A Study on the Efficiency of Fishing-Ports Based on Super-SBM (Super-SBM을 이용한 어항의 효율성분석에 관한 연구)

  • This study is to analyze the efficiency of Korean fishing ports using DEA. First, the study calculated the efficiency scores based on a CCR-BCC framework and hence technical, pure technical, and scale efficiency scores are seperated for the 38 fishing ports under study. The Average of technical, pure technical, and scale efficiency are turned out to be 0.6834, 0.8582, and 0.7774 respectively. The 15 fishing ports are fully efficient under the constant returns to scale while 21 fishing ports under the variable returns to scale. Second, the super efficiency scores are also calculated under the radial model without the consideration of slacks. The highest score is turned out to be 4.4984 for the P16 fishing port with the average score of 0.9652 for the entire fishing ports. Nevertheless, P16 fishing port has showed up only once as a reference set. On the other hand, P34 fishing port has showed up 11 times as a reference set, which scored the second highest score of 2.9815. Finally the super efficiency scores are calculated under the non-radial model with the explicit consideration of slacks. Now the P34 fishing port scored the highest score of 2.3424 with even 15 times referred to a bench-mark. Therefore the importance of P34 fishing port is emphasized once again on the field of bench-marking for the efficiency of fishing ports. When the targets for the input factors to improve the efficiency of each DMU are calculated the area of fishing port needs the most adjustment to be reduced for 40.36% on the average, while the cosignment sales area does the least adjustment for 13.70%.

  • In Korea, deep-sea fishing industry is faced with pressure of being thrown out of business, because of the upcoming unfavorable business conditions such as the fishing regulation of coastal countries, Korea-US Free Trade Agreement(KORUS FTA), and the other socio-economic changes. Hence, we present an evaluation of future business competitive for the deep-sea fishing industry so that the government can develop a concession plan for the deep-sea fishing industry by utilizing the results of this study. In efficiency analysis of deep-sea fishing industry, the decision maker may have two problems: (1) how to deal with multiple inputs and outputs of deep-sea fishing industry and (2) how to assign the weights on different inputs and outputs, In this paper, we proposed to use Data Envelopment Analysis (DEA) to estimate efficiency of deep-sea fishing industry with multiple inputs and outputs. In the DEA, The direct impact of KORUS FTA, fishing regulation of coastal countries, fishing charges, and competitive fishing conditions were used as input parameters while the profitability and secured fishing quarters, as outputs. The results of DEA-BCC model indicate that 6 out of 12 DUMs have better efficiency under variable return to scale assumption.

Analysis of efficiency of fishing operation by the change in the size of coastal composite fishing boat (연안복합어선의 크기 변화에 따른 어로작업 효율 분석)

  • This study collected and analyzed the fishing process of existing fishing boat and newly built fishing boat by using the video observation methods to understand the improvement of fishing operation efficiency and safety according to the scale change of coastal composite fishing boat. The fishing operation efficiency was calculated by analyzing the frequency of movement, the movement distance and the moving time per basket used in the fishing process to derive the improvement of the newly built fishing boat compared to the existing fishing boat. It was confirmed that the mean frequency of movements decreased to 13.9%, the average moving time decreased to 21.8%, the mean movement distance increased to 20.5% and the movement through the top of gunwale did not occur. Movement of frequency, increased and time according to the fishing operation were directly affected by the width of side passages and the presence or absence of walking obstruction such as bulwark stay, hatch coaming and fishing gears on deck. The results of this study are expected to be used as basic data for redesigning into a safe and efficient coastal composite fishing boat in the future.

  • Fishing efficiency of the squid jigging vessel using the LED and metal halide fishing lamp combination was analyzed to reduce the cost for fishing operation utilizing the fishing light system for high degree of efficiency in the squid jigging fishery (one of the representative coastal and offshore fisheries in Korea). This study aims to improve the nature of existing LED lamps and to develop fan-shaped LED lights having 180W of power and ${\pm}45^{\circ}$ angle of light intensity distribution. The marine experiment for making a comparison of their fishing efficiency was tested by a 9.77 tons fishing vessel from Oct. through Dec. 2012. As a result, experimental fishing vessel showed slightly higher fishing efficiency than the average of metal halide lamp-equipped vessel and 20% energy savings. This means that the combination of LED and metal halide lamps would provide an efficient way to lower energy consumption while maintaining fishing efficiency.

