본 연구에서는 전통목조건축물 중에서 전통사찰을 대상으로 소방안전 관련규정과 주요 화재원인 및 사례 등을 검토하여 화재취약성을 분석하였고, 서울특별시 은평구에 있는 문화재를 보유한 전통사찰의 3개소에 대한 현장조사를 통하여 지리적 여건, 소방대의 출동경로 현장 도착 소요시간, 소방시설, 방화관리 및 보안시스템, 화재취약요인 등에 대한 실태를 분석하여 전통사찰의 소방안전대책에 대해서 제시하였다.

This research has been carried out in order to provide countermeasure plans, fire prevention, improving institutional plans through analyzing accidental causes and investigating the situation of damage from the fire incident of the cold storage at Icheon. By the analysis of the incident, which is organized the process; for incidence, firstly a field investigation, next the overview of related laws, finally the analysis of problems and deducting suggestions, it was possible to find out the causes of casualties. We also suggested improving plans through finding out several problems such as safety management system and safety regulations, the permit on the completion of the cold storage and the completion examination of fire facilities as institutional problems and fireproof construction and the selection of finishing materials.

이 연구는 아파트 거주자의 안전교육 만족도와 소방계획서의 활용성이 화재안전의식에 미치는 영향을 규명하는데 주된 목적이 있다. 분석 결과는 다음과 같다. 첫째, 안전교육내용의 만족도가 낮으며 화재안전의식수준에 부(-)의 영향을 미쳤다. 이는 아파트 거주자의 안전교육내용의 흥미나 참여가 낮을수록 화재안전의식에도 영향을 미쳐 화재로부터 안전성 확보에 대처하지 못하는 것으로 관리 주체에서는 안전교육의 만족 및 안전문화의 정착을 위해 학습지원 정보시스템 등으로 교육의 만족도에 긍정적인 영향이 필요할 것으로 판단된다. 둘째, 소방계획서의 활용성이 화재안전의식에 정(+)의 영향을 미쳤다. 이러한 결과는 아파트 거주자는 안전에 필요한 교육 및 훈련에 접근하는 기회가 없을 뿐 아니라 의무적으로 수료하는 법적인 책임감이 없어 화재안전의식이 부족하므로 관리 주체에서 소방계획서에 의한 운영강화 및 활성화로 거주자의 참여나 화재안전의식을 고취해 화재로부터 안전한 주거 생활이 되도록 대처하여야 할 것이다. 셋째, 아파트 거주자의 안전교육 만족이 화재안전의식에 미치는 영향에 대해 소방계획서의 활용성은 조절효과가 나타났다. 이는 안전교육 만족도가 높아지면 화재안전의식도 높았지만, 아파트 거주자와 관리주체의 직원이 일체가 되어 소방계획서에 의한 업무를 시행하고 참여가 높을 때 화재안전의식에도 긍정적인 효과로 나타나므로 소방계획서의 운영과 안전교육 만족도가 높을수록 화재안전의식도 높아져 주거 생활에 영향력이 높아짐을 보여준다.

본 연구는 국내 소방산업 글로벌화를 위한 융합형 제도와 정책의 발전방안에 대한 것으로, 소방산업 진흥을 위한 정책시행 현황과 소방산업의 환경분석을 통한 현행의 문제점을 분석하였다. 결과적으로 소방산업 진흥법률 고도화 방안 및 소방산업 해외 진출 활성화 방안을 제시하였으며, 특히 소방산업 해외 진출 활성화 방안은 소방산업 기술진흥 정책 전략방안 및 해외 시장진출 지원 활성화 방안으로 분류하여 도출하였다. 해외 시장진출 지원 활성화 방안은 소방산업체 해외전시회 지원 다변화, 해외시장개척단 파견 확대, 아시아 신흥시장 진출 확대의 3개 세부방안으로 논의되었다. 특히 아시아 신흥시장 진출확대 방안을 통하여 국내 소방제도의 우수성 확립, 국내 소방산업체의 해외 진출 인프라 마련 및 국내 소방검사제도 구축 유도의 전략적 성과를 도출할 것이다.

