A Study on Traffic Safety Assessments for Fishing Vessels Near the Southwest Sea Offshore Wind Farm

  • The purpose of this study was to analyze traffic safety assessments for fishing vessels near the southwest offshore wind farm. This study applied a collision model for safety assessment. It also involved a spatiotemporal analysis of vessels engaged in fishing to identify fishing hotspots around the offshore wind farm. This study used data from fishing vessel location transmission devices gathered over 1 year in 2014. As a result, in September, when the average number of vessels engaged in fishing is high, 62 ships were operating in fishing section 184-6 and 55 ships in section 184-6. In addition, in fishing sections 184-8 and 192-2, where an offshore wind farm was located, there were 55 and 38 ships operating, respectively. As the recovery period for a seaway near wind farm turbines is 55 years, it was determined that safety measures are required in order to reduce collision frequency while allowing fishing vessels to navigate through offshore wind farms. Meanwhile, the return period of Seaway B between the groups of generators considered was 184 years. A safety zone for offshore wind farms should be installed covering a distance of at least 0.3 NM from the boundary of turbines. Then, the collision return period was derived to be close to 100 years. Through this traffic safety assessment, it has been concluded that such measures would help prevent marine accidents.

  • Most fishing vessels are less than 100 m in length (LBP), which is not mandatory for the IMO standards for ship maneuverability. Therefore, research on estimating the maneuverability of fishing vessel hull shapes are somewhat lacking compared to that of merchant ship hull shapes, and at the design stage, the numerical simulation method developed for merchant ships are applied without modification to estimate the maneuverability. Since this can cause estimation errors, the authors have derived a modified empirical formula that can improve the accuracy of estimating the maneuverability of fishing vessels in a previous study. In this study, using the modified empirical formula, the IMO maneuverability evaluation items, the turning motion test and Z-test simulations were performed on the fisheries training vessel BAEK-KYUNG and compared with the sea trial test result to verify the validity of the modified empirical formula. In conclusion, the modified empirical formula was able to estimate quantitatively and qualitatively similar to the result of the sea trial test. Such a study on estimating the maneuverability of fishing vessels will be a good indicator for fishing vessel operators and will help them analyze marine accidents.

안강망어선에서 조업하는 선원의 위험도 평가 (Risk evaluation of fisher's safety on stow net fishing vessel)

  • Stow net fishery is one of the fishery with high fishing work accidents in southwestern sea of Korea. We conducted to serve as basic data for improving the healthy and safe working environment of fisher using risk assessment process (ISO45001) with fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) from 2016 to 2018. The average occurrence rate of victim in this fishery was 9.04%, 16.7 times more than such rate in all industries. In addition, the average fatality rate was found to have a very serious level management to 31.06‱, 27.7 times more than such rate in all industries. The safety hazards of stow net fishery was more likely to occur by other general industrial groups, with more severe consequences after the accident. According to 4M analysis, 58.6% of all accidents were caused by human factors, 24.0% by environmental factors, 16.0% by mechanical factors, and 1.5% by managerial factors, respectively. The occurrence frequency by accident type was the highest in 187 cases (32.2%) for struck by object, 158 cases (27.2%) for slipping, and 94 cases (16.2%) for being in contact with machinery. Severity is the highest for others such as diseases etc., in the order of being struck by object, being in contact with machinery, falling from above slipping, collapsing, bumping, and burning. Being struck by object, being in contact with machinery, and slipping are high-risk groups, falling from above others, bumping, and burning are medium-risk groups based on the risk assessment using the occurrence frequency and severity of accident. The obtained results are expected to contribute to the safe operation environment subsidy for fishing crews on the stow net fishing vessel.

Risk assessment of gillnet fishing vessels in South Korea: a statistical analysis of occupational accidents 2016-2020

  • Fishing is considered one of the most dangerous industries alongside mining that needs further efforts to improve safety. In this study, we have investigated safety management of the gillnet fishing industry in South Korea through identifying safety level and classifying common accident types from the statements of accident com-pensation insurance payments for the last 5 years (2016-2020). There were in total 3,895 accidents and 159 fatalities with an average accident frequency of 5.34 × 10-2 per year per fisher and an average fatality of 2.18 × 10-3 fishers per year. We have also identified that 62.4% of the accidents occurred during Fishing (FS), and the most common and the most severe accident type is Slips and Trips (ST) and Other (OT) marine accidents such as collision and capsizing, respectively. The hand was most frequently injured. Finally, the risk assessment indicated that most of the accident types of gillnet fishing in South Korea have unacceptable levels of risks, and it is urgent to implement improved safety measures to reduce accidents during gillnet fishing operation. The findings of this study are expected to provide valuable data to create a safer working environment for fishers working on gillnet fishing vessels.

