Plant ash and soil drainage, derived by frequent mountain fires during winter, might cause biological contamination to seaweeds at seashore and river mouse area. To thalli of Ulva pertusa, maximum non-lethal concentration(MNLC), lethal concentration 50 $(LC_{50})$ and minimum lethal concentration (MLC) of pine needle ash were shown as 60, 350 and 550 mg/mL, respectively. The yellow loess and granite sand did not damage at concentrations of 20 and 200 mg/mL, respectively To thalli of Porphyra yezoensis, the MNLC, LC5O, MLC of pine needle ash were shown as 0.08, 0.4 and 1.0 mg/mL, respectively. Effects of yellow loess and granite sand were approximately 1/2 and 1/10 of the ash. To thalli of Undaria pinnatifida, the pine needle ash, yellow loess and granite sand did not damage at the concentration range of 20 to 40 mg/mL. Change of pigments $(chlorophyll\;\alpha,\;lutein,\;\beta-carotene,\;phycoerthrin)$ was also determined at the MNLC, $LC-{50}$ and MLC of pine needle ash. Among three seaweeds tested, P. yezoensis produced the most 2.7-fold of lutein and 2.3-fold of $\beta-carotene$ at $LC-{50}$ of the ash. Thus the P. yezoensis, appeared as a sensitive indicator, could be used as one of test organisms for determination of the biological effect of pollutants contaminated in marine environment.
International maritime law conventions concerned with cargo liabilities have sought to achieve solutions which will be acceptable to a wide range of states. The Rotterdam Rules was approved by the UN Assembly on 11 December 2008. The Rotterdam Rules are intended to replace The Hague and Hamburg Rules. This paper is comparing The Rotterdam Rules with The Hague and Hamburg Rules for the carrier' liabilities and exceptions in order to find carrier' liability System, the burden of proof and exceptions in the International maritime Rules. The purpose of this paper is considering the carrier's principal recourse for defending himself inmost cargo claims. The first area analyze the transfer of carrier's fundamental Liability system in the International Rules. The second is the matter on the appointment of proof in order to establish liability or to be relieve of liability. And the third is the change of the carrier's possible exclusions from liability in the International maritime Rules. From the result of the said analysis, my paper suggests differences of the exclusions in the Rotterdam Rules comparing with the Hague and Hamburg Rules, and features of the Rotterdam Rules appling exceptions on the basis of the Hague and Hamburg Rules with regard to carrier's liability and burden of proof. The former is the inclusion of three exclusions, the deleted natural fault, and The provision making the carrier responsible for the acts of its servants or agents in the 'fire on the ship' of the Rotterdam Rules. The latter is deleting the principle of overriding obligation related to carrier's obligation of seaworthiness in the Rotterdam Rules, the burden of proof being diverted from the carrier to the carrier and the shipper in the cargo damage caused by two factors(one for which the carrier was liable and the other for which it was excusable) in the new rules.

The steel pipe manufacturing industry deals with facilities and materials. Especially thermal facilities are close to vapor cloud explosion (VCE) and may cause secondary damage to facilities because they deal with corrosive substances such as hydrofluoric acid, sulfuric acid and acid, fire, explosion, leakage etc. It is in danger. In this study, hazard identification method was conducted using HAZOP techniques and quantitative risk analysis was conducted using e-CA, a program that supports accident impact analysis. Equipment in the influence range of ERPG - 3 was determined to be a facility requiring replacement. It was decided that neutralization is necessary using slaked lime. Based on the cost of loss, We presented the proper replacement which is the timing of the dangerous facility. As a result, It was ideal to replace the facilities with 20 years of heat treatment facilities, one year of hydrofluoric acid storage tank, 20 years of sulfuric acid storage tank, and 5 years of hydrochloric acid storage tank.
Activated carbon is a carbonaceous material mainly used as a gaseous or liquid adsorbent. As fire-related accidents occur consistently due to the accumulation of heat of adsorption and oxidation of volatile organic compounds, the explosive characteristics and thermal stability of powdered and granular activated carbon made from coal and coconut shells were evaluated. As a result of the particle size analysis, the powdered activated carbon was in the particle size range (0.4~3) ㎛, and thermal properties such as exothermic onset temperature and decomposition behavior were analyzed using a differential scanning calorimetry and a thermogravimetric analysis. As a result of the evaluation of the explosion hazards for dust, both coal-based and coconut-based powdered activated carbon are classified as St1 class with weak explosion, but this is a relative and does not mean that the explosion hazards is absolutely low. Therefore, it is necessary to establish countermeasures for reducing the damage.
