A Study on Firefighter and Police Officer's Perception about the Arson Cause Investigation (소방공무원과 경찰공무원의 방화원인 조사에 대한 인식에 관한 연구)

  • This research derived the perception with, and their remedies, in our country's fire cause investigation system by conducting survey on the working-level officials responsible for fire cause investigation in the fire stations and police stations. The results of the survey showed the necessity of establishing departments exclusively responsible for fire statistics management, broad area fire cause investigation task force, fire appraisal organizations besides National Institute of Scientific Investigation, standards for retaining fire investigation equipment, ways of improving technical education system, and improving the system for those who are specialized in arson (fire) cause investigation.

A Study on Improvement of Professional Fire Investigation Education and Certification System (화재조사전문교육 및 자격증제도 개선에 관한 연구)

  • This study aims to analyze operation status of the professional fire investigation education in Korea and derive improvement measures. Study results showed that professional fire investigation educations are conducted mainly by public sectors (Fire Service, Police, Korea Electrical Safety Corp, Korea Gas Safety Corp, etc.) and the educations conducted by National Fire Service Academy are most systematic. In addition, there was no professional fire investigation educations conducted for private sector (fire accident suffers, common peoples, etc.) In order to improve the problems, this study suggests changing the National Fire Service Academy to lifelong education system in coordinance with the scholar's courses of universities, classifying the fire inspector qualification course (executed by National Emergency Management Agency) in five stages, and opening the fire inspector qualification test to the public.

  • A primary task of fire department is maintaining public safety, system maintenance and welfare improvement by protecting life, body and property of a people through prevent and extinguish of the fire in emergency. Rescue part of those affairs has supported by the people but affairs related to the fire examination and investigation could not get it. Although fire examination is a very important part of fire department administration, it has been understood indifferently due to lack of awareness and concern. There are no scientific fire examination because of lacking education study and the whole responsibility capacity about it. There are many things have to be improved at fire examination and investigation system in Korea. Especially, establishment of the whole responsibility post is urgent through assuring professionals to improve accuracy of fire examination and investigation. Equipment which can do scientific fire examination and investigation have to be fully furnished. Efficiency of fire examination and investigation has to be increased through improving law related to fire examination and investigation, giving rescuers investigation right. Through this, it systematically have to be good for fire prevent.

  • In this research paper, the analysis, and improvement, of conditions of fire investigation related to products were derived. The results of the research showed that the main entity that plays the role of coordinator on the scene of fire investigation is unclear, systematic devices to protect the rights and interests of fire victims are inadequate, there are limitations in deriving the cause of fire due to the lack of fire appraisal organizations in fire departments, and the product companies are passive in their initial actions. As for improvement measures, it was found that the adoption of the system in which fire departments can play the role of mediator on the scene of fire investigation, the establishment and operation of fire appraisal organizations and research institutes in fire departments, and the establishment of network between fire departments and product companies are needed.

  • Today, fires are becoming so catastrophic and complicated due to the industrialization and diversification of energy sources that it is getting more difficult to define the survey items in order to find out the causes and processes of the fire. As an organization of prevention, vigilance and putting out of the fire, Fire Fighting authorities are ultimately pursuing the system of fire fighting administration to protect human lives and their properties through establishment and performance of fire prevention policy based on the fire-related statistics they have gathered and prevention of future fires of the kind which can promote the safety of structural space. Thus, to facilitate the fire detection, it can be said that good understanding of the tasks of both investigation and putting out of the fire as being two axes has the greatest significance. For this study, textbooks from the organization of fire fighting and police, which are designed for the literature study on the investigation and putting out of fire, are used and for the demonstrative study, the conclusions have been reached by the analyses of the 64 questionnaires of three parts which were divided by fire investigation and fighting for three hundred and six governmental employees engaging in the above fields.

  • The recent changes in the judicial system in South Korea, including the stronger trial-centrism and legal market opening, have made fire investigations seek more scientific evidence and structure. The collection of physical evidence is very important to prove the substantial truth of a fire at the court. Without the appropriate physical proof, the credibility of a fire investigation is lost as evidence in a court. Therefore, the fire investigation team needs to carefully handle the fire site and fire initiation evidence because evidence of a fire incident can be destroyed easily by chemical and physical damage. In addition, the fire investigation team also needs to carefully record the collections of any evidence including pictures and their analysis. This study proposed the needs of the procedure manual and guidelines that can provide a step-by-step process of fire investigations in South Korea. This study also helps fire investigation agencies to secure fire-scene evidence to distinctly investigate the facts of fire. The guidelines and manual can eventually improve the ways for the fire investigation processes in South Korea.

  • This study is to search cooperation plan about fire investigation based on the public-private partnership. Especially focused on the partnership with 4 sector; the academic world, insurance sector, industrial world, professionalist of private fire investigation. In conclusion, Firstly a partnership with the academic world should have courses or school subject extensions related to fire investigation. Secondly, a partnership with insurance sector should secure trust through unifying estimate standard about the origin of damage. Thirdly, A partnership with industrial company is presented making collaboration team to investigate the fire investigation. Lastly, the partnership with the private professionalist related to fire investigation should strengthen credibility and expertise.

A Study Comparing Korean, Chinese, and Japanese Fire Investigation Operating System (한.중.일 화재조사 운영체제 비교연구)

  • When enforcing fire investigation, duty for basic principles, responsibility of investigation, report deadline, and all sorts of standard forms are based on fire investigation report regulation which is internal instructions. This study has a purpose to prepare alternatives that are absent in Korea or have to be strengthened by comparing and examining Japanese and Chinese fire investigation report regulations with Korean one. As a result, it appears that Korea needs to standardize the report deadline of urgency fire and general fire into 30 days when additional investigation is needed, have investigators draw delays reports up when they exceed the deadline not to make work vacuum, and found and organize forms of certificate of custody and return for all fire related materials when investigators require data from fire-related people, to improve whole systems.

  • The fire outbreaking origin of vehicle fire would be classified into two positions such as engine room and passenger room of vehicle. As a firewall is installed between engine room and passenger room, in case of engine fire, it could be assumed that it takes about 10 to 15 minutes for the fire to spread into passenger room There are two different vehicle engine layouts such as transversal and lateral layout, and the fire spreading process and resulting damage patterns on left and right side dash-panel are different depending on the engine layouts. In accordance, the first thing to do for correct and speedy finding of the fire origin place is considered to be an investigation into the dash-panel damage in case of engine room fire investigation.

Development of a Classification System for an Electrical Fire Investigation (전기화재 조사를 위한 분류체계 개발)

  • This paper presents development of a classification system for an electrical fire investigation. In order to reduce an electrical fires and establish detailed prevention plans, the collection of an electrical fire causes and base data are very important. Based on this data, a new classification system for an electrical fire investigation was developed and the direction to the classification system was suggested by fundamental analysis. All of the collected information is analyzed by bottom-up method. Criteria items which based on base data were categorized to classify items. The classification of items were found out as follows : basic condition fire scene condition, fire sign, fire cause. Particularly, the fire cause category is classified. A new developed classification system for an electrical fire investigation will be used to analyse electrical fires easily and efficiently.