위험도 매트릭스를 이용한 어선의 사고 위험도 분석과 사고 주요 요인 도출에 관한 연구 (Risk Analysis and Selection of the Main Factors in Fishing Vessel Accidents Through a Risk Matrix)

  • 우리나라 해역에서 발생하는 해양사고 중 어선사고가 약 70 %를 차지하고 있음에도 불구하고, 대부분의 연구는 해양사고 전체를 대상으로 하고 있으며 단순히 사고 발생률에 대한 분석과 사고 발생 빈도를 줄이기 위한 대책 마련에 중점을 두고 있다. 그러나 효과적인 사고 저감 대책의 수립과 이를 실행하기 위해서는 정량적인 사고 위험도 예측 및 평가가 반드시 선행되어야 한다. 본 연구에서는 해양안전심판원의 최근 5년간의 어선사고 통계에 근거하여 9가지 사고유형에 대한 위험도를 연도별로 비교하였다. 또한 현재 우리나라의 경우 객관적인 위험도 평가기준이 없다는 점을 고려하여 이에 대한 대안으로 사고 유형별 사고 빈도와 사고 피해의 조합을 4사분면 상에 표시하는 2차원 사고 빈도-피해 매트릭스를 제안하고 이를 이용하여 사고 빈도와 사고 피해의 영향을 쉽게 확인할 수 있도록 하였다. 이러한 과정을 통한 위험도 평가 결과는 저감대책을 수립하고 안전대책을 마련하는 정책 제안자로 하여금 보다 다양하고 현실적인 사고 저감 대책을 마련하는데 도움을 줄 것이다. 또한 위험도 평가 매트릭스를 이용하여 각 사고유형에 대한 인적오류를 포함한 사고 원인의 상대적인 빈도 및 결과를 비교함으로써 사고 유형별로 원인에 따른 차별화된 위험 저감 대책을 수립할 수 있다.

Motion Response Characteristics of Small Fishing Vessels of Different Sizes among Regular Waves

  • The motion of small fishing vessels is significantly affected by small waves, leading to accidents, such as capsizing or sinking. This paper presents the results of two types of basin tests. The first test analyzed the characteristics of roll and pitch motions among regular waves with the same wave steepness using the drifting state of three (3G/T, 7G/T, 10G/T) small fishing vessels. The second test analyzed the motion characteristics of the 7G/T fishing vessel under different wave steepness. The first test showed that heave and roll motions are significant in the beam sea, while pitch motion is significant in the bow and stern seas. The second test shows that wave steepness has a linear relationship with roll and pitch motions in the bow and stern seas.

재결서 분석을 통한 안강망어선에 승선하는 선원의 위험요인 (Risk factors of fisher on stow net fishing vessel using analysis of adjudication)

  • The adjudication of Korean Maritime Safety Tribunal (KMST) was analyzed to collect basic data to identify the cause of the risk that did not appear in the current data provided by the fishermen's occupational accidents of the National Federation of Fisheries Cooperative (NFFC) in stow net fishing vessel from 2015 to 2019. The personnel's carelessness was the most common in 29 out of 33 accidents (87.9%), followed by 25 cases (75.8%) of inadequacy of instructions, 24 cases (72.7%) of inadequacy of education on hazard factor, 20 cases (60.6%) of no personal protection equipment, 18 cases (54.5%) of poor guard, 17 cases (51.5%) of inadequacy of work method, 16 cases (48.5%) of absence of emergency stop button, 14 cases (42.4%) of work practice of poor safety precautions that affected more than 40% of all accidents as accident causes. These causes had a strong influence on each other, and the ratio of accident causes is high. With this relationship, accidents can be prevented or the severity of human injury can be reduced if types of accident process can be estimated with a scenario, and the key points before the accident in the scenario are switched to safe points.

통발어선의 작업안전 재해 분석 (A analysis of occupational accidents in the Korea trap fishing vessel)

  • Fisheries is known as a high-risk industry in Korea, and various efforts have been made to reduce occupational accidents. Trap fisheries represent crustacean production, accounting for 4.7% of total fisheries production and 10.7% of its production value, which is classified as a relatively high-risk industry. With the disaster insurance payment data of the National Federation of Fisheries Cooperatives (NFFC) from 2016 to 2020, the accident rate of the entire fishery, the accident rate of trap fisheries, and the type of disasters in the past five years were analyzed. As a result, the average fishery accident rate for the past five years was 5.31%, but it was high at 6.15% for coastal trap fisheries and 5.59% for offshore trap fisheries. Slips and trips, struck by objects and contact with machinery were the most common types of the accident according to the characteristics of the work, and hand injuries were analyzed the most. Additional efforts, including education for accident prevention, development of personal protective equipment and improvement of the working environment, are needed to prevent accidents caused by repeated types of disasters.

우리나라의 어선 해양사고에 대한 안전대책 (Safety countermeasures for the marine casualties of fishing vessels in Korea)

  • Marine casualties of fishing vessels were analyzed to reduce the sacrifice of human life using data of the Korean Maritime Safety Tribunal from 1995 to 2004 in Korea. The occurred number of fishing vessel casualties were likely to be higher portion than non-fishing vessels, but the occurring ratio of fishing vessel casualties were marked 2.96 times lower than that of non-fishing vessel casualties. The occurring ratios of bigger fishing vessel casualties were higher than smaller ones. Most marine casualties were resulted from the human factors such as poor watchkeeping, negligent action for engine and etc. The trend of marine casualties showed that the machinery damage hold the first and collision accidents took the second, but on a point of cause of them, operating errors took first and poor handling or inspection of machinery held the second place. Because those two casualties took major portion, and very important problems for safety of fishing vessels, so we ought to try to reduce the factors before everything else. In addition, since collision, sinking and capsizing in marine casualties have led to death, missing and injury of lives, it is necessary for navigation operators to take more educations and training intended to reduce the marine casualties systematically and continuously.
