The Effect of Decentralized Rainwater Tank System on the Reduction of Peak Runoff - A Case Study at M Village - (빗물저류조의 분산배치에 따른 첨두유출 저감효과 분석 - M 마을 사례 -)

  • Recently climate change and increase of surface runoff caused the urban flooding. Traditional way of dealing with urban flooding has been to increase the sewer capacity or construction of pumping stations, however, it is practically almost impossible because of time, money and traffic problems. Multipurpose DRMS (Decentralized Rainwater Management System) is a new paradigm proposed and recommended by NEMA (National Emergency Management Agency) for both flood control and water conservation. Suwon City has already enacted the ordinance on sound water cycle management by DRMS. In this study, a flood prone area in Suwon is selected and analysis of DRMS has been made using XP-SWMM for different scenarios of RT installation with same total rainwater tank volume and location. Installing one rainwater tank of 3,000$m^3$ can reduce the peak flow rate by 15.5%. Installing six rainwater tanks of 500$m^3$ volume in the area can reduce the peak flow rate by 28%. Three tanks which is concentrated in the middle region can reduce peak rate more than evenly distributed tanks. The method and results found from this study can be used for the design and performance prediction of DRMS at a flood prone area by supplementing the existing sewer system without increase of the sewer capacity.

Analysis of Rainfall-Runoff Characteristics by Improvements to the Roughness Coefficient in a Storm Sewer System (우수관거 조도계수 개선에 따른 강우-유출 특성 분석)

  • Rapid industrialization and urbanization have resulted in an increase in impervious areas and an increase in runoff, therefore, this causes more flooding and damage in urban areas. This study has analyzed the effects of improvements to the roughness coefficient in storm sewer pipes on flood runoff and outflow through rainfall-runoff simulations. The simulations are implemented by three scenarios to evaluate effects of improvements to the roughness coefficient for the improved length ratio to the total length, diameters and mainlines of sewer pipes. The size and length of the sewer mains are large and long to effectively increase the flow rate to the outlet, secure the passage discharge capacity of the pipe and reduce the overflow. It is effective for flood reduction that the improvement to roughness coefficient is first conducted in mainlines with longer lengths and larger diameters. The results from this study can provide a guideline for prioritizing of the sewer pipe replacement.

Livelihood Risk Reduction for Artisanal Fisheries Communities due to Climate Change in Coastal Area of Bangladesh (방글라데시 해안지대 기후변화에 따른 영세 어업인 생계 위험 경감 방안)

  • This study aimed to suggest an alternative income generation (AIG) for local artisanal fisheries communities in the southern coastal area of Bangladesh, which is vulnerable to climate change. To analyze the problems of local artisanal fisheries caused by climate change, field surveys and in-depth interviews with fishermen and government officials were conducted. Livelihood risk factor (LRF) in the marine fishing sector included reduction of fishing days and fish production and damage to fishing vessels and fishing gear due to cyclone and sea-level rise. LRF in the aquaculture sector included cultured fish escape, reduction of aquaculture production, and water pollution due to Monsoon flood. A common challenge for two sectors was high interest rate on commercial loans. Small-scale tank aquaculture is recommended as AIG for securing income of artisanal fisheries communities. In the early stages of dissemination of small-scale tank aquaculture technology, it is necessary to prevent fishermen from struggling to repay high-interest rate loans through technology transfer and facility support by official development assistance. The aquaculture training center, along with the technical education, will also contribute toward expansion of local distribution network and marketing support to establish a value chain for local artisanal fisheries communities.

An Experimental Study on Soil Loss Rate of Recovery Soil Technique at High Water Revetment (고수호안 복토공법의 토양 유실율에 관한 실험적 연구)

  • Recently, to ensure the stability of flood control, instead of removal of concrete revetment, the vegetation mat method has been widely used on the recovery soil. However, the recovery soil method often failed to be stable against the flood, which caused the economic loss. In this study, the rate of soil loss and the velocity distribution on high water revetment are evaluated by the hydraulic experiments. The maximum difference of the soil loss rate was 52% depending on the vegetation. The reduction of the soli loss rate according to the vegetation is large when the revetment slope is steep. The maximum soil loss rate is 19.5% when there is no vegetation.

  • The Storm Water Management Model(SWMM) by EPA is a dynamic rainwater-runoff simulation model used for single event or long-term simulation of runoff quantity and quality from primarily urban areas. The SWMM simulation program is operated by the site area, the weather date, conduit plan etc. on reference region. The purpose of this study was to analyze flood area, the duration of flooded and surcharged on the reference region. Without rainwater stored tank, the area of flooded and surcharged on reference area is similar to the area of reference region. But, With rainwater stored tank, the area of flooded and surcharged on reference area is much reduced compared to without rainwater stored tank. According to SWMM simulation results, the rainwater stored tank is located closer to site is more effective for reduction of duration of flooded and surcharged and flow rate.

  • The variation of hydraulic and hydrologic aspect of urban area according to the strongly seasonal variation of rainfall and the increment of urbanization has caused the runoff variation and increased the flood damage, and thus made a difficulty to manage water resources in urban area. Recently, as a part of efforts to resolve these problems, the facilities for reducing runoff increasing due to urbanization have a tendency to install in our country. In this study, more effective Infiltration-Storage System(ISS) is proposed and its reducing effect is analyzed by hydraulic experimental study. The infiltration characteristics of runoff reduction facilities are examined as varying artificial rainfall and a material of infiltration layers being able to consider the influence of urban development. As a result of comparison of infiltration rate of the upper and lower parts, the infiltration rate in the lower part is larger than that of the upper part. Thus, the ISS is more available than existing runoff reduction facilities. Results obtained in this study can be provided fundamental data for improvement of existing runoff reduction facilities and practical use of ISS.

