Optmized Design for Flood Mitigation at Sea Side Urban Basin (해안 도시유역의 수재해 저감설계 최적화 기법 연구)

  • Extreme events, such as Winnie(1987), Rusa(2002), Maemi(2003) at sea-side urban area, resulted not only economic losses but also life losses. The Korean sea-side characterisitcs are so complicated thar the prediction of sea level rise makes difficult. Geomophologically, Korean pennisula sits on the rim of the Pacific mantle so the sea level is sensitive to the surges due to earth quake, typoon and abnormal climate changes. These environmetns require closer investigation for the preparing the inundatioin due to the sea level rise with customized prediction for local basin. The goal of this research is provide the information of inundation risk so the sea side urban basin could be more safe from the natural water disastesr.

Urban Flood Risk Assessment Considering Climate Change Using Bayesian Probability Statistics and GIS: A Case Study from Seocho-Gu, Seoul (베이지안 확률통계와 GIS를 연계한 기후변화 도시홍수 리스크 평가: 서울시 서초구를 대상으로)

  • This study assessed urban flood risk using a Bayesian probability statistical method and GIS incorporating a climate change scenario. Risk is assessed based on a combination of hazard probability and its consequences, the degree of impact. Flood probability was calculated on the basis of a Bayesian model and future flood occurrence likelihoods were estimated using climate change scenario data. The flood impacts include human and property damage. Focusing on Seocho-gu, Seoul, the findings are as follows. Current flood probability is high in areas near rivers, as well as low lying and impervious areas, such as Seocho-dong and Banpo-dong. Flood risk areas are predicted to increase by a multiple of 1.3 from 2030 to 2050. Risk assessment results generally show that human risk is relatively high in high-rise residential zones, whereas property risk is high in commercial zones. The magnitude of property damage risk for 2050 increased by 6.6% compared to 2030. The proposed flood risk assessment method provides detailed spatial results that will contribute to decision making for disaster mitigation.

New Flood Hazard Mapping using Runoff Mechanism on Gamcheon Watershed (유출메커니즘을 활용한 감천유역에서의 새로운 홍수위험지도 작성)

  • This study performs the potential flood hazard analysis by applying elevation data, soil data and land use data. The susceptibility maps linked to elevation, soil and land use are combined to develop the new types of flood hazard map such as runoff production map and runoff accumulation map. For the development of the runoff production map, land use, soil thickness, permeability, soil erosion and slope data are used as runoff indices. For the runoff accumulation map, elevation, knick point and lowland analysis data are used. To derive an integrated type of flood potential hazard, a TOPSIS (The Technique for Order of Preference by Similarity to Ideal Solution) technique, which is widely applied in MCDM (Multi-Criteria Decision Making) process, is adopted. The indices applied to the runoff production and accumulation maps are considered as criteria, and the cells of analysis area are considered as alternatives for TOPSIS technique. The model is applied to Gamcheon watershed to evaluate the flood potential hazards. Validation with large scale data shows the good agreements between historical data and runoff accumulation data. The analysis procedure presented in this study will contribute to make preliminary flood hazard map for the public information and for finding flood mitigation measures in the watershed.

Development and application of the estimation method of flood damage in the ungauged basin using satellite data (위성자료를 활용한 미계측유역의 홍수피해액 추산기법 개발 및 적용)

  • Economic analysis is a basic step in establishing disaster mitigation measures, but it is difficult to verify the results due to uncertainty. Therefore, the scope of investigation and analysis is wide. However, it is difficult to predict the amount of damage caused by flooding because the collection of relevant data is limited in the ungauged basin. In this study, distributed runoff analysis and flooding analysis were performed, and a method of estimating the amount of flood damage in the ungauged basin was proposed using collectible social and economic indicators and flood analysis results. For distributed runoff analysis and flooding analysis, GRM (Grid based Rainfall-runoff Model) and G2D (Grid based 2-Dimensional land surface flood model) developed by Korea Institute of Civil engineering and Building Technology were used. The method of substituting collectible social and economic indicators into the simple method and improvement method was used to estimate the amount of flood damage. As a result of the study, it was possible to estimate the amount of flood damage using satellite data and social and economic indicators in the ungauged basin.

