Direction of Fire Safety Development through Analysis of Previous Firefighting-Related Research (소방분야 선행연구 분석을 통한 소방안전 발전방향)

  • The purpose of this study is to suggest the development direction of fire safety through the analysis of previous researches in the field of fire fighting. To this end, 929 papers published in the Journal of Korean Institute of Fire Science and Engineering have been sorted by field of study and analyzed for frequency. Accordingly, it was confirmed that researches were conducted in the order of fire chemistry and physics, detection and extinguishing system, fire safety design and management, evacuation and human behavior. In contrast, very little research has been conducted on human behavior, fire safety education, or training. This result is discussed in the article, and suggestions for future research objectives are made.

  • Performance based fire engineering design is being adopted around the world as a rationed means of providing efficient and effective fire safety in Building. This development is being supported by the adoption of performance based codes which specify the objective and minimum performance requirements for fire safety traditional design for fire safety which is still practiced in many countries, relies on "prescriptive" codes which specify how a building is to be built, which no statement of objective and little or no opportunity to offer more rational alterative design. It is the aim of this study to investigate and analyze the research direction of structural fire resistance design of steel structures for recommendation of PBD in Korea.

Policy Direction for Fire Products Life Expectancy Legislation (소방용품 내용연수 제도화 정책방안)

  • This study is intended to provide legislative direction for fire products life expectancy. Domestic and international laws relating to fire products life expectancy have been reviewed, and the results of a Fire Safety Manager Consciousness (FSMC) survey were analyzed. The FSMC survey has been designed in order to assist with the establishment of appropriate fire safety policy. A questionnaire survey was conducted with 660 fire safety administrators from 17 municipal and provincial districts, with the intention of gaining expertise on the extension of life-span for 32 fire products. The survey also asked for candidates opinions on future policy direction. Based on the survey results and the review of policies within other nations, we have devised a set of policy issues with the intention of extending the life-span of fire-safety items. The survey result revealed that 79.3% of Fire Safety Managers (FSMs) concurred with the establishment of legislation regarding the maintenance and correct care of fire-safety products. Overall, over 30% of FSMs were in favor of regulations regarding Ddry chemical fire extinguishers (77.3%), fire detectors (44.6%), fire hoses (44.4%), gaseous agent fire extinguisher (40.6%), automatic descending life lines (36.2%), exit lights (35.9%), air respirators (35.9%), extinguishing systems for residential cooking facilities (33.9%), automatic spray-type extinguishing units (33.9%), emergency lights (31.2%), and gas leakage detectors (30.7%). Especially, among these, dry chemical fire extinguishers (60.0%), detectors (20.0%), and fire hose (18.8%) were identified as the fire products primarily in need of maintenance legislation. The general consensus is that fire products older than 10 years need to be replaced. Based on the survey results, there was general agreement that fire product life expectancy is in need of legislation. This study recommends the introduction of fire product life expectancy legislation in phases.

  • Grenfell Tower was renovated in 2014 and 2016 at a high cost to replace the exterior materials, windows and co-heating facilities of the building. The exterior materials used during the repair work were sandwich panels filled with polyethylene and plastic, which were expanded on the aluminum metal surface. It is a product called Celotex RS 5000, a low-resolution but inexpensive repair material, and is currently an external material that cannot be used in high-rise buildings. Similar domestic fire cases began to focus social attention on the safety of high-rise buildings through the Busan Residential Complex Fire (2010), Uijeongbu Urban Living Housing Fire (2015), and Ulsan Residential Complex Fire (2020), and residents' safety concerns are increasing. In Korea, the occurrence and risk of similar fires are high, so setting up fire prevention measures through fire case investigation is considered the most basic measure in securing human safety. Therefore, the purpose of this study is to examine the status of fire damage caused by domestic and foreign eruptions, domestic and international research status and related regulations on external materials and windows starting from the Grenfell Tower fire in England.

  • The OECD defines regulatory reform as both better regulation and deregulation, and emphasizes that governments must continue to regulate in areas such as environmental quality and safety. In contrast, Korean regulatory reform in fire services in the 1990s shows quite a strange trend, having been carried out only to the direction of softening and abolishing regulations. In the UK, fire prevention legislation has been strengthened since the enactment of the Fire Precautions Act 1971, and the Building Regulations 1991, which apply to all new buildings including a private house, require that there should be at least one smoke alarm on each floor. This research shows that the tightening of fire prevention legislation in the UK has promoted fire safety, which is very instructive for Korean fire services. In order for Korean fire services to protect citizens'lives and property from fires, one of basic directions of regulatory reform, to improve the quality of regulations relating to safety, health and the environment, should be observed strictly. Moreover, the flexibility of the basic direction of regulatory reform should be ensured so that the regulations concerning safety could be even increased under the overall reform strategy of reducing all regulations.

  • This study is to suggest legislation and criteria for public service drones for disaster safety in order to enhance the research and development of the drones by helping setting right direction of the R&D. Many foreign governments are now conducting research and development on using drones as public service for disaster safety. Although there are also some efforts to using drones for public service in Korea, domestic laws and performance criteria for the drones for the purpose have not prepared yet. To set a right direction of the R&D, the laws and criteria shall be legislated and established immediately and then we can enhance the efforts to develop related technology for the drone. So this study proposed a performance criteria to fit various circumstances and situations by analyzing the aviation law in overseas. We hope this study can help R&D on the public service drones for disaster safety.

  • This is a comparative study where we compare simulation results with model examining the time and direction the fire spreads when it breaks out. Also there is vertical distribution of temperature in carriage where the fire spreads out. This study is about demonstrating how to establish smokeless system in urban vehicle, about its necessity, and about vehicle system restructuring, This study also makes an effort to find more advanced method for efficient fire safety in trains, In existing vehicles, in case of fire, the smoke can't go out when doors are closed and hence it spreads in whole train. Even though the method of using ventilation or exhaust established inside the carriage to throw smoke out is much better than the way of opening end doors in each carriage, this study is trying to do research on second way. Through simulation we see that in second case, even though not as good as the first one, smoke can exit through gates. Even though the first method is better, the second can also be uses to let fire out. We can know that in the first case as the smoke can exit out faster, it provides more safety for people. So this system provides better fire safety condition.

  • Electrical safety technique is a disaster prevention technology to protect the life and property of the people and it has high correlation with all electricity industry. According to the latest statistics, loss of human life and property damage due to electrical fire have increased from 2011. Therefore, technological development for guarantee safety of electrical facilities for customer will become more important. In this paper, we drew priority and weigh for the electrical safety technology using analytic hierarchy process and present progress direction of each technology through Risk-Return assessment. We expect development of the research and development policies of government about electrical safety technology in a higher state and think that policymakers and experts will be more interested in these fields based on this paper.

  • Even though the interior of urban transit vehicle has been changed as a preventing measure against fire to make it inflammable, there remains a possibility of fire breaking out in case of gasoline etc being brought in the subway.