Effects of the water level reduction and the flow distribution according to change of the side weir location in detention reservoir (홍수조절지 횡월류위어의 위치 변화에 따른 수위 저감 및 유량 분담 효과)

  • The detention reservoir is a hydraulic structure that constructs a levee on the inland of river and sets up side weir in a section of the levee, and this facility stores a part of the flood volume in case of a flood event over a certain scale. In order to optimize the operation of detention reservoir, it is necessary to review the linkage with existing facilities in the river. In this study, the effect of water level reduction and the flow distribution was analyzed according to the location of the side weir in the detention reservoir considering the run-of-the-river gate. Two radial gates were installed in the experimental channel, and the water level in channel and the overflow of weir were measured by moving the location of the side weir upstream from the gate. As a results of experiment, it was confirmed that the water level reduction is more remarkable as the location of the side weir was closer to the gate, and the effect of flow distribution is not greatly changed. When two or more side weirs were operated, it is confirmed that the sufficient storage space was secured and the water level reduction effect with the location of the side weir is not large. In addition, the water level reduction rate according to the location of the side weir was estimated by empirical formula and it is provided as basic data that can be used in the planning of the detention reservoir.

A Study on the Peak Runoff Reduction Effect of Seolleung·Jeongneung Zone by Applying LID(Low Impact Development) System based on the Landscape Architectural Technology (조경기술기반 LID 시스템 적용을 통한 선릉·정릉 권역의 첨두유출량 분석)

  • This study analyzed hydrological changes of stormwater runoff of Seolleung Jeongneung zone according to the application of LID system based on landscape Architectural technology. The results are as follows. First, when flooding occurred in Gwanghwamun in July 27, 2011, the maximum instantaneous rainfall amount was 183 mm/hr recorded at 10:00 on 27th for 10 minutes, and it was confirmed that rainfall intensity more than three times as high as the maximum rainfall of 57.5 mm/hr. Second, it is possible to control peak flow rate in the case of 1,500mm of soil thickness, so that it is possible to improve the vulnerability of flood damage in Seolleung and Jeongneung zone when applying the LID system. Third, in the berm height scenario, peak flow rate control was not controled in all depth level models, but the first stormwater runoff was delayed by 4 hours and 10 minutes compared to the soil thickness scenario. It was interpreted as a relatively important indicator the soil thickness for the initial stromwater runoff reduction and the berm height for the peak runoff. Through this, the systematic adaptation of landscape-friendly ecological factors within the cultural property protection zone could theoretically confirm the effects of flood disaster prevention.

Analysis of Stormwater Runoff Characteristics for Spatial Distribution of LID Element Techniques using SWMM (SWMM 모형을 이용한 LID 요소기술의 공간적 분포에 따른 우수유출특성 분석)

  • As the storm water runoff characteristics in urban areas have changed owing to urbanization, centralized facilities to reduce the urban flood runoff had been implemented. On the other hand, because they have their limitations, LID (Low Impact Development) of the distributed facilities for storm water runoff reduction is being actively planned and applied. The purpose of this study was to analyze the runoff characteristics for the spatial distribution of typical LID element techniques. This study set a study basin consisting of the five subbasins with the same basin and drainage systems, and analyzed the flood runoff characteristics from the two scenarios, one is for the locations and the other is for the number of green roofs (GR) and permeable pavement (PP), respectively, selected as typical LID element techniques. The SWMM implementation results showed that GR reduces 11.07% of the total and 3.42% of the peak amounts of storm water runoff, and PP leads to 18.09% of the total and 17.94% of the peak discharge reduction for a subbasin. Such a reduction rate is constant regardless of the LID locations, and increases linearly with the number of LID applications. The different runoff reduction rates between the GR and PP applications appear to be due to the effects of the different hydraulic conductivities in the control parameters for each LID.

Scenario-based Flood Disaster Simulation of the Rim Collapse of the Cheon-ji Caldera Lake, Mt. Baekdusan (시나리오에 따른 백두산 천지의 외륜산 붕괴에 의한 홍수재해 모의)

  • Volcanic eruptions alone may lead to serious natural disasters, but the associated release of water from a caldera lake may be equally damaging. There is both historical and geological evidence of the past eruptions of Mt. Baekdusan, and the volcano, which has not erupted for over 100 years, has recently shown signs of reawakening. Action is required if we are to limit the social, political, cultural, and economic damage of any future eruption. This study aims to identify the area that would be inundated following a volcanic flood from the Cheon-Ji caldera lake that lies within Mt. Baekdusan. A scenario-based numerical analysis was performed to generate a flood hydrograph, and the parameters required were selected following a consideration of historical records from other volcanoes. The amount of water at the outer rim as a function of time was used as an upper boundary condition for the downstream routing process for a period of 10 days. Data from the USGS were used to generate a DEM with a resolution of 100 m, and remotely sensed satellite data from the moderate-resolution imaging spectroradiometer (MODIS) were used to show land cover and use. The simulation was generated using the software FLO-2D and was superposed on the remotely sensed map. The results show that the inundation area would cover about 80% of the urban area near Erdaobaihezhen assuming a 10 m/hr collapse rate, and 98% of the area would be flooded assuming a 100 m/hr collapse rate.