A Study on Water-level Rise Behavior Curve using Historical Record (기왕자료를 이용한 수위상승거동곡선에 관한 연구)

  • The comprehension of water-level behavior in rivers is essential for effective flood and river environmental management. The objective of this study is to propose a methodology that can be used by field engineers engaged in actual practice, to readily identify the characteristics of water-level behavior during flood events. To this end, a total of 45 historical water-level records from 2010 to 2022 year, which provide flood information for the flood vulnerable districts of the Han River, were obtained. A Water-level Rise Behavior Curve (WRBC) was developed and suggested to quantify the amount of water-level rise per unit time during flood. As a result, the water-level rises by more than 80% of the total rise within the first 6.2 hours, followed by a gradual rise. The time required to achieve a particular equilibrium varied depending on the area and runoff characteristics of the upstream. Furthermore, the study revealed that the WRBC provides a statistical representation of the water-level rise trend during floods, and can be effectively utilized for flood mitigation measures in waterfront spaces and irrigation facilities.

Development of Urban Inundation Analysis Model Using Dual-Drainage Concept (Dual-Drainage 개념에 의한 도시침수해석모형의 개발)

  • An urban inundation model coupling an one-dimensional stormwater model, SWMM(Storm Water Management Model), and a two-dimensional inundation model was developed to simulate inundation caused by the surcharge of storm sewers in urban areas. The limitation of this model which can not simulate the interaction between drainage systems and surcharged flow was resolved by developing Dual-Drainage inundation analysis model which was based upon hydraulic flow routing procedures for surface flow and pipe flow. The Dual-Drainage inundation analysis model can simulate the effect of complex storm drainage system. The developed model was applied to Dorim, catchment. The computed inundated depth and area have good agreement with the observed data during the flood events. The developed model can help the decision support system of flood control authority for redesigning and constructing flood prevention structures and making the potential inundation zone, and establishing flood-mitigation measures.

  • Various facilities in the river working in a complex interdependence network result in both desired and adverse effects. Among these, the weir crossing the river continuously acts in various ways, such as securing river maintenance flow and water level during dry-period, and rising flood level during rainy period. Until now, weir planning was only limited to flood mitigation management. Recently, the demand for securing river environment functions is increasing. Therefore, the necessity for an environmental flow has emerged. Nevertheless, there is no analysis and evaluation of the ecological functional aspects applying the environmental flow when planning facilities. Therefore, this study aimed to develop and systematize an assessment method that considers not only flood control but also river environment. Environmental flow was applied to the weir named Dondaet-bo and hydraulic analysis was conducted for each retention, demolition, and re-installation case. Also, this research was conducted to minimize the impact on the surrounding river facilities and flood assessments from previous perspectives were performed. The study result demonstrated a plan to reinstall the weir as a natural riffle. Through this study, it is expected that the flood control and environmental functions of rivers can be secured in combination.

Evaluation of Levee Reliability by Applying Monte Carlo Simulation (Monte Carlo 기법에 의한 하천제방의 안정성 평가)

  • The safety of levee that depends on the river flood elevation has been regarded as very important keys to build up various flood prevention systems. However, deterministic methods for computation of water surface profile cannot reflect the effect of possible inaccuracies in the input parameters. The purpose of this study is to develop a methodology of uncertainty computation of design flood level based on steady flow analysis and Monte Carlo simulation. This study addresses the uncertainty of water surface elevation by Manning's coefficients, design discharges, river cross sections and boundary condition. Monte Carlo simulation with the variations of these parameters is performed to quantify the variations of water surface elevations in a river. The proposed model has been applied to the Kumho-river. The reliability analysis was performed within 38.5 km (95 sections) reach considered the variations of the above-mentioned parameters. Overtopping risks were evaluated by comparing the elevations of the flood condition with the those of the levees. The results show that there is a necessity which will raise the levee elevation between 1 cm and 56 cm at 7 sections. The model can be used for preparing flood risk maps, flood forecasting systems and establishing flood disaster mitigation plans as well as complement of conventional levee design.

  • Scour plays a principal role in maintaining stability and durability of bridges. Especially, in case of severe flood events, flow rate getting increase in a short time, scour can impede the functioning of bridges to the extent that they must be taken out of operation, and even can imperil their stability and structural integrity. In Korea, about 100 bridges were collapsed or damaged every you. Sufficient field investigation, however, was not made and, therefore, no adequate countermeasure for scouring is available. In this study, literature on scour-protection methods are reviewed and data on countermeasures of scouring which were collected through field investigation in central region of Korea are analyzed.

  • In this study, a two-dimensional unstructured finite volume model based on the shallow-water equations and well-balanced HLLC scheme is developed. The model is verified by applying to various one- and two-dimensional problems related to the analyses of dam-break wave. The predicted numerical results agree very well with available analytical solutions and laboratory measurements. The model provides slightly more accurate results compared with the existing models.
