Marine Disasters Prediction System Model Using Marine Environment Monitoring (해양환경 모니터링을 이용한 해양재해 예측 시스템 모델)

  • Recently, the prediction and analysis technology of marine environment are actively being studied since the ocean resources in the world is taken notice. The prediction of marine disaster by automatic collecting marine environment data and analyzing the collected data can contribute to minimized the damages with respect to marine pollution of oil spill and fisheries damage by red tide blooms and marine environment upsets. However the studies of the marine environment monitoring and analysis system are limited in South Korea. In this paper, we study the marine disasters prediction system model to analyze collection marine information of out sea and near sea. This paper proposes the models for the marine disasters prediction system as communication system model, a marine environment data monitoring system model, prediction and analyzing system model, and situations propagation system model. The red tide prediction model and summarizing and analyzing model is proposed for prediction and analyzing system model.

Inhibitory effects of environment-friendly materials and defense response signaling chemicals against anthracnose occurrence in Jujube (Zizyphus jujuba Miller)

  • Anthracnose caused by Colletotrichum gloeosporioides, which is one of the major diseases of red dates, causes severe damages in jujube (Zizyphus jujuba Miller) production in Korea. This study was done to evaluate the inhibition of anthracnose occurrence and pathogen growth by the treatment of environment-friendly materials such as a Bordeaux mixture and loess-sulfur mixture and by defense-response signaling in jujube. The in vitro test of the environment-friendly materials and signaling molecules that were routinely applied did not exhibit any antifungal activities against the pathogen for jujube anthracnose. The Bordeaux mixture and loess-sulfur mixture at a two-fold concentration showed inhibition zones that were 16.0 and 20.3 mm in diameter, respectively. In the pathogen inoculation test with detached jujube tree leaves, while treatment with the environment-friendly materials diluted by half showed no inhibition of lesion development, they did show inhibition of lesion development when they were routinely applied to the leaves. In detached jujube fruits inoculated with the pathogen, better suppressive effects by the treatment of the environment-friendly materials were seen in the fruits at a young stage rather than in the ripening stage. The in vivo test with jujube trees in pots showed that the treatment of salicylic acid (1 mM) resulted in the best suppressive effects against lesion development. The results suggest that it is possible to manage the incidence of anthracnose by the treatment of environment-friendly materials such as the Bordeaux and loess-sulfur mixtures and signaling chemicals such as ethephon, hydrogen peroxide, methyl jasmonate, and salicylic acid in jujube trees and fruits. Consequently, these findings suggest that environment-friendly materials and defense response signaling molecules could be used as suitable candidates for sustainable agrochemicals to manage anthracnose in jujube production.

  • Recently, the earth scale disaster is occurring frequently. Under the effects of global warming, the weather has become unseasonable worldwide. Hence, the earth is experiencing unstable condition with many disasters such as storms and flood damages as well as earthquake. Therefore, it is necessary to consider what we am do to prevent disasters. Consequently, recent warnings indicate that there is a potential risk of massive earthquakes. Consideration of the effects of tsunami to the moored ship is very important. Operational problems such as moored ship motions sometimes become remarkable with large amplitude and long periods in harbor. Moored ship motions may cause the breakage of mooring systems such as mooring lines, fenders or quay. Large and long period moored ship motions are caused by resonant effects. In this paper, the moored ship motions within a harbor by the large-scale tsunami and the effects on the motions and mooring loads with resonant effects are investigated by numerical simulations.

  • The study of automatic monitoring and analysis of marine environment in Korea is not enough. Recently, the marine monitoring technology is actively being studied since the sea is a rich repository of natural resources that is taken notice in the world. In particular, the marine environment data should be collected continuously in order to understand and analyze the marine environment, however the marine environment monitoring is limited in many area yet. The prediction of marine disaster by automatic collecting marine environment data and analyzing the collected data can contribute to minimized the damages with respect to marine pollution of oil spill and fisheries damage by red tide blooms and marine environment upsets. In this paper, we proposed the marine environment monitoring and analysis system model. The proposed system automatically collects the marine environment information for monitoring the marine environment intelligently. Also it predicts the marine disaster by analyzing the collected ocean data.

