swine fever "African Swine Fever," or ASF, a disease caused by a high fatality virus that existed in East Africa. The ASF, which was a pandemic of endemic diseases in Africa, landed in Portgal around 1957 and swept through farms in Lisbon, Portugal. The ASF continued to settle in Spain and Portugal, causing 40 years of damage until the end of the 1990s, and is now in progress after landing on the Italian island of Sardinia in 1978. The virus, which landed in Portiport of Georgia on the Black Sea coast of the Black Sea in 2007, spread to Russia and caused massive damage to China in 2018, then rapidly spread to Vietnam, Laos and Myanmar in May 2019 and spread across the country, causing massive damage to the pork industry and is now in progress. Just three months after confirming the outbreak in North Korea, the outbreak at farms in Paju and Yeoncheon was confirmed on Sept. 16, 2019, leaving South Korea with the stigma of ASF-causing countries, and although the ASF's nationwide expansion has been blocked, it is currently underway in wild boars. If the ongoing ASF in the two Koreas becomes indigenous, it would be a major disaster not only for the pork industry but also for the Korean Peninsula economy. Under the current circumstances, it is impossible to focus only on veterinary areas limited to South Korea, ruling out risk factors from the ASF outbreak. Currently, it is difficult to prevent damage to the pork industry due to the ASF outbreak due to the poor water defense reality in North Korea, and as it is adjacent to China, which has a high risk of developing various epidemic diseases, there is a need for the two Koreas to jointly conduct quarantine and quarantine on the border areas. First of all, I think rapid exchange of information and education on ASF and other diseases is necessary before establishing a joint defense system on the Korean Peninsula. It is important to conduct thorough quarantine and disinfection of ASF-generated areas in North Korea, and areas bordering China and Russia, and jointly conduct thorough quarantine and control of livestock and livestock products in circulation. Cooperation by the South and North Korean water defense industries to prevent the protracted ASF on the Korean Peninsula by all means and methods is essential.

Estimation of potential distribution of sweet potato weevil (Cylas formicarius) and climate change impact using MaxEnt (MaxEnt를 활용한 개미바구미(Cylas formicarius)의 잠재 분포와 기후변화 영향 모의)

  • The key to invasive pest management lies in preemptive action. However, most current research using species distribution models is conducted after an invasion has occurred. This study modeled the potential distribution of the globally notorious sweet potato pest, the sweet potato weevil(Cylas formicarius), that has not yet invaded Korea using MaxEnt. Using global occurrence data, bioclimatic variables, and topsoil characteristics, MaxEnt showed high explanatory power as both the training and test areas under the curve exceeded 0.9. Among the environmental variables used in this study, minimum temperature in the coldest month (BIO06), precipitation in the driest month (BIO14), mean diurnal range (BIO02), and bulk density (BDOD) were identified as key variables. The predicted global distribution showed high values in most countries where the species is currently present, with a significant potential invasion risk in most South American countries where C. formicarius is not yet present. In Korea, Jeju Island and the southwestern coasts of Jeollanam-do showed very high probabilities. The impact of climate change under shared socioeconomic pathway (SSP) scenarios indicated an expansion along coasts as climate change progresses. By applying the 10th percentile minimum training presence rule, the potential area of occurrence was estimated at 1,439 km2 under current climate conditions and could expand up to 9,485 km2 under the SSP585 scenario. However, the model predicted that an inland invasion would not be serious. The results of this study suggest a need to focus on the risk of invasion in islands and coastal areas.
