A Comparison on Detected Concentrations of LPG Leakage Distribution through Actual Gas Release, CFD (FLACS) and Calculation of Hazardous Areas (가스 누출 실험, CFD 및 거리산출 비교를 통한 LP가스 누출 검지농도 분포에 대한 고찰)

  • Recently, an interest in risk calculation methods has been increasing in Korea due to the establishment of classification code for explosive hazardous area on gas facility (KGS CODE GC101), which is based on the international standard of classification of areas - explosive gas atmospheres (IEC 60079-10-1). However, experiments to check for leaks of combustible or toxic gases are very difficult. These experiments can lead to fire, explosion, and toxic poisoning. Therefore, even if someone tries to provide a laboratory for this experiment, it is difficult to install a gas leakage equipment. In this study we find out differences among actual experiments, CFD by using FLACS and calculation based on classification code for explosive hazardous area on gas facility (KGS CODE GC101) by comparing to each other. We develpoed KGS HAC (hazardous area classification) program which based on KGS GC101 for convenience and popularization. As a result, actual gas leak, CFD and KGS HAC are showing slightly different results. The results of dispersion of 1.8 to 2.7 m were shown in the actual experiment, and the CFD and KGS HAC showed a linear increase of about 0.4 to 1 m depending on the increase in a flow rate. In the actual experiment, the application of 3/8" tubes and orifice to take into account the momentum drop resulted in an increase in the hazardous distance of about 1.95 m. Comparing three methods was able to identify similarities between real and CFD, and also similarities and limitations of CFD and KGS HAC. We hope these results will provide a good basis for future experiments and risk calculations.

A Study on the Structure and Function of the Underground Storage Facility in Baekje (백제 지하저장시설(地下貯藏施設)의 구조와 기능에 대한 검토)

  • Increasing discovery cases of underground storage facilities made of earth, wood, or stone are being reported from the recent excavation survey of the Baekje relics. Accordingly, the purpose of this study is to examine the structure and function of the underground storage facilities of Baekje following a classification made by the type and building method as follows: plask shape, wooden box shape, and stone box shape. The plask shape storage is the most representative underground storage of Baekje that has been found in numerous relics more than 600 sets around Hangang(Han River) and Geumgang(Geum River) from the Hansung period to Sabi period in Baekje Dynasty. It is a historical artefact as a part of the unique storage culture of Baekje around Hangang and Geumgang from the 3rd to 7th Century. Considering its structure and the example of Chinese one, it might had been used for a long-term storage of grains and various other items including earth wares. The storage facility in wooden box shape and stone box shape are found mostly in the relics Of Sabi period. Thus it might had taken some functions of the storage in traditional pouch shape which had decreased after the 6th Century. In particular, the wooden box shape and stone box shape storage required enormous labor force to build owing to their structure and building method. Thus, they were considered to had been used for official purposes in province fortress and citadel artefact. The wooden box shape storage facility is classified into flat rectangular type and square type based on the structure, and into Gagu type(架構式) and Juheol type(柱穴式) based on the building method. It might had been decided according to the geography and geological feature of the place where the storage was to be built. Considering the examples of Gwanbuk-ri relics and Weolpyong-dong relics, the wooden box shape storage facility might had been used for various items depending on the needs, including foods such as fruits and essential provisions at the military base. Considering the long-term food storage, the examples in Japan, and the functional characteristics of the underground storage facility, there is a possibility that the wooden and stone box shape storage facilities had been built so as to safely store important items in case of fire. This study is only a rudimentary examination for the storage facility in Baekje. Thus further studies are to be made specifically and comprehensively on the comparison with other regions, distribution pattern, discovered relics and artefacts, and functions.

  • This is the fourth of a series of companion papers dealing with the mechanical property reductions of various marine structural steels. Even though a reduction of the elastic modulus according to temperature increases has not been obtained from experiments, high temperature experiments from room temperature to $900^{\circ}C$ revealed that initial the yield strength and tensile strength are both seriously degraded. The mechanical properties obtained from high temperature experiments are compared with those from EC3 (Eurocode 3). It is found that the high temperature test results generally comply with the prediction values by EC3. Based on the prediction of EC3, time domain nonlinear finite element analyses were carried out for a blast wall installed on a real FPSO. After applying the reduced mechanical properties, corresponding to $600^{\circ}C$ to the FE model of the blast wall, more than three times the deflections were observed and it was observed that most structural parts experience plastic deformations exceeding the reduced yield strength at the high temperature. It is noted that a protection facility such as PFP (passive fire protection) should be required for structures likely to be directly exposed to fire and explosion accident.

A Study on the Cutoff time and the Malfunction Current Characteristics of RCDs (누전차단기 동작시간 및 부동작 전류 특성)

  • This paper describes the cut off time and the current characteristics of virgin RCDs and deteriorated ones in the seashore. The RCDs(Residual Current Protective Devices) are used for protecting the human body from electrical shock and for preventing facility accidents. According to the Korean standards, the RCDs are installed in panel boards. When RCDs are installed outside, they must be enclosed inside waterproof cases. In the case that RCDs are employed at temporary power sites and electrical facilities on the road they are exposed to the external environment. As a result, the RCDs deteriorated in the seashore for 3 months showed high failure rate, while the virgin RCDs all complied with Korean Standard. Considering that the RCDs are used under exposed condition outside, the reliance of RCDs must be ensured by modifying the related regulations and codes and by developing improved advanced in their performance.

