The Development of Inspection Checklist for Risk Recognition to Prevent Accidents at Worksites (작업현장 사고예방을 위한 위험인지 점검체크리스트 개발)

  • Even though continuous management and supervision of reinforcement of policies to safeguard accidents at workplace and work sites were implemented. Accident prevention activities such as inspection and diagnosis are urgently required to induce a preliminary investigation to identify the risk factors for each type of work, before the work task to eliminate risks at the worksites. Since safety inspections at work sites were generally conducted through visual inspections, the results of safety inspections may vary depending on the findings and proficiency of the safety officers. The results of those inspections may have loopholes to prevent potential accidents at work. Therefore, the purpose of this study was to develop a risk identification checklist that can effectively perform safety inspections to prevent accidents at work sites. This study initially analyzed the previously developed accident checklist to identify current complications and issues in safety checklists. Based on the findings of major industrial accidents over the past three years, the relationship between accident, workplace, and work type were analyzed refereeing the safety inspection standards. A risk recognition-checklist was developed to provide basic data on identifying risk factors, and inspection guidance at work sites. To prepare for potential accidents by identifying and taking countermeasures to mitigate the high risk and serious accidents at sites by the guidelines of the checklist. The developed inspection checklist has been practically used by experts at work sites to perform safety inspections, and it has been verified its suitability, and feasibility, to prevent or mitigate workplace accidents, including securing the safety and health of field workers. The role of the developed safety checklist has been considered effective at worksites.

  • This study is carried out for the fire safety of the factory building, the fire risk reduction measure in compliance with an example approached in fire risk reduction systematically, contribute to reduce the fire risk. The analytical fire risk process of discovering, identifying, estimating and evaluating risk and control measure as risk reduction measures are core concept, applies loss prevention with loss control techniques. The painting process in the workplace where the fire hazard and death accident accompanies coexists. Loss prevention problem of creation prevention of dangerous atmosphere at workplace is health and human services problem of normal circumstances, must be inspected with problem of combustible gases at the time of fire explosion. Static electricity measure accomplished the risk control process thoroughly as the fire risk reduction process model with the ignition sources measure which is presented. Fire risk from within organizing will be able to classify with each field by detailedly but risk treatment process will be able to apply basically all the same concept. Consequently about risk management example from before, this study is proposed risk management techniques that standardized rightly in the actual condition of organization with one plan, with discovery of fire risk, the feedback process in compliance with a fire risk reduction and the review which control the result is joint responsibility of engineer, technical expert and manager as part of safety management to practice with the fact must be supervised.

Analysis of Thermal Characteristics of the Electrical Socket-Outlets by Overcurrent (과전류에 의한 전기콘센트의 열적특성 분석)

  • Many electrical socket-outlet fire accidents take place not only in homes but in the offices each year. The causes are mostly faulty constructions, managerial problems and carelessness. Construction and managerial flaws can be resolved by regular or special inspections, but carelessness is not solvable through inspections. Such carelessness can be related to the consumption capacity of electrical socket-outlets presently, the rated current of electrical socket-outlets is based on 16A. However, even at 16A, the heat generated in the insulator of an electrical socket-outlet varies due to such factors as part damage and environmental conditions of use. To explore this situation, the study conducted an experiment to analyze thermal relationship by applying 10A, 20A, and 30A currents. To secure reliability, the study employed thermal analysis simulation and compared the thermal relationship in the same current value. The experimental and simulation values were found to be similar and therefore, diverse current values were replaced with the simulation. At 30A, the temperature was found to rise to at least $169.9^{\circ}C$ which had worked as a sufficient amount of energy to bring the insulation aging of insulator.

  • The purpose of evaluating the fire risk of a building is to predict damage or loss of life and property in unspecified circumstances and to minimize expected damage. The fire risk assessment for buildings in Korea analyzes fire risk according to performance-oriented design under the Enforcement Decree of the Fire Facilities Act and the Fire Causing Index under the Enforcement Decree of the Multi-Use Business Act. Fire risk analysis is mainly conducted by using fire statistics or analyzing the results of safety inspections of buildings. In the case of fire statistics, it is necessary to analyze the fire risk in consideration of the degree of fire damage in each number of fires, as all fires received by the fire department are collected. In addition, it is necessary to devise fire safety measures for buildings by predicting the number of casualties that may occur due to fires in each building. Accordingly, this study aims to analyze the characteristics of casualties by building use using the number of fires judged to have grown.