Climate Change Vulnerability Assessment in Rural Areas - Case study in Seocheon - (농촌지역 기후변화 취약성 평가에 관한 연구 - 서천군을 대상으로 -)

  • Since greenhouse gas emissions increase continuously, the authorities have needed climate change countermeasure for adapting the acceleration of climate change damages. According to "Framework Act on Low Carbon, Green Growth", Korean local governments should have established the implementation plan of climate change adaptation. These guidelines which is the implementation plan of climate change adaptation should be established countermeasure in 7 fields such as Health, Digester/Catastrophe, Agriculture, Forest, Ecosystem, Water Management and Marine/Fisheries. Basically the Korean local governments expose vulnerable financial condition, therefore the authorities might be assessed the vulnerability by local regions and fields, in order to establish an efficient implementation plan of climate change adaptation. Based on this concepts, this research used 3 methods which are LCCGIS, questionnaire survey analysis and analysis of existing data for the multiphasic vulnerable assessment. This study was verified the correlation among 7 elements of climate change vulnerability by 3 analysis methods, in order to respond climate change vulnerability in rural areas, Seocheon-gun. If the regions were evaluated as a vulnerable area by two or more evaluation methods in the results of 3 methods' comparison and evaluation, those areas were selected by vulnerable area. As a result, the vulnerable area of heavy rain and flood was Janghang-eup and Maseo-myeon, the vulnerable area of typhoon was Janghang-eup, Masan-myeon and Seo-myeon. 3 regions (i.e. Janghang-eup, Biin-myeon, Seo-myeon) were vulnerable to coastal flooding, moreover Masan-myeon, Pangyo-myeon and Biin-myeon exposed to vulnerability of landslide. In addition, Pangyo-myeon, Biin-myeon and Masan-myeon was evaluated vulnerable to forest fire, as well as the 3 sites; Masan-myeon, Masan-myeon and Pangyo-myeon was identified vulnerable to ecosystem. Lastly, 3 regions (i.e. Janghang-eup, Masan-myeon and Masan-myeon) showed vulnerable to flood control, additionally Janghang-eup and Seo-myeon was vulnerable to water supply. However, all region was evaluated vulnerable to water quality separately. In a nutshell this paper aims at deriving regions which expose climate change vulnerabilities by multiphasic vulnerable assessment of climate change, and comparing-evaluating the assessments.

Improvement of Navigation Lights of Middle and Small Size Ships for Marine Traffic Safety in Coastal Areas of Korea (연안 해상교통안전을 위한 중소형선 항해등 개선방안)

  • Collision accidents happen frequently. The majority of ships involved in collisions in the coastal areas of Korea are middle and small size ships. The proportion of collision accidents is only 9% of all types of marine accidents; however, the number of casualties resulting from collisions is 34.4% of all human life damages. Generally, as reported by the people involved in these collisions, the navigation lights of the opponent ships were poor and invisible when the accident happened even though the weather and visibility were good. Furthermore, there are many insistences for poor navigation light conditions of the opponent ship in the bay or harbor. Therefore, it is necessary to analyze the present conditions and safety of navigation lights. Therefore, in this study, we examined the rules and books of navigation lights and compared it to that of other transportation systems, such as aircraft, trains, and road vehicles. Furthermore, we analyzed the current marine traf ic circumstances and ship collision accidents that happened in the past 5 years. Additionally, a questionnaire was prepared to gather the opinion of ship experts and secure the objectivity for improvement methods of navigation lights. Finally, methods to improve the navigation lights on ships were devised.

Polyculture of Fleshy Shrimp Fenneropenaeus chinensis and White Shrimp Litopenaeus vannamei with River Puffer Takifugu obscurus in Shrimp Ponds (축제식 양식장에서의 대하, 흰다리새우와 황복의 복합양식)

  • Shrimp culture in Korea had been rapidly developed during 1990's and the production of farmed shrimp reached 3,268 mt from 2,605 ha in 2001. However the shrimp production decreased to 2,368 mt in 2004 because of the mass mortality due to outbreak of white spot syndrome virus (WSSV). WSSV which is one of the most serious threats associated with cultured shrimp around the world has given the economic damages to shrimp culture industry every year since it was found from the shrimp ponds in the west coast of the South Korea in 1993. Various polyculture technologies of shrimp with shellfish, finfish or seaweeds have been implemented to reduce economic damages by mass mortalities of shrimp. Among them, the polyculture of shrimp with carnivorous fish can suppress or delay the viral outbreak of shrimp ponds because the fish may selectively eat the moribund shrimps infected by virus. To determine the selective predatory effect of river puffer Takifugu obscures on WSSV infected shrimp, postlarvae of Litopenaeus vannamei and Fenneropenaeus chinensis. One-year old river puffers were stocked to four earthen ponds of $1,616-1,848\;m^2$ in surface area as followings: polyculture LvP, L. vannamei ($43.4/m^2$)+puffer ($0.22/m^2$); control Lv, L. vannamei ($46.9/m^2$); polyculture FcP, F. chinensis ($30.3/m^2$)+puffer ($0.25/m^2$); control Fc, F. chinensis ($24.6/m^2$). Ponds of control Fc and polyculture FcP had mass mortalities by WSSV outbreak on the $51^{st}$ and $57^{th}$ days of culture respectively. The shrimps of polyculture LvP and control Lv were harvested on the $95^{th}\;day$. Shrimp survival rates of polyculture LvP and control Lv were 32.4% and 18.2% respectively and shrimp productivity of polyculture LvP was 69.2% higher than that of control Lv. Concentration of nutrients (TAN, $NO_2-N$, $NO_3-N$) was maintained within optimal ranges for shrimp growth although that of polyculture ponds showed at least two times higher than that of control ponds. The results suggest that polyculture of L. vannamei with river puffer is higher than monoculture in survival rate and productivity. In addition, F. chinensis should be carefully cultured because this species shows much higher susceptibility to WSSV than L. vannamei.

