A Study on the Policy Tasks for the Development of National Fire Service - Redesigning Institutional and Organizational Improvement for the Establishment of the National Fire Service Agency - (한국소방발전을 위한 정책과제 연구 - 소방청 신설에 대응하는 제도·조직개선 구상 -)

  • Today, the basic problem of functional safe management of Korean Disaster Control system was separately administrated 33 acts that are relating to safe management in 13 ministries. Because of the facts that the fire service is not provided practically, the control system and risk management for safe administration are not operated, the information can not be shared with each other, and the various laws have the lacks of linkage, the National Safe System was appeared unsteady. The roles and functions of fire service have started with restriction to operate structurally and institutionally, which operational structure of fire service is becoming weak. As a result, the federal and local fire organizations have not reached yet to the institutionalization and the local fire service agencies have bias with the task regarding the fire service because of the relation between organizational structure and the local fire agency. With the enforcement of the federal and local fire system, professionality and autonomy for making policy, and dealing with changes of fire service positively, the national fire service on the policy performance can be established. Promotion of research and development and education training to strengthen innovation in technology and competition in fire industry will contribute to the firmly establishment of control system to prevent from fire, flood, terror and national disaster. This article proposed that (a) the established law and administration, agency are required efforts to effectively operate fire service system; (b) the national fire service agency, national college of fire, national institute of science fire, and national fire service hospital should be early established to make firmly policy to operate effectively and practically. These kinds of innovational acts are known the best ways of operating solid policy of national fire service system.

  • In Korea, about 80 academic departments related to fire science are in operation throughout the country, but fire science is not included as a branch science in the science classification system acknowledged by the Ministry of Education, Science and Technology and its position as a science is not solid yet. In response to this problem, research is being made actively to establish fire science recently. This study aims at composing the fire service policy theory which is one of sub areas of fire science. First, the concept of fire service policy should be established, and fire service policies should be divided into different types. In addition, it is necessary to examine the direction of the development of fire service policies in Korea, and the unique characteristics of fire service policies should be described. Next, we will mention fire service policy making and participants, theories on the determinants of fire service policies, the execution of fire service policies, and the evaluation of fire service policies. Particularly, based on the peculiarity of fire service, it is necessary to explain policies on fire prevention and precaution, fire investigation, rescue and first aid, public campaigns for safety and prevention, fire insurance, etc. Finally, we suggest the future directions of fire service policies according to the change of environment in the future.

  • This study is aimed to increase the fire-fighting manpower utilization and the increasing of its services in aging society. Due to continuous improvement of living standards and development of medical technology, the elderly population rate is being increased and it brings rapid progresses of aging society. Therefore, as a fire-fighting organization which is responsible for safety from various disasters, they should grasp comprehensively and systematically exact status of weak person from disaster in perspective of it with conjunction of all concerned department and at the same time proceed to speedy move as well as determine the appropriate emergency measures. In order to do this, safe life education for elderly people and the comprehensive measures of home security should be taken by transforming the policy from particular object-oriented policy to demand-driven policy. And through the expansion of one one nine services such as using grandeur of powerful IT nation out of old-fashioned promotion way, they should provide fire-fighting service for convenient and comfortable life of elderly people after retirement. A consideration of the elderly people is the best way to penetrate a advancement fire-fighting in aging society.

Argumentation Analysis for 119 First aid Service and Policy (119 구급업무의 정책논쟁분석)

  • Since a few years ago, great disasters have often took place in domestic and abroad, such as Sampoong Department store collapse, Sea-land disaster accident, Incheon Hof fire accidents. Whenever a lot of accidents occurred such as fire, gas explosion, traffic accident, mountain accident, various disease, people required 119 first aid service. As the result, even for the last year, average 2,608 person per day were temporary treated and carried to near hospital by 119 system. But first-aid team or first grade EMT(emergency medical technician) that should provide high quality service and save important lives, might have negatively treated or made their duty only for simple transfer, when they were imminent of emergency case in every kinds of accident spot. Because they worried about medical dispute for "task restriction for EMT" decided by medical laws or rules of first aid. So it was proposed that "task restriction for EMT" should be mitigated or released in the possible range on this occasion.

Cancer Perceptions Among Smokeless Tobacco Users: A Qualitative Study of US Firefighters

  • Background: Prevalence rates of smokeless tobacco (SLT) use among firefighters are remarkably high and substantially higher than similar occupational groups and the general U.S. population. The purpose of this study was to explore the perspectives of fire service personnel regarding cancer and its associations with tobacco and SLT use. Methods: This descriptive study used a qualitative approach. Key informant interviews were conducted in 39 career firefighters and fire service administration from across the U.S. Discussion were recorded, transcribed verbatim and transferred to NVivo software for narrative analysis. Topics explored included cancer perceptions, attitudes and beliefs, and cultural factors related to SLT use behaviors. Results: Major themes that emerged among fire service personnel included concerns about cancer and its risk factors including firefighting tasks, such as fire overhaul operations, and from their lifestyle behaviors, such as alcohol and tobacco use. Firefighters also suggested a number of reasons for their increased SLT use, such as fire department tobacco-free policy and fire service culture. Conclusion: The current study provides a rich foundation for future research, prevention, and intervention efforts for the fire service and research communities regarding tobacco and SLT use and cancer risk. Additional research on firefighters' cancer beliefs deserves future research in order to improve messaging about the risks of cancer due to firefighting.