A Study on the Fire Safety of High-rise Apartments Based on Fire Door Switch and Automatic Fire Extinguishing System

  • The purpose of this study is to analyse the characteristics and spreading laws of parameters such as fire smoke, concentration of CO, visibility, and temperature at fire scene in high-rise residential buildings under the different conditions of fire doors and automatic fire extinguishing systems. Using Pyrosim to simulate diverse fire scenes in a high-rise apartment with corridors, to analyze the changes in those parameters. The results show that when a fire occurs, closing the fire-fighting corridor will increase the smoke temperature and concentration of CO in the stairwell, and reduce the height and visibility of the smoke layer; the automatic fire extinguishing system effectively suppresses the increase in the temperature of the fire smoke and the sedimentation of the smoke layer. Reasonable setting and operation of the automatic fire extinguishing system could effectively inhibit the spread of fire. Although closing fire corridor can slow down the direct upward spread of smoke through the corridor, it will force the fire smoke into the stairwell, which will seriously affect evacuation through the stairs. Therefore, in order to reduce risks, it is forbidden to close the fire doors of the firefighting corridor and stacking combustible materials in the corridor, Also, intensifying inspections and ensuring the normal operation of the automatic fire extinguishing system are indispensable. Based on the research results, the significance of installing fire-fighting facilities in the construction of high-rise apartments was discussed and proved.

  • Changwon City has the second highest accident rate with 79.6 according to the city bus accident rate. In fact, 250,000 people use the city bus a day in Changwon, The number of accidents is increasing gradually. In addition, a recent fire accident occurred in the engine room of a city bus (CNG) in Changwon, which has gradually expanded the public's anxiety. In the case of business vehicles, the government conducts inspections with a short inspection cycle for the purpose of periodic safety inspections, etc., but it is not in the monitoring stage. In the case of city buses, the operation records are monitored using Digital Tacho Graph (DTG). As such, driving records, methods, etc. are continuously monitored, but inspections are conducted every six months to ascertain the safety and performance of automobiles. It is difficult to identify real-time information on automobile safety. Therefore, in this study, individual automobile management solutions are presented through machine learning techniques of inspection results based on driving records or habits by linking DTG data and Vehicle Inspection Management System (VIMS) data for city buses in Changwon from 2019 to 2020.

Study on Space Organization Based on Significance Assessment of Interior Space Factors at 119 Safety Center (119 안전센터 실내공간요소 중요도 평가에 의한 공간구성연구)

  • This study has been performed to come up with any rational way for responding to the functions of fire-fighting spaces newly required by the changing social paradigms and to seek for the approach to designing fire-fighting spaces by taking into account the psychological and behavioral factors of fire-fighters who are exposed stress of operations. In particular, it is to satisfy any physical and functional requirements as special working-spaces and to reflect the psychological and behavioral approach to the workers who are forced to be at standby for a long time, which is the characteristic of their operation, to designing. Accordingly, for fundamental appreciation of whether or not such space programs as space organization needed for operational function are being practiced actively, the fire-fighting headquarters of Incheon City has been selected for the research. First, in the process of assessing the trend of organizing the space at safety centers for the recent 20 years, those built more than 20 years ago were left out from the space selection for the research. Second, those with less than 20 operators also were excluded. Third, among those completed in the same year, only one was selected, which was to avoid overlapping, with the consideration its regional representative nature for applying the safety centers in the jurisdiction of the headquarters equally. The study was performed through the visits to and the actual inspections by surveys at the selected 119 Safety Centers as well as the reviews of literature based on case studies. And for the assessment of significance, surveys and analysis of reliability and factors were carried out. The actual users of Safety Centers were picked as objects for the assessment of significance of space factors at 119 Safety Centers, which revealed that there are five types of dimensions for factor-analyzing standard with which users estimate any significance, which are "Area of Mobilization Preparation and Return" "Area of Standby" "Area of Working Activities" "Area of Employ Welfare" and "Area of Support".

