  • Based on the analysis of defects occurring before and after painting work, this study intends to derive a reasonable improvement in judgment criteria and propose an amendment to the relevant law through the establishment of a clear fire door replacement cycle in terms of fire safety.

Perception Survey of Firefighters on Application of Emergency Vehicle Exemption during Return to Station Accidents (긴급자동차 복귀 중 교통사고 특례에 대한 소방공무원의 인식조사)

  • This study aims to understand the current status of exemptions for traffic accidents during the return of emergency vehicles and to provide suggestions for improvement. A survey was conducted on 3,500 firefighters to investigate the perception of traffic accidents during the return of emergency vehicles, and responses from 505 participants were analyzed. Based On the demographic characteristics and perception of the participants, frequency analysis and variance analysis were used as research methods to analyze basic statistics and the current situation. The results showed that firefighters have concerns and anxieties about traffic accidents during the return of emergency vehicles, and the need for applying exemptions and enacting explicit legal provisions was statistically confirmed. Based on these results, we suggest a policy for exemptions to improve the preparation for re-deployment and to alleviate the concerns and anxieties of firefighters.

The Measurement and Prediction of Maximum Flash Point Behavior for Binary Solution (이성분계 용액의 최대인화점 현상의 측정과 예측)

  • The flash point is one of the most important physical properties to charaterize fire and explosion hazard of liquid solutions. The maximum flash point of liquid mixture is larger than those of the individual components. In this study, the flash points of 2-pentanol+acetic acid system were measured by Seta flash closed cup tester. This system exhibited the maximum flash point behavior. The flash points were estimated by the Raoult's law and the optimization methods using the van Laar and Wilson equations. The calculated values by optimization methods were found to be better than those based on the Raoult's law.

  • The flash point is the major property to characterize fire and explosion hazard of liquid mixtures. The flash point is the lowest temperature at which a liquid gives off enough vapor to form a flammable air-vapor mixture. The flash points of two aqueous mixtures, water-methanol and water-ethanol, were measured using Seta flash closed cup tester. A prediction method based on activity coefficient models, Wilson and UNIQUAC equations, was used to calculate the flash point. The calculated flash points were compared to the results by the calculating method using Raoult's law. The calculated values based on activity coefficients models were found to be better than those based on the Raoult's law.

Uncertainty Analysis of the Optical Smoke Density Measurement through the Doorway in a Compartment Fire (구획화재의 출입구를 통한 광학적 연기밀도 측정의 불확실성 해석)

  • The present study measured the light transmission to quantify the smoke density(smoke mass concentration) through the doorway in a compartment fire and performed the uncertainty analysis to evaluate the reliability of the measurement technique. The optical light extinction method based on Bourguer's law was applied to estimate the smoke density of doorway exhausting smoke flow in upper layer of a compartment for methane gas fires. The measurement uncertainty of the light extinction measurement was evaluated for the light transmittance, path length, and specific mass extinction coefficient and the expanded uncertainty was estimated about 20% with confidence level of 95%. The mean smoke density through the doorway for the methane fire was calculated for quasi-steady fire and the smoke density linearly increased as the GER increased.

  • Recently, the damage which is caused by human misfortune in the underground space have increased. However the regulation and law for the underground space safety is still poor. Therefore in this paper, we propose the scheme for the construction of safety management systems on underground multiplex facilities. We analyze the problem of the current law, and present the scheme for the underground shop fire fighting facility. It contains the tree structure to management the underground space according to the construction phase, the facility and immediacy equipment. This safety management system will rearrange the scattered underground space management system.

  • Even though newly formed schools do struggle to strengthen their security in safety, existed schools have limitations for active response against natural disaster. From analyzing the results of accident cases and states in misfortune and the safety supervision of school facilities, it is said that damages by wind, flood and fire are typical types of disaster accidents. Also, according to the basic law of misfortune and the safety supervision, it emphasizes education, training, and actions that prevent from being a victim of natural disaster. In terms of these finding, establishing disaster safety organization, control system and having students an opportunity to learn how to response against disaster should be critical component in managing disaster safety of school facilities.

  • The scope of fire services has been expanded from local fire prevention to rescue and first aid services, and the fire services system has been converted from an autonomous fire services system to a wide-area fire services system, and the status of fire officers has been unified as a national public servant. However, the underlying problem remains unsolved. One is a problem related to the conversion of fire services to state affairs, and the other is that Fire officers converted to national public servants are in charge of fire services which are evaluated as local autonomous affairs. The controversy over the nature of fire service stems from uncertainty and redundancy in the coordination of office function and distribution between the State and Local governments, and incomplete legislation that fundamentally fails to achieve systematic unity of office work and status. The fire service has a national responsibility as an affair that includes the existence of the state and the welfare and order of the people along with the police affairs. That is, affairs related to the safety of the people that protect the lives, bodies and properties of the people should be understood as State affairs. 「The LOCAL AUTONOMY ACT」 stipulates that local governments cannot perform State affairs such as affairs necessary for the existence of the nation, affairs requiring performance in a uniform manner throughout the nation, and affairs of nationwide or similar scale unless otherwise provided by the law. Fire Service should be regarded as such affairs. Considering that the rights to the safety and life of the people and the duty to protect the people are the duty of the nation, it is necessary to keep in mind that the reason for the change fire officers to the national public servants was not basically just a matter of treatment and finance.

  • This paper introduces experimental investigates of an accident pattern for the distributing XLPE cable terminations considering PL law environment. The influence of defects such as thickness and length decrease of XLPE, the impurity on XLPE and the gap between stress-con of housing and semi-conductor on insulating properties of the termination have been studied. The thickness and length decrease of XLPE decrease ac breakdown strengths. Dielectric breakdown traces of XLPE that is damaged by knife displayed other shape. The gap of between housing and semiconductor deteriorates dielectric strength of XLPE seriously.
