An Analysis of Long-Term River Bed Changes using Surface-water Modeling System (SMS) Model: A case study of the Pochon stream basin (SMS 모형을 이용한 포천천 유역에서의 장기하상변동 분석)

  • More precise estimation of the bed change, primary cause of flood damage, has been recognized significant for designs of levees and other river facilities. In this study, the long-term bed change was examined as the application of the relatively new Surface-water Modeling System (SMS) Model because there has not been broad verification of the model empirically on river of South Korea. This 2-dimensional model was used to examine the bed change of Pochon Stream Basin, a tributary of Imjin River, where heavy rain damages annually occur. First, in order to verify the model, the simulating period was set from 1986 to 1998 because of the existence of the field measurements. Cross sectional field measurements of 1986 were used for the initial condition and output were compared and analyzed with the observed cross sectional data in 1998. As the results of the verification, the comparison in lateral and streamwise bed level between results from the model and the field measurements showed a reasonable agreement except for the some cases of local scours. However, in terms of the quantitative comparison, the change of the bed elevations for each cross section for 1998 was rather underestimated than that of the field measurements.

  • 최근 지구온난화와 같은 기상이변으로 인하여 많은 재해가 유발되고 있으며, 태풍이나 집중호우와 같은 강우현상으로 하천의 범람 등의 홍수피해가 해마다 증가하고 있다. 이러한 가운데 하천에서의 홍수 피해 발생을 예방하기 위한 방법의 하나로 홍수 예 경보 시스템의 구축이 있으며, 우리나라에서는 1974년부터 한강홍수통제소에서 홍수 예 경보 시스템을 구축하여 운영하고 있다. 남한강 유역의 경우 북한강보다 유역면적은 1.6배 넓지만 홍수조절능력을 지닌 구조물로는 충주댐이 유일하며, 충주댐의 저수량은 북한강의 소양강댐보다도 적기 때문에 북한강보다 홍수의 위험이 더 높다고 볼 수 있다. 이에 충주댐에서의 저수위와 방류량은 남한강 유역의 홍수발생에 직접적 영향을 미치며, 실제로 2006년 집중호우 당시 상류의 단양지역과 하류의 여주지역에서는 충주댐의 저수위와 방류량 운영을 두고 많은 논쟁이 야기된 적이 있었다. 본 연구에서는 남한강 유역의 홍수 예 경보 활용을 위하여 HEC-RAS 모형을 이용한 수리학적 모형을 구축하였다. 수리학적 모형을 구축하기 위해 하도측량 자료와 하천정비기본계획서를 이용하여 모형의 단면을 구축하였다. 또한 모형의 정확성을 위하여 최근 가장 큰 홍수피해가 발생한 2006년 홍수사상 자료를 이용하여 모형의 보정을 실시하였으며, 적용성과 신뢰성 검토를 위하여 2003년~2005년, 2007년~2008년에 발생한 홍수사상 자료를 이용하여 모형의 검증을 실시하였다.

  • 국내 홍수빈도해석 지침서 제공을 위한 기초 연구로서 미국 홍수빈도해석 지침서인 Bulletin 17B과 같이 국내 적합한 홍수빈도해석 기법을 제시하고자 하였다. 홍수빈도해석 지침서의 핵심은 확률분포형과 매개변수 추정법을 제시하는 것이며 이에 GEV(Generalized Extreme Value), GLO(Generalized Logistic) 분포, B-GLS(Bayesian Generalized Least Square) 기법을 대상으로 다양한 연구를 수행하였다. B-GLS 기법을 이용하여, 국내 대유역에 골고루 위치하며 댐의 영향을 받지 않는 31개 지점의 연최대 일유량 시계열의 L-변동계수(L-moment coefficient variation)와 L-왜도계수(L-moment coefficient skewness)를 추정할 수 있는 회귀모형을 제안하였다. 위 회귀모형을 구성하기 위한 유역특성으로는 유역면적, 유역경사, 유역평균강우 등을 사용하였다. Bayesian-GLS(B-GLS) 적용 결과를 OLS(Ordinary Least Square) 및 B-GLS 기법에서 지점간의 상관관계를 고려하지 않는 Bayesian-WLS(Weighted Least Square)와 비교 평가하여 그 우수성을 입증하였다. 따라서 본 연구에서 제안된 B-GLS에 의한 지역회귀모형은 국내의 미계측유역이나 또는 관측 길이가 짧은 계측유역의 홍수빈도분석을 위해 매우 유용할 것으로 기대된다. 또한 수행된 연구의 내용을 공론화하는 노력이 계속된다면 공감대가 형성된 가이드라인을 제정되는데 일조를 하리라 확신한다.