Comparison of Standards for a 1ϕ 2 W MCCB and Study on the Evaluation of Heat Resistance Characteristics (1ϕ 2 W MCCB의 기준 비교 및 내열 특성 평가에 관한 연구)

  • This study obtained the following results by analyzing the standards related to a $1{\phi}$ 2W MCCB and evaluating its heat resistance characteristics. Since KS C 8321 corresponds to IEC 60947-2 standards, most of the related regulations are similar. The NFPA, which presents the user oriented safety regulations, contains no details about tests or inspections, etc., but it does specify in detail the regulations directly related to safety. It can be seen that KS C 8321 classifies in detail the items about tests and inspections. However, IEC 60947-2 and IEEE C37.51 simplified the test and inspection items or omitted some of them. When applying thermal stress to an MCCB for 6 hours at $180^{\circ}C$ using a heat resistant experimental device, it was found that the actuator lever was transformed and moved in the tripped state. In addition, most of the fixing hanger was melted down, losing their function. When applying thermal stress to the MCCB at $90^{\circ}C$, it showed nothing peculiar, but the fixing hanger was partly deformed at $105^{\circ}C$ and $120^{\circ}C$. It was found that the fixing hanger was deformed and the name plate was discolored at $150^{\circ}C$. It can be seen from the analysis of the internals of the MCCB that the trip bar has been melted away and that the up and down operator has moved up. The experiment performed by applying a withstanding voltage of 6 kV for 60 s showed that all items remained intact. In addition, the evaluation of the insulation performance performed by applying DC 500 V using an insulation-resistance tester showed good insulation performance.

  • This study analyzed results of the causes of failure in 1,022 fire trucks currently being used in South Korea (aerial ladder, aerial platform, pumper, and chemical fire trucks). The results show that 46% of aerial ladder trucks have defective in the elevator brake systems, 29% of aerial platform trucks have contamination in the hydraulic oil, 37% of pumpers have defective in the pneumatic cylinders of the air supply system, and 39% of chemical fire trucks have defective in the powder fire extinguishing systems. The principal reasons for malfunctions are deterioration of the apparatuses, and accumulated fatigue from repetitive use of certain components, such as pneumatic cylinders in the air supply system and wire rope jamming in rollers in the ladder apparatus. These manufacturing defects should be improved upon in the manufacturing process. As a result, the fire trucks, which are used for 5 years or more, need precise inspections in accordance with the Regulation on Fire Apparatus Maintenance. Fire apparatuses have a service life of 10 to 12 years or more. They need to be replaced or require life extension, and they should be kept in top shape with the best maintenance for public safety.

  • Under the Act amended on August 4, 2011, a special fire-fighting investigation was conducted by the relevant person (owner, manager, oil refineries), and the responsibility was also given to the relevant person. Instead of directly entering all existing fire-fighting targets and investigating the maintenance and management status of fire-fighting facilities, the fire-fighting agency selects and visits some targets every year, checks the maintenance and management status of fire-fighting facilities, corrects them, and imposes fines, etc. Reasons for the introduction of the system were the establishment of a private autonomous correction system by strengthening the responsibility of officials, lack of firefighting professionals, possible corruption due to frequent public contact, and responsibility of fire agencies. However, many problems arose even after the introduction of a special fire investigation system. A special fire investigation, one of the fire safety systems, checks whether related public officials and especially fire officials are properly installed, maintained and managed in accordance with relevant laws. Special firefighting investigations were introduced as firefighting inspections at the time the firefighting law was enacted in 1958, and have undergone a revised process more than 30 times until recently. Firefighting Facility Installation, Maintenance and Safety Management Act", the existing firefighting inspection was changed to a special firefighting investigation and accepted. At the time of enactment of the Fire Service Act in 1958, a special firefighting investigation was introduced as a firefighting inspection, and until recently, more than 30 revisions have been made. In 2003, as the existing fire fighting system was divided into four laws, it was approved by changing the existing fire fighting inspection to a special fire fighting investigation in the "Fire Fighting Facility Installation, Maintenance and Safety Management Act".
