At container terminals, a major measurement of productivity can be work efficiency. For improving the productivity of container crane, the more efficient container yard operation method is necessary in container terminals. Recently, container terminal operators make an experiment on the dual cycle operation, which ship loading/unloading were carried out simultaneously, for increasing the productivity of container crane. In this paper, propose a system operating efficient dual cycle methods as utilize Ad-hoc technology in distributed port operation system. The dual cycle methods that proposed recognizes position information of Y/T during an action in Ad-hoc networks in case of container transfer works by real time as load an Ad-hoc module to Y/T taking charge of a container transfer with quay and yard. Utilize Ad-hoc networks technology in an operating system of container yard, and efficiently distributed processing done Y/T to container crane compare with operation systems of the existing dedicated method, and an improvement can do an operating system of an yard.
Based on the Results of Annual Monitoring Report of Korean Marine Environment in 2006, it was shown that the coastal area of the East Sea around Korean peninsula could be clearly divided into two parts: the area of upwelling and the North Korean Cold Current. In the upwelling area, the chlorophyll-a and nutrients were increased by the influence of the decrease of temperature and the increase of salinity. These mean that the appearance of cold water due to the upwelling causes nutrient rich water and also resulted in the high productivity.

This study analyzed the efficiencies of Korean fisheries cooperative's 97 operation offices in the capital and surrounding area. We used the DEA model for checking the technical and scale efficiencies in the financial business of them. We divided the business into two parts, the productivity (efficiency for increasing deposit and loan) and profitability (efficiency for increasing the profit and reducing the risk from the loan). The results show that the additional profitability increase is very difficult because most of the offices have full technical efficiency for profitability. But additional analysis based on Slack-based Measure (SBM) DEA model shows that Kyung-Gi region can increase the profitability. SBM model analysis also gives us the possibility that customized policy can apply to each offices considering each factors affecting the productivity and profitability.
The eco-hydrodynamic model was used to estimate the primary productivity of the oyster culture grounds in Kamak Bay. It is composed of the three-dimensional hydrodynamic model for the simulation of water flow and ecosystem model for the simulation of phytoplankton. The ecosystem model was applied to simulate phytoplankton biomass during culturing period in condition of no oyster culture grounds. The field surveys were conducted from May, 1994 to March, 1995 in Kamak bay. The results showed the concentration of chlorophyll $\alpha$ to be $1.00\~23.28\;{\mu}g/l$ in the surface layer, $1.27\~29.97\;{\mu}g/l$ in the middle layer and $1.23\~23.08\;{\mu}g/l$ the bottom layer. In monthly variations of chlorophyll $\alpha$ concentration, very high concentration were found in July, 1994 and very low concentrations in December, 1994. As the results of three-dimensional hydrodynamic simulation, the computed tidal currents ave mainly toward the inner part of bay through Yeosu Harbor and the southern mouth of a bay during the flood tide. The computed residual currents were dominated southward in Yeosu Harbor and eastward in the mouth of bay and also showed strong clockwise water circulation at the mouth of bay. The pattern between the simulated and observed tidal ellipses at three stations was very similar. The mean relative errors of all levels between the simulated and observed phytoplankton biomass at 14 stations in Kamak Bay were $13.81\%,\;9.31\%\;and\;17.84\%$, respectively. The results of phytoplankton biomass simulation showed that the biomass increased from June to September and rapidly decreased to December and then slowly increased to March. Primary productivity was estimated in the range of $0.99\~10.20gC/m^2/d$ with the average value of $4.43gC/m^2/d$ in condition of no oyster culture grounds. Primary productivity was rapidly increased from lune to August and rapidly decreased to December and then slowly increased from January to March in Kamak Bay.
Oliver flounder population density affect Oliver flounder growth and mortality rate. In laboratory pilot experiment, Oliver flounder growth rate is inversely proportional to stocking density. But previous study has not proved external validity. This study is aimed to analyze the effect of stocking density on the Oliver flounder culture farms in Jeju Island. In order to do this, I selected 13 farms in Jeju island as a sample. In the study, various analytical methods including productivity analysis, regression analysis, statistical analysis were conducted for 13 Oliver flounder culture farms. The result of analysis can be summarized as follows. First, in case of the Oliver flounder culture farms, Bertalanffy equation is not applicable to the Oliver flounder growth. Second, the Oliver flounder stocking density, defined as the surface area of Oliver flounder per $m^2$ of water surface area, is preferred to density definition defined as the weight of Oliver flounder per $m^2$ of water surface area on the Oliver Flounder Culture Farms case. Third, growth rate and production weight on the Oliver flounder culture farms are inversely proportional to stocking density on spearman rank correlation test. When extensive comparable biological and culture condition data become available, analysis model can be easily modified to yield more accurate results.
Four in situ incubation experiments were conducted in May, August and November 2009, as well as February 2010 to determine the seasonal primary productivity and the community structure of phytoplankton at the Seomjin estuary. The primary production of phytoplankton ranged from 9 to 3560 mgC $m^{-2}\;d^{-1}$. Primary productivity was the highest in the summer season (August), which was influenced by improved optical and temperature conditions of the water, as well as the supply of nutrients derived from its surrounding watershed. Particularly, the upper station (SJ-1, SJ-2) of Seom-jin estuary showed a higher productivity, as a result of inflow of input nutrients originated from the terrestrial source. The fucoxanthin, as an index pigment of diatoms showed the highest concentration (0.74~9.51 ${\mu}g\;L^{-1}$) at all stations, occupying 30~80% to total Chl a concentrations. The phytoplankton species composition determination, using a microscope showed similar results to the pigment analysis, which indicated diatom Skeletonema costatum, as the dominant species. The primary productivity in Seom-jin estuary indicates temporally and spatially large variation, according to different environmental conditions. Also, Skeletonema costatum has euryhaline features with relatively higher contribution.
The primary productivity and chlorophyll a were measured at 3 stations in the western channel of the Korea Strait throughout the year from November 1983 to September 1984. The surface primary productivity in autumn 1983 ranged from 9.24-13.05 mg $C/m^3/h$ and chlorophyll a from $0.66-1.22\;mg/m^3$, and showed the highest value throughout the year. The surface primary productivity in winter 1984 ranged from 0.75-1.77 m $C/m^3/h$ and chlorophyll a from $0.19-0.41\;mg/m^3$. and these values were higher than those in summer. The surface primary productivity in spring 1984 ranged from 3.42-6.68 mg $C/m^3/h$ and chlorophyll a from $0.34-0.64\;mg/m^3$, and these values were lower than those in autumn. The surface primary productivity in summer 1984 ranged from 0.57-0.79 mg $C/m^3/h$ and chlorophyll a from $0.11-0.17\;mg/m^3$, and showed the lowest value throughout the year. The assimilation number of surface phytoplankton populations were relatively high, especially high value in autumn and spring, and low value in winter. The primary productivity and assimilation number were rapidly decreased with the increase of depth.
The study tries to suggest one kind of method for measuring expost commutative fisheries damages caused by a large scale coastal reclamation. The situation of fisheries damages which the paper is considering is different from those of general cases:the latter is a priori investigation but the former is a posteriori one. Therefore we need a different approach for exact measurement of such kind of fisheries damages. The key contribution of the paper is to try to estimate a decreasing production function using the results of present investigation and several statistical data about our coastal fisheries productivity and environmental deterioration. Using the function, the paper tries to derive the expected catch amount and damage amount.