  • This study surveyed the fishing efficiency for Japanese common squid based on improvements made to LED fishing lamps by utilizing the training ship of Gangwon Provincial College. The training ship, Haesong-ho (24 tons), was equipped with seventy-two 150W electric power LED fishing lamps (10.8kW), and their fishing efficiency and fuel consumption level were surveyed for a total of ten times during the period between June 15, 2009 and July 27, 2009. In addition, the training ship was equipped with seventy-one 300W electric power LED fishing lamps (21.3kW) and their fishing efficiency and fuel consumption level were surveyed for a total of five times during the period between January 17, 2010 and August 4, 2010. In order to compare the fishing efficiency of LED fishing lamps, the catch of another fishing vessel equipped with Metal Halide (MH) fishing lamps of 120kW for the same period and at the same fishing grounds. The fuel consumption levels during the fishing operation of Haesong-ho was about 1,047.7 liters which was approximately 19.9% of the total fuel consumption level of 5,262.6 liters, and the fuel consumption level per operation hour was on average 9.2 liters. The number of Japanese common squid caught by the LED fishing lamp-equipped fishing vessel ranged from 12 to 1,640 squid for each fishing trial and the average quantity was 652. The number of Japanese common squid caught by the MH fishing lamp-equipped 10 fishing vessels ranged from 40 to 4,800 squid and the average quantity was 2,055. The fishing of Japanese common squid was done by the use of hand lines and an automatic jigging machine. The number of Japanese common squid caught per hand line and a single roller of the automatic jigging machine was in the proportion of 50.8% to 49.2% with respect to the LED fishing lamp-equipped fishing vessel. However, the number of Japanese common squid caught per hand line and a single roller of the automatic jigging machine was in the proportion of 86.4% to 13.6% with respect to the MH fishing lamp-equipped fishing vessel where most of the catch was made by hand lines. On the other hand, in comparing the number of Japanese common squid caught per automatic jigging machine, the number of squid caught by the LED fishing lamp-equipped fishing vessel was about the same or greater than the number of squid caught by the MH fishing lamp-equipped fishing vessel.

  • Main target of fishing policy was enlargement of fishing catches in Korea after 1960s. This has caused sustainable decrease of the amount on the fisheries resource. In the result, fishing managements in Korea have suffered from aggravation of management. In this research, it is estimated the technical efficiency on Korean Off-shore Stow Nets Fishery that was made publication by Farrel in 1957. According to the analysis, Its were excessive to the gap of technical efficiency among Korean Off-shore Stow Nets Fishing boats. The gaps were excessive not only among each fishing managements but also by tonnage class and by region. Then we can recognize we need the change of Fishing Policy. That is, we should change for main target of fishing policy from enlargement of fishing catches to the policy of Price. And we should consider the supply of standard tonnage boats and specialization of fisheries by regions.

Fishing efficiency of high capacity (360W) LED fishing lamp for squid Todarodes pacificus (대용량 (360W급) LED 집어등의 오징어 어획성능)

  • This study was conducted to investigate the fishing efficiency of an improved LED fishing lamp for squids. A total of 31 fishing operations were carried out with six-crew commercial fishing vessel Haengbok-Ho (24 tons) on which 43.2kW LED was installed, along with 14 automatic jigging machines, from October 6 to November 16, 2012. The 19 fishing vessels with Haengbok-Ho were compared with a control subject was 24 tons or 29 tons. A total illuminating power of metal halide (MH) fishing lamps in the control fishing vessel was either 84kW or 120kW. The number of automatic jigging machines in the control vessels was 8-18 and the number of crews engaged for fishing operation was 3-13. Average fuel consumption of LED fishing vessels during fishing operation was 505.1l which led to an average fuel consumption of 42.7l per hour. LED fishing vessel and MH fishing vessel caught on an average 1,946 squids and 2,439 squids, respectively, during the study period. Crews (hand line and hand reel) caught about 2.2 times the automatic jigging machines for LED fishing vessel and about 2.1 times for MH fishing vessel. Meanwhile, catches by the fishing vessels with LED in the combined total number per one line of automatic jigging machine and per crew were 86.6% of that of the control fishing vessel with MH. Also, fishing vessels with LED per automatic jigging machine achieved 71.8% of catches of that with MH fishing lamp. The catches of squids per the fishing vessel with 1W LED fishing lamp were higher by more than 135.5% of that in the fishing vessel with MH, which showed a good fishing performance even with only the use of a LED fishing lamp.