Inundation Analysis of Suyoung.Mangmi Lowland Area Using SWMM and FLUMEN (SWMM과 FLUMEN을 이용한 수영.망미 저지대의 침수 분석)

  • Recent rainfall patterns in Korea show that both of the total amount of rainfall and the total number of heavy rain days have been increased. Therefore, the damage resulted from flood disaster has been dramatically increased in Korea. The purpose of the present study is to analyze flooding in an urban area using SWMM linked with FLUMEN. The study area is Suyeong-Mangmi lowland area, Busan, Korea. Suyeong-Mangmi lowland area have been a flooding hazard zone since 1995. The last flooding cases of this area occurred on July 7th and 16th, 2009, and the later flooding case was analyzed in this study. The first step of computation is calculating flow through storm sewers using the urban runoff simulation model of SWMM. The flooding hydrographs are used in the inundation analysis model of FLUMEN. The results of inundation analysis were compared with the real flooding situation of the study area. The real maximum inundation depth was guessed by 1.0 m or more on July 16th. The computation yields the maximum inundation depth of 1.2 m and the result was somewhat overestimated. The errors may be resulted from the runoff simulation and incapability of simulation using FLUMEN for flow into buildings. The models and procedures used in this study can be applied to analysis of flooding resulted from severe rainfall and insufficiency of drainage capacity.

Analysis of Flood Characteristics at Confluence by Lateral Inflow (횡유입에 의한 합류부 홍수특성 분석)

  • Flow separation of recirculation zone by increasing of flow and change of its direction at confluence results in backwater due to conveyance reduction. The hydraulic characteristics of flow separation are analysed by experimental results of flow ratios of tributary and main streams and approaching angles. The boundary of flow separation by dimensionless length and width is defined by the streamline of zero and this definition agrees well to the existing investigation. Because flow separation doesn't appear in small flow ratio and approaching angle of $30^{\circ}$, the equation of flow separation with flow ratio and approaching angle is provided. In flow separation consideration and comparing with previous results, the existing equations of dimensionless length and width ratios by function of approaching angle, flow ratio, and downstream Froude number are modified and also contraction coefficient and shape factor are analysed. Dimensionless length and width ratios are proportional to the flow ratio and approaching angle. In analysis of water surface profiles, the backwater effects are proportional to the flow ratio and approaching angle and the magnitude at outside wall is greater than that of inside wall of main stream. The length, $X_l$ from the beginning of confluence to downstream of uniform flow, where the depth is equal to uniform depth, is characterized by width of stream, flow ratio, approaching angle, and contraction coefficient. The ratios between maximum water depth by backwater and minimum depth at separation are analysed.

Understanding the Current State of Deep Learning Application to Water-related Disaster Management in Developing Countries

  • Availability of abundant water resources data in developing countries is a great concern that has hindered the adoption of deep learning techniques (DL) for disaster prevention and mitigation. On the contrary, over the last two decades, a sizeable amount of DL publication in disaster management emanated from developed countries with efficient data management systems. To understand the current state of DL adoption for solving water-related disaster management in developing countries, an extensive bibliometric review coupled with a theory-based analysis of related research documents is conducted from 2003 - 2022 using Web of Science, Scopus, VOSviewer software and PRISMA model. Results show that four major disasters - pluvial / fluvial flooding, land subsidence, drought and snow avalanche are the most prevalent. Also, recurrent flash floods and landslides caused by irregular rainfall pattern, abundant freshwater and mountainous terrains made India the only developing country with an impressive DL adoption rate of 50% publication count, thereby setting the pace for other developing countries. Further analysis indicates that economically-disadvantaged countries will experience a delay in DL implementation based on their Human Development Index (HDI) because DL implementation is capital-intensive. COVID-19 among other factors is identified as a driver of DL. Although, the Long Short Term Model (LSTM) model is the most frequently used, but optimal model performance is not limited to a certain model. Each DL model performs based on defined modelling objectives. Furthermore, effect of input data size shows no clear relationship with model performance while final model deployment in solving disaster problems in real-life scenarios is lacking. Therefore, data augmentation and transfer learning are recommended to solve data management problems. Intensive research, training, innovation, deployment using cheap web-based servers, APIs and nature-based solutions are encouraged to enhance disaster preparedness.

Analysis on Rainwater Harvesting System as a Source of Non-Potable Water for Flood Mitigation in Metro Manila (마닐라의 홍수저감을 위한 잡용수 대체자원으로서의 가정용우수저류시설 분석)

  • Excessive precipitation, drought, heat waves, strong typhoons and rising sea levels are just some of the common indicators of climate change. In the Philippines, excessive precipitation never failed to devastate and drown the streets of Metro Manila, a highly urbanized and flood-prone area; such problems are expected to occur frequently. Moreover, the water supply of Metro Manila is dependent only to Angat Reservoir. Rainwater harvesting can serve as an alternative source of raw water and it can mitigate the effects of flooding. The harvested rainwater can be used for: potable consumption if filtered and disinfected; and non-potable consumptions (e.g., irrigation, flushing toilets, carwash, gardening, etc.) if used untreated. The rainfall data were gathered from all 5 rainfall stations located in Metro Manila namely: Science Garden, Port Area, Polo, Nangka and Napindan rain gauge stations. To be able to determine the potential volume of rainwater harvested and the potentiality of rainwater harvesting system as an alternate source of raw water; in this study, three different climatic conditions were considered, the dry, median and wet rainfall years. The frequent occurrence of cyclonic events in the Philippines brought significant amount of rainwater that causes flooding in the highly urbanized region of Metro Manila. Based from the results of this study, the utilization of rainwater harvesting system can serve as an alternative source of non-potable water for the community; and could also reduce the amount of surface runoff that could result to extreme flooding.