  • For a field of research to be an independent area of study, there must be a common paradigm that is shared by the members of the community. In addition. for establishment of identity in a study, several relating scientific communities should actively study and research, which lead to a new paradigm. Efforts to accomplish this purpose are found in Politics, Economics, and Psychology. Yet, the field of Fire Service Science have not yield these results which include active scientific communities, scholars and experts who research on the subject and exchange their expertises. New paradigm for the field is not established yet. Therefore, this research probes the origins of these problems and suggests a proper scientific paradigm and direction for establishment of identity of Fire Service Science in Korea's ambiance.

Delphi Study on the Reduction of Cross-contamination and Improvement of Management System on Firefighting Protection Suit (소방 방화복 교차오염 저감 및 관리체계 개선을 위한 델파이 연구)

  • Objectives: This study evaluates and recommends the priority of policy implementation to improve the fire protection clothing management system used by firefighters and the reduction of cross-contamination from contaminated clothing at the scene of a fire. Methods: It consisted of 7 experts and conducted three interviews and two modified Delphi surveys. Through the results of previous research and interviews with experts, a plan to reduce cross-contamination of fire suits and improve the management system was first derived. An improvement plan was presented in the four areas including resources, management, fire protection related work, and laws and regulations, and the priority of policy implementation was derived by analyzing the importance and practicality of the policy at the same time. Results: As a result of the analysis, the first priority was education on the health effects of pollutants at the disaster scene for firefighters, and the second priority was the addition of SOP for the primary decontamination of on-scene personal protective equipment in preparation for the health effects of the disaster scene, and education for fire suppression and rescue workers. The next step was to improve the management system of personal protective equipment such as fire suits and develop a training course for systematic operation. Conclusions: This findings could be used in the implementation of mid- to long-term firefighting policies for the systematic operation and establishment of a systematic management system for personal protective equipment such as fire protective suits.

A Study on Building the Regional Cluster: The Case of Fire and Emergency Industrial Cluster in Samcheok-si

  • Korea has relied on top down development method, in which companies, research and education institutions move into the industrial complexes established by the government. However, to improve local competitiveness, the paradigm is shifting from the government initiated industrial complex to the clusters based on the cooperative network of the region. Representative case is 'Samcheok-si Fire & Emergency industry cluster construction project' that begun in 2007. AHP technique analysis results on first-stage showed that priority was on policy and network elements, and the results of second-stage analysis show that priority was on Policy incentives to internationalize the cluster and strengthen link,. Cluster branding, Sharing of organizational culture to cope with changes in environment, Creation of group learning culture. The subject of this research is limited to Samcheok-si's the Fire and Emergency Industry cluster formation project. Therefore, the research area and standard should be expanded to increase generality in further researches.

Impact of Fire Demand on Fire Service Budget (소방수요가 소방예산에 미치는 영향)

  • This paper aimed to statistically analyze the impact of fire needs not considered in previous reports based on preventive and preparedness strategies of fire administration and fire budget.. The panel data came from 16 metropolitan councils from 2008 to 2018 and was statistically analyzed based on the preventive measures of the fire administration (agreement for building permission, specific target for fire-fighting, public use facilities, and special fire inspection [SFI]), preparedness of the fire administration (fire safety education [FSE]), response of the fire administration (mobilization for fire suppression [MFS] and mobilization for ambulance service [MAS]), and fire budget. In the results, SFI, FSE, and MFS had a significant negative influence on the fire budget. Meanwhile, MAS had a significant positive effect on the fire budget (p < 0.01). These results reflect public policy in Korea; there has been a paradigm shift in fire administration: from disaster acceptance (focusing on recovery) to disaster response (focusing on field response) to disaster preparedness (focusing on preparedness).

A Study on Safety Policies Toward Aging Society (고령화사회를 대비한 소방방재정책에 관한 연구)

  • Korean society became an 'aging society' in 2000 years with a population of 65 years and over occupying $7.2\%$ of the whole population. And we expect that a population of 65 years and over will occupy $14.4\%$ in 2019 years, so Korean society will enter into an 'aged society' Older adults can't react correctly and rapidly to the disaster due to the decline of the physical function, therefore victims of older adults due to the disaster will increase as much as aging proceeds. For reducing sacrifices of older adults due to the disaster, 1 suggest that the propulsion of the disaster service policy for disaster week people like older adults, the policy of minimizing casualties due to fires, reinforcement of fire resources and enlargement of disaster services in rural communities, offering information about disaster services and reinforcement of functions of public relations, making new connection systems (e.g. educating welfare and post officials as volunteer fire officials), supplement of fire fighters, and the policy of lightening fire equipments.