Consequence Analysis of the Fire & Explosion on the Flammable Liquid Handling Facility and LPG Station (제 4류 위험물 취급소 및 LPG 충전소의 화재$\cdot$폭발 피해 영향분석)

  • The XX company that is handling the class IV hazardous materials, located in Bu-Chon City and the LPG station in front of the XX company which is about 20 meters apart, was chosen as the standard model for this study In carrying out the consequence analysis, PHAST and Super-Chems were used for the study and utilizing the output of the simulation, we have evaluated the consequences throughout the probit analysis and explosion overpressure analysis. In case of Acetone, the effect distance of the damage on facilities-that is the result of radiation heat flux of $37.5kW/m^2$ by TNO model-is 68.51m by PHAST model and 40.93m by Super-Chem model. The risk assessment of the LPG station which is based on the explosion resulted as the analysis of the fire ball showed the diameter 125.2m, the height 206.2m and the duration 11.28sec and the effect distance for the radiant heat flux $37.5kW/m^2$ was 137.0m.

  • There are lots of energy facilities using gas(storage facility, compressed gas pipe, station, tank lorry) on the domestic. These major gas facilities cause major accidents associated with fire, explosion, toxic and etc. With the increased interest in reducing air pollution, supply of natural gas for gas vehicles is increasing. Thus, the number of establishments of LNG (Liquefied Natural Gas) and CNG(Compressed Natural Gas) stations is increasing as well. However, due to major gas accidents such as the fire and explosion accident of a Buchen LPG (Liquefied Petroleum Gas) station, it is difficult to establish a new station. In this research, we present quantitative risk assessment for LCNG;LNG multi-station and compare it result against individual risk criteria of HSE.

  • Surveillance system that can respond quickly in case of failure to detect various disorders that can occur for a temperature chamber, and fire extinguishing equipment, such as UPS, communication room, and computer room of enterprises and institutions operating in infrastructure, and to systematically study. Major telecommunications equipment and computational facilities to manage, operating in an environment of air conditioners work status, distribution panel and the UPS status and fault status, rapid notification system in case of fire is needed. By identifying the status and problems of disability surveillance on the periphery of the existing computer room's infrastructure management guidelines presented in the next future Conception and systematic surveillance system for staff to refer to when designing considerations associated with data center monitoring system the necessity of the various studies are presented.

  • In this study, the disaster management and disaster medical improvement was described in underground space(specifically underground shopping center) in case of fire disaster occurred. Firstly, statue and system was discussed concerning building law, safety, fire services, refuge. The underground in Seoul management is classified as to space and form and management agent is different according to the type form. Because the difficulty of emergency rescue arises due to individual management system unified system needs to be established and improvement of facility management agent is necessary. For the patient to be transfer on the ground, corporation between command head quarter and emergency rescue team are essential. And disaster information and emergency medical information are also need to be considered. Therefore, effective countermeasures for emergency saving is urgent considering distribution of medical institution and medical treatment.

Evacuation Behaviors under the Corridor and Stair Width Variations in Evacuation Experiments (복도·계단 폭 변화를 통한 피난실험에서 피난행태에 미치는 영향요인 분석)

  • The aims of this study are to verify the effecting factors in evacuation behavior under the corridor and stair width variation in evacuation experiments at university education facilities. To achieve these purposes, the present conditions of university education facilities were analyzed, and the evacuation experiment settings were established under different width of corridor and stairs. After the experiments, we asked the effecting variables to the evacuation behaviors under the variation of corridor, stair width and density of evacuee. The results of this study are as follows ; First, we found 3 main factors which affecting the evacuation behaviors ; environmental factors on building conditions, psychological factors on evacuee's characteristics and personal factors on evacuee's physical conditions. Second, the environmental factors such as the location of stairs for evacuation, recognition of wayfinding in fire condition are mainly affects the evacuation behaviors, but evacuee behaviors have little relations with fire extinguishing facilities and personality.

An Estimation of the Consequence Analysis for an Underground Installation of the LPG Storage Tanks (소형 LPG 저장탱크 매몰 설치에 대한 피해영향평가)

  • In this paper, the consequence analysis has been evaluated for the damage effects of the LPG storage tanks when they are installed on the ground or underground. They should be performed to identify measures to reduce risks for the LPG storage tanks which are more widely used. In order to conduct a damage effect evaluation of the LPG storage tanks installed underground, FDS was used to simulate the LPG storage tanks installed and housed within a facility. The maximum pressure of the storage facilities for the LPG storage tanks has been calculated from the FDS, and it's results are used as an input variable for Phast which is a commercial software for evaluating the damage effects. Getting results from the consequence analysis and computational simulations(diffusion range of LFL and UFL, jet fire or explosions) were quantitatively presented for the damage effects.