Flood Runoff Computation for Mountainous Small Basins using WMS Model (WMS 모형을 활용한 산지 소하천 유역의 유출량 산정)

  • The frequency of flash floods in mountainous areas is increasing due to the abnormal weather that occurs increasingly in the recent, and it causes human and material damages is increasing. Various plans for disaster mitigation have been established, but artificial plans such as raising embankment and dredging operation are inappropriate for valleys and rivers in national parks that prioritize nature protection. In this study, flood risk assessment was conducted for Gyeryongsan National Park in Korea using the WMS (Watershed Modeling System)which is rainfall runoff model for valleys and rivers in the catchment. As the result, it was simulated that it is flooding in three sub-catchments (Jusukgol, Sutonggol, Dinghaksa) of a total in Gyeryongsan National Park when rainfall over the 50 years return period occurs, and it was confirmed that the risk of trails and facilities what visitors are using was high. The risk of trails in national parks was quantitatively presented through the results of this study, and we intend to present the safe management guidelines of national parks in the future.

  • This Study deals with the comparative analysis on the estimation of surface soil erosion volume between South and North Korea using RUSLE model in Imjin River basin located on DMZ of Central Korea. Comparatively North Korea areas have been more eroded three times as much as South Korea parts. Because of cropland development such as com Held in the hillslope, in North Korea, more surface soil erosion and transportation to the river bed has given rise to frequent flood hazards. It seems that the study can dedicate to mitigation of environmental problems such as soil erosion and flooding in unaccessible Imjin River basin located on DMZ.

A Flood Mitigation Safety Analysis for Yongdam Dam against the Future Climate Change (미래 기후변화에 대한 용담댐 치수안전도 분석)

  • 지역규모의 기후변화 모의결과를 이용하여 금강유역 용담댐의 홍수기 치수안전도에 대한 민감도분석을 수행하였다. 기후변화 모의에 사용된 SNURCM(Seoul National University Regional Climate Model)은 미국 National Center for Atmospheric Research의 Community Climate System Model의 전지구모형을 기반으로 spectral nudging 기법을 사용한 공간해상도 30 km, 연직 21층의 지역기후모형이다. 기후변화 시나리오로는 SRES 'B1'이 사용되었으며 과거 control run에 대한 기후모의 정확도 분석을 통하여 SNURCM 기상자료를 관측치와 비교한 결과 면적강우량을 다소 과소추정하였고 이점을 감안하여 SNURCM의 일 모의결과에 보정 계수를 적용하였다. 하천유출량은 SSARR 모형을 이용하여 SNURCM 모의가 수행된 전체기간을 $1980{\sim}1999$년과 $2000{\sim}2019$년으로 20년씩 나누어 용담댐 일 유입량을 산정하여 통계분석을 실시하였고 과거와 미래 20년 동안을 비교하여 본 결과 (1) 유량의 평균보다는 분산이 미래 20년 동안 증가하여 가뭄과 홍수에 대한 위험도가 증가함을 알 수 있었고, (2) 특히 연최대유량 또한 미래 20년 동안 상당히 증가하여 홍수기 치수대책이 더욱 중요해질 것으로 판단되었다. 마지막으로 용담댐 운영은 범용 시스템분석 도구인 STELLA(System Thinking Experimental Learning Laboratory with Animation) 상에서 GUI로 구현하여 유입량 변화에 따른 용담댐 치수안전도 변화를 모의해 보았다. 용담댐의 홍수기 운영은 저수지 수위가 제한수위를 초과하기 시작하면 Rigid ROM 발효하여 방류량을 결정하도록 구성하였고, 무효방류(spill)가 일어나는 현상을 실패로 가정하여 이에 대한 신뢰도(reliability), 회복도(resiliency), 그리고 심도(vulnerability)를 치수안전도 지표로 계산하였다. 전체기간을 1980년${\sim}$1999년, 2000년${\sim}$2019년, 2000년${\sim}$2009년, 그리고 2010년${\sim}$2019년까지 총 4구간으로 나누어 결과를 도출하였으며 예상한 바와 같이 후반기 20년 동안에 세 가지 지표가 취약해 지는 것을 확인할 수 있었고, 특히 2000년부터 2009년까지 10년 동안에는 더욱 취약해짐을 확인할 수 있었다.