Hydrogen energy technology is gaining importance in the era of the Fourth Industrial Revolution, offering military advantages when applied to military vehicles due to its characteristics such as reduced greenhouse gas emissions, noise, and low vibration. Korea's military has initiated the Army Tiger 4.0 plan, focusing on hydrogen application, downsizing, and AI-based smart features. The Ministry of National Defense plans to collaborate with the Ministry of Environment to expand hydrogen charging stations nationwide, anticipating increased deployment of military hydrogen vehicles. However, considering the Jet Fire and VCE(Vapor Cloud Explosion) nature of hydrogen, ensuring safety during installation is crucial. Current military guidelines specify a minimum safety distance of 2m from adjacent buildings for charging stations. Scientific methods have been employed to quantitatively assess the accident damage range of hydrogen, proposing a minimum safety distance beyond the affected area.

Demand for hydrogen as a renewable energy resource is increasing. However, unlike conventional fossil fuels, hydrogen requires a dedicated refueling station for fuel supply. A risk assessment of hydrogen refueling stations must be undertaken to secure the infrastructure. Therefore, in this study, a risk assessment for hydrogen refueling stations was conducted through both qualitative and quantitative risk assessments. For the qualitative evaluation, the hydrogen dispenser module was evaluated as two nodes using the hazard and operability (HAZOP) analysis. The risk due to filter clogging and high-pressure accidents was evaluated to be high according to the criticality estimation matrix. For the quantitative risk assessment, the Hydrogen Korea Risk Assessment Module (Hy-KoRAM) was used to indicate the shape of the fire and the range of damage impact, and to evaluate the individual and social risks. The individual risk level was determined of to be as low as reasonably practicable (ALARP). Additional safety measures proposed include placing the hydrogen refueling station about 100m away from public facilities. The social risk level was derived as 1E-04/year, with a frequency of approximately 10 deaths, falling within the ALARP range. As a result of the qualitative and quantitative risk assessments, additional safety measures for the process and a safety improvement plan are proposed through the establishment of a restricted area near the hydrogen refueling station.
There was much mass movement at many different mountain side of Peong Chang area in Kwangwon province by the influence of heavy rainfall through August/4 5, 1979. This study have done with the fact observed through the field survey and the information of the former researchers. The results are as follows; 1. Heavy rainfall area with more than 200mm per day and more than 60mm per hour as maximum rainfall during past 6 years, are distributed in the western side of the connecting line through Hoeng Seong, Weonju, Yeongdong, Muju, Namweon and Suncheon, and of the southern sea side of KeongsangNam-do. The heavy rain fan reason in the above area seems to be influenced by the mouktam range and moving direction of depression. 2. Peak point of heavy rainfall distribution always happen during the night time and seems to cause directly mass movement and serious damage. 3. Soil mass movement in Peongchang break out from the course sandy loam soil of granite group and the clay soil of lime stone and shale. Earth have moved along the surface of both bedrock or also the hardpan in case of the lime stone area. 4. Infiltration seems to be rapid on the both bedrock soil, the former is by the soil texture and the latter is by the crumb structure, high humus content and dense root system in surface soil. 5. Topographic pattern of mass movement spot is mostly the concave slope at the valley head or at the upper part of middle slope which run-off can easily come together from the surrounding slope. Soil profile of mass movement spot has wet soil in the lime stone area and loose or deep soil in the granite area. 6. Dominant slope degree of the soil mass movement site has steep slope, mostly, more than 25 degree and slope position that start mass movement is mostly in the range of the middle slope line to ridge line. 7. Vegetation status of soil mass movement area are mostly fire field agriculture area, it's abandoned grass land, young plantation made on the fire field poor forest of the erosion control site and non forest land composed mainly grass and shrubs. Very rare earth sliding can be found in the big tree stands but mostly from the thin soil site on the un-weatherd bed rock. 8. Dangerous condition of soil mass movement and land sliding seems to be estimated by the several environmental factors, namely, vegetation cover, slope degree, slope shape and position, bed rock and soil profile characteristics etc. 9. House break down are mostly happen on the following site, namely, colluvial cone and fan, talus, foot area of concave slope and small terrace or colluvial soil between valley and at the small river side Dangerous house from mass movement could be interpreted by the aerial photo with reference of the surrounding site condition of house and village in the mountain area 10. As a counter plan for the prevention of mass movement damage the technics of it's risk diagnosis and the field survey should be done, and the mass movement control of prevention should be started with the goverment support as soon as possible. The precautionary measures of house and village protection from mass movement damage should be made and executed and considered the protecting forest making around the house and village. 11. Dangerous or safety of house and village from mass movement and flood damage will be indentified and informed to the village people of mountain area through the forest extension work. 12. Clear cutting activity on the steep granite site, fire field making on the steep slope, house or village construction on the dangerous site and fuel collection in the eroded forest or the steep forest land should be surely prohibited When making the management plan the mass movement, soil erosion and flood problem will be concidered and also included the prevention method of disaster.
