In the fire and disaster prevention administration of which is not developed in comparison with any other administrative system, the systematic improvement is necessary. For system's more development, financial resource of fire service must be increased sufficiently. If fire service's budget is not allocated sufficiently, fire and disaster were not prevented effectively. This study set up hypothesis based on theoretical background and past research. In this study, dependent variables are fire service budget and police service budget per person Whereas independent variables include demand characteristics, economical characteristics, political characteristics, and previous fiscal year's budget. Statistical methods for the hypothesis's verification are regression analysis, correlation analysis and t-test. The major finding on this study are as follows: First, regression analysis showed that significant variable were past budget variable and economical variable. But political variable and demand variable were not significant except for a emergency medical variable. Second, fire service budget's average was not different significantly from police service budget's average. The above result are contingent upon the theory described in this research. A sustained research and development effort will be necessary if substantial and meaningful progress is to be made in fire service budget.

Background: Prevalence rates of smokeless tobacco (SLT) use among firefighters are remarkably high and substantially higher than similar occupational groups and the general U.S. population. The purpose of this study was to explore the perspectives of fire service personnel regarding cancer and its associations with tobacco and SLT use. Methods: This descriptive study used a qualitative approach. Key informant interviews were conducted in 39 career firefighters and fire service administration from across the U.S. Discussion were recorded, transcribed verbatim and transferred to NVivo software for narrative analysis. Topics explored included cancer perceptions, attitudes and beliefs, and cultural factors related to SLT use behaviors. Results: Major themes that emerged among fire service personnel included concerns about cancer and its risk factors including firefighting tasks, such as fire overhaul operations, and from their lifestyle behaviors, such as alcohol and tobacco use. Firefighters also suggested a number of reasons for their increased SLT use, such as fire department tobacco-free policy and fire service culture. Conclusion: The current study provides a rich foundation for future research, prevention, and intervention efforts for the fire service and research communities regarding tobacco and SLT use and cancer risk. Additional research on firefighters' cancer beliefs deserves future research in order to improve messaging about the risks of cancer due to firefighting.
Workplaces handling hazardous chemicals are scattered, because of old-aging facilities are have been operating for more than 20 years, there is still has the risk of an accident. Advanced countries including the UN and strengthen regulation of chemicals, but the frequent leak accidents have become a big issue socially. In the case of subsequent domestic accidental chemical accident, the government and related departments for the overall prevention, preparedness, response system has been checked and improved. In this study, improvements of the related system and the plan of safety management for on the prevention of accidents and the initial response were suggested throughout the analysis of problems on the actual condition of safety management and such as standard of the related systems for handling, management for occurring the main cause of the leak and chemical accidents from hazardous chemicals handling in the workplace.

This paper is aimed to analysis of electrical fire risk by overcurrent and series arc signals in traditional market shops Firstly, the field state investigation was conducted for shops at the traditional market (30 shops). At each shop in the traditional market, load characteristics were investigated and thermal characteristics in Panel were analyzed. Thermal characteristics in Panel is an indicator that can determine the impact of overcurrent. Results of the field state investigation found out four shops which showed abnormal thermal characteristics in Panel. Electrical load characteristics of these 4 shops were simulated by experimental setup consists of generator, motor and heater. In order to verify the electrical fire risk by electrical loads of 4 shops, arc and overcurrent experiments were conducted. The waveshapes of arc and overcurrent are investigated in both the time and frequency domains to find signal characteristics. The results obtained in this paper will be very helpful for the prevention of electrical fires occurred at the shops in the traditional market.

The aim of the present study was to estimate the prediction performance of a FDS (Fire Dynamic Simulator) to simulate the fire behaviors and suppression characteristics by operating a water-mist. Rosin-Rammler/log-normal distribution function was used to determine the initial droplet distribution of water-mist and the effects of its model constant were considered. In addition, the simulation models were validated by a comparison of the predicted fire suppression characteristics with water-mist injection pressures to the previous experiments, and the thermal flow behaviors and gaseous concentration variations were analyzed. The results showed that water-mists with the same mean diameter were affected by the characteristics of the droplet size distribution, which have different size and velocity distributions at the downstream location. The fire simulations conducted in this study determine the initial droplet size distribution tuned to the base of the spray characteristics measured by previous experiments. The simulation results showed good agreement with the previous measurements for temperature variations and fire suppression characteristics. In addition, it was confirmed that the FDS simulation with a water-mist operation supplies useful details on estimations of the thermal flow fields and gaseous concentration under water mist operation conditions.
Since 2008 Korea's fire administration has recognized the importance of human resources by introducing a mentoring system for new employees. This mentoring program is helping new employees adapt to the organization quickly and effectively. In addition, prevention inspectors are improving their job ability and expertise by ensuring the mentoring system has been introduced and operated. However, the current operating and fire officials mentoring system has a variety of problems including lack of expertise on the part of the mentors, deficiency of the legal system, lack of mentoring for information and materials, and lack of compensation, and formal mentoring training for mentors. In this study, the fire officials' mentoring system analysis and previous studies on the fire officials' mentoring functions will be analyzed to determine its effect on job performance. Results of this study of fire officials' job ability show that the variables that affect the mentoring program include the role model, business achievement, teaching method, attitude, interest, and achievement.

The rapid development of the information technology has passed over the implementation of the virtual reality. It is realizing information services that are form of the globalization, based on the Internet. In addition, the effort to apply IT to public administration for public services has been made. The remarkable development of computer hardware has overcome the limit of the information distribution and emerged for practical use in various fields such as public institution, underground facilities management, tourism industry development etc. However, the practical use of Virtual Reality with Three-Dimensional GIS on disaster management by Korea National Emergency Management Agency is very much low. Therefore, this studies focus on how to use 3-Dimensional GIS for the purpose of fire disaster prevention. The studies also discussed, through understanding of the limitations of 2-Dimensional GIS, the establishment of basis for fire prevention technology development and its utilization among those ubiquitous city paradigms, which have become so much issues these days.
The purpose of this study is to reduce the probability of occurrence of electric fires as a preemptive preventive measure, and to strengthen the capability of preventing electric fires by strengthening the cooperative function between electric fire-related departments and establishing a cooperative system. In this study, the general aspects of electric fires were identified by reviewing the literature such as ignition mechanisms of electric fires. And the major electrical fires that occurred in the last 10 years were classified into ignition factors (short circuit, overload/overcurrent, and earth leakage/ground fault) and ignition sources (wiring/wiring appliances, electrical equipment/household appliances). And the 4M technique was used to analyze the potential causes of ignition at the fire site and to suggest preventive measures. In the case In this study, out of 48 electrical fires in the past 10 years, 16 short-circuit fires, 3 overload/overcurrent fires, 3 short-circuit and earth fault fires, 16 fires in wiring/wiring appliances, and 10 fires in electrical equipment/home appliances classified as cases. And prevention measures were presented in terms of human, machine, media, and management by using the 4M technique. For the preemptive prevention of electric fires, strengthening the compulsory electrical safety inspection and making it mandatory to report when new or expanding electric facilities, charging a fee for electric safety inspection for detached houses and granting benefits subject to inspection completion, improvement of the electric safety voluntary inspection table and safety indications; It was suggested as a policy to organize and operate electrical safety inspection personnel in a two-person team (mixed), establish a close work cooperation system with related organizations, and strengthen electrical safety education and publicity.