In this study, the war has caused a huge scandal at home and abroad caused a fire in the agora, theoretical considerations and issues through case studies to identify and consequent evacuation plan is to undertake. Many a rally in a swarm of fire in the agora can cause a big disaster, focusing on the multi complex building for the evacuation area with a logical review of current and upcoming taller industrial society to cope with future activities, the nature of the fire prevention activities is to ensure the safety of the lives.

Recently buildings are constructed in larger and higher scales and becoming more complex. However from small to large scale buildings and on construction sites there still are fire safety accidents that occur continuously. Therefore to improve fire safety plan, examining the actual fire safety management and understanding fire risk analysis Using Fire Modeling through Computer Simulation. On this study, the permissible evacuation times were estimated for smoke fall, temperature, CO concentration, viability, etc. Fire safety management plans for fire safety were suggested.

본 연구는 국내 화재피해자의 긴급복구를 위한 민 관 융합형 지원시스템 방안에 대한 것으로, 화재피해자의 긴급복구활동에 대한 현황과 문제점 분석을 통하여 정부와 민간 협력기반의 통합적 지원시스템 구축방안을 제시하였다. 전체적으로 국가는 시스템 운영의 관리 감독기관의 기능을 담당하고 민간에서 실질적 긴급복구 전담기관의 기능을 담당하는 시스템을 의미한다. 결과적으로, 화재피해 긴급복구 지원을 위한 법제도 정비, 지원사업의 민간위탁 시스템 구축, 소요재원의 안정적 조달 및 민 관 긴급복구의 융합기능 강화를 위한 지원시스템 방안을 도출하였다. 특히, 긴급복구 소요재원의 안정적 조달 방안은 긴급복구를 위한 기금의 신설 및 민간 수탁법인의 자체 재원 조성의 세부방안을 논의하였다. 본 연구결과는 향후 국가 소방안전복지와 사회안전망의 강화에 기여할 것이다.

This study presented the development of a user centered school facility fire safety evaluation model that would support fire safety evaluation, which is globally recognized as being important in terms of school safety, to be more efficiently implemented in the school field mainly by students. The study consisted of five steps. First, actual condition survey tools were developed based on the major fire safety evaluation items derived through literature review. Second, the characteristics of domestic school facilities in terms of fire safety were developed using the survey tools. Third, an evaluation model at a level utilizable by students was developed based on the foregoing characteristics. Fourth, the applicability of the model was verified through a trial application of the model to elementary school students. Finally, legal and institutional improvement plans and fire safety education materials were presented through a policy proposal.

This paper presents development of a classification system for an electrical fire investigation. In order to reduce an electrical fires and establish detailed prevention plans, the collection of an electrical fire causes and base data are very important. Based on this data, a new classification system for an electrical fire investigation was developed and the direction to the classification system was suggested by fundamental analysis. All of the collected information is analyzed by bottom-up method. Criteria items which based on base data were categorized to classify items. The classification of items were found out as follows : basic condition fire scene condition, fire sign, fire cause. Particularly, the fire cause category is classified. A new developed classification system for an electrical fire investigation will be used to analyse electrical fires easily and efficiently.

본 연구에서는 안관관리 대책을 수립하기 위해 가장 빈번하게 발생하는 염산 화학사고 사례를 분석하였다. 최근 4년 동안 28건이 발생하였고, 이 중 8건의 인명사고가 발생한 것으로 나타나 사고를 줄이기 위한 효과적인 대책이 필요하다. 이를 위해, 통계분석을 통해 시설관리 측면, 안전의식 측면, 안전관리 시스템 측면에서 문제점과 대책을 제시하였다. 사업장은 세 가지 대책을 이행하기 위해 단기 중기 장기 계획을 세워 적절히 이행하는 것이 중요할 것으로 판단된다.