The Japanese fishery management system has been established on the basis of various experience accumulated over many years. The fishery management system in Japan, one of the oldest fishery management systems in the world, is aimed at ensuring comprehensive utilization of the water surface and developing fishery productivity, by giving protection of the breeding environment of aquatic animals and plants, enabling the appropriate use of fishery grounds, preventing and solving disputes over fishery grounds and making other fishery adjustments. Japanese Fishery Law has been changed largely into (1) The Feudal Era(to 1900), (2) The Oldest Fishey Law(1901~48), (3) Current Fishery Law(1949 to present). Japanese fishery legislation is designed as a single package combining coastal, offshore and distant-water fisheries. During the period of the old fishery law, numerous conflicts arose over the joint use of fishing grounds and fish stocks. Such conflicts occurred among users of the same gear as well as between users of different gears or of different sizes of fishing craft. Large scale conflict sometime occurred between neighbouring fishing communities due to a lack of fairness in principle and coordination in practice. Therefore, the new fishery law enacted in 1949. This law was designed primarily to realize the most effective and rational use of fishing grounds and fishery resources, the basic philosophy being that, through democratic organization by fishermen themselves, productivity would be stimulated and incomes and living standards eventually improved. Nowadays, Community Based Fisheries Management through democratic organization by fishermen themselves have to enforce at coastal fisheries. This Community Based Fisheries Management manage to fishery resources by fishermen themselves and harvest in collaboration with that resources. Therefore, this paper is intended to briefly to describe the entire system and the historical development of Japanese fishery legislation in order to assist in reform of our country fisheries management regime.

In order to propose basic references for the policy making of fishing vessel fishery by Jeju Special Self-Governing Province, we have obtained the basic productivity through analyzing operating days and catches of 16 sample fishing vessels registered in Aewol port, the north of Jeju island in the year of 2011. In addition, to compare with the basic productivity of southern sea area in the Jeju island, that of 7 sample fishing vessels registered in Kangjung port was used. Around Aewol port, average operating days during the main catch period from July to October were over 15 days a month. A average daily catch of fishing vessels was minimum 21.0 kg in May and reached to maximum 54.5 kg in December, showing U-shaped catch pattern through the year. The trend formula of the average daily productivity (y) depending on a tonnage (x) of fishing vessels around Aewol port was described by the equation, y = 18.867 ln(x) + 11.001, and that around Kangjung port in the year of 2009 was understood to be y = 23.271 ln(x) + 25.715. As a result, it seemed that the productivity of fishing vessels around Kangjung port, operating in the southern sea area of Jeju Island, was much greater than that of fishing vessels around Aewol port in the northern sea area of Jeju Island. Especially, that of fishing vessels less than 10 tons was 35-40% more.
