Recently, Korea has established a plan for the supply of hydrogen vehicles and is promoting the expansion of the supply. Risk factors for hydrogen vehicles are hydrogen leakage, jet fire, and explosion. Therefore Safety measures are necessary for this hazard. In addition, risks in semi-closed spaces such as tunnels, underground roads, and underground parking lots should be analyzed. In this study, an explosion experiment was conducted on a hydrogen tank used in a hydrogen vehicle to analyze the risk of a hydrogen vehicle explosion accident that may occur in a semi-closed space. As results, the effect on the structure and the human body was analyzed using the overpressure and impulse values for each distance generated during the explosion.
Consequence analysis using an ALOHA program is conducted to calculate the accidental impact ranges in the cases of hydrogen leakage, explosion, and jet fire in a hydrogen fueled combined cycle power plant. To evaluate the effect of weather conditions and topographic features on the damage range, ALOHA is executed for the power plants located in the inland and coastal regions. The damage range of hydrogen leaked in coastal areas is wider than that of inland areas in all risk factors. The obtained results are expected to be used when designing safety system and establishing safety plans.

As the lack of management for HAZMAT transportation leads to fatal accidents, the interest in the problem is rapidly increasing in the world. Thus UN-RTDG recommends to establish regulations for HAZMAT transportation, and related ministries in Korea make rules and policies according to the regulations. However, there are few researches carried out on railway HAZMAT transportation. In this paper, issues such as present condition of laws and policies related to railway HAZMAT transportation, HAZMAT transportation procedure and regulations, HAZMAT signs of railway etc. are analyzed. Through analyzing these issues the problems and improvements of railway HAZMAT transportation are drawn. These results are respected to help to establish regulations and policies for HAZMAT transportation management. In the future, more detailed plan is needed for putting these improvements to practices.

Recently, about 600 cases of marine accidents occur annually in Korea. According to many studies and analyses on occurrence of marine accidents, 70~80% of marine accidents were caused by human factors. Among the human factors, navigation officers' fatigue is very important factor. Although navigation officers' fatigue serves as an important role in marine accidents, there is no method to exactly examine the degree of officers' fatigue. Accordingly, this study analyzed human factors according to types of marine accidents and extracted important five factors affecting navigation officers' fatigue through the questionnaire survey by means of literatures and 5-point scale. In addition, evaluation factors of marine accident risks caused by fatigue factors were divided and structured by using ISM. Lastly, it found out the importance of each fatigue factor drawn by AHP and decided marine accidents that were most highly caused by navigation officers' fatigue in order. At the result, weights were high as sleep time 0.385, stress 0.302, health condition 0.139, rest time 0.099, alcohol and drug 0.074 in fatigue factors, and death and injury 0.328, collision 0.308, grounding 0.195, sinking 0.094, fire accident 0.075 in evaluation factors of marine accident risks. Therefore, the control plan to lower marine accident risks should be prepared on the basis of high weight factors.
Accidents involving children are an important cause of death and disability. They also have enomorous financial implications. In order to prevent childhood accidents, research and education for safety should be strengthened. The purpose of this study was to determine how often young children have accidents and what factors affect the accident rate. The sample consisted of 771 children who were in the second, third and forth grades of two elementary schools located in Kyung-gi Province. One school had students from middle class families living in apartment complexes and the other, students from lower income families mainly living in single houses. The questionnaires included items on the occurance of accidents and the parents' attitudes regarding accidents during the academic year from March 1997 to February 1998. The Questionnaires were distributed to conventiently selected students to be compeleted by their parents and collected during the period of May 28, to June 6, 1998. The data were analyzed using SAS PC statistical package. The results of the study are as follows ; 1. Of 771 student subjects, 393 had 887 accidental injuries during the study period. 2. The month, the day and the time with the highest accident rate were May, Sunday, and between 1 and 4 p. m. each. 3. In the analysis of the location where the injury took place, the most frequent place was on around their homes followed by school and, then, inside the home 4. Most of the accidents were caused by carelessness on the part of the children and the most frequent type of injury was an abrasion. 5. Children most injured their legs 6. They were treated at home most often and usually emergency treatment was performed by family members with, disinfection being the main type of first aid. Cost of the treatment ranged from 8,000 to 20,000 won in most cases. 7. House type and parents' education level were statistically significant in chi-square analysis. 8. Parents educate their children about traffic safety most frequently followed by fire safety and, then, prevention of violence. 9. Parents think that prevention of violence should be the most important part of injury prevention education both at school and home. 10. To identify factors related to accident occurrence, multiple logistic regression was performed and the main factors were birth order and house type.