In structural engineering practice, understanding the performance of composite columns under extreme loading conditions such as high-rise bulding, long span and heavy loads is essential to accuratly predicting of material responses under severe loads such as fires or earthquakes. Hitherto, the combined effect of partial axial loads and subsequent elevated temperatures on the performance of hollow steel column filled fly ash concrete have not been widely investigated. Comprehensive test was carried out to investigate the effect of elevated temperatures on partial axially loaded square hollow steel column filled fly ash concrete as reported in this paper. Four batches of hollow steel column filled fly ash concrete ( 30 percent replacement of fly ash), (HySC) and normal concrete (CFHS) were subjected to four different load levels, nf of 20%, 30%, 40% and 50% based on ultimate column strength. Subsequently, all batches of the partially damage composite columns were exposed to transient elevated temperature up to 250℃, 450℃ and 650℃ for one hour. The overall stress - strain relationship for both types of composited columns with different concrete fillers were presented for each different partial load levels and elevated temperature exposure. Results show that CFHS column has better performance than HySC at ambient temperature with 1.03 relative difference. However, the residual ultimate compressive strength of HySC subjected to partial axial load and elevated temperature exposure present an improvement compared to CFHS column with percentage difference in range 1.9% to 18.3%. Most of HySC and CFHS column specimens failed due to local buckling at the top and middle section of the column caused by concrete crushing. The columns failed due to global buckling after prolong compression load. After the compression load was lengthened, the columns were found to fail due to global buckling except for HySC02.
In modern society, human and social damages caused by natural disasters and frequent disaster accidents have been increased year by year. Prompt access to dangerous disaster sites that are inaccessible or inaccessible using state-of-the-art Earth observation equipment such as satellites, drones, and survey robots, and timely collection and analysis of meaningful disaster information. It can play an important role in protecting people's property and life throughout the entire disaster management cycle, such as responding to disaster sites and establishing mid-to long-term recovery plans. This special issue introduces the National Disaster Management Research Institute (NDMI)'s disaster management technology that utilizes various Earth observation platforms, such as mobile survey vehicles equipped with close-range disaster site survey sensors, drones, and survey robots, as well as satellite technology, which is a tool of remote earth observation. Major research achievements include detection of damage from water disasters using Google Earth Engine, mid- and long-term time series observation, detection of reservoir water bodies using Sentinel-1 Synthetic Aperture Radar (SAR) images and artificial intelligence, analysis of resident movement patterns in case of forest fire disasters, and data analysis of disaster safety research. Efficient integrated management and utilization plan research results are summarized. In addition, research results on scientific investigation activities on the causes of disasters using drones and survey robots during the investigation of inaccessible and dangerous disaster sites were described.
The missile technology and its development in south Korea have been restrained to the limit of 180 km by America which instead provided to Korea with security protection. In the same vein, America pressured South Korea to abort its nuclear weapons program so as to prevent another possible military encounter that can easily develop into a war between South and North Korea. This restraint was a bit relaxed when South Korea joined the Missile Technology Control Regime (MTCR) in 2001 whereby the limit was 300 km. The situation of South Korea is in much contrast with its neighbor, North Korea, which has fired Taepo Dong 1 and Taepo Dong 2 to put its alleged satellite respectively into the Earth orbit. The range of this rocket believed to be reaching more than 5,500 km, a range of the intercontinental ballistic missile, without any rein. South Korea that has just geared its full powers for its outer space industry, with the current space projects of putting its satellites into the low Earth orbit, will in future put its satellite into the geostationary orbit, 36,000 km above the Earth. To do so, such restraint had better be resolved. Korean space industry, as it is alike in other countries, started with putting and manufacturing sounding rockets, producing satellites but relying on foreign launching facilities, and learning launching capacities. Experiencing three time launchings of KITSAT, the current satellite projects of Korea are undertaken as follows: - Koreasat - STSAT - Komsat - MBSAT - COMS (Communication, Ocean, and Meteorological Satellite) Koreans waked up to the things of outer space in 2008 with the first Korean astronaut Li So-yeon, a lady bio systems engineer. Although the first Korean made rocket in cooperation with a Russian company to fire last August 2009 was a failure, it should be considered as an inevitable process for future endeavors. There are currently three outer space related laws of Korea: Aerospace Industry Development Promotion Act 1987, Outer Space Development Promotions Act 2005, and Space Damage Compensation Act 2008. The first two stemming from the two different ministries are, however, overlapping in many aspects and have some shortcomings to be improved.