  • Fishing efficiency of conventional bamboo traps and other traps for eel Conger myriaster, was investigated. The results are as follows: ). The best fishing efficiency was observed when the trap is inclined to the sea bottom with 20 ~ 30 degrees. 2. Plastic traps were better compared with bamboo traps in rigidity and fishing efficiency. 3. Using clips in attaching branch line to main line, the operating time was saved somewhat considerably.

Fishing efficiency of LED fishing lamp for squid jigging vessels (오징어 채낚기어선용 LED 집어등의 어획성능)

  • This study has conducted a comparative analysis on the fishing efficiency of LED fishing lamps by squid jigging vessels, the Yeongrak-ho (16 tons) and Somang-ho (9.77 tons), which operated during September and October 2010 and during October 2011, comparing with MH (Metal Halide) fishing lamp-equipped fishing vessels. This study has also examined vessel's fuel consumption level. The light powers of LED fishing lamps of the Yeongrak-ho and Somang-ho were 25.8kW and 32kW, respectively. Those of the MH fishing vessels, that is, the MH fishing lamp-equipped fishing vessels, were 105kW and 81kW, respectively. The average squid catch in number of an LED vessel, Yeongrak-ho, was 39.2% of the MH fishing lamp-equipped fishing vessels; however, that of the Somang-ho improved to 78.7% of the MH fishing lamp-equipped vessels. Average catch in number by Yeongrak-ho crew was 2.6 times more than catch in number by automatic jigging machines. Average catch in number by MH fishing vessel crew was 1.8 times more than that by automatic jigging machines. An LED vessel, Yeongrak-ho's fishing rate was 17.5%~152.2% of the MH fishing vessels, that is, 61.1% on average, in comparison of combined catch in number per automatic jigging machine and per crewmember. Somang-ho's fishing rate was 6.7%~127.6% of the MH fishing vessels, that is, 73.1% on average. The average fuel consumption level of the Somang-ho, throughout its departure from to arrival at the port, was 475.7l, and that during fishing hours was 109.6l, or 23.0% of the total fuel consumption level. Somang-ho's fuel consumption level per fishing hour was 9.7l on average.

Fishing efficiency by vessel capacity of Korean tuna purse seiners operating in the western and central Pacific Ocean (태평양 수역 우리나라 다랑어선망어업의 선박 역량에 따른 조업 효율성 분석)

  • Tuna purse seine fishery in the western and central Pacific Ocean (WCPO) has been rapidly developed since early 1980s due to massive investment of major distant water fishing nations, and catch by purse seine fishery operating in the WCPO accounts for nearly half of the world's tuna total catch. As fishing efficiency is reflected by not only improving of individual vessel's capacity but also increasing number of active vessel, it is essential to understand vessel capacity for reliable assessment result on how fishery affects stock status of target species. In this study, fishing efficiency was analyzed by main factors which are representative of vessel capacity using fishing data and vessel information related to Korean tuna purse seine fishery operating in the western and central Pacific Ocean from 1992 to 2014. It showed that fishing efficiency of vessel tends to be higher when having larger vessel tonnage, higher engine power, lower vessel age and larger length of vessel. As for fishing efficiency by set type, CPUE of associated set with floating objects was generally higher than that of free school set, and CPUE of free school set seemed to have a greater effect on engine power and vessel age compared to other factors.