Civil complaints and lawsuits filed in the process of providing emergency medical service include fall accident on the way of carrying the patient, transfer consent, refusal and rejection of rescue request, range and behavior restriction of emergency medical technicians, false registry of logbook, neglect of duty and emergency patient, and violation of traffic laws on the way of dispatch to the scene of accident. This study suggested the measures by cases as follows. 1. The accidents on the way of carrying a patient could be divided into fall of patient and fall by paramedic's mistake. In the former case, damages caused by the ambulance's shaking must be notified to the patient and guardian and recommended to fasten seat belt, in the latter case, the plan of patient's posture, route of transport, rescue and equipments should be comfirmed before fixing the patient. 2. Transfer consent must be made as implied when the patient is unconscious under delusion and was not able to consent physically, and paramedic must take an action by his judgment and record details of services on logbook. 3. When a patient refused to transfer, get 'confirmation of transfer refusal' and inform him of refusal. Paramedic should receive the signature. In addition, in case of refusal, transfer request should be made after hearing doctor's opinion and it should be notified to transfer request and superintendent of fire station after making 'confirmation of transfer refusal'. 4. Emergency medical technicians should perform their duties within the range of services prescribed by Article 41 of Law of Emergency Medical Service and Article 33 of Its Enforcement Regulations and shall not make announcement of death. In case of reporting the death to guardian, it is desirable to use record data like ECG results. 5. The best way to have protection from legal problems is making and keeping the exact records of accident and patient. Paramedic should not mention his subjective opinion about the accident-related matter. He must record correctly and keep the original medical records. 6. As emergency medical technicians are responsible for taking care of emergency patients, they must contact a briefing room when they meet a difficult situation suddenly due to vehicle stop or treatment of other patients and then must have support from neighboring hospital and other safety centers. 7. Since the ambulance operator is responsible for safety and careful driving of ambulance, he must be careful when he violates traffic regulations unavoidably. The operator should drive slowly below 10km/h at an intersection and pass it after getting way from general vehicles driving from all directions.
In gas industries, the potential risks of serious accidents have been increased due to high technology application and process complexities. Especially, in case of gas-related accidents, the extent of demage is out of control since gas plants handle and produce combustible, flammable, explosive and toxic materials in large amounts. The characteristics of this kind of disaster is that accident frequency is low, while the impact of damage is high, extending to the neighboring residents, environment and related industries as well as employees involved. The hydrogen gases treated important things and it used the basic material of chemical plants and industries. Since 2000, this gas stood in the spotlight the substitution energy for reduction of the global warming in particular however it need to compress high pressure(more than 150 bar.g) and store by using the special cylinders due to their low molecular weight. And this gas led to many times the fire and explosion due to leak of it. To reduce these kinds of risks and accidents, it is necessary to improve the new safety management system through a risk management after technically evaluating potential hazards in this process. This study is to carry out the quantitative risk assesment for hydrogen filling plant which are very dangerous(fire and explosive) and using a basic materials of general industries. As a results of this risk assessment, identified the elements important for safety(EIS) and suggested the practical management tools and verified the reliability of this risk assessment model through case study of accident.
I collected the cases of CNG vehicle accidents which had happened for 30 years and analyzed the causes of the accidents according to each type of cylinders. There are about six accidents including three cylinder explosion accidents due to bad heat treatment, one composite damage, one CNG vehicle fire, and one fuel piping accident owing to the poor maintenance. When looking into the cylinder types involved in the accidents and the causes, 29% of the cylinder accidents are Type I and 24% Type IV, 16% Type II, and 14% Type III. 37% of the accidents are caused by the defects of the raw materials and the errors of a manufacturing process, 16% by the stress corrosion cracking as a result of the repetitive use, 15% by the cylinder's explosion on account of the malfunction of PRD(Pressure Relief Device) and the overpressure. The remainders of the causes are fire and unknown causes. Therefore, cylinder manufacturers have to strengthen quality management of raw materials and manufacturing process and painting regardless of each type of cylinder. Also bus operators need to make an effort to keep safety condition through every day check.
The purpose of this study was to identify the priming effects of disaster-related news. Specifically, this study aimed to examine the priming effects about trauma words and neutral words according to the geographical and psychological distance from the disaster. The participants in this study were 75 college students who had not experienced the Daegu subway fire accident, and whom were not ruled out after completing the screening measure completing the screening measure the completion of questionnaires for screening. All participants conducted a lexical decision task after watching a news video about the Daegu subway fire accident. The design was a 2 (Geographical distance: close vs. distant) × 2 (Psychological distance: close vs. distant) × 2 (Priming type: trauma priming vs. neutral priming) mixed-design. The results of this study are summarized as follows: First, the group which was geographically closer to the disaster tended to revealed a largerbigger priming effect than the distant group-a trend toward significance. Second, within the psychologically closer to the disaster, group, for those who were geographically closer too, the priming effect was larger for those who were geographically closer geographically closer than for the geographically distant group. Third, the geographically closer group had a largerbigger neutral priming effect than the distant group. Fourth, the psychologically distant group had a largerbigger neutral priming effect than the close group. To sum up, this study identified that disaster news coverage may have an implicit effect on people, and this influence can change according to the geographical and psychological distance. Finally, this study discussed the limitations of the study and recommendations for further research.
This study selected the worst-case scenario for fireball and vapor cloud explosion (VCE) of a styrene monomer storage tank installed in a petrochemical production plant and performed damage prediction and accident impact analysis. The range of influence of radiant heat and overpressure due to fireball and vapor VCE during the abnormal polymerization reaction of styrene monomer, the main component of the mixed residue oil storage tank, was quantitatively analyzed by applying the e-CA accident damage prediction program. The damage impact areas of radiant heat and explosion overpressure are analyzed to have a maximum radius of 1,150m and 626m, respectively. People within 1,150m of radiant heat of 4kW/m2 may have their skin swell when exposed to it for 20 seconds. In buildings within 626m, where an explosion overpressure of 21kPa is applied, steel structures may be damaged and separated from the foundation, and people may suffer physical injuries. In the event of a fire, explosion or leak, determine the risk standards such as the degree of risk and acceptability to workers in the work place, nearby residents, or surrounding facilities due to radiant heat or overpressure, identify the hazards and risks of the materials handled, and establish an emergency response system. It is expected that it will be helpful in establishing measures to minimize damage to workplaces through improvement and investment activities.