Classification and Performance Evaluation Methods of an Algal Bloom Model (적조모형의 분류 및 성능평가 기법)

  • A number of algal bloom models (red-tide models) have been developed and applied to simulate the redtide growth and decline patterns as the interest on the phytoplankton blooms has been continuously increased. The quantitative error analysis of the model is of great importance because the accurate prediction of the red-tide occurrence and transport pattern can be used to setup the effective mitigations and counter-measures on the coastal ecosystem, aquaculture and fisheries damages. The word "red-tide model" is widely used without any clear definitions and references. It makes the comparative evaluation of the ecological models difficult and confusable. It is highly required to do the performance test of the red-tide models based on the suitable classification and appropriate error analysis because model structures are different even though the same/similar words (e.g., red-tide, algal bloom, phytoplankton growth, ecological or ecosystem models) are used. Thus, the references on the model classification are suggested and the advantage and disadvantage of the models are also suggested. The processes and methods on the performance test (quantitative error analysis) are recommend to the practical use of the red-tide model in the coastal seas. It is suggested in each stage of the modeling procedures, such as verification, calibration, validation, and application steps. These suggested references and methods can be attributed to the effective/efficient marine policy decision and the coastal ecosystem management plan setup considering the red-tide and/or ecological models uncertainty.

Application Timings of Insecticides to Control the First Generation of the Asian Corn Borer, Ostrinia furnacalis in Waxy Maize Fields (찰옥수수 포장에서 1세대 조명나방(Ostrinia furnacalis) 방제를 위한 살충제 처리 시기)

  • We decided the efficient application timings of organo-synthetic insecticides for controlling the first generation larvae of O. furnacalis through investigations of insect stage-specific densities, damage aspects in maize, and effects of insecticides. A waxy maize cultivar, Ilmichal, was cultivated from April 20 (sowing) to July 26 (harvest, dough stage of maize) in Suwon, 2016. The maximum and 50% cumulative catch dates of the overwintering generation adults in the sex pheromone trapping were May 29 and May 31, respectively. Most of the first generation larvae finished their occurrence till the early reproductive stage of maize. The first generation larvae fed on leaves inside the whorl leaves before tassel and stem development of maize, sequentially moved to tassel and stem, and then moved finally to stem and ear parts. In the results of insecticide applications at different dates, the 9-11 leaf stage (June 10~17) and the 6-7 leaf stage (June 3) of maize were the most efficient application timings for direct spray of Etofenprox EC to maize, and for application of Carbofuran granules onto soil surface, respectively, which resulted in suppression of tunnelling damages. The timings for the two insecticides were 12-19 days and 5 days after the adult maximum catch date, respectively. Those timings after the 50% cumulative adult catch date were advanced 2 days.

A Study on the Effect of 2010 HNS Convention on Korean Industry (위험·유해물질 피해보상 국제협약의 우리 산업계에 대한 영향 고찰)

  • The IOPC Fund general assembly reported that the International Convention on Liability and Compensation for Damage in Connection with the Carriage of Hazardous and Noxious Substances by Sea (known as the HNS Convention) will meet the requirement for the convention to take ef ect between 2021 and 2022. When the convention comes into effect, the liability-limit insurance of the HNS transport ship will be enforced and the shipper receiving the HNS will pay the share of the contribution from the International Fund for damages exceeding the limit of the ship's liability insurance. Korea is one of the major shipping and shipper countries in the world; thus, this study aimed to the need to analyze the effect of the convention on the related industries. The survey of ships and contribution targets analyzed the research data of the Ministry of Oceans and Fisheries. The P&I premium estimation was reviewed by the Korea Shipping Association and the K P&I as insured ships. In addition, the contribution of the HNS cargo volume was analyzed in an annual report by a representative international association for each cargo. About 1,500 ocean-going and domestic vessels have been identified as ships subject to the convention. The effect of changes in premiums under the convention was minimal for most ships. The effect of the shipping industry is expected, with about 150 domestic tankers expected to increase insurance premiums. In the case of shipper industries, 52 freight terminals were found to be eligible for the payment of the share of the international fund, as the proportion of freight volume in Korea was ranked second to fourth in the world by individual HNS accounts. This implies the obligation to pay contributions according to the convention. Considering the status of HNS transport ships entering and leaving ports and the quantity of HNS cargo, it can be concluded that the validity of Korea's convention is sufficient and that, it is necessary to coordinate with global major shipper countries.
